Original Title: Notice on the Application Process for the 2023 Shanghai Dairy Industry Advantageous and Distinctive Industrial Cluster Projects

To the Agricultural and Rural Affairs Commissions of All Districts and Relevant Units:

In accordance with the spirit of the “Notice on the Application Process for the 2023 Agricultural Industry Integration and Development Projects” (Nongban Jicai [2023] No. 5) and the “Notice from the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance on the Announcement of the 2023 Agricultural Industry Integration and Development Project List” (Nongban Jicai [2023] No. 10),and in accordance with the requirements of documents such as the “Notice on Issuing the <Shanghai Rural Revitalization Special Fund Management Measures>” (Shanghai Agriculture Commission Regulation [2022] No. 5) and the “Notice on the Management of Shanghai’s Dairy Industry Advantageous and Distinctive Industrial Cluster Projects and Funds” (Shanghai Agriculture Commission [2023] No. 198), and to promote the high-quality development of the city’s full dairy industry chain, the application process for the 2023 Shanghai Dairy Industry Advantageous and Distinctive Industrial Cluster Project is hereby launched.

I. Overall Objectives

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and further carry out the requirements of documents such as the “Shanghai Rural Revitalization 14th Five-Year Plan,” the “Shanghai Action Plan for Promoting High-Quality Agricultural Development (2021–2025),” and the “Shanghai Rural Industrial Development Plan (2021–2025).”we will focus on developing local specialty products, continue to advance the construction of the “National Key Dairy Industry Full Industrial Chain,” and, by concentrating efforts on key links across the entire industrial chain—including base construction, processing and logistics, branding and technology, and quality and service—optimize industrial layout, clarify functional positioning, and expand channels for increasing farmers’ income. We aim to build a modern dairy industry system characterized by a solid milk supply foundation, high-quality processing, strong distribution capabilities, stable technological support, and a high level of integration.

II. Support Areas

The project supports the development of the entire dairy industry chain, promotes division of labor and cooperation among various links in the chain, and enhances the level of high-quality development in the dairy sector. It focuses on six key areas: First, high-quality dairy cattle breeding. For the breeding segment, we will strengthen research on high-quality dairy cattle breeding technologies and develop high-yield dairy cattle breeds. Second, farm upgrading and renovation. For the standardized farming segment, we will reinforce the construction of dairy farm bases and carry out upgrades to ecological and smart farms.Third, processing technology enhancement: targeting the smart processing segment, this involves advancing the digital and intelligent transformation of dairy processing and strengthening quality and safety supervision in the processing phase. Fourth, distribution of raw milk and dairy products: targeting the cold chain logistics segment, this involves strengthening the construction of cold chain logistics systems for raw milk and dairy products and improving the level of smart cold chain logistics.Fifth, enhancing scientific and technological R&D: Focusing on technological innovation, this involves conducting research on the integrated application of key technologies for green pest control and quality improvement in urban dairy farming. Sixth, other projects aligned with the direction of high-quality development in urban dairy farming.

III. Application Requirements

(1) Eligibility Criteria

Agricultural enterprises and agricultural cooperatives applying for projects should, in principle, meet the following conditions: First, they must possess legal person status, be registered in this city, operate in compliance with regulations, maintain independent accounting, and be self-financing. Second, they must have a certain scale of operations and the capacity for sustained management. Third, their financial management must be standardized; the net assets of enterprises should, in principle, be no less than 50% of the requested fiscal support amount, while those of cooperatives should be no less than 25% of the requested fiscal support amount.For projects that align with the support objectives and demonstrate exemplary leadership, the requirements regarding net assets, registration duration, and other criteria may be appropriately relaxed provided that the District Agriculture and Rural Affairs Commission, the municipal authorities responsible for agricultural enterprises, or other relevant competent departments submit written recommendation materials (bearing the official seal of the competent department) regarding the project entity’s self-raised funds and operational management capabilities.

(2) Application Process

Applications shall be submitted in accordance with the principles of territorial management, bottom-up approach, and step-by-step reporting. The deadline for project applications is August 31, 2023.

1. Municipal-level projects shall be submitted by municipal agricultural units to the Municipal Agriculture and Rural Affairs Commission via official correspondence. The Municipal Agriculture and Rural Affairs Commission shall organize the review and approval process.

2. District-level projects: The District Agriculture and Rural Affairs Commission is responsible for recommending eligible construction projects. The District Agriculture and Rural Affairs Commission conducts a preliminary review of the project’s construction content and jointly submits the application to the Municipal Agriculture and Rural Affairs Commission. The Municipal Agriculture and Rural Affairs Commission organizes the evaluation and approval process.

(3) Application Materials

The District Agriculture and Rural Affairs Commission and relevant municipal units shall submit a list of proposed projects and the project preliminary design report, accompanied by relevant materials such as land use plans and environmental impact assessments, as well as drawings including project location maps, as-built maps, planning maps, and related design drawings. Additionally, they must submit a guarantee of authenticity for the application materials,a commitment letter stating that the legal entity has no adverse records in its social credit history, the project entity’s 2022 financial audit report or latest financial statements, proof of self-raised funds, details of district-level fiscal funding allocations, preliminary review opinions, and other relevant materials. The project applicant shall be responsible for the authenticity of the application materials, ensure compliance with the application criteria for recommended projects, and verify the accuracy of the submitted information, and shall issue a written commitment (bearing the official seal of the entity) confirming that the materials have been reviewed and are authentic.

(4) Relevant Requirements

Electronic versions of the 2023 Shanghai Dairy Industry Advantageous and Distinctive Industrial Cluster project application materials should be sent to the email address (nfzhxhzjl@126.com). Nine copies of the hard-copy materials must be submitted, with the official seals of the competent authorities (such as the District Agriculture and Rural Affairs Commission and relevant municipal units) affixed to the cover and other relevant pages. These materials are to be submitted upon receipt of the review notification.

IV. Other Matters

The application process for the 2023 Shanghai Dairy Industry Advantageous and Distinctive Industrial Cluster Research Projects will be announced separately.
