Policy Measures for Strengthening Investment Promotion and Accelerating the Construction of a Modern Industrial System in the New Era

To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the important speeches made by General Secretary Xi Jinping during his inspection tour of Shanghai, further expand effective investment, enhance the vitality of industrial development, continuously optimize the business environment, accelerate the construction of a modern industrial system, and continuously improve the city’s capabilities and core competitiveness, the following policy measures are hereby formulated:

I. Introducing New Tools for Investment Promotion

(1) Implementing the “New Plan” for Investment Promotion Incentives

1. Support the introduction of high-end industrial projects. Focusing on the high-end, intelligent, and green development of manufacturing, major strategic emerging industrial projects that undertake national strategic missions, take the lead in breaking foreign monopolies, or represent the first domestic demonstration applications will be eligible for support of up to 30% of the project investment, not exceeding 100 million yuan, in accordance with regulations. Other advanced manufacturing projects with large investment scales, strong driving effects, and good demonstration effects will be eligible for support of up to 10% of the project investment, not exceeding 100 million yuan, in accordance with regulations.(Responsible Units: Municipal Commission of Economy and Information Technology, Municipal Development and Reform Commission, Municipal Finance Bureau, district governments, and relevant administrative committees)

2. Support for the Introduction of High-End Service Industry Projects. In professional service sectors such as R&D, design, finance, trade, shipping, technology, law, and human resources services, eligible high-quality projects with a total investment of 30 million yuan or more will receive up to 6 million yuan in support; eligible projects with a total investment of 10 million yuan or more will receive support not exceeding 20% of the project investment, up to a maximum of 3 million yuan.(Responsible Units: Municipal Development and Reform Commission, Municipal Commerce Commission, Municipal Commission of Economy and Information Technology, Municipal Bureau of Local Financial Supervision, Municipal Finance Bureau, district governments, and relevant management committees)

3. Encourage the introduction of major functional headquarters projects. Increase support for projects such as the headquarters of innovative and trade-oriented enterprises, private enterprise headquarters, regional headquarters of multinational corporations, and R&D centers. Encourage districts to provide subsidies of up to 10 million yuan for the initial purchase of office space for headquarters use, and up to 5 million yuan for the lease of office space.(Responsible Units: Municipal Commission of Commerce, Municipal Development and Reform Commission, Municipal Commission of Economy and Information Technology, Municipal Market Regulation Bureau, district governments, and relevant management committees)

4. Support the introduction of high-quality agricultural and rural projects. Actively attract key projects in areas such as the full agricultural industry chain, rural digital industries, and science and technology innovation services. For major agriculture-related projects, following project approval and evaluation, municipal fiscal funds will provide support at a prescribed ratio, not exceeding 50% of the project investment. 5. Encourage existing enterprises to increase capital and expand production. Encourage existing enterprises in the city to increase investment in technological upgrades by enhancing production capacity, expanding factory premises, and updating equipment. For eligible bank loan projects, provide an annual subsidy covering 50% of the loan interest, up to a maximum of 20 million yuan; for eligible financial leasing projects, provide a one-time subsidy not exceeding 5% of the equipment investment amount specified in the financial leasing contract, up to a maximum of 20 million yuan.(Responsible Units: Municipal Commission of Economy and Information Technology, Municipal Development and Reform Commission, Municipal Commission of Commerce, Municipal Finance Bureau, district governments, and relevant management committees)

(2) Promoting a “New Model” for High-Quality Investment Promotion

6. Encourage investment promotion for key industrial chains. Leverage the driving role of the city’s key industrial chains to support “chain-leading” enterprises in attracting high-quality upstream and downstream projects through outsourcing, market procurement, and investment cooperation; encourage supporting enterprises within the industrial chain to actively assist in attracting “chain-leading” enterprises. Provide support for the successful establishment and collaborative investment of “chain-leading” enterprises and their upstream and downstream supporting enterprises. 7. Open Application Scenarios for Investment Promotion. Leverage Shanghai’s advantage of abundant application scenarios. By opening up multi-dimensional application scenarios in manufacturing, consumption, and services, accelerate the introduction of key enterprises engaged in large-scale model development, big data applications, and high-performance computing infrastructure. Encourage scenario application enterprises to adopt new products, technologies, and business models to expedite the implementation of application scenario projects. 8. Strengthen investment promotion for scientific and technological R&D. Leverage Shanghai’s cluster advantages in scientific and technological innovation resources, enhance the industrialization of R&D outcomes, and vigorously attract research institutes, technology transfer projects, and scientific and technological talent to promote the integrated development of technology chains and industrial chains.For recognized high-tech achievement transformation projects, annual support of up to 5 million yuan will be provided per project during the validity period; for introduced projects involving the first unit (set) of major equipment, the first batch of materials, or the first version of software products that meet the criteria, support of up to 30% of the sales contract value of the innovative product—with a maximum of 20 million yuan—will be provided per project.(Responsible Units: Municipal Commission of Economy and Information Technology, Municipal Development and Reform Commission, Municipal Science and Technology Commission, Municipal Finance Bureau, district governments, and relevant management committees)

