Implementation Opinions on Promoting the Transformation and Upgrading of Industrial Parks in Jinshan District

These Opinions are formulated to actively implement the guiding principles of documents such as the “Implementation Opinions on Accelerating the Transformation and Development of the North and South Regions” and the “Action Plan for Jinshan District to Comprehensively Promote New Development and Vigorously Shape a New Urban Image,” to promote the transformation and upgrading of industrial parks, and to achieve a shift in the driving forces of regional development.

I. Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully, accurately, and comprehensively implement the new development philosophy. We will thoroughly implement the strategic goals of the “Two Zones and One Stronghold” and the strategic requirements of the “North-South Transformation,” guided by the principle of “judging success by four criteria.” With industrial transformation as the core, we will coordinate spatial and governance transformations, and adhere to the principles of promoting transformation through investment attraction, cultivation, and evaluation.We will focus on enhancing the industrial level and economic density of the parks, accelerating the transformation of growth drivers and spatial renewal, and promoting the expansion of production capacity in leading industries and the improvement of quality and efficiency in emerging industries, thereby providing solid support for the parks to become key hubs for establishing the “Shanghai Manufacturing” brand.

II. Basic Principles

1. Adhere to project-driven development and promote transformation through investment attraction. Focus on leading industries, highlight distinctive industries, and target future-oriented industries. Strengthen investment promotion efforts to accelerate the introduction of a cohort of high-caliber, high-value-added, and high-growth market entities. Optimize the structure of growth drivers, industrial structure, and efficiency structure, and strive to build a new framework for industrial transformation.

2. Adhere to innovation-led development and promote transformation through cultivation. Treat technological innovation as the core driving force for sustainable development. With a focus on high-end development, a strategy of brand building, digitalization as a means, and distinctive features as a competitive advantage, accelerate the digital transformation of industrial parks and enhance their innovative momentum.

3. Adhere to a results-oriented approach, using evaluation to drive transformation. Establish an evaluation system for high-quality industrial development to ensure that industrial capabilities align with the value of project land. Implement categorized guidance and comprehensive measures to accelerate the transition from old to new growth drivers, promote the concentration of resources and factors in high-quality enterprises, and continuously enhance economic density.

III. Main Objectives

Centered on Jinshan’s “1+4+X” industrial system and overall layout, we will place greater emphasis on factor support, spatial planning, and economic density, while highlighting the role of specialized industrial drivers, digital empowerment, and service-oriented transformation in industrial parks to build a series of high-quality industrial spaces.By 2025, the annual average growth rate of industrial output value for enterprises above designated size will reach 7%, the annual average growth rate of output value in specialized industrial parks will reach 10%, the cumulative number of newly added industrial enterprises above designated size will exceed 100, the cumulative number of newly added specialized, refined, distinctive, and innovative enterprises will exceed 300, the annual average growth rate of output per unit of land in industrial parks will reach 8%,and the annual growth rate of tax revenue per unit of land in industrial parks will reach 10%. A total of more than 4,500 mu of low-efficiency land will be reclaimed and upgraded.

IV. Key Tasks

(1) Coordinate Resource Endowments and Systematically Advance Park Transformation

1. Uphold the guiding principles. Industrial parks must align with the district’s 14th Five-Year Plan for industrial development, summarize and analyze regional foundations and development advantages, clarify the functional positioning and key development industries for each park in the next phase, deepen their focus on core industries, seize opportunities in emerging sectors, and comprehensively enhance industrial capabilities. 2. Prioritize Resource Allocation. Industrial parks must analyze their land, factory space, and supporting infrastructure resources to clarify available capacity. By coordinating these resources, they should enhance their development capacity to ensure that “quality projects have sufficient land and quality industries have sufficient space,” thereby promoting coordinated and efficient industrial development. 3. Strengthen policy support. Industrial parks must fully leverage municipal and district-level policies, align them with their own industrial positioning and resource endowments, and introduce differentiated regional policies. They should refine relevant measures and maintain sustained efforts to provide additional impetus for the transformation and upgrading of the parks. (II) Strengthen Categorized Assessments to Guide Industrial Parks in Upgrading Their Capabilities

