Several Policy Provisions of Songjiang District on Accelerating the High-Quality Development of Industries in the Origin Area of the Yangtze River Delta G60 Science and Technology Innovation Corridor

To further enhance the industrial development capabilities of Songjiang as the origin point of the Yangtze River Delta G60 Science and Technology Innovation Corridor, focus on the strategic positioning of “One High-Ground and Three Ecosystems,” further solidify mechanisms, amplify effects, and build a strong brand,jointly build a source of scientific and technological innovation, jointly establish a world-class industrial cluster, and jointly foster a world-class innovation ecosystem; and to accelerate the creation of an advanced corridor for the transition from “Made in China” to “Created in China,” a pilot corridor driven by the dual engines of technological and institutional innovation, and a pioneering corridor for the integrated development of industry and urban areas, these policy provisions are hereby formulated.

I. Prioritizing the Development of Advanced Manufacturing

(1) Support for Attracting Advanced Manufacturing Enterprises

For newly introduced “6+X” advanced manufacturing enterprises, those leasing production and office space will be granted a subsidy of up to 5 million yuan for a specified period; those purchasing production and office space for their own use will be granted a subsidy of up to 10 million yuan.

For newly introduced strategic emerging industry projects that align with the district’s industrial development orientation and possess significant leading and exemplary roles, provided they meet certain conditions and have industrial fixed-asset investments exceeding 100 million yuan (with infrastructure investment counted at no more than 30% of the approved total fixed-asset investment), a subsidy of 10% of the total industrial fixed-asset investment will be granted, with a maximum subsidy of 100 million yuan per project.

(2) Support for Enterprise Development and Upgrading

For approved technological transformation projects, a one-time subsidy of up to 10% of the total approved project investment will be provided (with the proportion of equipment and tool purchases calculated at no less than 70%), with a maximum subsidy of 30 million yuan per project. Enterprises are encouraged to upgrade and transform their operations through the procurement of advanced equipment.

Enterprises are encouraged to actively build digital and intelligent benchmark demonstration factories. Enterprises recognized as national-level, municipal-level, or district-level smart factories, or as exemplary scenarios for intelligent manufacturing, will receive one-time rewards of up to 2 million yuan, 1 million yuan, and 300,000 yuan, respectively. Support for smart factory diagnosis and renovation services will be provided through smart evaluation vouchers or rewards, and local governments are encouraged to provide matching support.

Enterprises recognized as National Quality Benchmark Enterprises or Shanghai Municipal Quality Benchmark Enterprises will receive one-time rewards of 200,000 yuan and 100,000 yuan, respectively.

Advanced manufacturing enterprises whose industrial output value exceeds 1 billion yuan, 5 billion yuan, or 10 billion yuan for the first time will receive one-time rewards of up to 200,000 yuan, 600,000 yuan, and 1 million yuan, respectively. Enterprises receiving municipal-level financial support under the “Small-to-Medium, Medium-to-Strong” initiative will be granted district-level matching rewards.

(3) Support for the Cultivation of Innovation Entities

National-level and municipal-level manufacturing innovation centers that have been recognized will receive one-time rewards of up to 2 million yuan and 1 million yuan, respectively; those with an “excellent” evaluation result will receive one-time rewards of 400,000 yuan and 200,000 yuan, respectively.For certified national, municipal, and district-level enterprise technology centers, one-time rewards of up to 2 million yuan, 600,000 yuan, and 200,000 yuan will be granted, respectively; those with an “excellent” evaluation result will receive one-time rewards of 400,000 yuan, 120,000 yuan, and 30,000 yuan, respectively.

Enterprises (or products) newly recognized as national-level manufacturing single-champion enterprises (or products), as well as national-, municipal-, and district-level “Specialized, Refined, Unique, and Innovative” (SRUI) enterprises, will receive one-time rewards of up to 1 million yuan, 600,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. SRUI enterprises at the municipal level or above and national-level manufacturing single-champion enterprises (or products) that pass re-evaluation will receive a one-time reward of up to 50,000 yuan each time.

Newly relocated national-level and municipal-level enterprise technology centers and “Specialized, Refined, Unique, and Innovative” enterprises that have not previously benefited from our district’s relevant support policies will be supported in accordance with the new recognition standards.

(4) Supporting Enterprise Technological Innovation

Support the promotion and application of Songjiang District’s first-of-its-kind major technical equipment. For eligible enterprises, based on the procurement and usage agreements signed for such equipment, a subsidy of up to 30% of the contract value of the innovative product will be provided to the manufacturing enterprise, with a maximum of 5 million yuan.

Support research and demonstration applications of key or generic technologies for industrialization. For eligible enterprises, a subsidy of up to 30% of the total project investment will be provided, with a maximum of 5 million yuan.

