Article 1 (Purpose and Basis)
To implement the innovation-driven development strategy, further consolidate the foundation for self-reliance and self-strengthening in science and technology, advance the construction of the Yangtze River Delta G60 Science and Technology Innovation Corridor to a higher standard, leverage the leading and supporting role of industrial technology R&D and application in driving innovation, enhance enterprises’ independent innovation capabilities, and improve the comprehensive competitiveness of regional industries,these Implementation Rules are formulated in accordance with the "Several Policy Provisions of Songjiang District on Accelerating the High-Quality Development of the G60 Science and Technology Innovation Corridor's Origin Industry" (Shanghai Songjiang Government Regulation [2023] No. 1, hereinafter referred to as the "Several Policies").
Article 2 (Principles of Use)
The use of special support funds shall comply with the industrial development policy orientations of the state, the municipality, and the district. In principle, it shall conform to the requirements of the "Measures for the Support and Management of Industrial Support Funds in Songjiang District" (Hu Song Fu Gui [2021] No. 4) and subsequent relevant documents. The principles of openness, fairness, and impartiality shall be upheld to ensure the safe and efficient use of funds.
Article 3 (Management Responsibilities)
The Songjiang District Economic Commission (hereinafter referred to as the “District Economic Commission”) shall, in accordance with the provisions of the “Several Policies,” prepare the budget for the special support funds, issue annual project application notices and guidelines, organize project evaluations, formulate funding plans, supervise project implementation, and be responsible for project acceptance.
The Songjiang District Finance Bureau (hereinafter referred to as the District Finance Bureau) is responsible for the budget management and disbursement of the special support funds, and for conducting performance oversight of the use of project support funds.
Article 4 (Eligible Entities)
Entities applying for the Special Fund for Industrial Technology Innovation shall meet the following conditions:
(1) Be an entity capable of independently bearing legal liability;
(2) Possess sound financial management systems;
(3) Have a good credit standing and have not committed any serious violations or illegal acts within the past two years (calculated by looking back two years from the date of application for the special support project);
(4) Possess the necessary capacity to undertake the project.
Article 5 (Scope of Support)
The special funds primarily support enterprises in carrying out industrial technology innovation projects, specifically through R&D investment, resolving key technical issues, achieving technological advancement and innovation advantages, generating intellectual property, integrating technology into enterprise products, and realizing economic benefits.
Projects that have already received municipal financial support through other channels shall not be eligible for support from the special funds.
Article 6 (Support Method)
Special support funds shall be disbursed in the form of grants.
Article 7 (Support Criteria)
(1) "First-of-its-kind (set) major technical equipment projects" refer to enterprises developing equipment with advanced and innovative features, including complete sets of equipment, complete machines, and key components. A subsidy of up to 30% of the amount specified in the first sales contract (or agreement) signed between the enterprise and its user for such equipment will be provided to the manufacturing enterprise, with a maximum of 5 million yuan.
(2) Industrialization Key or Common Technology Research Projects refer to projects in which enterprises conduct R&D on key or common technologies to enhance the technological advancement of their products, with a total project investment of 4 million yuan or more. A subsidy of up to 30% of the total project investment shall be provided to the manufacturing enterprise, with a maximum of 5 million yuan.
(3) Demonstration Application Projects in Key Industrialization Fields: These refer to projects where enterprises develop new technologies and business models with industry-leading and demonstrative effects, particularly those involving the demonstration and application of smart factory and digital workshop technologies and services in the manufacturing sector, with a total project investment of 4 million yuan or more. A subsidy of up to 30% of the total project investment will be provided to the manufacturing enterprise, with a maximum of 5 million yuan.
(4) Industry-Academia-Research Collaboration Projects refer to projects in which enterprises collaborate with universities and research institutes to carry out industry-academia-research technological innovation and achieve the industrialization of technological achievements. The value of the industry-academia-research collaboration contract (or agreement, etc.) must be 300,000 yuan or more, and the total project investment must be 3 million yuan or more. A subsidy of up to 30% of the total project investment will be provided to the manufacturing enterprise, with a maximum of 2 million yuan.
The project investment amounts and contract (or agreement) values mentioned above are all exclusive of tax.
Article 8 (Application Notice)
In principle, between April and June of each year, the District Economic Commission shall, in accordance with the district’s industrial development plans and policy directions, compile and issue the annual application notice and guidelines for special support funds, specifying the annual support priorities, application deadlines, submission methods, and other specific requirements.
Article 9 (Project Application)
Eligible entities shall submit project applications within the specified timeframe in accordance with the requirements of the annual project application notice. The applicant is responsible for the authenticity of the submitted materials. Each sub-district, town, and industrial park shall review and recommend applications in accordance with these Implementation Rules and the requirements of the project application notice.
Article 10 (Project Evaluation)
The District Economic Commission shall organize and conduct project evaluations. First, submitted projects shall be reviewed based on the annual project application notice and relevant requirements; projects that pass the review shall then be evaluated by experts; after comprehensive consideration, the proposed special support projects and funding amounts shall be determined for those that pass the evaluation.
Article 11 (Project Public Notice)
Projects proposed for special support shall be publicly announced by the District Economic Commission for a period of 5 working days. For projects receiving objections during the public notice period, the District Economic Commission shall promptly organize an investigation and verification.
