The following notice is issued regarding the application process for the 2021 Shanghai Special Awards for Talents in Key Industrial Sectors:
I. Eligibility
Talent working in enterprises within relevant key industrial sectors in 2021.
II. Application Criteria
(1) Eligibility Criteria for Enterprises.
1. The enterprise must be a key player in one of the eight priority industrial sectors—integrated circuits, biopharmaceuticals, artificial intelligence, software, high-end equipment, aerospace, advanced materials, or new energy—and must have obtained intellectual property rights related to its core business since its establishment.
2. As of December 31, 2021, the enterprise must have been legally established in this city for at least two years.
3. The enterprise must operate in compliance with regulations and maintain a good credit record.
4. From 2019 to 2021, the enterprise has maintained continuous R&D investment, with an average annual growth rate of no less than 5% (for enterprises registered after June 30, 2019, the calculation may begin from 2020).
5. Between 2019 and 2021, the enterprise must have met at least one of the following four criteria: undertaking key projects at the municipal level or above (including municipal level; the same applies hereinafter), receiving science and technology awards at the municipal level or above, obtaining intellectual property rights related to its core business, or achieving results in digital transformation at the municipal level or above.
(II) Eligibility Criteria for Talent.
1. The individual must have paid taxes in accordance with the law in this city and maintain a good credit record.
2. Salary and wages for the 2021 fiscal year must reach 300,000 yuan or more, or exceed 1.5 times the average salary and wages of the enterprise in 2021.
3. The individual must hold a key or important position within the enterprise, including professional and technical personnel, senior management, and core personnel in production roles; senior management may constitute no more than 20% of the total number of awardees.
4. Did not benefit from other similar talent policies in this city during the 2021 fiscal year.
III. Number of Recipients and Award Amounts
(1) Number of Recipients.
1. For enterprises in industries such as software, high-end equipment, aerospace, advanced materials, and new energy, the maximum number of applicants shall not exceed 3% of the number of employees on the payroll at the end of the previous year (if the number of eligible recipients is less than 5, up to 5 may be nominated), and shall not exceed 20.
2. For enterprises in the integrated circuit, biopharmaceutical, and artificial intelligence sectors, the number of applicants shall not exceed 5% of the total number of employees on the payroll as of the end of the previous calendar year (if the number of eligible recipients is less than 5, up to 5 may be nominated), and shall not exceed 30 persons.
(2) Award Amount.
The award amount is calculated based on the recipient’s salary and wages in accordance with specific rules.
IV. Application Method
(1) Application Portal. Enterprises may log in to the “Talent Rewards” section under the “Business Support Services” category on the Municipal Commission of Economy and Information Technology’s official website (http://www.sheitc.sh.gov.cn/) and follow the system prompts to complete the application for enterprise eligibility and reward plans. Enterprises may view the latest version of the system submission guidelines in the system’s notice and announcement section.
(2) Application Period. From December 6, 2022, until 4:00 PM on December 21, 2022. The system will close for submissions after the deadline.