Support for Industry-Academia-Research Collaboration and Innovation. Enterprises are encouraged to collaborate with universities and research institutes to carry out industry-academia-research technological innovation and achieve the transformation and industrialization of technological achievements. Subsidies of up to 30% of the project investment, with a maximum of 2 million yuan, will be provided.

Strongly support the development of emerging sectors and future industries. Enterprises making significant contributions to emerging sectors such as the digital economy, green and low-carbon development, the metaverse, and smart terminals, as well as to the fields of future space, future health, future intelligence, future energy, and future materials, may receive relevant support in accordance with the advanced manufacturing policy provisions outlined in (I) through (IV) above.

II. Accelerating the Development of Service-Oriented Manufacturing

(5) Supporting the Establishment of Service-Oriented Manufacturing Demonstration Projects

Enterprises are encouraged to pursue industrial integration and innovation in service-oriented manufacturing demonstration models, including R&D and design, total integration and turnkey contracting, personalized customization, supply chain management, shared manufacturing, inspection and testing, intelligent operation and maintenance, full lifecycle management, energy conservation and environmental protection, and production-oriented finance. Support will be provided to service-oriented manufacturing enterprises to increase investment scale and continuously expand into specialized areas and the high-end of the value chain. Eligible projects will receive funding of up to 5 million yuan.One-time rewards of 400,000 yuan, 200,000 yuan, and 100,000 yuan will be granted to enterprises recognized as national, municipal, and district-level service-oriented manufacturing demonstration enterprises, respectively; one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan will be granted to platforms (projects) recognized as national, municipal, and district-level service-oriented manufacturing demonstration platforms (projects), respectively. A one-time reward of up to 1 million yuan will be granted to municipal-level production-oriented service industry functional zones recognized for the first time.

(6) Supporting the Enhancement of Industrial Design Capabilities

Eligible industrial design capability enhancement projects will receive an investment subsidy of up to 20% of the total investment, with a maximum of 2 million yuan per project.One-time rewards of up to 600,000 yuan and 400,000 yuan will be granted to nationally and municipally recognized industrial design centers, respectively; a one-time reward of 200,000 yuan will be granted to municipally recognized design-leading demonstration enterprises. Enterprises whose products receive national-level industrial design special awards or honors such as the “Shanghai Design 100+” will be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively.

(7) Support for Headquarters Economic Development

For newly recognized regional headquarters of multinational corporations, policies for municipal-level regional headquarters of multinational corporations shall apply. Subsidies of up to 3 million yuan will be provided to recognized municipal-level private enterprise headquarters, private headquarters-type institutions, and trade-oriented headquarters; subsidies of up to 10 million yuan will be provided to recognized district-level large enterprise headquarters, regional headquarters, and high-growth headquarters. Headquarters enterprises that have already been recognized are encouraged to establish new business entities or relocate their holding subsidiaries to Songxin.

III. Focusing on Enhancing the Level of Commercial Development

(8) Supporting the Development of First-Store and Flagship Store Initiatives

Support commercial venues in the district in attracting well-known domestic and international brands to open high-end flagship stores or premier stores; eligible projects will receive a reward of up to 2 million yuan.

Support well-known domestic and international brands in the district to organize large-scale new product launches, premieres, and exhibitions. Upon approval, provide a subsidy of up to 50% of the total event costs, with a maximum of 500,000 yuan per event.

(9) Supporting the Promotion of Fashion Consumer Brands

Support will be provided to fashion consumer goods enterprises for establishing municipal-level fashion leadership demonstration enterprises and obtaining “Shanghai Fashion Product” certification, among other initiatives, with a one-time reward of up to 200,000 yuan. Support will be provided to commercial enterprises participating in the “Songjiang Shopping Festival” to promote consumption and create fashion-oriented shopping experiences; upon approval, a subsidy of up to 200,000 yuan may be granted.

(10) Supporting the Scaled Development of Commerce and Trade Enterprises

Encourage commerce enterprises to improve quality and expand scale. For wholesale and retail enterprises above the designated size that have grown and expanded, a reward of up to 1 million yuan will be provided. For rapidly growing wholesale and retail enterprises, a reward of up to 100,000 yuan will be provided.

(11) Supporting the Development of Industrial Internet Platforms and E-commerce Enterprises

To promote the efficient empowerment of the real economy by industrial internet platforms, newly introduced industrial internet platforms and other enterprises will receive startup funding support of up to 2 million yuan and 1 million yuan, respectively. District-level matching support will be provided for industrial internet platform projects that receive municipal-level financial support.

Support the expansion and strengthening of e-commerce platforms by providing rewards of up to 1 million yuan. Encourage e-commerce service enterprises to provide professional services to fashion and consumer goods enterprises within the district. E-commerce enterprises that demonstrate strong leading effects and rapid growth will be awarded up to 300,000 yuan.

