Original Title: Implementation Rules for Special Support Measures to Strengthen High-Quality Development in Industrial Parks in Songjiang District

Article 1 (Purpose and Basis)

To promote the high-quality development of the industrial economy in Songjiang, the origin of the Yangtze River Delta G60 Science and Technology Innovation Corridor; to better leverage the role of industrial parks as development platforms; to strengthen the district-wide tiered development system for industrial parks; to strive for the designation of national-level industrial parks such as the National New Industrialization Demonstration Base; to cultivate and develop a group of municipal-level characteristic industrial parks and premium parks; to upgrade and establish a group of star-rated excellent industrial parks; and to intensify efforts to foster and guide outstanding industrial parks,these Implementation Rules are formulated in accordance with the “Guidelines for the Construction of Specialized Industrial Parks in Shanghai” and the “Several Policy Provisions of Songjiang District on Accelerating the High-Quality Development of Industries in the G60 Science and Technology Innovation Corridor’s Origin Area” (Hu Song Fu Gui [2023] No. 1).

Article 2 (Administrative Departments and Principles for Fund Utilization)

The District Economic Commission is responsible for organizing and implementing the comprehensive evaluation of industrial parks, compiling the budget for special support funds in accordance with relevant regulations, determining the annual allocation and priority areas for fund usage, issuing annual project application notices and guidelines, accepting project applications for special funds, organizing project evaluations, and conducting supervision and performance management of project implementation.

The District Finance Bureau is responsible for the budget management of the special funds and for conducting performance supervision of the use of project support funds.

Each town, subdistrict, and development zone is responsible for the preliminary review of projects funded by the special funds and shall cooperate with the District Economic Commission in conducting follow-up management of projects.

The use of special support funds shall comply with national and municipal industrial development policies, conform to the relevant provisions of the "Songjiang District Industrial Support Fund Support and Management Measures" (Shanghai Songjiang Government Regulation [2021] No. 4), adhere to the principles of openness, fairness, and impartiality, and ensure the safe and efficient use of funds.

Article 3 (Eligible Recipients)

Support is provided to various market entities for the cultivation and establishment of national-level industrial parks, such as National New Industrialization Industrial Demonstration Bases; municipal-level industrial parks, such as municipal-level characteristic industrial parks and premium industrial parks; as well as district-level star-rated excellent industrial parks (hereinafter referred to as “star-rated parks”) and cultivation-type excellent industrial parks (hereinafter referred to as “cultivation-type parks”).

Article 4 (Forms of Support)

(1) For industrial parks that are awarded the title of National New Industrialization Industrial Demonstration Base, Municipal-Level Specialized Industrial Park, or similar designations for the first time, a one-time reward of 1 million yuan shall be granted to the park’s operating entity. For industrial parks that are awarded the title of Municipal-Level Premium Park or similar municipal-level designations for the first time, a one-time reward of 600,000 yuan shall be granted to the park’s operating entity.

(2) Based on comprehensive evaluations, financial support shall be provided to eligible Star-Rated Parks. The support funds shall primarily be used to assist recognized outstanding parks in improving the park environment, establishing innovation and entrepreneurship platforms and facilities, optimizing park infrastructure, reducing the cost of entry for high-quality enterprises, and supporting the development of key enterprises.

1. For star-rated parks where the per-mu output in the assessment year reaches 660,000 yuan or more and exceeds the previous year’s figure by 10% or more, 50% of the district’s actual fiscal revenue from the excess portion (calculated based on 660,000 yuan if the previous year’s per-mu output was less than 600,000 yuan) will be awarded as a bonus according to the star rating coefficient (0.8 for three-star parks, 0.9 for four-star parks,1.0 for five-star parks), with a maximum reward of 6 million yuan.

2. For star-rated parks where the per-mu output in the assessment year reaches 840,000 yuan or more and exceeds the previous year’s figure by 5% or more, 50% of the district’s actual fiscal revenue from the excess portion (calculated using 840,000 yuan as the base if the previous year’s per-mu output was less than 800,000 yuan) will be awarded as a bonus based on the star rating coefficient (0.8 for three-star parks, 0.9 for four-star parks,5-star parks: coefficient 1.0), with a maximum of 8 million yuan.

