Original Title: Notice on Issuing the "Implementation Rules of Qingpu District, Shanghai on Promoting the High-Quality Development of the Film and Television Industry"
Chapter 1 General Provisions and Scope of Application
Article 1: To thoroughly implement the spirit of documents such as the "Implementation Measures for Promoting the Development of Shanghai’s Film and Television Industry" and the "Implementation Opinions on Accelerating the Innovative Development of Qingpu District’s Cultural and Creative Industries," and in accordance with Shanghai’s "1+3+X" cultural, film, and television technology industry layout, these Implementation Rules are hereby formulated to accelerate the high-quality development of Qingpu’s film and television industry and comprehensively enhance the overall quality and level of the industry.
Article 2: The finance department shall allocate annual support funds, which shall be incorporated into the district’s special industrial development fund, for the development of the film and television industry throughout the district, and such funds shall be managed and used in accordance with relevant regulations.
Article 3 The recipients of support from the special fund are:
(1) Enterprises or social organizations that have been certified, are registered with the industrial and commercial and tax authorities in Qingpu District, operate on an independent accounting and autonomous management basis, and are engaged in film and television script creation, filming, production, distribution, and screening, as well as related industries such as new film and television business models and film and television services.
(2) Recipients must possess a reasonable economic scale, a good credit record, and sound economic performance. They must not have committed any major violations of laws or regulations in the district within the past two years, must not have breached any agreements regarding the use of government financial support funds, must not be under investigation by relevant authorities, and must not be involved in any major ongoing litigation or arbitration.
Chapter II: Categories and Amounts of Support
Article 4: Support for the Development of Film and Television Enterprises
(1) For film and television enterprises newly established or relocated to this district that purchase or lease office space for their own use, support shall be provided according to the following standards:
1. Purchase Support: For the purchase of self-used office space with an area of 500 square meters or more, a one-time financial support of up to 2 million yuan, equivalent to 10% of the purchase price, shall be provided.
2. Rental Support: For enterprises leasing premises of 200 square meters or more as their primary business office space and signing a lease contract of three years or longer, an annual rental subsidy of up to 600,000 yuan, equivalent to 30% of the annual rent, shall be provided. The supported area per enterprise shall not exceed 500 square meters, and applications may be submitted for up to three consecutive years.
3. Start-up Cost Support: For enterprises with paid-in capital of 5 million yuan or more that have been in operation for at least one year and achieve annual operating revenue of 10 million yuan or more, a start-up subsidy of up to 3 million yuan will be provided, equivalent to 50% of the audited start-up costs. This subsidy will be disbursed over three years in the proportions of 40%, 30%, and 30%.
(II) Encourage corporate entities within the district, as well as chambers of commerce, associations, or social service organizations registered as social groups, to participate in investment promotion activities. The business registration and tax registration of the recruited enterprises must be located in Qingpu District. The recruited enterprises must have been in operation for at least one year, with a workforce of no fewer than 20 employees or annual operating revenue of 1 million yuan (inclusive) or more.
1. For a cumulative total of 10 or more (but fewer than 20) film and television enterprises successfully attracted and established within one year, a subsidy of 10,000 yuan will be provided per enterprise.
2. For a cumulative total of 20 or more (but fewer than 40) film and television enterprises successfully attracted and established within one year, a subsidy of 30,000 yuan will be provided for each enterprise beyond the 20-enterprise threshold.
3. If the cumulative number of film and television enterprises recruited and established within one year exceeds 40 (inclusive), a subsidy of 50,000 yuan will be provided for each enterprise beyond the 40-enterprise threshold.
The total cumulative support across all tiers shall not exceed 2 million yuan.
(III) Support for the Development of Emerging Film and Television Business Models
1. For cross-industry film and television enterprises that have settled in Qingpu and whose annual revenue from relevant business operations exceeds 20 million, 30 million, 40 million, or 50 million yuan for the first time, a one-time financial subsidy of 200,000, 400,000, 700,000, or 1 million yuan, respectively, will be provided following an evaluation based on a tiered fixed-amount principle.