9. Strengthen investment-linked investment promotion. Support the participation of social capital, industrial park platforms, and state-owned capital in establishing a series of industrial investment funds with a total scale of 100 billion yuan, primarily to facilitate the implementation of investment promotion projects. Encourage financial institutions to assist in investment promotion efforts, and encourage industry leaders and high-quality enterprises to attract new businesses and operations through mergers and acquisitions, property rights transfers, and other means. Strengthen roadshow promotions and industry-finance integration services for investment promotion projects, and provide relevant financial resource support.(Responsible Units: Municipal Commission of Economy and Information Technology, Municipal State-owned Assets Supervision and Administration Commission, Municipal Bureau of Local Financial Supervision, district governments, and relevant management committees)

10. Deepen efforts to attract investment and talent. Ensure talent service support for key investment projects, with each district providing assistance in areas such as residency registration, housing, children’s education, and medical care. Include high-quality enterprises attracted through investment promotion in the scope of key institutions for talent recruitment, and support housing security for key industry talent in investment projects. (3) Creating New Platforms for High-Quality Investment Promotion

11. Strengthen regional coordination in investment promotion. Leverage the guiding role of the industrial map in investment promotion and encourage all districts to focus on attracting investment in their leading industries. Harness the exemplary and driving role of the Pudong Pilot Zone; make full use of the corporate income tax incentives in the Lingang New Area, the talent residency policies in the Five New Towns and the northern and southern transformation zones, as well as the special policies of the Hongqiao International Open Hub and the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone. Accelerate the attraction of high-quality projects and promote the formation of a new investment promotion landscape characterized by complementary regional strengths and coordinated development.(Responsible Units: Municipal Commission of Economy and Informatization, Municipal Development and Reform Commission, Municipal Commission of Commerce, Municipal Planning and Natural Resources Bureau, district governments, and relevant management committees)

12. Expand new spaces for leading industries. Over the next three years, 8 million square meters of space for the “three leading industries” will be made available. Specifically, 2 million square meters of R&D and industrialization facilities will be provided for the integrated circuit sector; in the biopharmaceutical sector, planning will be moderately accelerated to construct 5 million square meters of low-cost, standardized biopharmaceutical properties in contiguous areas—featuring distinct characteristics, established brands, supporting services, and dedicated operators; and 1 million square meters of space will be provided for the artificial intelligence sector.Provide interest subsidies for loans supporting the construction of industrial facilities. Launch a new batch of specialized industrial parks, providing 15 square kilometers of high-quality industrial space. 13. Innovate the supply of facilities for investment promotion. Encourage mixed-use of industrial land; within single-use industrial land, the proportion of other industrial uses and living support facilities may be increased to 30% of the total above-ground floor area, with living support facilities not exceeding 15%. Encourage and support state-owned parks, state-owned enterprises, and others to construct high-quality standard factory buildings and general-purpose R&D properties, and provide support for high-quality investment projects that move in.For standard factory buildings, general-purpose R&D properties, and leading enterprise projects that gain additional floor area through approved increases in floor area ratio or building height, the portion of the property not used by the enterprise itself shall be subject to designated-use management and shall be coordinated by each district to support the relocation of technology-based start-ups. 14. Promote high-quality land supply for investment projects. Deepen the implementation of measures such as “standard land supply,” “long-term leasing with an option to purchase,” and “flexible lease terms with conditional automatic renewal.” Fully guarantee the industrial land needs of investment projects through a “full coverage” approach. Annually ensure that the scale of industrial land supply remains no less than 10,000 mu through various means, including quality improvement and efficiency enhancement, revitalization of existing land resources, urban renewal, and land concessions.For major industrial projects that have been officially recognized, industrial land for such projects may be granted with a term of 50 years. Land prices for industrial land shall be managed in accordance with the bottom-line principle; the starting price for industrial land grants may be set at no lower than the national minimum standard for industrial land grants. II. Strengthening New Advantages in Investment Promotion for Key Industries

(1) Focus on Attracting the “Three Leading Industries”

