Measures to Accelerate the Attraction and Cultivation of High-Level Entities and Build a Dynamic Industrial Ecosystem
High-level entities refer to business entities that possess strong market competitiveness, significant industry influence, and a pronounced industrial spillover effect, and that occupy a core and pivotal position within industrial chains and industrial ecosystems.To implement the decisions and arrangements of the Third Plenary Session of the 12th Municipal Party Committee, deepen the construction of the “Five Centers,” and strengthen the “Four Major Functions,” these measures focus on fully stimulating the vitality and momentum of high-level entities in the city; comprehensively enhancing the quality and efficiency of attracting such entities; improving the cultivation system for high-level entities throughout the entire process; and creating a development ecosystem for high-level entities across all scenarios. This will accelerate the development of new-quality productive forces, providing a solid foundation for building a modern industrial system and promoting high-quality economic development in the city.
I. Scope of Application for High-Level Entities
Large-scale High-Level Entities. These primarily refer to business entities whose indicators—such as operating revenue, net profit, and asset scale—rank among the top globally or domestically, and which possess significant industry influence and a high degree of internationalization. This includes, but is not limited to, Fortune Global 500 companies or regional headquarters, China’s Top 500 companies or regional headquarters, and the city’s top 100 enterprises in the manufacturing and service sectors.
Innovative High-Level Entities. These primarily refer to business entities that focus on key sectors or niche segments of strategic emerging industries, with R&D investment significantly exceeding the industry average; possess core intellectual property rights for products or services with domestic and international influence; and demonstrate significant competitive advantages and high growth potential in the market. This includes, but is not limited to, national-level high-tech enterprises or “Science and Technology Little Giants”; headquarters of the city’s innovative enterprises; and entities responsible for establishing national-level enterprise technology centers, manufacturing innovation centers, and technology innovation centers.
High-Level Service-Oriented Entities. These primarily refer to business entities that undertake corporate sales, R&D, and settlement functions, or provide professional services such as R&D design, trade settlement, resource allocation, and human resources, with revenue scales ranking among the top in their respective industries. This includes, but is not limited to, R&D, settlement, and sales centers of large-scale high-level entities; leading enterprises in specialized service sectors; key production-oriented internet service platforms; and traders.
Specialized High-Level Entities. These primarily refer to business entities that have long focused on specific sub-sectors of the manufacturing industry, engage in the supply of critical core components, possess production technologies or process levels that reach internationally advanced or domestically leading standards, and hold a market share for individual products that ranks among the top globally or within the domestic industry. This includes, but is not limited to, national or municipal “Single Champion” enterprises in manufacturing and “Specialized, Refined, Unique, and Innovative” (SRUI) enterprises.
II. Comprehensively Enhancing the Quality and Efficiency of Attracting High-Level Entities
1. Improve the city-district collaborative promotion mechanism for key industries. Encourage each district to focus on niche segments within their distinctive industries, accelerate the implementation of “top-level projects” and the “chain leader accountability system,” and strengthen the deep integration of industrial, innovation, talent, and capital chains within their regions to attract various high-caliber entities through complementary strategies.Explore the establishment of a district-municipal collaborative advancement assessment mechanism for distinctive industries, with evaluation results incorporated into the municipal performance appraisal of district Party and government leadership teams. For high-caliber entity projects aligned with the local distinctive industrial development orientation, prioritize their inclusion in the municipal list of major engineering projects; increase coordination efforts to advance project construction; prioritize the allocation of key resources such as land and energy; and guide relevant municipal special funds to provide focused support. 2. Implement a categorized policy for attracting high-caliber entities. Strengthen the mechanism for tailored approaches based on the different categories of high-caliber entities being attracted. For the attraction of large-scale high-caliber entities, increase support in areas such as planning, land, energy consumption, and energy supply. For the attraction of innovative high-caliber entities, leverage the city’s advantages in the allocation of elements such as major scientific facilities, public data, computing power platforms, and application scenarios.For the attraction of service-oriented high-level entities, strengthen institutional support in areas such as market access, investment and trade facilitation, and the cross-border flow of capital and data. For the attraction of specialized high-level entities, prioritize support in areas such as industrial chain integration and collaboration, public infrastructure, and the sharing of factors and resources. 