Shanghai Zhangjiang Hi-Tech Industrial Development Zone (hereinafter referred to as "Zhangjiang Hi-Tech Zone") is the main battlefield for the construction of Shanghai's international scientific and technological innovation center and the main position of Shanghai to build a world-class industrial clusters. In order to further promote the high-quality development of Zhangjiang Hi-tech Zone, better implement the strategy of innovation and development, and promote the high level of scientific and technological self-reliance and self-improvement, we hereby put forward a number of opinions on the promotion of reform and innovation of Zhangjiang Hi-tech Development Zone, and the construction of the world's leading science and technology parks, as follows:

3. Characteristic development. Highlight the "one park, one feature", improve the concentration of leading industries, create a distinctive brand, promote the extension of the industrial chain to the upstream and downstream, and provide enterprises with full life-cycle services, so as to accelerate the realization of industrial specialization and park specialization.
4. Play a good assessment and evaluation "baton" role, improve the park's high-quality development assessment and evaluation system, the establishment of incentives and elimination mechanisms, the formation of a vivid situation of learning to catch up and strive for excellence.
(3) Objectives
In three years, Zhangjiang Hi-Tech Zone will basically form a management system with strong coordination, consistent authority and responsibility, urban linkage, and synergy. It will create a high-quality park with dominant industries, perfect professional services, relatively centralized space, and vibrant ecology.
1. The industrial characteristics are further apparent.