Article 12 (Project Approval)
After the public notice period concludes without objections, the District Economic Commission shall submit the proposed supported projects and funding amounts to the District Government for approval. For projects confirmed to receive special support following approval by the District Government, the project undertaking entity shall sign a project approval contract with the District Economic Commission. The project approval contract shall specify the project scope, acceptance and evaluation criteria, implementation period, funding amount, and funding disbursement methods.
Article 13 (Project Management)
During project implementation, the District Economic Commission may, either directly or through a third-party agency, inspect, manage, and supervise project progress; the project undertaking unit shall accept and cooperate with such activities.
Article 14 (Project Acceptance)
Upon completion of the project, the project undertaking unit shall, in accordance with the requirements of the District Economic Commission, promptly prepare all materials required for acceptance and submit an application for acceptance to the District Economic Commission or the commissioned third-party institution. The District Economic Commission or the commissioned third-party institution shall organize the project acceptance.
(1) Acceptance of projects for the promotion and application of first-of-a-kind major technical equipment shall be conducted using a scoring system (out of 100 points). Experts shall score the project based on its completion status, and the acceptance result shall be determined based on the average score:
1. If the project score is 80 points or higher, the project is deemed to have passed acceptance.
2. If the project score is between 70 and 80 points (inclusive), the acceptance is deemed basically qualified.
3. If the project score is between 60 and 70 points (inclusive), the project is deemed to have been closed.
4. If the project score is below 60, the acceptance is deemed unsuccessful.
(2) For industrialization key or generic technology research projects, demonstration application projects in key industrialization fields, and industry-academia-research cooperation projects, acceptance shall be conducted through an expert review system. Acceptance opinions shall be formed through joint deliberation by experts and signed by the head of the expert panel. The acceptance results determined by the expert review opinions are categorized into four types: Pass, Basically Pass, Project Concluded, and Fail.
The District Economic Commission will determine the actual approved support funds for the project based on the acceptance results. Specifically:
For projects with a "Pass" acceptance result, the actual approved support funds shall be 100% of the support funds specified in the project approval contract; for projects with a "Basically Pass" result, the actual approved support funds shall be 75% of the support funds specified in the project approval contract; for projects with a "Closed" result, the approved support funds shall be 50% of the support funds specified in the project approval contract; for projects with a "Fail" result, the support funds shall be revoked.
Article 15 (Project Changes)
If a project undergoes any of the following major changes, the project undertaking unit shall promptly complete a Project Change Application Form, detailing the changes and the reasons therefor. After obtaining the seal of approval from the relevant subdistrict, town, or industrial park, the application form and relevant materials shall be submitted to the District Economic Commission for review. Upon receiving written approval from the District Economic Commission, the project undertaking unit shall take measures to complete the project in accordance with the revised requirements.
(1) Changes to the project content;
(2) Significant changes to the project implementation timeline (referring to an extension of six months or more);
(3) Other changes approved by the District Economic Commission.
Article 16 (Project Cancellation)
Under any of the following circumstances, the project undertaking unit may proactively submit a Project Cancellation Application Form to request cancellation, stating the details of the change and the reasons. After obtaining the seal of approval from the relevant subdistrict, town, or industrial park, the application form and relevant materials shall be submitted to the District Economic Commission for review.
(1) The project entity has unilaterally altered the research and development content, resulting in a clear discrepancy with the signed project agreement;
(2) Following an audit, the actual amount of project investment is more than 30% less than the amount specified in the contract;
(3) Significant changes in project implementation conditions render continued implementation impossible;
(4) Failure to complete phased tasks due to poor project management;
Upon review by the District Economic Commission, a decision to cancel the project may be made directly.
Article 17 (Fund Disbursement)
The District Economic Commission shall determine the amount of special support funds to be disbursed based on the project’s approval and acceptance status, and shall disburse the special support funds in accordance with the “Songjiang District Industrial Support Fund Support and Management Measures” and the funding disbursement provisions in the project approval contract.
If the project acceptance result is unsatisfactory or the project is canceled, special funds shall not be disbursed, and any funds already disbursed shall be recovered; for canceled projects, the eligibility of the relevant entity to apply for special funds may be revoked for a period of three years, depending on the circumstances.
Article 18 (Financial Supervision)
The project-bearing entity shall strictly comply with relevant regulations on the management of fiscal funds and ensure that funds are used for their designated purposes only; any misuse of funds shall be handled in accordance with relevant regulations on fiscal fund management.
Article 19 (Accountability)
Special support funds must be used for their designated purposes and accounted for separately; withholding or misappropriation is strictly prohibited. For acts that violate national laws, regulations, or relevant disciplinary rules—such as fabricating information to fraudulently obtain special support funds or arbitrarily altering the intended use of such funds—the project-bearing unit and its principal responsible persons shall be held accountable. Additionally, any special support funds already disbursed shall be recovered, and the relevant unit’s eligibility to apply for special funds shall be revoked.
Article 20 (Interpretation)
The District Economic Commission is responsible for interpreting these Implementation Rules.
Article 21 (Effective Date)
These Implementation Rules shall take effect on December 24, 2023, and shall be implemented on a trial basis for one year.
