To further advance the high-quality development of the intelligent connected vehicle industry in Pudong New Area, and following approval at the 36th Executive Meeting of the District Government, we hereby issue the “Three-Year Action Plan for the High-Quality Development of the Intelligent Connected Vehicle Industry in Pudong New Area (2023–2025)” to you. Please implement it earnestly in accordance with local conditions.

Three-Year Action Plan for Promoting the High-Quality Development of the Intelligent Connected Vehicle Industry in Pudong New Area (2023–2025)

This Action Plan is formulated to implement the "Implementation Plan for Accelerating the Innovative Development of Intelligent Connected Vehicles in Shanghai," thoroughly carry out the "14th Five-Year Plan for Promoting High-Quality Development of Manufacturing in Pudong New Area," accelerate the implementation of the "Regulations on Promoting the Innovative Application of Driverless Intelligent Connected Vehicles in Pudong New Area, Shanghai," and promote the high-quality development of the automotive industry in Pudong New Area.

I. General Requirements

(1) Guiding Principles

Guided by the spirit of the General Secretary’s speech at the celebration marking the 30th anniversary of Pudong’s development and opening-up, we will adhere to the concept of high-quality development, focus on the global frontiers of science and technology and the main battlefield of the economy, and fully leverage Pudong’s strategic advantages as a source of scientific and technological innovation and a hub for institutional openness. Building on Pudong’s industrial strengths in the automotive, artificial intelligence,integrated circuits, and information and communications, seize the opportunities presented by the intelligent and connected development of automobiles, and continuously lead innovation in areas such as collaborative technological breakthroughs, ecosystem-based industrial cultivation, large-scale commercial applications, a supportive policy environment, and a systematic support framework. This will comprehensively enhance the capabilities of Pudong’s intelligent connected vehicle industry and achieve a smooth transformation and upgrading of the automotive sector.

(2) Action Objectives

By 2025, Pudong New Area will be preliminarily established as a world-class demonstration and leadership zone for the innovative development of the intelligent connected vehicle industry. It will develop distinct advantages in terms of industrial scale and the clustering of key players, and establish a leading edge in technological innovation and commercial applications.

1. Steady Growth in Industrial Scale.Against the backdrop of severe challenges facing traditional fuel-powered vehicles, we will achieve a comprehensive transformation of the product structure from traditional automobiles to intelligent connected vehicles, realizing a profound transformation of the industrial structure. Rapid growth in intelligent connected vehicle production and components will support the steady expansion of Pudong’s automotive industry. By 2025, the annual production of intelligent connected vehicles will exceed 1.3 million units, the scale of the intelligent connected vehicle industry will reach 350 billion yuan, and the output value of the automotive manufacturing sector will reach 480 billion yuan.

2. Led by breakthroughs in technological innovation. The foundational technological capabilities of smart connected vehicles will steadily improve, achieving leading breakthroughs in core hardware and software fields. Significant progress will be made in tackling key technologies such as in-vehicle computing chips, in-vehicle operating systems, and intelligent computing platforms. Key technologies for smart connected vehicles—including complex environmental perception, cross-domain fusion domain controllers, and drive-by-wire systems—will reach the leading domestic level.

3. Accelerated Aggregation of Industry Players. There will be 15 outstanding domestic and international enterprises with annual output values exceeding 1 billion yuan, 150 enterprises meeting the scale criteria, over 400 companies in the industrial ecosystem, and 20 “Specialized, Refined, Distinctive, and Innovative” small and medium-sized enterprises. The number of various innovation platforms—including the Pudong Large Enterprise Innovation Center, R&D platforms for key sectors, and functional platforms—will reach 25.

4. Large-scale Demonstration and Application. We will establish intelligent connected vehicle application scenarios with robust legal frameworks for driverless operations and broad coverage across specialized sectors. We aim to achieve large-scale commercial deployment in scenarios such as smart taxis, smart buses, smart heavy-duty trucks, and autonomous parking, while making breakthroughs in demonstration applications like smart sanitation. We will also promote the implementation of multi-scenario applications for autonomous driving equipment, including unmanned delivery, unmanned retail, and unmanned law enforcement. By 2025, the number of vehicles in operation will exceed 500.