2. For other new film and television industry formats established in Qingpu that are recognized through evaluation, a one-time subsidy of up to 1 million yuan will be provided, equivalent to 10% of the total investment in the new format (entities eligible for support under municipal or district cultural and creative policies shall, in principle, not be eligible for duplicate support under this provision). The scope of new film and television industry formats includes:
(1) Developing online film and television content, including regularly organizing online audiovisual innovation competitions, short video contests, and micro-film exhibitions to select outstanding works suitable for dissemination via the internet, mobile devices, and other platforms;
(2) Supporting the integrated development of film and television enterprises with cultural creativity, digital content, themed entertainment, and e-commerce; supporting the application of various film and television technologies and intellectual property (IP) from creative works to develop derivative products such as games, audio-visual materials, books, leisure tourism, and performing arts;
(4) Support for the Introduction and Cultivation of Film and Television Industry Institutions
Functional service organizations related to the domestic and international film and television industry that establish operations in the district and host industry forums, summits, or other events of significant influence within the district will, upon approval, receive one-time subsidies of 1 million yuan, 500,000 yuan, or 300,000 yuan, depending on the organization’s level (international, national, or provincial/ministerial).
(5) In accordance with Qingpu District’s policies supporting enterprise listings, provide corresponding support to eligible film and television enterprises in the district that are listed on major capital markets.
Article 5: Support for Major Film and Television Project Development
(1) For platforms with paid-in capital of 5 million yuan or more, with 50 or more registered member enterprises, and a growing annual trend in the number of enterprises using the platform, including film and television property trading platforms, film and television data centers, digital media special effects R&D centers, film and television talent training platforms, film and television service agencies, and platforms for in-depth mining and intelligent analysis of film big data based on cloud computing architecture, as well as film and television ticketing service platforms, and other public service platforms that play a key role in the development of the film and television industry.Starting one year after the platform becomes operational, a one-time subsidy of up to 2 million yuan, equivalent to 10% of the total project investment, will be provided. This amount will be disbursed over three years in the proportions of 40%, 30%, and 30%.
(2) For major film and television industry investment and construction projects with a total investment of 30 million yuan or more, support of up to 12 million yuan will be provided, equivalent to 10% of the total project investment.For projects with a total investment of less than 30 million yuan but which, upon evaluation, are deemed to help address gaps in the district’s film and television industry chain, a subsidy of up to 2 million yuan, equivalent to 20% of the total project investment, shall be provided (projects eligible for support under municipal or district cultural and creative policies shall, in principle, not be eligible for duplicate benefits under this provision).
(3) Support eligible enterprises that, in accordance with prescribed procedures, repurpose existing real estate resources such as old factory buildings into film and television production bases and post-production bases; a subsidy of up to 3 million yuan, equivalent to 15% of the actual renovation costs, shall be provided.
Article 6: Encouraging the Creation of Outstanding Film and Television Works
(1) Project support shall be provided for films, television series, or documentaries that have been filmed in this district (provided they have been officially released in theaters, broadcast on provincial satellite TV channels or higher, or aired on well-known online platforms, and the name of the filming location unit in Qingpu District, Shanghai is listed in the end credits). The disbursement shall be implemented according to a tiered fixed-amount principle:
1. For films featuring at least three locations, or where more than 1/20 of the footage was shot in the district, or where recognizable images of Qingpu City appear for a cumulative duration of more than 3 minutes, and the film’s box office revenue is 15 million yuan or more, the primary producer shall receive 100,000 yuan in project support.
2. For films featuring filming at no fewer than 5 locations, or where over 1/10 of the footage was shot within the district, or where recognizable images of Qingpu City appear for a cumulative duration of over 5 minutes, and the film’s box office revenue is 30 million yuan or more, the primary producer will receive 200,000 yuan in project support.
