Implementation Plan for the Disposal of Low-Efficiency Industrial Land in Jiading District in 2024
In accordance with the “Work Plan for the Special Campaign on ‘Two Assessments, One List, and One Revitalization’ of Industrial Land in Shanghai” jointly issued by the Shanghai Municipal Bureau of Planning and Natural Resources, the Municipal Commission of Economy and Information Technology, and the Municipal State-owned Assets Supervision and Administration Commission, it is required to combine the performance classification list for industrial land with differentiated measures and comprehensive policies to promote the revitalization and utilization of existing industrial space. This plan is formulated to scientifically and reasonably arrange the objectives and tasks for the disposal of low-efficiency industrial land in our district in 2024 and to effectively and orderly advance the smooth implementation of the work.
I. Objectives and Tasks
In accordance with the city-wide unified work deployment and based on the 2023 comprehensive performance evaluation of industrial land conducted by each sub-district and town (Management Committee), the district’s 2024 target for the disposal of low-efficiency industrial land is 4.14 square kilometers (Appendix 1).
II. Scope of Application
This plan applies to relevant plots proposed for inclusion in the 2024 list of low-efficiency industrial land disposal projects, which in principle originate from Category C and Category D lands identified in the industrial land performance evaluation.
III. Work Tasks
(1) Establish and Improve Working Mechanisms
Each sub-district and town (Management Committee) must clarify responsible departments and work divisions. Using the Version 1.0 toolkit issued by the Municipal Bureau, they shall designate a lead official and the responsible department, assign dedicated personnel, and establish a stable mechanism for advancing the work.
(2) Defining the List of Low-Efficiency Industrial Land Disposal Projects for the Current Year
Each sub-district, town, and administrative committee shall, in conjunction with the industrial land performance classification list, assess the actual situation based on annual task indicators and planned arrangements, and comprehensively consider the economic, social, and environmental benefits of the land to finalize the list of projects for the disposal of low-efficiency industrial land for the current year (Appendix II).The list must specify key details such as disposal pathways, ownership status, responsible entities, and planned completion dates. Adopt a “one-site-one-policy” approach to carry out the disposal of low-efficiency industrial land in a targeted manner based on actual conditions, avoiding a “one-size-fits-all” approach and enhancing the effectiveness of policy implementation.
When compiling the disposal project list, each sub-district and town (Management Committee) should fully integrate existing initiatives such as the rectification of illegal, non-compliant, and breach-of-contract land use; land reduction; land reserve acquisition and transfer; revitalization of existing land stock; and centralized leasing and management. They should maintain a steady pace to ensure efficient completion.
(3) Formulate Plans for the Disposal of Low-Efficiency Industrial Land
Based on a comprehensive review and analysis of this year’s low-efficiency industrial land disposal projects, each sub-district, town, and management committee shall specify disposal methods, set timelines, and formulate the 2024 implementation plan and schedule for the disposal of low-efficiency industrial land. Seventy percent of the annual task volume must be completed by the third quarter, with the remaining 30% of remediation tasks completed before the year-end assessment and acceptance.
(4) Refine the Policy Toolkit for Disposing of Low-Efficiency Industrial Land
In accordance with the Municipal Planning and Resources Bureau’s *Shanghai Policy Toolkit for the Redevelopment of Low-Efficiency Industrial Land (Version 1.0)*, the District Planning and Resources Bureau, the District Economic Commission, the District State-owned Assets Supervision and Administration Commission, and other relevant departments shall collaborate to develop a preliminary, reference-based categorized policy toolkit, drawing on Jiading District’s recent project arrangements and disposal experience.During implementation, each town may fully utilize existing policy tools to address low-efficiency industrial land. At the same time, towns may pool their wisdom and efforts based on the existing policy toolkit to explore diverse disposal methods in light of local work arrangements or unique projects, thereby enriching and refining existing policy pathways. This will ensure the effective implementation of differentiated measures and comprehensive strategies to promote the utilization of existing industrial space.
For key, challenging, and special projects, advance disposal efforts through a working mechanism that “translates project objectives into milestones and assigns responsibility for each milestone.” For difficult or bottleneck issues, promptly report them to the district-level task force. Through organizing consultation forums and other formats, resolve critical operational challenges during the disposal process. Simultaneously, maintain detailed records of implementation progress to create case studies, laying the foundation for the continued advancement of this work in 2025 and 2026.
