We have received your “Request for Approval of the 2023 Agricultural Industry Strong Town Construction Project in Luxiang Town, Jinshan District” (Jin Nong [2023] No. 90).In accordance with the spirit of the “Notice of the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance on the Publication of the 2023 List of Agricultural Industry Integration and Development Project Initiatives” (Nongban Jicai [2023] No. 10), and after careful consideration, we hereby approve your district’s application to undertake the 2023 Agricultural Industry Strong Town Project. The approval is as follows:

I. Construction Location

People’s Government of Lüxiang Town, Jinshan District, Shanghai

III. Main Content

Construction of a constant-temperature processing workshop for peaches, cold storage facilities, electrical systems (both high and low voltage), and an integrated water and fertilizer irrigation system.

IV. Project Investment Details

The total approved investment for the project is 81.5312 million yuan, comprising 10 million yuan in central government funds (3 million yuan in subsidies upon project approval, with an additional 7 million yuan in grants upon certification), 30.0292 million yuan in local government funds, and 41.502 million yuan in self-raised funds. Details are as follows:

(1) Shanghai Shengquan Agricultural Products Primary Processing Project

The total investment for the project is 23.6534 million yuan, comprising 10 million yuan in central government grants and 13.6534 million yuan in self-raised funds.

1. Implementing Entity: Shanghai Mengyang Ecological Agriculture Development Professional Cooperative Union;

2. Construction Location: Baiyang Village, Luxiang Town;

3. Main Construction Components: Constant-temperature processing workshop, cold storage facilities, and electrical engineering works (including both high- and low-voltage systems).

(2) Jinshan District Agricultural Waste Resource Utilization Base Construction Project

The total project investment is 45.6852 million yuan, of which 22.3534 million yuan comes from local government funds and 23.3318 million yuan from self-raised funds.

1. Implementing Entity: Shike Biotechnology (Shanghai) Co., Ltd.;

2. Construction Location: Heping Village, Luxiang Town;

3. Main Construction Components: Workshops, roads, open ditches, waste carbonization production lines, composting systems, etc.

(3) Jinshan Peach Core Production Base Construction and Upgrading Project

Total project investment: 7.9654 million yuan, including 5.5758 million yuan from local government funds and 2.3896 million yuan from self-raised funds.

1. Implementing Entity: Lüxiang Economic Cooperative, Jinshan District, Shanghai;

2. Construction Location: Baiyang Village, Luxiang Town;

3. Main Construction Components: Renovation of facilities for peach storage, sorting, packaging, and sales; water-fertilizer integrated irrigation facilities, etc.

(IV) Peach Seedling Propagation Base and High-Quality Peach Core Orchard Construction Project

Total project investment: 4.2272 million yuan, including 2.1 million yuan from local government funds and 2.1272 million yuan in self-raised funds.

1. Implementing Entity: Shanghai Luyi Fruit and Horticulture Co., Ltd.;

2. Construction Location: Baiyang Village, Luxiang Town;

3. Main Construction Content: GSW8440 multi-span greenhouses, sprinkler irrigation facilities, and water-fertigation systems, etc.

In accordance with the requirements of the “Notice of the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance on the Application Process for the 2023 Agricultural Industry Integration and Development Projects” (Nongban Jicai [2023] No. 5) and the “Notice of the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance on the Announcement of the List of Approved 2023 Agricultural Industry Integration and Development Projects” (Nongban Jicai [2023] No. 10),your district is requested to strictly organize project implementation and supervision in accordance with standard procedures. Project construction must be completed as soon as possible within one year from the date of project approval, ensuring early operation and utilization to fully leverage the project’s exemplary and leading role. Where public bidding is required, it should be conducted without delay. Please strictly strengthen fund supervision and organize project completion acceptance in a standardized manner; the acceptance report shall be submitted to the Municipal Agriculture and Rural Affairs Commission and the Municipal Finance Bureau for filing and reference.