(II) Support for the Introduction of Key Film and Television IP Copyrights and the Creation of Excellent Screenplays
1. For the introduction or creation of copyrights centered on mainstream themes, positive energy, major topics, or distinctive subjects, if the copyright wins major domestic awards such as the Mao Dun Literature Prize, the Lao She Literature Prize, the Lu Xun Literature Prize, the Cao Yu Drama Literature Prize, or the “Five-One Project” Outstanding Work Award, the copyright holder will receive 800,000 yuan in support. Support will not be provided repeatedly for the same work.
2. For independently created films, TV series, and documentaries that take Qingpu as their primary setting, reflect Qingpu-themed content, promote and enhance Qingpu’s urban image, and play a positive role in advancing Qingpu’s film and television industry—provided they have been released or aired on mainstream media—one-time grants of 800,000 yuan, 500,000 yuan, and 300,000 yuan will be provided, respectively.
(3) Support for the Production and Distribution of Outstanding Film and Television Works
1. For feature films produced by the primary production company and approved by the relevant national industry authorities, a subsidy of 800,000 yuan will be provided; for debut feature films and art films, a subsidy of 400,000 yuan will be provided.
2. For television programs—including TV series, documentaries, variety shows, and TV feature films—that have obtained distribution and screening licenses from the National Radio and Television Administration, a subsidy of up to 500,000 yuan will be provided, equivalent to 1% of the total investment;For programs premiering during prime time on CCTV-1, 60,000 yuan per episode will be provided, with a maximum of 2 million yuan per program; for programs premiering during non-prime time on CCTV-1 or on other CCTV channels, 50,000 yuan per episode will be provided, with a maximum of 1.5 million yuan per program;For programs premiering on major provincial satellite TV stations, a subsidy of 30,000 yuan per episode will be provided, with a maximum of 1 million yuan per program; for web series, web feature films, and web variety shows released on major domestic video streaming platforms, where the revenue share reaches 2 million yuan or more, a subsidy of up to 300,000 yuan, equivalent to 1% of the revenue share, will be provided.
(4) Support for Award-Winning Film and Television Works
1. For television dramas, documentaries, and animated works that win international awards (such as the Academy Awards [Oscars] from the Academy of Motion Picture Arts and Sciences, or awards in the main competition sections of the three major European film festivals—Venice, Berlin, and Cannes—excluding individual awards) or major domestic awards (the “Five-One Project” Award, Golden Rooster Awards, Hundred Flowers Awards,Huabiao Awards, Feitian Awards, and Golden Eagle Awards—excluding individual awards)—shall receive support of 2 million yuan for international awards and 1 million yuan for domestic awards. If two or more works meet the above criteria, support of up to 4 million yuan shall be provided.
2. For feature films, TV dramas, documentaries, and animated films that have won an Academy Award (Oscar) from the Academy of Motion Picture Arts and Sciences, or have won awards in the main competition sections of the three major European film festivals (Venice, Berlin, and Cannes), or have received nominations for the Golden Rooster Awards, Hundred Flowers Awards, or Golden Eagle Awards, support of 1 million yuan for international awards and 500,000 yuan for domestic awards shall be provided.
3. If the primary producer of the aforementioned award-winning works is registered and has a project approved in Shanghai, an additional 300,000 yuan in support may be provided on top of the original support. For individuals or creative teams receiving awards, a one-time grant of 200,000 yuan may be provided to their affiliated studio or enterprise.
(5) For film and television projects that have received funding from national or Shanghai municipal film and television industry special funds, matching funding will be provided at a ratio of 1:0.5 based on the amount approved by higher-level authorities, not to exceed 3 million yuan. Film and television projects supported by national or Shanghai cultural development funds shall be implemented in accordance with the Qingpu District Cultural Development Special Fund Management Measures.
Article 7: Support for Film and Television Post-Production, Promotion, and Intellectual Property Application
(1) For film and television works released to the public that undergo post-production in this district with costs reaching 5 million yuan or more, the primary producer shall be granted support of up to 3 million yuan, equivalent to 40% of the post-production costs incurred in this district. For technology enterprises providing film and television post-production support that meet a certain scale, support of up to 3 million yuan shall be granted, equivalent to 10% of their technical service revenue.