(5) Focus on Reducing Industrial Land Costs
All sub-districts, towns, and administrative committees must focus on improving the overall performance of industrial land use and optimizing industrial land allocation. Guided by the overarching principle of “accelerating the revitalization and utilization of existing construction land, enhancing the quality and efficiency of land resource supply, and ensuring land security,” they should conduct comprehensive surveys to ascertain the current situation. Through various integrated measures, they must strive to reduce the costs associated with the acquisition and reclamation of industrial land, thereby establishing a virtuous cycle of industrial spatial resource security.
IV. Timeline
(1) Work Deployment
Work Deployment and Training. Convene a district-wide meeting to deploy the disposal of low-efficiency industrial land. In accordance with relevant municipal documents, clarify the division of responsibilities, key tasks, and implementation pathways. Simultaneously, distribute the Toolkit for Revitalizing and Disposing of Low-Efficiency Industrial Land (Version 1.0). Establish a list of task force members for each sub-district, town, and administrative committee. (Early May 2024)
(2) Implementation
1. List Confirmation and Mapping/Database Entry
Each sub-district and town (Management Committee) shall, based on assigned targets, finalize the list of tasks for the disposal of low-efficiency industrial land for the current year. (By mid-May 2024)
2. Work Implementation
Each sub-district and town (Management Committee) shall advance disposal efforts in accordance with laws and regulations and through comprehensive measures based on the submitted task lists, while ensuring progress tracking, documentation, experience accumulation, and the preparation of summary reports. (By mid-November 2024)
(III) Progress Monitoring
The District Task Force will conduct a mid-term assessment in the third quarter in accordance with the city’s unified work arrangements. Based on the progress of each sub-district and town (Management Committee), the Task Force will evaluate work progress and risks to task completion, and provide targeted assistance to help sub-districts and towns (Management Committees) advance or adjust their work plans. (IV) Year-End Assessment
Each sub-district and town (Management Committee) shall conduct preliminary acceptance inspections and prepare work summaries in late November. The District Task Force shall conduct annual acceptance evaluations and submit reports by the end of November. (By the end of November 2024)
V. Support Measures
(I) Strengthening Accountability
Establish a coordination mechanism for the disposal of low-efficiency industrial land. At the district level, the District Planning and Resources Bureau, the District Economic Commission, and the District State-owned Assets Supervision and Administration Commission will take the lead, with participation from the District Housing Administration Bureau, the District Urban Management and Law Enforcement Bureau, and other relevant departments. These departments will leverage their specialized guidance and service functions to drive the disposal of low-efficiency industrial land.Each sub-district and town (Management Committee) must strictly enforce primary responsibility for rectification, earnestly implement the requirements of the Party Central Committee and the State Council regarding farmland protection, establish and improve organizational coordination bodies to advance the disposal of low-efficiency industrial land, fully implement shared responsibilities for the disposal of low-efficiency industrial land, ensure tasks are carried out in a planned and step-by-step manner, and complete the disposal of low-efficiency industrial land to high standards and with high quality.
(2) Establish a Coordination Mechanism
Define the specific responsibilities and tasks of all relevant departments, agencies, and stakeholders in the disposal of low-efficiency industrial land; clarify their respective scopes of responsibility and key priorities; strengthen coordination; promptly share updates; and address existing issues. Convene joint meetings or working forums as needed to facilitate timely exchanges of progress, identification of problems, and negotiation of solutions among all parties, ensuring unimpeded information flow and smooth cooperation.
(3) Encouraging Innovative Exploration
Support and encourage each sub-district, town, and administrative committee to explore policy innovations based on the distribution characteristics of industrial land in their respective areas and the development status of enterprises using such land. Test policies, standards, and methods to provide effective support for the updating and iteration of district-wide policies. Further strengthen demonstration and leadership by promptly identifying and summarizing effective practices, measures, and case studies that demonstrate solid foundations, mature and effective models, and significant potential for replication. Continuously enhance publicity and public opinion guidance to foster a positive working atmosphere.
(4) Strengthen Daily Supervision and Establish Long-Term Mechanisms.
In accordance with the requirements of territorial management, all sub-districts, towns, and administrative committees must establish and improve long-term mechanisms for daily supervision. They must strictly enforce follow-up law enforcement patrols on the plots, while district-level departments should organize “follow-up” inspections at appropriate times to resolutely prevent any “rebound” or “recurrence” of violations.
