Several Policies of Jing’an District on Accelerating the Attraction and Cultivation of Innovative Leading Enterprises to Build High-Level Industrial Clusters
To accelerate the development of a core hub for a globally influential science and technology innovation center, attract and cultivate internationally competitive innovative leading enterprises, strengthen technological innovation, model innovation, and collaborative innovation, promote the deep integration of industrial chains, innovation chains, capital chains, and talent chains, and focus on building world-class industrial clusters in emerging sectors, as well as creating a high-level pilot zone for the innovative development of emerging industries and a demonstration zone for application integration—in conjunction with the “14th Five-Year Plan for Science, Technology Innovation, and Development in Jing’an District”—the following opinions are hereby proposed.
I. Accelerating the Attraction and Aggregation of High-Level Innovative Enterprises
Focusing on industrial chains, innovation chains, and value chains, and targeting key industries and emerging sectors, we will precisely attract a group of innovative leading enterprises to fully unleash the multiplier effect of “attracting one, bringing in a chain, driving a region, and strengthening a cluster,” thereby solidifying the foundation for Jing’an’s industrial innovation and development.
1. Support the establishment of leading innovative enterprises in the industry. Guide a group of leading innovative enterprises with strong international influence, robust innovation capabilities, and the ability to shape industrial ecosystems to establish operations in Jing’an. Increase services and support for these enterprises in areas such as R&D breakthroughs, talent recruitment, and living amenities to enhance the region’s scientific and technological innovation capabilities.
2. Support the clustering of leading enterprises in niche sectors. Focus on key industrial sub-sectors and emerging fields within the district to attract a group of leading enterprises in niche sectors that excel in core technological capabilities, drive industrial development, and hold high market shares. This includes “chain-leading enterprises,” “hidden champions,” and “single-champions in manufacturing” across various sub-sectors. By integrating projects, talent, and development platforms, we will facilitate the growth and expansion of these enterprises in Jing’an.
3. Support the introduction and capacity enhancement of various outstanding technology enterprises. Build a more open, inclusive, collaborative, and orderly innovation ecosystem to support high-quality innovative enterprises in launching innovation and entrepreneurship initiatives in Jing’an, and assist them in enhancing their innovation capabilities and overall contribution to the region.
II. Facilitating the Rapid Growth of Innovative Enterprises at All Stages
For innovative enterprises at all stages of development, we will establish and improve a comprehensive growth and nurturing mechanism covering the entire lifecycle of innovative enterprises, including science and technology-based small and medium-sized enterprises, high-tech enterprises, "Science and Technology Little Giants," "Specialized, Refined, Unique, and New" enterprises, and companies listed on the STAR Market.
4. Strengthen the Growth Chain for Technology-Based Enterprises. Focusing on the different stages of growth for technology-based enterprises, we will enhance targeted policy support and services, accelerate the cultivation of high-tech enterprises, SPEC-T-NEW enterprises, technology “little giants,” and SPEC-T-NEW “little giants,” and guide enterprises to improve their innovation capabilities and competitive strength, thereby expanding the ranks of leading innovative enterprises and the talent “reserve pool.”
5. Create “benchmark” innovative enterprises. Prioritize the selection and provide categorized support for representative innovative enterprises within the district’s key industries and niche sectors that possess strong industry influence, industrial driving force, and comprehensive contribution. Leverage the guiding role of these “benchmarks” to stimulate the intrinsic motivation for innovation among enterprises across the district and continuously elevate the level of regional industrial innovation and development.
6. Establish open innovation accelerators for large enterprises. Encourage and support leading enterprises in the district or industry leaders in specific sub-sectors to establish open innovation accelerators based on their corporate development strategies and centered on regional industrial and innovation chains. These initiatives will attract, aggregate, and nurture a cohort of innovative enterprises, promote collaboration among various innovation entities, and foster a robust, multi-tiered, and mutually complementary innovation mechanism within the region.
7. Enhance the Functions of Innovation Platforms. Support various innovation entities in building multi-tiered public science and technology service platforms, including national and Shanghai-level R&D and technology transfer platforms, key laboratories, engineering technology research centers, and specialized technical service platforms. This will enhance the capacity to supply common and key industrial technologies, while encouraging and supporting the prioritized incubation, commercialization, and economic contribution of scientific and technological achievements within the district.Introduce various specialized and market-oriented science and technology service providers, fully leverage social resources, expand high-quality service resources, promote the efficient flow of innovation factors, and benefit more innovative enterprises.
III. Fostering and Optimizing a Favorable Innovation and Entrepreneurship Ecosystem
8. Attracting Innovation and Entrepreneurship Talent. Intensify efforts to recruit and cultivate outstanding science and technology innovation talent, providing support in areas such as residency registration, children’s schooling, medical insurance, talent apartments, and project safeguards; improve incentive and support mechanisms to attract high-level innovation and entrepreneurship talent and teams with international and domestic influence, and build the Jing’an Innovation Talent Cluster—a hub characterized by a vibrant innovation and entrepreneurship atmosphere and a favorable talent ecosystem.
9. Strengthen Financial Support. Give priority to and actively guide innovative enterprises in applying for and benefiting from municipal and district-level policy-based financing guarantees, loan interest subsidies, and other support measures. Leverage the role of the district-level industrial guidance fund to encourage social capital investment in key industries and technology enterprises within the district. Encourage innovative enterprises to list on the Main Board, STAR Market, Growth Enterprise Market, and key overseas stock exchanges, continuously enhancing their development capabilities.
10. Support the creation, management, utilization, and protection of intellectual property. Improve the quality of intellectual property creation, actively encourage and support high-quality invention patents, and enhance enterprises’ ability to obtain invention patent authorizations; support enterprises in implementing the “Enterprise Intellectual Property Management Standard” and conducting intellectual property evaluations (navigation), while promoting pilot and demonstration units for patent work as well as pilot and demonstration zones for intellectual property; support enterprises in accessing intellectual property financial services, including innovative services such as intellectual property pledge financing and patent insurance.
