Article 1 In order to build distinctive industrial parks with even greater advantages, more distinctive characteristics, and stronger strengths; to aggregate resources for industrial innovation; to optimize the ecosystem across the entire industrial chain; to create world-class industrial clusters; and to promote the high-quality development of industries in Pudong New Area, these Provisions are formulated in accordance with the “Opinions on Supporting High-Level Reform, Opening-Up, and Building a Leading Zone for Socialist Modernization in Pudong New Area” issued by the Central Committee of the Communist Party of China and the State Council,the "Decision of the Standing Committee of the Shanghai Municipal People’s Congress on Formulating Regulations for Pudong New Area to Strengthen Legal Guarantees for High-Level Reform, Opening-up, and the Construction of a Leading Zone for Socialist Modernization," and other relevant provisions, and in light of the actual conditions in Pudong New Area, these Provisions are hereby formulated.

Article 2 These Provisions apply to all support, guarantee, and supervision and management activities concerning specialized industrial parks in Pudong New Area that have been recognized by municipal or district industrial authorities.

Article 3 In promoting the high-quality development of specialized industrial parks, efforts shall closely align with the industrial development strategy of Pudong New Area and adhere to the principles of planning-led development, focusing on distinctive strengths, leveraging leading enterprises, fostering full-chain synergy, and ensuring sustainable development.

Article 4 The District People’s Government shall strengthen its leadership over the high-quality development of specialized industrial parks, establish a coordination and promotion mechanism, and oversee, coordinate, and decide on relevant major matters.

The District Industry Department is responsible for the formulation of development plans for specialized industrial parks, performance evaluation, and related work. The District Development and Reform Department is responsible for research on industrial layout, the overall coordination of reform matters, and related work.The District Planning and Resources Department is responsible for the preparation of spatial plans, land acquisition, reserve, and transfer, as well as the coordination of land quotas for construction projects. The District Ecology and Environment Department is responsible for the preparation of environmental impact assessments for industrial park plans and the coordination of quotas for water systems, green spaces, and forest land in construction projects. The District Construction and Transportation Department is responsible for housing expropriation and the coordination of housing quotas for resettlement in construction projects.

Other relevant departments, including the district finance, human resources and social security, emergency management, finance, and state-owned asset supervision and administration departments, shall collaborate on related tasks within the scope of their respective responsibilities.

The relevant administrative bureaus (management committees) and town people’s governments shall be responsible for coordinating and promoting the development of specialized industrial parks within their respective jurisdictions. The development and operation entities of specialized industrial parks shall carry out specific implementation tasks under the guidance of the relevant administrative bureaus (management committees) and town people’s governments.

Article 5 The District Industry Department, in conjunction with relevant departments such as the Development and Reform Commission, shall focus on the construction of world-class industrial clusters in fields such as integrated circuits, biomedicine, and artificial intelligence, as well as key competitive industries, to formulate the Development Plan for Specialized Industrial Parks in Pudong New Area, specifying the guiding principles, overall objectives, key tasks, implementation steps, and supporting measures.

The development and operation entities of specialized industrial parks shall, based on the Development Plan for Specialized Industrial Parks in Pudong New Area, formulate their own industrial development plans and phased implementation schedules, specifying targets and tasks regarding output per mu, economic benefits, energy consumption, and environmental performance.

Article 6 The District Industry Department shall formulate district-level standards for the establishment of Specialized Industrial Parks, evaluate district-level Specialized Industrial Parks, and provide guidance and recommendations for their application to become municipal-level Specialized Industrial Parks.

Relevant administrative bureaus (management committees) and town people’s governments shall establish a reserve pool for specialty industrial parks, provide service guidance to industrial parks that possess development potential but have not yet met the establishment criteria, and accelerate their cultivation into district-level specialty industrial parks.

Article 7 Innovate the operational models of specialty industrial parks and support brand-oriented, specialized, and internationalized park development and operation entities, as well as industry-leading private capital, to participate in the high-quality development of specialty industrial parks through service provision, platform building, and collaborative operations.