3. Innovate models for attracting high-caliber entities. Promote industrial chain-based investment promotion; support large-scale high-caliber entities in developing comprehensive industrial chain roadmaps; and, focusing on key segments of core industrial sectors, target the recruitment of specialized high-caliber entities with outstanding supporting capabilities to foster an innovation ecosystem where large, medium, and small enterprises collaborate.Encourage capital-driven investment promotion by integrating municipal industrial investment platforms, investment platforms of municipal state-owned enterprises, and fiscal funds at both municipal and district levels. Strengthen cooperation with national-level industrial funds to establish high-quality investment funds for key industries, implement professional and market-oriented operations, and support collaboration between these funds and industrial parks to jointly facilitate the implementation of attracted projects.Strengthen scenario-based investment promotion by regularly publishing lists of application scenarios in manufacturing, consumption, and services. Promote the opening of public resources—such as ports, roads, and government data—to various high-caliber entities, and accelerate the introduction of high-caliber entities in fields such as large-scale model development, big data applications, and high-performance computing infrastructure. 4. Coordinate mechanisms for attracting high-caliber entities. Consolidate municipal-level investment promotion resources, optimize databases for major industrial projects and business carriers, and increase municipal support for districts in serving key enterprises, introducing critical resources, and providing major policy support. Optimize the design of investment promotion performance metrics for each district, encouraging the introduction of strategic, emerging, and future-oriented industrial projects. Regulate the intra-city cross-district relocation of business entities, dynamically refine guidelines for cross-district relocation, and guide the orderly distribution of high-caliber entities.Enhance the quality and effectiveness of investment promotion activities. Successfully organize investment promotion events such as “Tide Surging on the Pujiang,” “Invest in Shanghai,” and the Shanghai City Promotion Conference, and support districts in actively participating in high-end domestic and international exhibitions. Support districts in refining their investment promotion mechanisms based on local conditions, innovate evaluation and incentive schemes for investment promotion personnel, and maximize the motivation of frontline investment promotion staff. III. Improving the Full-Cycle Cultivation System for High-Level Entities
5. Optimize the incubation mechanism for “seed-stage” entities. Encourage large-scale high-level entities to establish open innovation centers, promote the sharing of technology, facilities, and application scenarios around supply chains and innovation chains, and accelerate technological breakthroughs and the commercialization of research outcomes. Continue to advance the “Explorer Program,” supporting high-level entities in collaborating with universities and research institutes to build applied research platforms, thereby identifying and nurturing a cohort of “seed-stage” entities with significant growth potential.Advance the construction of incubators to high standards. Encourage high-quality incubators to collaborate with municipal-level parent funds to establish early-stage hard technology investment seed funds, thereby boosting the commercialization of innovation outcomes by “seed-stage” entities. Support the appropriate transfer of excess returns generated from government investments to incubators and other social capital. 6. Enhance the quality and effectiveness of nurturing “start-up phase” entities. Amplify the guiding effect of government investment funds, make full use of the Shanghai Venture Capital Guidance Fund and the Angel Investment Guidance Fund, continuously optimize fund management mechanisms, and drive social capital to “invest early, invest in small-scale projects, and invest in hard technology.”Support the priority trial and expanded application of innovative products from “startup-stage” entities in complete equipment, production lines, major projects, and government procurement, and increase support for the application of the first units (sets) of major equipment, the first batches of materials, and the first versions of software products. High-quality development of a batch of industrial public innovation platforms will be pursued, with innovative mechanisms established in areas such as team equity holdings, technology diffusion assessments, and state-owned asset management to support the R&D needs for generic technologies of “startup-stage” entities.Strengthen intellectual property protection and fully leverage the role of various municipal and district-level platforms, such as intellectual property protection centers and rapid rights protection centers, to provide “start-up” entities with rapid preliminary review, rights confirmation, and rights protection services. 