Original Title: Explanatory Notes on the Drafting of the “Several Opinions of Xuhui District on Supporting the Development of the Smart Terminal Industry (Trial)”
I. Basis for Drafting
To further promote the high-quality development of the smart terminal industry in our district and explore new growth areas, the District Commerce Commission drafted the "Several Opinions of Xuhui District on Supporting the Development of the Smart Terminal Industry (Trial)" in accordance with the "Shanghai Action Plan for Promoting the High-Quality Development of the Smart Terminal Industry (2022–2025)"and the “Shanghai Implementation Plan for Accelerating the Development of the New Energy Vehicle Industry (2021–2025)” (Shanghai Municipal Government Office Document No. 10 [2021]), and in light of the actual conditions in Xuhui District, the District Commerce Commission has drafted and formulated the “Several Opinions of Xuhui District on Supporting the Development of the Smart Terminal Industry (Trial)” (hereinafter referred to as the “Opinions”).
II. Drafting Process
In accordance with the municipal policy requirements for the development of the smart terminal industry and taking into account the actual conditions of our district, the District Commerce Commission formulated the "Opinions" (draft) and solicited feedback from the District Development and Reform Commission, the District Science and Technology Commission, the District Investment Promotion Office, the District Financial Affairs Office, Xietu Subdistrict, Tianlin Subdistrict, Hongmei Subdistrict,Huajing Town, the Urban Investment Group, and the West Bund Group, as well as representatives from enterprises related to the smart terminal industry, including Alions, GES Automotive, Geely Innovation Design Institute, Baidu Autonomous Driving, Valeo, Advanced Semiconductor, Platinum Star, and FireStone Creation. The draft has been submitted to the principal leaders of the District Government and revised accordingly.
III. Basic Framework and Main Content of the Policy
The basic framework of the "Opinions" comprises 10 articles and 25 clauses covering the promotion of industrial clustering, the revitalization of the industrial ecosystem, and the optimization of supporting resources. The main contents are as follows:
(1) Eligible Entities
This policy applies to enterprises and organizations registered in Xuhui District or conducting their primary business operations in Xuhui District that are engaged in smart terminal-related fields, as well as other entities approved by the district government.
(2) Scope of Support
Support is provided for the entire industrial chain—including design, R&D, production, sales, and services—in sectors such as intelligent connected vehicles, intelligent robots, virtual reality interaction, smart home systems, smart wearables, and intelligent office management. Support is also provided to assist smart terminal enterprises in launching new products, implementing new applications, and stimulating new consumption.
(3) Support Methods
1. Promoting Industrial Clustering. This includes three categories with eight specific measures, such as support for local development, support for establishing headquarters, and encouragement for opening brand centers. These measures encompass comprehensive support for enterprises, as well as start-up grants, property purchase subsidies, rent and renovation subsidies for headquarters-type institutions or leading enterprises, and the establishment of comprehensive brand service centers.
2. Revitalizing the Industrial Ecosystem.This section comprises 4 articles and 11 clauses covering the promotion of upstream-downstream cooperation within the industrial chain, support for open and collaborative innovation, support for the transformation of existing enterprises, and encouragement for enterprises to expand their markets. It includes rewards and subsidies for joint or collaborative R&D of key technologies or components; the procurement of R&D products, manufactured goods, or production-related services from non-affiliated upstream and downstream enterprises within the zone; the achievement of certain commercial results in smart terminal product development and content design; the establishment of joint institutions and the generation of R&D outcomes; leading or participating in the formulation of standards; and the implementation of digital and intelligent upgrades.
3. Optimizing Supporting Resources. This section comprises 3 articles and 5 clauses, covering measures to increase the supply of manufacturing space, support diversified corporate financing, and attract high-end industrial talent. It includes incentives for moving industrial operations into multi-story buildings, subsidies for going public, leveraging diverse capital sources to promote development, support for corporate acquisitions and mergers, and the provision of talent incentives and policies.