IV. Vigorously Developing an Open Economy

(12) Supporting Efforts to Increase Foreign Investment

Efforts to attract foreign-invested enterprises will be intensified. For newly introduced or capital-increased foreign-invested projects that align with industrial development priorities, where the foreign equity contribution in the registered capital reaches 6 million yuan (inclusive) or more and is fully paid in within one year, a subsidy of 3% of the actual paid-in capital, up to a maximum of 5 million yuan, will be provided.

(13) Supporting the Establishment of Foreign-Invested R&D Centers

Foreign-invested R&D centers recognized by the Municipal Commission of Commerce will receive a one-time reward of 500,000 yuan. For those leasing or purchasing office space within the district, supplementary support will be provided in accordance with the relevant provisions of the “Measures for the Use and Management of Special Funds to Encourage the Development of Regional Headquarters of Multinational Corporations in Shanghai.”

(14) Supporting the Stabilization and Quality Improvement of Foreign Trade

Reasonably expand the scale of imports and exports; support enterprises producing mechanical and electrical products and high-tech products in diversifying their markets; and encourage enterprises to intensify market development efforts. Encourage enterprises to participate in key exhibitions listed in the recommended catalog of overseas exhibitions, and increase support for exhibition booth fees. Provide support in areas such as business establishment and office leasing for newly settled enterprises engaged in new foreign trade business models, and encourage the development of international trade distribution models.

(15) Supporting the Construction of Quality and Safety Demonstration Zones

Support the construction of the Songjiang Advanced Manufacturing Quality and Safety Demonstration Zone to enhance the quality and safety standards of exports. Provide a 20% subsidy on annual product testing costs for enterprises within the zone, up to a maximum of 100,000 yuan; grant a one-time subsidy of 100,000 yuan to enterprises within the demonstration zone whose in-house testing laboratories obtain CNAS accreditation.

V. Strengthening the Development of Industrial Parks

(16) Supporting High-Quality Development of Industrial Parks

Industrial parks that are first awarded municipal-level or higher designations such as “Specialty Industrial Park,” “Premium Industrial Park,” or “Future Industrial Park” will receive a one-time reward of up to 1 million yuan. For municipal-level specialty industrial parks that establish public service platforms—such as innovation centers and testing institutions—to support the development of industrial clusters and receive municipal funding, the district government will provide matching financial support. For industrial parks rated as “Star-Level Excellent Industrial Parks,” the park’s operating entity will receive an annual reward based on comprehensive evaluations, with a maximum of 10 million yuan per year.

For operators of outstanding industrial parks that construct, renovate, or expand factory buildings to attract high-quality projects in the park’s core industries, support will be provided at 20% of the approved total investment for renovation and construction, up to a maximum of 5 million yuan. For operators of outstanding industrial parks that undertake digitalization and greening initiatives within the park, support will be provided at 20% of the approved project investment, up to a maximum of 1 million yuan.

Shanghai-recognized cultural and creative industry demonstration parks, demonstration buildings, and demonstration spaces will receive up to 400,000 yuan in funding. Local enterprises that have received funding from the Shanghai cultural and creative industry program will be provided with matching support in accordance with regulations.

(17) Support for the Development of SME Service Platforms

One-time rewards of up to 600,000 yuan, 300,000 yuan, and 100,000 yuan will be granted to nationally, municipally, and district-level recognized public service demonstration platforms for SMEs, demonstration bases for entrepreneurship and innovation of small and micro enterprises, and SME service agencies, respectively. If the same enterprise receives recognition at multiple levels, the difference will be supplemented based on the highest level.

(18) Supporting Enterprises in Market Expansion

Support enterprises, industrial parks, and other entities in organizing activities such as resource matching and industry exchanges that align with Songjiang’s industrial development priorities and have significant influence. A subsidy of 30% of the verified costs for each event will be provided, up to a maximum of 1 million yuan. The annual subsidy for a single entity shall not exceed 1.5 million yuan.

Enterprises participating in major exhibitions such as industrial expos, technology fairs, and commodity fairs hosted by relevant national ministries and commissions will receive a 50% subsidy on booth fees, up to a maximum of 100,000 yuan per enterprise.

VI. Supplementary Provisions

These provisions shall take effect on December 24, 2023, and remain valid until December 23, 2028. The Songjiang District People’s Government shall be responsible for their interpretation. Should new policies or regulations be issued by the central government or the Shanghai Municipal Government during the implementation period, such new policies shall prevail.Where enterprises receive special funds at the national or municipal level and are required to secure matching funds at the district level, such requirements shall be followed. For other relevant industries not listed in these provisions, if it is deemed necessary to encourage and support them based on higher-level policy provisions and the district’s industrial development needs, separate special policies may be formulated.
