Original Title: Notice Regarding Applications for the Shanghai Pilot Industry Intellectual Property Operation Promotion Center Project

To All Relevant Industry Associations:

To further advance the development of intellectual property operations in the city’s leading industries, and in accordance with the arrangements set forth in the “Implementation Rules for the Second Batch of Special Funds for the Construction of the Shanghai Intellectual Property Operation Service System,” we hereby issue the following specific notice regarding the launch of the application process for the Shanghai Leading Industry Intellectual Property Operation Promotion Center Project:

I. Application Criteria

Approximately three Shanghai Leading Industry Intellectual Property Operation Promotion Center projects are拟 to be designated. Industry associations related to the city’s three leading industries—integrated circuits, biomedicine, and artificial intelligence—that meet the following criteria may submit applications to our bureau.

(1) Possess independent legal person status, be registered with the Shanghai Municipal Civil Affairs Bureau, and provide services to entities related to the city’s leading industries.

(2) Possess a substantial membership base, with the number of association member units accounting for more than 50% of the total number of entities in the relevant industry or exceeding 200 units.

(3) Possess a foundation in intellectual property work, have designated intellectual property management personnel, and have conducted activities such as patent navigation projects, patent technology supply-demand matching, and practical intellectual property seminars.

II. Work Tasks

(1) Overall Objectives

Significantly strengthen the intellectual property management capabilities of entities related to the city’s leading industries, improve the quality of intellectual property creation, substantially increase the scale of intellectual property licensing, transfer, valuation for equity participation, and pledge financing among small and medium-sized enterprises within the industry, and explore the establishment of patent pools, standard-essential patents, and local standards.

(2) Mandatory Tasks

1. Conduct patent navigation for this industry. Analyze patent information across the entire industry to form a macro-level profile of the sector’s patent landscape, providing a “panoramic map” for relevant industrial departments and enterprises and institutions with such needs. Guide SMEs to establish patent classification and management systems, conduct patent product registration, and strengthen overseas intellectual property布局.

2. Establish a “Public Patent Wall.” Building upon existing information platforms, improve mechanisms for publishing patent supply and demand information. Regularly organize project promotion sessions, supply-demand matching events, and bank-enterprise matching sessions to drive an annual growth rate of over 15% in patent licensing and transfers within the industry, as well as an annual growth rate of over 15% in both the registered value and number of enterprises engaged in patent-backed financing.

3. Strengthen intellectual property talent development. Conduct regular professional training for association staff, senior executives, and R&D personnel from enterprises and institutions within the industry to familiarize them with intellectual property support policies in various districts, master the mechanisms of intellectual property operations, and clarify the logic of intellectual property utilization. During the project period, the number of units participating in training should be no less than 80% of the total number of member units.

4. Foster a favorable ecological and cultural environment. Designate a dedicated department and personnel to coordinate the intellectual property resource needs of relevant entities within the industry and establish “registration files” documenting the intellectual property status of the association’s member units; aggregate various resource elements such as intellectual property transactions, services, and finance to effectively enhance the operational outcomes of intellectual property within the industry.

(III) Optional Tasks (Select at least 1)

1. Promote the establishment of patent pools by leading enterprises and chain-leading enterprises in the industry.

2. Encourage leading enterprises and prominent entities in the industry to apply for standard-essential patents.

3. Promote the development of industry-related group standards, local standards, national standards, and international standards for intellectual property.

4. Other intellectual property initiatives specific to this industry (please describe in the application).

III. Application Procedure

1. Applicant entities shall complete the project application form and prepare the relevant materials. These must be submitted via email to the Municipal Intellectual Property Office by June 4, 2023. Late submissions will not be accepted. Hard copies (two copies, bound into a single volume) must be mailed separately.

2. After the Municipal Intellectual Property Bureau accepts the materials, conducts a review, and confirms no objections following a public notice period, it will designate the project-bearing entity. In accordance with the “Implementation Rules for the Second Batch of Special Funds for the Construction of the Shanghai Intellectual Property Operation Service System,” financial support of up to 500,000 yuan will be provided. These funds may not be used for the purchase of office equipment, venue rent, or other expenditures unrelated to this project.

3. The project-bearing entity shall sign a contract with the Municipal Intellectual Property Office, clearly defining work tasks, performance objectives, and budget expenditures. The Municipal Intellectual Property Office will organize performance evaluations, business promotion activities, and case selection initiatives as appropriate.
