Implementation Rules for Special Support for Major Industrial Matchmaking Events in Songjiang District

Article 1 (Purpose and Basis)

To standardize the management of the Special Fund for Major Industrial Matchmaking Events in Songjiang District and enhance the efficiency of the fund’s utilization, these Implementation Rules are hereby formulated in accordance with the “Several Policy Provisions of Songjiang District on Accelerating the High-Quality Development of Industries in the Origin Area of the Yangtze River Delta G60 Science and Technology Innovation Corridor” (Shanghai Songjiang Government Regulation [2023] No. 1) (hereinafter referred to as the “Several Policy Provisions”).

Article 2 (Principles of Use)

The use of special support funds shall comply with national and municipal policy orientations for industrial development, conform to the relevant provisions of the "Measures for the Support and Management of Industrial Support Funds in Songjiang District" (Shanghai Songjiang Government Regulation [2021] No. 4), and adhere to the principles of openness and transparency, fairness and impartiality, prioritization of key areas, and maximization of impact.

Article 3 (Administrative Authority)

The Songjiang District Economic Commission (hereinafter referred to as the “District Economic Commission”) shall, in accordance with the “Several Policy Provisions,” prepare the budget for the special support funds, determine the annual direction of fund usage and support priorities, issue annual project application notices, accept project applications for the special funds, organize project evaluations, and conduct supervision and performance management of project implementation.

The Songjiang District Finance Bureau (hereinafter referred to as the District Finance Bureau) is responsible for the implementation of the special funds in accordance with the principle of coordinated planning and shall conduct performance supervision over the use of project support funds.

Article 4 (Eligible Entities)

Eligible recipients of the special funds must meet the following conditions: they must be capable of independently assuming legal liability, have a sound governance structure, and maintain sound financial systems. The applicant must have no record of major violations of laws or regulations in its business operations, nor any major environmental or safety incidents, within the three years prior to the date of application.

Article 5 (Support Standards)

For enterprises, industrial parks, and other entities organizing activities such as resource matching and industry exchanges that align with Songjiang’s industrial development priorities and have significant influence, a subsidy of 30% of the verified costs per event will be provided, up to a maximum of 1 million yuan. The maximum annual subsidy per entity is 1.5 million yuan.

Article 6 (Application Process)

The process consists of two steps: filing for major events and applying for major event projects:

(1) Filing of Major Events: This is conducted on a rolling basis. Event organizers must apply for filing with the District Economic Commission two months prior to the event and submit relevant materials as required by the Commission. Major industrial matchmaking events must be approved by the District Economic Commission’s leadership meeting before filing is granted.

(2) Application for Major Event Projects: In principle, by October of each year, the District Economic Commission will issue a notice regarding the application for special support projects for major industrial matchmaking events in Songjiang District, announcing specific details such as application requirements, acceptance periods, and submission locations. Organizers of major events that have completed the filing process as described above shall, in accordance with the requirements of the annual application notice, submit project application materials within the specified timeframe and in accordance with the prescribed procedures, and shall be responsible for the authenticity of the submitted materials.

Article 7 (Project Evaluation)

The District Economic Commission shall conduct a preliminary review of the project application materials. Upon passing the preliminary review, the Commission shall organize relevant departments to evaluate the submitted projects and determine the supported projects based on the evaluation results.

Projects that pass the review will undergo comprehensive evaluation, after which the District Economic Commission, in collaboration with relevant departments, will conduct a joint review to finalize the special support project plan.

Article 8 (Project Public Notice)

Projects proposed for special support shall be publicly announced by the District Economic Commission for a period of 5 working days. For projects receiving objections during the announcement period, the District Economic Commission shall promptly organize an investigation and verification. Upon the conclusion of the public announcement period, the District Economic Commission shall report the project support results to the District Government for review and final approval.

Article 9 (Fund Disbursement)

Special support funds shall be disbursed through a post-subsidy mechanism in the form of non-repayable grants. The funding shall be shared between the district-level government and the sub-district/town (or development zone) governments in a 7:3 ratio.

Article 10 (Financial Management)

Project entities shall strictly comply with relevant regulations on the management of fiscal funds. Any instances of non-compliant use of funds shall be handled in accordance with relevant regulations on fiscal fund management.

Article 11 (Accountability)

For acts that violate national laws, regulations, or relevant disciplinary rules—such as fabricating information to fraudulently obtain special support funds or arbitrarily altering the intended use of such funds—the applying entity and its principal responsible persons shall be held accountable, and any special support funds already disbursed shall be recovered.

Article 12 (Information Disclosure)

The District Economic Commission shall ensure the disclosure of information regarding special support funds in accordance with relevant requirements for government information disclosure.

Article 13 (Interpretation)

The District Economic Commission shall be responsible for interpreting these Implementation Rules.

Article 14 (Effective Date)

These Implementation Rules shall take effect on December 24, 2023.