II. Main Tasks

(1) Conduct Research and Development on Key Technologies for Intelligent Connected Vehicles

1. Implement Key Core Technology R&D Projects

Organize multi-party cooperation among industry, academia, research institutions, and end-users to focus on the R&D and industrialization of foundational and forward-looking technologies for intelligent connected vehicles, including complex environmental perception, cross-domain integrated domain controllers, cybersecurity, and V2X communication; a range of “bottleneck” technologies such as in-vehicle computing chips, in-vehicle operating systems, intelligent computing platforms, and drive-by-wire systems; as well as application technologies including human-machine interaction, high-precision maps, and positioning.Support industry-specific functional platforms in collaborating with innovation entities across multiple sectors to promote the technological innovation and application of vehicle-road-cloud integration. 2. Establish Open Innovation Centers for Large Enterprises

By coordinating policy synergies, social resources, and professional services to provide comprehensive empowerment, we will support the establishment of a series of open innovation centers for large enterprises in key areas such as intelligent driving, intelligent connectivity, and intelligent cockpits. These include the Alibaba Cloud Innovation Center–BMW Startup Garage Joint Innovation Base, the UAES Vehicle-Cloud Integration Ecosystem Innovation Center, the Huada Semiconductor Automotive Electronics Chip Open Innovation Center, the China Mobile Shangyan Science and Technology Innovation Open Center, and the Yanfeng Intelligent Connectivity Digital Empowerment Center.Encourage and guide open innovation collaborations between vehicle manufacturers and local chip companies to strengthen high-level synergy among chips, operating systems, and autonomous driving software. 3. Establish Enterprise R&D Platforms in Key Sectors

Focusing on key areas such as integrated perception, decision-making and planning, control, and automotive electronics, we will establish a series of enterprise R&D platforms covering the entire smart connected vehicle industry chain. Priority support will be given to enterprise R&D platforms such as the Future Intelligent Driving and Control R&D Center, the Automotive Key Toolchain Platform, and the Autonomous Driving Cross-Chip Platform. 4. Leverage the Professional Support Role of Functional Platforms

Leverage functional platforms such as Jinqiao Smart Connect to provide public services including infrastructure construction, data operations, testing and certification, policy consultation, and evaluation of innovation capabilities for driverless intelligent connected vehicles. Relying on the Pudong New Area “Challenge-Based” Public Service Platform, aggregate, publish, and implement a series of innovation projects related to intelligent connected vehicle technology and industrialization. Promote the establishment of the Pudong Intelligent Connected Vehicle Industry Innovation Consortium to organize joint project research, technology transfer, demand matching, and standard formulation.(Lead Agencies: Commission of Science, Economy, and Information Technology; Commission of Construction and Transportation; Pudong Public Security Bureau)

(2) Building a New Ecosystem for the Intelligent Connected Vehicle Industry

5. Supporting the Transformation and Upgrading of Vehicle Manufacturers

Leveraging the layout of major projects, we will prioritize support and services for vehicle manufacturing projects to consolidate the leading position of flagship enterprises at both the municipal and national levels, thereby reinforcing the automotive industry’s status as a pillar industry of Pudong. We will support SAIC Passenger Vehicle in accelerating its digital and green-low-carbon transformation, establishing smart demonstration factories, and building digital twin enterprises to continuously expand market share and enhance the influence of its independent brands.Support SAIC-GM in leveraging its brand and technological advantages to increase the scale of R&D, production, and market launch of smart connected vehicle models, thereby accelerating the growth of its market share. Support Tesla in accelerating its localization strategy, continuously expanding the production capacity of its Lingang factory, promoting the export of domestically produced Tesla vehicles, and increasing its global market share. Support IM Motors in accelerating independent innovation, strengthening its differentiated positioning and personalized services, deepening its user data rights program, establishing an intelligent vehicle IoT ecosystem, and building a high-end independent brand for smart connected vehicles.(Lead Agencies: Commission of Science, Technology, and Economy; Lingang New Area Management Committee)

6. Enhancing the Supporting Capacity for Key Components

Improve the supply chain system for key components of smart connected vehicles. Compile an investment promotion catalog for the sector, prioritizing the introduction of high-quality projects in fields such as lidar, millimeter-wave radar, high-precision mapping, foundational software, and cybersecurity, and attract a cohort of high-growth enterprises. Encourage key enterprises in Pudong New Area—operating in sectors including integrated circuits, software, artificial intelligence, big data, cloud computing, and 5G—to expand into the smart connected vehicle business, and foster a group of innovative startups that integrate cross-sector technologies.Strengthen the foundational hardware infrastructure by leveraging the advantages of Pudong’s integrated circuit industry. Support key enterprises in expanding their automotive-grade wafer production lines, and encourage vehicle manufacturers and key component suppliers to establish automotive-grade chip production lines through various means, including mergers and acquisitions, equity investments, and R&D collaborations. 7. Strengthen Supply Chain Resilience and Security

