Several Measures to Support Targeted Training Programs for Baoshan District’s Leading Industries

Article 1 (General Provisions)

To further advance the strategic positioning of “building the main hub of Shanghai’s science and technology innovation center” and promote transformative development, these Measures are formulated in accordance with the spirit of documents such as the “Implementation Opinions on Accelerating the Transformative Development of the Northern and Southern Regions” (Shanghai Municipal Government Document [2022] No. 5) and the “Several Policies on Accelerating the High-Quality Development of the Biopharmaceutical and Life Sciences Industry in Baoshan District” (Baoshan Economic Planning Document [2022] No. 3).

Article 2 (Scope of Application)

These Measures apply to enterprises, social organizations, private non-enterprise institutions, and other entities (hereinafter referred to as “institutions”) that are registered within the jurisdiction of Baoshan District, possess independent legal person status, and are engaged in leading industries such as biomedicine, advanced materials, robotics and intelligent manufacturing, next-generation information technology, and modern services.

Article 3 (Funding Standards)

For institutions that commission third parties—such as universities, research institutes, and higher or secondary vocational schools—to train specialized technical or highly skilled personnel, and where such personnel join the institution upon completion of the training period and sign a labor (employment) contract of three years or longer, the institution shall be granted funding in installments equivalent to 50% of the actual training costs, with a maximum of 500,000 yuan per project.

Article 4 (Application Materials)

(1) Baoshan District Targeted Commissioned Training Funding Application Form;

(2) The targeted training contract or agreement signed between the applicant institution and the third party;

(3) A labor contract of three years or longer signed between the trainee and the applicant institution;

(4) Proof of social insurance contributions and tax payment certificates for the targeted training participant at the employing institution;

(5) Proof of payment for actual training expenses and bank transaction records;

(6) Other relevant supporting documents.

Article 5 (Workflow)

(1) Application. Eligible institutions may submit applications independently through an entirely online process.

(2) Review. The District Human Resources and Social Security Bureau shall review the project details, application materials, and proposed funding amounts.

(3) Final Approval. For projects that pass the review, the District Human Resources and Social Security Bureau will lead a review process in conjunction with relevant competent authorities, including the District Party Committee Talent Office, the Development and Reform Commission, the Economic Commission, the Commerce Commission, the Science and Technology Commission, the Science and Technology Innovation Commission, the Taxation Branch, and the Market Regulation Bureau, to finalize the list of proposed funding recipients.

(4) Public Notice. The list of proposed recipients approved through the review process shall be publicly posted for five working days. If no objections are raised during the public notice period, the funding will be disbursed. If objections are raised, a decision on whether to grant funding will be made after verifying the circumstances.

Article 6 (Fund Management)

(1) Source of Funds. Funding shall be drawn from the District Talent Development Special Fund.

(2) Disbursement of Funds. Funding is disbursed on an annual basis and will be fully distributed over three years. Fifty percent (50%) of the total funding will be disbursed in the first year, thirty percent (30%) in the second year, and twenty percent (20%) in the third year. All funding will be disbursed uniformly to the applicant enterprise’s bank account.

Article 7 (Supervision and Management)

The District Human Resources and Social Security Bureau is responsible for coordinating with relevant sub-districts, towns, industrial parks, and competent authorities to supervise and monitor the funding process.

(1) If an institution no longer meets the eligibility criteria due to relocation or other changes during the application period, its eligibility to continue receiving benefits under the targeted training program shall be terminated.

(2) Institutions shall earnestly fulfill their primary responsibilities and are accountable for the authenticity of their applications for the targeted training program. If an institution issues false certificates, provides false materials, conceals the truth, fails to exercise strict oversight during the review of materials, or fails to fulfill its responsibilities in subsequent management—thereby violating policy provisions—such violations, once verified, will be recorded in the institution’s integrity file, and the institution’s eligibility to apply for the targeted training program will be revoked for three years.

(3) All sub-districts, towns, industrial parks, and competent authorities shall fully fulfill their supervisory duties, implement organizational publicity and other required tasks as specified, and relevant performance shall be included in the annual assessment of talent work.

Article 8 (Supplementary Provisions)

(1) These Measures shall take effect on the date of issuance.

(2) The Baoshan District Human Resources and Social Security Bureau shall be responsible for interpreting these Measures.