7. Ensure the supply of essential resources for “growth-stage” entities. Optimize land supply models by prioritizing the land needs of “growth-stage” entities for operational implementation and production expansion in land supply plans. For entities that genuinely cannot meet the full-lifecycle access requirements for specific plots due to their development stage or industry characteristics, access standards may be appropriately relaxed. Make full use of integrated industrial land management policies to support eligible high-level entities in moving into multi-story buildings, thereby driving the clustering of upstream and downstream enterprises in the industrial chain.Ensure talent needs are met by supporting districts in including “growth-stage” entities in their lists of key enterprises for talent services. Innovate financial services by supporting the inclusion of eligible “growth-stage” entities in the “Pujiang Light” enterprise database, building a tiered and categorized pipeline of IPO resources, and implementing a dedicated service mechanism for listed companies. 8. Enhance the global competitiveness of “mature-stage” entities. Focusing on the “going global” needs of “mature-stage” entities, we will cultivate and expand professional service providers, establish supply-demand matching platforms, and provide specialized services—including cross-border finance, foreign-related legal services, global financial consulting, maritime arbitration, shipping insurance, and cross-border logistics—to support the overseas expansion of “mature-stage” entities.Support “mature-stage” entities in utilizing various domestic and international specialized platforms to integrate their technologies, products, and services into the global market. Encourage “mature-stage” entities to formulate industry development standards and rules, participate in the formulation of international standards, and promote international mutual recognition of standards and product certifications. Optimize M&A financial services and support “mature-stage” entities in initiating and establishing industrial M&A funds to conduct domestic and international M&A activities centered on industrial chains, innovation chains, and supply chains, thereby achieving scaled and group-based development and continuously enhancing international competitiveness.Support “mature-stage” entities in conducting equity investments targeting key links in industrial chains; for the CVC (Corporate Venture Capital) institutions they establish, provide policy support such as risk compensation and residency benefits comparable to those offered to equity investment institutions. IV. Building a Comprehensive Ecosystem for High-Level Entities
9. Build a dynamic ecosystem of first-class enterprises. Focusing on fields such as artificial intelligence and the digital economy, attract and nurture a group of private enterprises with leading core technologies and significant market influence to create cluster advantages. Promote the establishment of headquarters functions—including settlement, management, and sales—for foreign-invested enterprises, and encourage foreign-invested R&D centers to strengthen cooperation with local innovation and supply chains to build open innovation platforms.Increase efforts to attract headquarters of central state-owned enterprises, regional headquarters, and core functional sectors. Aligning with world-class enterprise standards, continuously optimize and strengthen municipal state-owned enterprises; leverage the role of state-owned capital investment funds in guiding industrial development; and attract and cultivate a group of high-level entities with strong industrial chain synergy capabilities. 10. Strengthen the supply of dynamic and efficient production factors. Deepen the deployment of new infrastructure, accelerate the construction of new networks, computing power, data, facilities, and terminals, and improve preferential interest rate loans and interest subsidy policies for new infrastructure projects to leverage financial institutions in providing preferential credit funds and support the construction of demonstration projects such as high-performance computing.Encourage the opening of public data to high-level entities; support the creation of public resource repositories and authorized operation platforms in sectors such as transportation and healthcare; and accelerate the exploration of mechanisms for the authorized operation of public data. Deepen the comprehensive performance evaluation and categorized disposal of industrial land; accelerate the revitalization and utilization of existing low-efficiency industrial land; and promote urban renewal in key industrial transformation zones. Optimize the management of industrial land prices and reasonably control land supply prices.Improve the tiered talent development system, select a group of leading talents to undertake core research and development tasks, and cultivate frontline highly skilled personnel to meet the multi-level talent needs of high-level entities across various fields. Give priority to eligible talents in the issuance of APEC Business Travel Cards and simplify entry and exit procedures. Encourage the Free Trade Pilot Zone, the Lingang New Area,and the Hongqiao International Open Hub to fully align with international high-standard economic and trade rules. We will actively seek to conduct more extensive stress tests in areas such as investment access, trade in goods and services, digital trade, and intellectual property protection; promote the opening of systems related to rules, regulations, management, and standards; deepen commitment-based management in the engineering construction sector; attract a group of high-level entities with broad reach, high-quality services, and strong resource allocation capabilities; and implement a number of major national and municipal strategic industrial projects.Leverage the spillover effects of professional service institutions in the central urban area, continue to implement specialized policies such as the “Global Professional