(2) For film and television post-production enterprises, if the film or television works in which they participate win major international or domestic production awards, support of 2 million yuan shall be provided if their participation ratio is 50% or higher, and 1 million yuan if it is less than 50%.
(3) For entities that host or organize film and television industry-related exhibitions, promotional events, or competitions at the Shanghai municipal level or above, exhibition and promotional support of up to 1 million yuan will be provided, equivalent to 50% of the actual funds invested in the event. Such exhibitions, promotional events, or competitions must contribute to the promotion of Qingpu’s film and television industry and meet any one of the following conditions:
1. The exhibition covers an area of 50,000 square meters (or 1,000 booths) or more;
2. The total number of participants in a single day of the promotional event is 500 or more (including 500);
3. The competition is at the provincial, municipal, or higher level.
(4) For outstanding film and television works holding national premiere or launch events in this district, support will be provided at 50% of the costs associated with venue rental, stage setup, planning and execution, and travel expenses for key creative personnel, with a maximum of 1 million yuan per event.
(5) For participation in film and television-related exhibitions, promotional events, or competitions at the provincial or municipal level or higher, support of up to 200,000 yuan will be provided, covering 50% of the audited expenditure.
(6) Strong support will be provided for the application and derivative development of high-quality intellectual property in the film and television industry. For the commercial development of merchandise based on popular Shanghai-produced films and television works, if cumulative merchandise sales reach 10 million yuan or more, support of up to 3 million yuan may be provided, equivalent to 1% of the merchandise business revenue. Where multiple provisions of this policy apply, in principle, the highest amount may be selected within the same calendar year, but special support under this policy may not be enjoyed repeatedly.
Article 8: Encouraging Financing for Film and Television Enterprises
Support for connecting with multi-tiered capital markets is provided, as well as support for film and television enterprises to utilize policy-based financing platforms to obtain loans for the filming, production, and distribution of works. For works that have already been publicly screened in China or broadcast on television, the review panel will assess their overall contribution. Based on this assessment, a loan interest subsidy of up to 50% of the concurrent benchmark interest rate set by banks may be granted for a term of no more than three years, with a total amount not exceeding 1 million yuan.
Article 9: Encouraging the Cultivation and Recruitment of Outstanding Film and Television Talent
Implement the Qingpu District Qingfeng Talent Policy and the “Implementation Rules for Incentives on the Recruitment and Cultivation of Cultural and Tourism Talent in Qingpu District,” optimize the comprehensive development environment for film and television talent, and build a talent hub for the film and television industry. Encourage film and television enterprises to independently conduct employee training; for projects that meet the relevant municipal and district vocational training support policies, provide enterprises with corresponding training cost subsidies in accordance with those policies;Film and television enterprises are encouraged to organize employee participation in film and television skills training. For projects that fall within the scope of municipal and district vocational skills improvement support programs, relevant support policies—such as residency registration and rental assistance for film and television talent—shall be implemented. For individuals meeting the criteria for “Qingfeng” top-tier talent, targeted support may be provided through relevant procedures.
Chapter 3: Procedural Arrangements
Article 10: Operational Procedures
A special fund review panel shall be established to convene review meetings to evaluate enterprise project applications. The standing member units of the review panel include: the District Bureau of Culture and Tourism, the District Economic Commission, the District Development and Reform Commission, the District Science and Technology Commission, the District Commerce Commission, and the District Finance Bureau. When necessary, the review panel may invite other relevant departments, units, or industry experts to participate in the review. An office shall be established under the review panel, located within the District Bureau of Culture and Tourism.
(1) Preparation of Materials. Materials shall include the application form, a copy of the business license, copies of relevant qualification certifications or evaluation certificates, and any other materials required by the competent industry authority.