4. Strengthen the evaluation of industrial project access. Implement a positive list management system for new industrial land use, guiding the clustering and aggregation of industries in accordance with their respective industrial positioning and spatial layout. Implement a negative list management system for existing industrial land, improving the efficiency of existing land resource utilization and promoting industrial renewal on existing industrial land. 5. Conduct comprehensive evaluations of land contract compliance. Strengthen full-lifecycle management of industrial land concessions to ensure effective fulfillment of land concession contracts and improve the quality and efficiency of land use. Strengthen evaluations of key milestones—including commencement of construction, project completion, commencement of production, and reaching full production capacity—and grant the concessionaire the right to terminate contracts and reclaim land use rights for projects failing to meet contractual standards. 6. Deepen performance evaluations of industrial enterprises. Adhere to the principles of “measuring success by output per mu,” “measuring success by profitability,” “measuring success by energy consumption,” and “measuring success by environmental performance.” Deepen evaluations of resource utilization efficiency among industrial enterprises. Include enterprises that have leased land for three years or held land for five years under regulatory oversight, implement dynamic management by category, and guide the “high-in, low-out” approach. Focus on the park’s leading and distinctive industries, vigorously carry out industrial, specialized, and targeted investment promotion, leverage the clustering effects of distinctive industries and the synergies of industrial chains, achieve clustering of upstream and downstream sectors within the industrial chain, and accelerate the growth of new drivers for transformation and development. 8. Foster Enterprise Upgrading and Capability Enhancement. Guide enterprises to utilize new technologies, equipment, processes, and materials to carry out technological upgrades, accelerating technological iteration and product upgrades. Encourage enterprises to pursue digital transformation, intelligent upgrades, and business model innovation, and expedite the construction of digital factories, chain-leading factories, and headquarters-based factories. 9. Guide the Upgrading and Modernization of the Industrial Structure. (IV) Promote Resource Coordination to Expand Space for Industrial Park Transformation

10. Adhere to an industrial orientation and make effective use of new land allocations. Strengthen land quota guarantees for new industrial land projects, fully utilize land supply quotas, prioritize strategic and major projects, and support the use of new industrial land for high-quality industrial projects. Explore the linkage between new construction land quotas and the disposal of underutilized land. 11. Expand Development Space by Utilizing Existing Land. Support industrial parks in revitalizing underutilized land through land reserve acquisition and purchase. Support enterprises in capacity expansion, facility upgrades, and technological renovation to further increase floor area ratios and investment intensity. Guide enterprises to adopt project integration and joint development approaches to achieve “replacing old industries with new ones.” Reduce the costs of land revitalization through policy support and other measures. Encourage the division and transfer of surplus land that meets planning subdivision criteria through the land transaction market, using a “bundled with industrial projects” listing method. 13. Strengthen legal oversight of low-efficiency land use. Establish and improve a list of enterprises with low-efficiency land development or operations, and implement strict control measures against enterprises on the list. 14. Optimize and improve enterprise services. All towns (industrial parks) should leverage the advantages of the “Three Supermarkets” platform on the Jinqi Service Cloud, establish and improve systems for service specialists and direct service cards, streamline service channels, and organize exchange activities such as entrepreneur afternoon teas and industry salons to enhance service efficiency and strengthen enterprises’ sense of benefit.Organize various supply-demand matching events for industrial chains, actively build cooperation platforms, encourage complementary strengths and collaborative development among enterprises within the jurisdiction, and help establish an internal industrial circulation. 15. Expand functional amenities in industrial parks. Strengthen the development of supporting services, guiding the growth of production-oriented service industries in areas such as R&D, technological innovation, testing and inspection, and industrial chain integration; enhance living environment infrastructure by expanding living spaces within parks—including talent apartments, dining, and recreational facilities—to elevate the quality of the parks. 16. Strengthen the self-development of industrial parks. Encourage all towns (industrial parks) to optimize and refine their corporate-style operational models. Through establishing park platforms, asset management, and building public service platforms, gradually achieve the ability to generate their own revenue.Improve the performance evaluation system to continuously enhance the operational efficiency and management standards of industrial parks. Strengthen the development of the park workforce, focusing on building a team of park officials who understand industry and the economy, are skilled in investment promotion, and excel in service provision. Leverage the parks’ role as the main platform for industrial development, improve the level of refined management and services, and achieve mutual benefit and win-win outcomes for both the parks and enterprises.