3. For star-rated parks where the per-mu output in the assessment year reaches 1.03 million yuan or more and exceeds the previous year’s figure by 3% or more, 50% of the district’s actual fiscal revenue from the excess portion (if the previous year’s per-mu output was less than 1 million yuan, the increment shall be calculated based on 1.03 million yuan) shall be awarded according to the star rating coefficient (0.8 for three-star parks, 0.9 for four-star parks,1.0 for five-star parks), with a maximum of 10 million yuan.

The bonus for star-rated parks follows the principle of “taking the higher amount.” Parks with per-mu output below 1.2 million yuan must also meet the condition that their per-mu output in the assessment year is no lower than the level of previous years to qualify for the bonus; for parks with per-mu output of 1.2 million yuan or more that exceed the previous year’s figure by more than 3%, if their per-mu output is lower than the level of previous years, the bonus will be halved according to the calculation method for the third tier.

Star-rated parks that sign full-lifecycle management land grant contracts after increasing the floor area ratio on newly acquired or existing land may apply for support incentives once their output per mu meets the targets specified in the land grant contract or project eligibility criteria.

(3) Subsidies for the Renovation of Park Infrastructure and Facilities.

1. Star-rated parks that construct, renovate, or expand factory buildings for the purpose of attracting high-quality industrial projects shall receive a subsidy equivalent to 20% of the total approved renovation and construction investment, up to a maximum of 5 million yuan. The first installment of 50% of the subsidy shall be granted upon completion of project acceptance and price verification; the second installment of up to 50% shall be granted based on a comprehensive assessment following the successful establishment of the attracted project.

2. For star-rated parks and nurturing-type parks rated “excellent” in the annual assessment that implement digitalization and greening initiatives, a subsidy of 20% of the approved project investment amount, up to a maximum of 1 million yuan, will be granted after the relevant project passes final inspection and the cost appraisal is completed.

Article 5 (Park Designation)

The recognition of national-level and municipal-level industrial parks, such as New Industrialization Industrial Demonstration Bases and Municipal-Level Specialized Industrial Parks, shall be conducted in accordance with relevant standards and procedures established by higher-level authorities.

District-level star-rated parks and development-oriented parks shall be recognized following comprehensive evaluation and other procedures, with specific provisions as follows:

(1) Evaluation Criteria

Industrial parks participating in the evaluation shall meet the following basic conditions:

1. The park complies with the industrial land use plan of its respective region and has clearly defined boundaries;

2. The park has not arbitrarily altered land use or construction planning conditions; there are no disputes regarding land (plot) ownership, no illegal land use (or any such cases have been fully resolved), and no illegal structures;

3. The park has established comprehensive environmental protection and safety management systems, and no major environmental pollution or safety incidents have occurred in the past three years;

4. The park has well-developed infrastructure and possesses professional operational management capabilities.

In accordance with the principles of guidance, scientific rigor, and comprehensiveness, the development status of the park will be comprehensively evaluated based on aspects such as park management, industrial development, economic output, technological innovation, green and low-carbon initiatives, and digital and intelligent empowerment. Specific evaluation indicators are provided in the appendix.

(II) Evaluation Procedure

1. The park’s operating entity shall submit an application in accordance with the Notice on the Comprehensive Evaluation of Industrial Parks; each sub-district, town, and development zone shall accept and conduct a preliminary review of the application;

2. The District Planning and Resources Bureau, District Emergency Management Bureau, District Ecology and Environment Bureau, District Market Regulation Bureau, District Tax Bureau, and other relevant departments shall verify whether the applicant has engaged in any major violations of laws or regulations within the past three years;

3. The District Economic Commission conducts a comprehensive evaluation and preliminary ranking of the applying industrial parks based on the evaluation indicator system; after soliciting opinions from relevant departments, it confirms the classification of the parks to be awarded;

4. The proposed parks to be designated are publicly announced; those with no objections following the announcement are officially designated by the District Economic Commission.

