Original Title: Notice from the Shanghai Intellectual Property Office Regarding the Organization and Implementation of the Application Process for the "Patent Navigation to Empower Regional Key Industries, Strengthen Industrial Chains, and Enhance Efficiency" Project

To the Intellectual Property Offices of All Districts:

To further enhance the integration and contribution of intellectual property work to regional economic and social development, leverage the dual roles of the intellectual property system and technology supply, and promote the deep integration of patent information utilization with regional economic and social development, our Bureau will organize the application and evaluation process for the “Shanghai Patent Navigation Empowerment Project for Strengthening Chains and Enhancing Efficiency in Key Regional Industries.” The relevant matters are hereby notified as follows:

I. Objectives

Targeting the leading industries of all districts across the city, this initiative will implement patent navigation projects focused on industrial planning. By closely integrating patent analysis with industry analysis, the projects will deeply integrate patent information with data on current industrial conditions, development trends, policy environments, and market competition. Through research and analysis, the projects will clarify the positioning, direction, and pathways for industrial development. This will provide a scientific basis for district Party committees and governments to formulate their 15th Five-Year Plans and promote industrial upgrading, while driving the optimization of regional industrial innovation resource allocation.accelerate the conversion of patent resources into industrial and competitive resources, and enhance the core competitiveness of the region’s leading industries.

This project must comply with the "Implementation Guidelines for Patent Navigation Projects for Industrial Planning (Interim)" issued by the China National Intellectual Property Administration and the requirements of the national standard"Patent Navigation Guide Part 3: Industrial Planning" (GB/T 39551.3-2020). The resulting industrial patent navigation report must be submitted to the District Party Committee and District Government, as well as the Municipal Intellectual Property Office, and distributed to relevant departments such as the District Development and Reform Commission, Economic and Information Technology Commission, Science and Technology Commission, State-owned Assets Supervision and Administration Commission, and Commerce Commission.

II. Project Quota and Timeline

The city will evaluate no more than 32 industrial planning-type patent navigation projects, with each district limited to no more than two applications.

The project implementation period is from late March to the end of August.

III. Application Procedures

1. Determine the industrial category. The District Intellectual Property Bureau, in conjunction with relevant government departments, shall jointly study and determine the names of the industries or industrial sub-sectors to be applied for.

2. Form the project team. The District Intellectual Property Office, in conjunction with relevant departments, shall select and designate one intellectual property service provider as the project contractor in accordance with the requirements of the national standard "Patent Navigation Guide Part 3: Industrial Planning" (GB/T 39551.3-2020). This provider shall then form a project implementation team comprising at least 10 members, including managers, researchers, and industry analysts from the relevant industry, as well as patent analysts from the intellectual property service provider,with at least 3 being patent analysts.

3. Submission of Application Materials. The District Intellectual Property Bureau is responsible for organizing the completion of the project application materials (see attachment). The District Intellectual Property Bureau, as the applicant, and the service provider, as the implementing entity, shall sign the application opinion and affix their official seals. Both hard copies and electronic versions of the application materials must be submitted to the Municipal Intellectual Property Bureau by March 22, with one copy of each.

4. Selection of Project Units. After accepting the materials, the Municipal Intellectual Property Bureau will organize an expert review, publicly announce the results online, determine the project implementing units, and sign project implementation agreements to clarify work tasks, implementation plans, performance targets, and funding arrangements.

IV. Funding Support

The Municipal Intellectual Property Bureau will provide financial support for this project, with a maximum of 300,000 yuan per project. Each district intellectual property bureau shall provide matching funds at a 1:1 ratio for this project in accordance with the requirements of the “Shanghai Intellectual Property Special Fund Management Measures.”

Upon project approval, the Municipal Intellectual Property Bureau will disburse 150,000 yuan in support funds to the project-bearing unit; the remaining funds will be disbursed following project acceptance. If the acceptance is passed, the remaining 150,000 yuan will be disbursed; if the acceptance fails, the remaining funds will not be disbursed.

V. Implementation Requirements

District Intellectual Property Bureaus shall continuously monitor project progress and guide the project-bearing units to strictly implement this project in accordance with the procedures and content specified in the “Implementation Guidelines for Industrial Planning-Type Patent Navigation Projects (Interim)” issued by the National Intellectual Property Administration and the national standard"Patent Navigation Guide Part 3: Industrial Planning" (GB/T 39551.3-2020), emphasizing team collaboration and strengthening data integration to produce standardized and regulated patent navigation reports in accordance with the following requirements.

(1) Industry Analysis

Collect, organize, and summarize industrial data regarding the scale of the industry globally, in China, and within the region, as well as the composition of industrial chains, technology chains, and enterprise chains. Combining this with relevant regional industrial policies and resource conditions, make a preliminary assessment of the current status and challenges of regional industrial development.

(2) Patent Navigation Analysis

First, analysis of industrial development directions. Conduct a comprehensive analysis of the interactive relationship between global industrial development and patent portfolio strategies, including the history of industrial technology development, trends in industrial relocation, industrial chain structures, key enterprises within the industrial chain, and the interplay between product market competition and patent portfolio strategies. By analyzing patent and market data from various entities with strong patent control capabilities worldwide, identify industrial development directions, technological innovation trends, and key market demand areas.Second, analysis of regional industrial positioning. Analyze the history and current status of industrial development in the region. Through comparative research, assess the region’s strengths and risks in terms of industrial structure, market competition, and talent reserves, focusing on aspects such as industrial structure, industrial division of labor, as well as enterprises, technology, talent, and patents.

(3) Industrial Development Pathway Analysis

Based on industrial analysis and patent navigation analysis, and in conjunction with the actual conditions of the region’s industrial development, this section proposes targeted and practical recommendations regarding industrial planning and policy formulation, optimization of industrial layout and structure, enterprise integration, cultivation, and introduction, recruitment and training of innovative talent, introduction and enhancement of technological innovation, strategic patent layout, and market operations.

VI. Project Management

(1) Strengthening the Institutionalization of the Patent Navigation Mechanism

Intellectual property bureaus in each district must enhance their understanding of the importance of this initiative, strengthen organizational leadership, and treat this project as a key measure to directly integrate intellectual property into regional economic and social development. They must ensure its thorough implementation and use this opportunity to optimize and improve patent navigation support policies, establishing a routine mechanism where patent navigation drives the high-quality development of regional industries and enterprises.

(2) Promoting the Publication of Results

Each district intellectual property bureau shall guide project-bearing units to promptly file and publish relevant project outcomes on the National Patent Navigation Comprehensive Service Platform and the Shanghai Patent Navigation Outcomes Publication Platform, and to participate in the selection of outstanding patent navigation achievements organized by the National Intellectual Property Administration.

(3) Strengthen Performance Evaluation

The Municipal Intellectual Property Bureau will convene work promotion meetings and project inspection and acceptance meetings as appropriate to strengthen the assessment and evaluation of projects, and will incorporate project implementation status into the annual performance evaluation indicators of district Party committees and district governments.