Strengthen coordination between vehicle manufacturers and parts suppliers. Relying on platforms such as the Pudong Intelligent Connected Vehicle Industry Development Alliance, establish communication and coordination mechanisms between vehicle manufacturers and local automotive parts enterprises to increase the rate of local supply chain sourcing. Enhance supply-demand matching across the industrial chain, guiding and encouraging enterprises to adopt a diversified layout involving multiple suppliers and regions to form a resilient and secure industrial chain supply system. 8. Expand Industrial Space

Accelerate the development of specialized industrial parks such as the Pudong Jingu Smart Terminal Base, the Jinqiao 5G Eco-Industrial Park, and the Zhangjiang Robot Valley to support the clustering and development of Pudong’s intelligent connected vehicle industry. The Pudong Jingu Smart Terminal Base will serve as a testing ground, showcase, and accelerator for the smart terminal industry, with a focus on intelligent connected vehicles.The Jinqiao 5G Eco-Industrial Park and Zhangjiang Robot Valley will prioritize the development of innovative applications in the intelligent connected vehicle sector, serving as hubs for the innovation and application of driverless intelligent connected vehicles in Pudong. Plan and construct the Pudong Autonomous Driving Industrial Park, focusing on the integrated development of “vehicles, roads, cloud, networks, and maps.” Attract enterprises in fields such as intelligent driving, vehicle-road coordination, cloud services, and high-precision mapping to create an autonomous driving industrial cluster.We plan to build the Pudong Automotive Electronics Specialized Industrial Park, forming an automotive electronics industry ecosystem centered on automotive-grade chips, driving control electronics, lidar, power electronics, human-machine interaction, system integration, and terminal applications. (3) Promote the Large-Scale Deployment of Intelligent Connected Vehicles

9. Expand the Scope of Open Test Roads

Based on road risk assessments and following the approach of “expanding corridors and connecting zones,” the scope of open test roads will be expanded in an orderly and phased manner. In 2023, the focus will be on opening the entire Jinqiao Economic and Technological Development Zone, parts of the southern area of the Central Zone in Zhangjiang, as well as the expressways connecting Jinqiao and Zhangjiang to Pudong International Airport and the Lingang New Area. In 2024, the focus will be on opening key areas within the 95-square-kilometer Zhangjiang Science City.In 2025, efforts will focus on opening other key areas in Pudong. 10. Expand Large-Scale Applications Across Multiple Scenarios

In response to the actual travel needs of urban residents, promote the large-scale commercial application of smart taxis. Guide enterprises to increase the number of vehicles deployed by expanding service areas, diversifying operational scenarios, and providing operational subsidies, thereby offering passengers flexible and convenient travel services. Leverage the application advantages of Yangshan Port and the East China Sea Bridge to advance the large-scale commercial application of smart heavy-duty trucks, aiming to achieve commercial demonstration operations capable of handling one million TEUs of cargo.Select suitable bus routes to advance pilot applications of smart buses, providing new solutions to the “last-mile” challenge in urban mobility. Explore pilot applications of smart sanitation vehicles by utilizing open urban roads and enclosed roads within industrial parks. Implement autonomous parking applications in underground garages at commercial complexes in the city’s central business district, such as Jinding Tiandi and Jinhuan.Complete the smart upgrade of on-street parking spaces across the district, build smart and information-based parking infrastructure, and establish 10,000 smart parking spaces. Leveraging the needs of specialized industrial parks such as the 5G Industrial Ecosystem Park and Zhangjiang Robot Valley, as well as the development of smart communities in key areas, deploy a range of autonomous vehicle application scenarios including unmanned delivery, unmanned retail, and unmanned law enforcement. Support the operation of vehicles participating in the Ministry of Industry and Information Technology’s Level 3 and above smart connected vehicle market access pilot program in key areas of Pudong New Area, and explore vehicle operation supervision models.In conjunction with the implementation of relevant legislation, advance road testing and demonstration applications of driverless intelligent connected vehicles, as well as typical demonstration operations such as driverless general cargo transport, smart buses, and smart taxis. 11. Promote the Implementation of Vehicle-Road-Cloud Integration