(2) Application. Enterprises shall submit both paper and online applications in accordance with notices published on the official website of the competent industry authority or the Qingpu District Industrial Development Special Fund Application and Service Platform. For paper applications, complete the “Application Form” as required and submit it along with other relevant materials to the competent industry authority. For online applications, log in to the Qingpu District Industrial Development Special Fund Application and Service Platform (http://cyfz.shqp.gov.cn/), click on the project application link published by the competent industry authority, and fill out the form and upload materials online.
(3) Preliminary Review. Within one month of receiving the enterprise’s “Application Form,” the competent industry authority shall complete the preliminary review of materials and forward them online, and submit the relevant materials to the Office of the Review Panel.
(4) Evaluation. The Office of the Special Fund Evaluation Panel shall convene an evaluation meeting to jointly evaluate projects that have passed the re-examination.
(5) Public Notice. Projects that pass the review must be publicly announced on the official website of the competent industry authority.
(6) Approval. Projects that have passed the review and received no objections during the public notice period shall be submitted to the Qingpu District Industrial Development Coordination and Promotion Office for approval. Upon approval, funds shall be disbursed in accordance with regulations.
(7) The competent industry authority shall conduct a performance evaluation of the use of the special funds and, in conjunction with relevant departments, carry out supervision and inspection in accordance with regulations.
Article 11: Cases Where Special Funds Will Not Be Allocated or Their Use Will Be Suspended
(1) The special funds shall not be allocated under any of the following circumstances:
1. Submission of false or forged application materials;
2. The applicant has been investigated and penalized by law enforcement authorities for illegal or non-compliant conduct within the past two years, and has been determined by the industrial authorities to be ineligible for support;
(2) If an applicant has had a case filed against it by law enforcement authorities within the past two years due to illegal or non-compliant conduct and is currently under investigation, the use of these special funds shall be suspended.
(3) Where higher-level authorities or relevant documents contain explicit provisions, such provisions shall prevail.
Article 12 Other Matters
(1) If multiple provisions of this policy apply to the same entity or the same film and television project, except for settlement support, the entity may generally choose the most favorable option but may not receive duplicate special support under this policy within the same calendar year; for the same support category of a film and television project, only one enterprise may apply.
(2) When an enterprise receives support under these Implementation Rules and is simultaneously eligible for support under national, municipal, or other district-level policies, these Implementation Rules shall be implemented according to the principle of “top-up the difference without duplication” after the enterprise has received support under the national, municipal, or other district-level policies.
(3) Management expenses related to project organization, review, acceptance, and performance evaluation shall be allocated from the total special fund at a rate not exceeding 2% based on actual costs.
(4) When projects receiving funding are distributed, entered into competitions, screened, or used to host events, a written statement must be included on relevant copyright pages and in promotional materials such as advertisements, program guides, and posters, declaring that the project is a “Project Funded by the Shanghai Qingpu District Film and Television Industry Development Special Fund.” This statement is permanent and shall not be terminated due to changes in the ownership of the project’s outcomes.
(5) Nationally renowned film and television enterprises or individuals, film and television institutions, key film and television projects, or film and television enterprises and works approved for support following a review may receive support in accordance with relevant procedures.
(6) During the implementation of this policy, adjustments will be made in response to major policy changes at the national or Shanghai municipal level. In the event of inconsistencies between previously issued district regulations and this policy, this policy shall prevail.
(7) Supported entities that are registered film and television enterprises (service enterprises above a certain scale) shall cooperate with the district’s requirements for registration and inclusion in the database.
(8) Enterprises found to have submitted fraudulent applications or misappropriated special funds shall be held legally liable in accordance with regulations; disbursed funds shall be recovered and remitted to the treasury, and their eligibility to apply for projects shall be revoked.
(9) The Shanghai Qingpu District Bureau of Culture and Tourism is responsible for interpreting these Implementation Rules.
Article 13: Effective Date
These Implementation Rules shall take effect on September 1, 2024, and shall remain valid for three years.