(III) Evaluation Results

Following a comprehensive evaluation, the District Economic Commission will award the following titles to selected industrial parks:

1. Songjiang District Outstanding Industrial Park (Five-Star);

2. Songjiang District Outstanding Industrial Park (Four-Star);

3. Outstanding Industrial Park of Songjiang District (Three-Star).

Parks that have a clear industrial focus, well-developed infrastructure, sufficient development space, and a professional operational service team but have not yet met the star-rating criteria may be designated as “Development-Stage Parks” to receive follow-up services and guidance. Parks rated as Development-Stage or higher will be given priority for recommendation to participate in municipal and national-level industrial park evaluations.

Article 6 (Project Application)

The District Economic Commission shall, in accordance with the district’s industrial development plans and policy directions, compile and issue an annual notice for the application of special fund support projects. This notice shall specify the annual allocation priorities and key areas of support, as well as announce specific requirements such as application deadlines and submission locations.

Eligible parks may submit project applications within the specified timeframe in accordance with the requirements of the annual application notice. The project applicant shall be responsible for the authenticity of the submitted materials.

Article 7 (Project Review)

(1) The District Economic Commission shall conduct a preliminary review of the submitted project materials in accordance with the requirements of the annual project application notice, while each sub-district, town, and development zone shall be responsible for the initial review of the projects.

(2) For projects that pass the review, the District Economic Commission, in conjunction with relevant departments such as the District Finance Bureau, District Tax Bureau, District Science and Technology Commission, and District Ecology and Environment Bureau, shall conduct a joint review based on actual circumstances to determine the special support project plan.

(3) The District Economic Commission and the District Finance Bureau shall calculate the funding allocation for each project based on the park’s star rating and the results of the joint review, and submit the proposal to the District Government for approval.

Article 8 (Project Public Notice)

Projects proposed for special support shall be publicly announced by the District Economic Commission for a period of 5 working days. For projects subject to objections during the public announcement period, the District Economic Commission shall promptly organize an investigation and verification.

Article 9 (Project Management and Accountability)

During project implementation, the District Economic Commission may conduct unscheduled inspections of the project-bearing entities based on actual circumstances.

Project entities shall strictly comply with relevant regulations on the management of fiscal funds and ensure that funds are used for their designated purposes. Any misuse of funds shall be handled in accordance with relevant regulations on fiscal fund management.

For acts that violate national laws, regulations, or relevant disciplinary rules—such as fabricating information to fraudulently obtain special support funds or arbitrarily altering the intended use of such funds—the project unit and its principal responsible persons shall be held accountable in accordance with regulations, and the District Economic Commission shall recover the special support funds already disbursed.

Article 10 (Information Reporting)

Star-rated and nurturing-type industrial parks shall undergo a re-evaluation once every three years, implementing dynamic management of outstanding industrial parks. Relevant parks must regularly report on their investment promotion, operations, and output in accordance with requirements. The District Economic Commission will commission third-party institutions to conduct surveys on park operations and, in conjunction with local governments, carry out full-process monitoring and supervision to urge continuous improvement in park development standards and operational efficiency.

Specialty industrial parks (bases) recognized at the national or municipal level shall submit information in accordance with relevant regulations.

Article 11 (Circumstances for Delisting)

If a star-rated industrial park or a developmental industrial park falls under any of the following circumstances, its designation as an “Excellent Industrial Park” and its plaque shall be revoked following review by the District Economic Commission:

(1) Failure to pass the re-evaluation or failure to participate in the re-evaluation as required.

(2) The occurrence of major accidents related to environmental protection, safety, or other issues during the re-evaluation period, resulting in significant adverse impacts.

(3) The park fails to submit information and materials as required for a continuous period of six months or longer.

(4) The park’s evaluation information or materials contain major false or concealed information, and the park fails to correct such issues after being reminded.

(5) Other serious violations of relevant national or municipal regulations.

Article 12 (Information Disclosure)

The District Economic Commission shall ensure the disclosure of information regarding special support funds in accordance with relevant requirements for government information disclosure.

Article 13 (Interpretation)

The District Economic Commission shall be responsible for interpreting these Implementation Rules.

Article 14 (Effective Date)

These Implementation Rules shall take effect on December 24, 2023.