15. Integrated Circuit Industry. Focusing on fields such as chip design, manufacturing, packaging and testing, equipment, and materials, actively attract high-quality enterprises with strong technical capabilities to establish operations. For major projects involving integrated circuit equipment and materials (such as components and raw materials) and high-end software projects (such as EDA) that meet the criteria, provide support of up to 30% of the project investment, with a maximum of 100 million yuan. 16. Biopharmaceutical Industry. Attract high-quality domestic and international enterprises to establish various headquarters, R&D centers, and production bases in Shanghai, and increase support for high-quality projects. Provide up to 30 million yuan in support for eligible innovative drug and medical device R&D projects; provide up to 15 million yuan in support for eligible projects in the biopharmaceutical sector focused on core technology breakthroughs, the construction of key specialized service platforms, and the industrialization of major products.(Responsible Units: Municipal Commission of Economy and Information Technology, Municipal Development and Reform Commission, Municipal Finance Bureau, Municipal Science and Technology Commission, district governments, and relevant administrative committees)

17. Artificial Intelligence Industry. Focusing on major original achievements, cutting-edge theories, and leading enterprises in the AI sector with global influence, we will accelerate the attraction and establishment of key projects in areas such as smart chips, core algorithms, operating systems, and foundational software. For the introduction of eligible AI key technology projects, support of up to 30% of the project investment, with a maximum of 20 million yuan, will be provided.(Responsible Units: Municipal Commission of Economy and Information Technology, Municipal Development and Reform Commission, Municipal Finance Bureau, district governments, and relevant administrative committees)

(II) Developing the “Four New Growth Sectors”

18. Smart Terminals. For the introduction of high-quality smart terminal projects that meet the criteria, support of up to 30% of the project investment, with a maximum of 20 million yuan, will be provided. Support will be provided for R&D and industrialization projects of key components for new energy and intelligent connected vehicles. For eligible fuel cell key component projects, a single enterprise may receive a reward of up to 30 million yuan for a single type of key component product. 19. Green and Low-Carbon. Support will be provided for the upgrading of green and low-carbon processes, the application of new technologies, energy-saving retrofits, energy management centers, and clean production projects, with a maximum of 10 million yuan per project. Support will also be provided for the implementation of projects involving hydrogen, wind, solar, and biomass energy. In the offshore wind power sector, a maximum annual reward of 50 million yuan will be granted per project. 20. Digital Economy. Accelerate the introduction of high-level digital industry cluster projects; attract and cultivate more than 100 leading and high-growth digital economy enterprises; and roll out key tasks for digital application scenario innovation on a rolling basis. For the introduction of eligible benchmark demonstration projects, provide support of up to 20% of the project investment, with a maximum of 8 million yuan, in accordance with regulations. 21. Metaverse. Conduct investment promotion activities in areas such as “metaverse” infrastructure, interactive terminals, and digital tools; open up more than 50 major municipal-level metaverse application scenarios for external investment; continuously carry out supply-demand matching and open challenges; and accelerate the introduction of “metaverse” projects such as 3D graphics, image engines, and digital modeling.Increase support for investment projects in the “metaverse” sector; for the introduction of eligible key technologies, major projects, and industrialization initiatives, provide support of up to 30% of the project investment, with a maximum of 20 million yuan, in accordance with regulations. III. Establishing a New Mechanism for Investment Promotion

22. Strengthen the coordination of investment promotion efforts across the city. Fully leverage the role of the Municipal Investment Promotion Leading Group, improve the mechanism for municipal leaders to oversee key industries and major investment projects, enhance coordination between the municipal and district levels as well as between government and enterprises, and ensure comprehensive service support throughout the project lifecycle. Optimize investment promotion incentive policies and recognize outstanding collectives and individuals in the city’s investment promotion efforts in accordance with relevant regulations. 23. Encourage Professional Agencies to Conduct Investment Promotion. Encourage districts and relevant administrative committees to select investment promotion agencies and enterprises to collaborate on investment promotion through the procurement of services, giving priority to those with outstanding performance for inclusion as municipal-level global investment promotion partners. Districts shall provide corresponding rewards to agencies and individuals who successfully attract high-quality industrial projects in accordance with relevant regulations. 24. Improve the comprehensive service support mechanism for projects. Support districts in establishing dedicated task forces and a dedicated officer system for key investment projects, strengthening the coordination and synergy between investment promotion and enterprise services, as well as efforts to retain and stabilize businesses. Optimize supporting services for projects, and support districts in reasonably planning and constructing high-quality supporting facilities—such as schools, hospitals, housing and dormitories, and commercial, tourism, cultural, and sports facilities—based on investment promotion needs.
