Original Title: Notice from the Shanghai Municipal Commission of Economy and Information Technology Regarding Applications for the 2022 Special Talent Awards in Key Industrial Sectors

To Relevant Units:

In accordance with the relevant provisions of the "Implementation Measures for Special Awards for Talents in Key Industrial Sectors of Shanghai," we hereby issue the following notice regarding the application process for the 2022 Special Awards for Talents in Key Industrial Sectors:

I. Applicant Eligibility

Enterprises are the primary applicants for the Talent Special Awards. Enterprises that meet the eligibility criteria may apply for awards on behalf of talents employed by the enterprise during the 2022 calendar year.

II. Eligibility Criteria

(1) Eligibility Criteria for Enterprises

1. The enterprise must operate within one of the eight key industrial sectors—integrated circuits, biomedicine, artificial intelligence, software, high-end equipment, aerospace, advanced materials, and new energy—and its primary business must meet the requirements for key stages such as production, manufacturing, R&D, and design within the relevant key sectors.

2. As of December 31, 2022, the enterprise must have been registered in this city for at least two years, have no record of serious illegal or dishonest conduct, and have obtained intellectual property rights related to the industrial sector and key processes for which it is applying.

3. The enterprise has maintained continuous R&D investment from 2020 to 2022, with an average annual growth rate of R&D expenditure over the three-year period of no less than 5%.

4. Between 2020 and 2022, the enterprise must have received a municipal-level or higher science and technology award, undertaken a municipal-level or higher key project, achieved significant results in digital transformation initiatives (projects), or obtained intellectual property rights related to the declared industrial sector (key segment) (meeting any one of these criteria is sufficient).

(II) Eligibility Criteria for Talent Applications. Enterprises meeting the application requirements may nominate candidates for the award in accordance with the following criteria.

1. The nominated candidates must have been employed by the enterprise throughout 2022 and must have paid taxes in this city in accordance with the law.

2. In 2022, the salary and wage income of the nominated individuals at the enterprise must have reached 300,000 yuan or more, or exceeded 1.5 times the enterprise’s average salary and wage.

3. The positions of the nominated candidates must include senior management, professional and technical personnel, and core production staff, with senior management accounting for no more than 20% of the total number of awardees.

4. Nominees must have no record of serious illegal or dishonest conduct and must not have received benefits under other similar talent policies in 2022.

III. Number of Nominees and Award Standards

(I) Number of Nominees

1. For industries such as software, high-end equipment, aerospace, advanced materials, and new energy, the maximum number of eligible candidates shall not exceed 3% of the enterprise’s registered employee count as of December 2022. If the calculation based on this ratio results in fewer than 5 candidates, 5 candidates may be nominated; if the result exceeds 20 candidates, the maximum number of nominees shall be 20.

2. In industrial sectors such as integrated circuits, biomedicine, and artificial intelligence, the maximum number of eligible candidates for the award shall not exceed 5% of the enterprise’s registered workforce as of December 2022. If the calculation based on the above ratio results in fewer than 5 candidates, the enterprise may nominate 5 candidates; if the result exceeds 30 candidates, the enterprise may nominate up to 30 candidates.

(2) Award Amount. The award amount is calculated based on the salary levels of the eligible recipients in accordance with specific rules.

IV. Relevant Requirements

(1) Application Method. Enterprises may log in to the Shanghai Municipal Commission of Economy and Information Technology portal (http://sheitc.sh.gov.cn/), access the “Talent Special Incentives” section under the “Business Services” category, and register and apply for incentives via the “Legal Entity Single Certificate” system.

Enterprises may view the 2022 Talent Special Incentive Application Guidelines within the system.

(2) Application Period. From the date of this notice until July 10, 2023. The system will close for submissions at 4:00 PM on July 10, and no further applications will be accepted.

Enterprises registered and operating in the Lingang New Area of the China (Shanghai) Pilot Free Trade Zone shall follow the relevant policies of the Lingang New Area.