Service Provider Leadership Initiative” and the “Global Service Provider Initiative,” and build clusters for the professional services sector.Support the five new towns and key transformation areas in the north and south to focus on the development of distinctive industrial clusters. Continue to promote the “One City, One Park” brand, adopt multiple measures to advance work-life balance, strengthen land and talent support, and promote the high-level integration of advanced manufacturing and modern services. Patiently cultivate a distinctive industrial ecosystem characterized by strong upstream-downstream coordination.Promote the coordinated and integrated development of the “One Zone, 22 Parks” model in the Zhangjiang High-Tech Park. Focusing on specific segments of leading industries, accelerate the release of lists of key enterprises to be nurtured and corresponding policy measures. Advance the construction of the “Greater Zero Bay” Science and Technology Innovation Source Zone to high standards. 12. Foster an open and inclusive innovation environment. Improve mechanisms for soliciting and selecting major innovation scenarios, matching supply and demand, providing policy support, tracking and evaluating outcomes, and replicating and promoting successful models. Continuously expand the scope of innovative applications for high-level autonomous vehicles; promote the application of humanoid robots in typical scenarios such as industrial manufacturing, smart living, and specialized security; accelerate the construction of blockchain infrastructure systems and major application scenarios; and effectively leverage the role of these scenarios in driving new business models, new forms of business, and new technologies.Emphasizing innovation-oriented approaches and refining regulatory mechanisms, for cases where new business models or technologies exceed current rules and standards during their application and promotion, comprehensively employ measures such as credit-based regulation, risk prevention, digital empowerment, industry self-regulation, and collaborative governance to optimize regulatory methods. Expand, in accordance with the law, the scope of minor violations in relevant fields that are exempt from administrative penalties. 13. Improve targeted and personalized business services. Include high-caliber entities in the “service packages” for key enterprises at all levels, implement systems and mechanisms such as “one enterprise, one service manager” and “one enterprise, one service package,” and build a team of service managers who are highly skilled, have a strong work ethic, and are satisfactory to enterprises. Timely address the personalized needs of enterprises and provide targeted services to high-caliber entities.Adhere to benchmarking reforms to enhance the quality and efficiency of enterprise services, and create a world-class business environment characterized by greater convenience in trade and investment, higher administrative efficiency, more standardized government services, and a more comprehensive legal system, thereby boosting the confidence of high-level entities in establishing operations and developing in the city.We will continue to improve the efficiency of project approval processes, optimize approval services for land use planning and project construction, refine the notification and commitment system for project approvals, fully implement the “pile foundation first” approach, comprehensively advance the “joint application for water, electricity, gas, and internet services,” and fully implement one-stop processing for construction permits, single-application parallel approval, and the issuance of electronic certificates in a single step. V. Support Measures
1. Strengthen coordination between the municipal and district levels. Municipal industry authorities shall strengthen professional guidance, refine standards for attracting and cultivating high-caliber entities within their respective sectors, compile lists of target entities, enhance dynamic management, strengthen policy coordination and synergy, optimize the allocation of factors and resources, and improve evaluation and assessment mechanisms.Leverage the leading role of each district to steadily advance the attraction and cultivation of high-caliber entities, the promotion of investment projects, the development of industrial park infrastructure, and the nurturing of an innovation ecosystem. Proactively seek advice and suggestions from high-caliber entities, improve mechanisms for handling and providing feedback on opinions, and promptly address the concerns of business entities. 2. Strengthen Publicity and Promotion. Incorporate publicity and promotion for the attraction and cultivation of high-caliber entities into the city’s key publicity initiatives, highlighting thematic campaigns such as policy interpretation, case studies, and exemplary achievements, and continuously promote business-friendly policies within industrial parks and enterprises. 3. Implement Evaluation and Supervision. Relying on the Municipal Joint Conference Mechanism for Enterprise Services, continuously monitor the implementation of various business-friendly policies; urge responsible departments to strengthen policy implementation and effectiveness evaluation; coordinate the resolution of common and difficult issues constraining enterprise development; and introduce measures to promote enterprise development. Relying on the Enterprise Service Cloud mechanism, promptly identify and investigate illegal and non-compliant behaviors that violate the principles of fair market competition, and continuously purify the market environment.