Support multi-stakeholder entities within the district—including vehicle manufacturers, autonomous driving technology companies, and functional platforms—in conducting collaborative innovation to advance the practical application of vehicle-road-cloud integration.Focusing on mass-produced smart connected vehicles, highly automated vehicles, and autonomous driving equipment, promote intelligent in-vehicle applications such as traffic signal countdown timers, road construction and traffic accident alerts, beyond-line-of-sight hazard warnings, and blind-spot collision warnings. Based on vehicle-road-cloud data, develop smart transportation applications including traffic situational awareness, traffic operation analysis, and traffic control to enhance traffic efficiency and safety levels. (IV) Accelerate the Construction of Intelligent Connected Vehicle Infrastructure

12. Promote the intelligent upgrading of open-test roads

In accordance with the requirements of “multi-pole integration,” “multi-sensor integration,” and “multi-box integration,” uniformly plan and design intelligent roadside infrastructure, and promote the large-scale, standardized deployment of intelligent roadside equipment. Prioritize the construction of intelligent infrastructure at 20 intersections along an 8-kilometer stretch of Xinjinqiao Road and Shenjiang Road, and carry out infrastructure construction and upgrades in key areas of the Central and Southern Zones of Zhangjiang.Leveraging district-level state-owned assets and the role of district-level intelligent connected vehicle operators, establish a new model for the investment, construction, operation, and maintenance of intelligent infrastructure. Support the development of platforms for intelligent connected vehicle supervision, vehicle-road coordination cloud control, big data analytics, and demonstration zone operations management in Pudong New Area. These platforms will enable functions such as supervision of testing and operation, integrated vehicle-road-cloud application services, data aggregation, storage, and analysis, as well as commercial operations management. (5) Improve the Supporting Legislative Framework in Pudong

14. In accordance with Pudong’s legislative requirements for intelligent connected vehicles, formulate management measures and implementation rules for autonomous driving equipment; promote the development of product and testing standards for autonomous driving equipment and functional autonomous vehicles; expand the scope and scenarios of application; clarify requirements for product certification and traffic management; and advance large-scale operations. III. Support Measures

1. Strengthen Organizational Mechanisms

Establish the “Pudong New Area Joint Conference on Promoting High-Quality Development of the Intelligent Connected Vehicle Industry” to provide overall leadership for all tasks. Leverage the role of the existing “Pudong New Area Working Group for Promoting the Innovative Application of Intelligent Connected Vehicles.” Building upon the group’s current functions in promoting driverless innovation applications, expand its scope of responsibilities to coordinate and advance all efforts toward the high-quality development of the intelligent connected vehicle industry in Pudong New Area. 2. Strengthening Industrial Policy Support

Improve supporting policy measures and effectively utilize special funds from the Free Trade Zone, the High-Quality Industrial Development Program, and the Industry-Academia-Research Program under the Science and Technology Development Fund to provide financial support for eligible projects related to road testing, demonstration applications, and demonstration operations of intelligent connected vehicles. Encourage collaboration between vehicle manufacturers and suppliers in the intelligent connected vehicle sector, as well as the construction of smart factories, and provide subsidies for smart factory assessment and diagnosis. 3. Strengthen Financial and Capital Support

Addressing the distinct needs of startups and growing enterprises in the intelligent connected vehicle sector, we will strengthen financial capital support by providing tailored policy services to help reduce startup costs and facilitate IPO financing. Leveraging the Pudong Science and Technology Innovation Master Fund, we will establish the Future Vehicle Sub-Fund to invest in major technological breakthroughs, critical links in the industrial chain, and demonstration application operations within the intelligent connected vehicle industry. 4. Strengthen Data and Cybersecurity Management

Explore the establishment of a blockchain-based system for trustworthy data evidence preservation and supervision of intelligent connected vehicles. Strengthen the supervision and management of activities related to the collection, storage, and transmission of high-precision map data. 5. Strengthen Industry Promotion and Exchange

Strengthen industry publicity and exchange, promote corporate cooperation and collaboration, and showcase relevant achievements and practical cases in Pudong’s intelligent connected vehicle sector.