Article 8 Support the construction of innovation and entrepreneurship service platforms within specialty industrial parks, and establish a full-chain industrial service system comprising pilot and pilot-scale testing platforms, incubators, and accelerators to provide services such as business incubation, technology evaluation, intellectual property transactions, technology transfer, and investment and financing to resident projects.

Promote the opening of resources from innovation platforms such as large enterprises’ open innovation centers and corporate technology centers to the industry, and strengthen the research, development, and supply of generic technologies.

Article 9 Support relevant administrative bureaus (management committees) and town people’s governments in implementing support policies for specialty industrial parks within their jurisdictions that are linked to their contributions. Provide corresponding support to introduced functional platforms based on their comprehensive contribution.

Support diversified investment promotion models, including specialized investment promotion, industrial chain-based investment promotion, and investment promotion through industrial funds; encourage and attract various social entities to participate in investment promotion and enterprise services; and advance investment promotion services in specialized industrial parks.

Guide small and medium-sized enterprises within specialized industrial parks toward specialized, refined, distinctive, and innovative development; support their efforts in tackling industrial technological challenges related to key core technologies, common basic technologies, and new products; and address shortcomings in core fields and critical links.

Article 10 Pudong New Area shall provide priority support in terms of land space and resource quotas for industrial project construction within specialized industrial parks.

Support specialty industrial parks in adopting new mixed-use land transfer methods, clearly defining the dominant use, compatible use types, and their respective proportions for mixed-use land.

Land prices for industrial land within Specialized Industrial Parks shall be managed in accordance with the bottom-line principle; the starting price for the transfer of industrial land shall be determined through collective decision-making, taking into account industrial policies and project performance.

High-quality projects that comply with industrial planning may be implemented in strategic reserve zones without the need to allocate additional reserve area. A consultation mechanism for the activation of contiguous reserve zones shall be established, and the full-process management system shall be improved.

Resource indicators—including new construction land, housing for resettlement, water system compensation, forest land compensation, and green space compensation—required for major industrial projects within special industrial parks that have been recognized by the District People’s Government shall be allocated and coordinated at the district level.

Article 11: Infrastructure construction in specialty industrial parks, including municipal roads, waterways, green spaces, and social welfare projects, shall be scheduled according to the timeline for advancing key industrial projects. If the town people’s government where the project is located faces genuine financial difficulties in bearing the costs, the district-level government may provide coordinated financial support upon approval by the district people’s government.

Support will be provided for the construction of high-quality public service facilities in specialty industrial parks. By leveraging high-quality communities and high-level cultural facilities, a living environment conducive to business, residence, and education will be created, establishing a demonstration zone for the integrated development of industry and urban areas.

Article 12 Support will be provided to include Specialized Industrial Parks within the scope of the Shanghai Zhangjiang National Independent Innovation Demonstration Zone so that they may benefit from relevant support policies.

Support the inclusion of key industrial enterprises in specialty industrial parks in the key enterprise directories of relevant municipal departments so that they may benefit from relevant support policies.

Article 13 A certain reward may be granted to the town people’s government where a special industrial park is first recognized as a municipal- or district-level special industrial park.

Development and operation entities of municipal- or district-level specialty industrial parks that receive excellent ratings in annual comprehensive evaluations may be granted certain rewards.

Article 14 Support will be provided to government-guided funds such as the Leading Zone Industrial Fund, private equity funds such as the Pudong Science and Technology Innovation Fund, and other funds to provide capital support to enterprises within Specialized Industrial Parks that align with industrial guidelines.

Financial institutions are encouraged to provide innovative financial products and services to enterprises within the parks that align with industrial guidelines, and to offer policy-based financing guarantees to such enterprises.

Article 15 Pudong New Area shall provide service guarantees, including residence and entry-exit permits, household registration, housing, and medical insurance, to eligible talent within the Specialized Industrial Parks.

Talent in high demand working in the Specialized Industrial Parks of Pudong New Area shall enjoy corresponding support in accordance with regulations.

Article 16 The specific administrative measures for the support and guarantee measures under these Provisions shall be separately formulated by the District People’s Government or its relevant functional departments.

These Provisions shall come into effect on October 15, 2022.
