First, the work objectives
Focus on integrated circuits, biomedicine, artificial intelligence, the three core industries, as well as the digital economy, green low-carbon, new energy vehicles, high-end equipment manufacturing, aerospace, information and communications and new materials and other characteristics of a number of industries (hereinafter referred to as "3 + X" industry), 2022-2023 two years of gradient, the first 100 companies have been included in the cultivation, is notified as follows. -No less than 200 leading, growing and potential enterprises will be cultivated in a gradual manner within two years from 2022 to 2023. Encourage enterprises to increase investment in research and development, through innovation to enhance the level of development.
Second, the cultivation object
"Zhangjiang Star" enterprises, refers to registered in Zhangjiang Hi-tech Zone, belonging to the "3 + X" industry areas, innovation ability, fast growth, good prospects for the development of representative enterprises.
(1) Potential enterprises are those that have continuously gained the attention of social capital or achieved milestone progress in R&D.
(2) Potential enterprises are those that have achieved milestone progress in R&D.
(ii) Growth-oriented enterprises are high-tech enterprises that have reached a certain scale of revenue and a certain intensity of R&D investment, and are growing fast.
(C) Leading enterprises, for the key core technology research and development, major innovative product development breakthroughs, and R & D investment and operating income have reached a large-scale enterprises.
III. Working Procedures
"Zhangjiang Star" enterprises are selected and cultivated on an annual basis.
(a) Determine the recommended criteria. The Shanghai Science and Technology Development Organization (STDO) determines the recommended criteria for "Star of Zhangjiang" enterprises.
(ii) Recommendation of each sub-park. Each sub-park of Zhangjiang Hi-tech Zone recommends "Zhangjiang Star" enterprises based on the recommendation standard of "Zhangjiang Star" enterprises, and recommends "Zhangjiang Star" enterprises to the Shanghai Science and Technology Development Corporation (STD) according to the development situation and intention of enterprises under the premise of confirming that enterprises do not have any major breach of trust behavior.
(3) Comprehensive screening. The Shanghai Science and Technology Parks Corporation (STPC) will conduct a comprehensive screening of the enterprises recommended by the sub-parks to meet the criteria of "3+X" industry sectors, from economic benefits, growth rate, R&D intensity and other dimensions, to form a list of "Zhangjiang Star" enterprises for cultivation.
(D) Cultivation. The Shanghai Science and Technology Development Corporation (STDC) and the sub-parks of Zhangjiang Hi-Tech Zone (ZJHZ) jointly carry out the support and cultivation work for the "Star of Zhangjiang" enterprises.
1. Strengthen policy focus. The Shanghai Science and Technology Development Corporation (STD) coordinates with the relevant departments of the city to increase the support for "Star of Zhangjiang" enterprises in terms of technological research, industrial development, talent services, listing and other aspects, and encourages the governments of various districts to prioritize the relevant policy support required for the development of "Star of Zhangjiang" enterprises.
2. Strengthen financial services. By gathering market resources from banks, brokerage firms, insurance companies, equity investment institutions, etc., we can help "Star of Zhangjiang" enterprises to raise funds in the multi-level capital market and realize high-quality development.
3. Gather high-end talents. Priority is given to supporting "Star of Zhangjiang" enterprises to introduce high-level talents at home and abroad around key industries, enjoying the policy of facilitating customs clearance for science and innovation talents and their incoming and outgoing items, and giving priority to "Star of Zhangjiang" enterprises to declare their support for talent programs. The governments of all districts are encouraged to give priority support to talents in terms of settlement and housing.
4. Optimize innovation ecology. Encourage Zhangjiang Hi-tech Park to introduce domestic and foreign high-end innovation resources, gather intellectual property service platforms and other innovation and entrepreneurship service organizations, cultivate industrial innovation ecology, and provide strong support for the development of "Zhangjiang Star" enterprises.
5. Increase publicity. The Shanghai Science and Technology Development Corporation (STDC), together with the sub-parks of Zhangjiang Hi-Tech Zone, will carry out multi-channel publicity for the "Star of Zhangjiang" enterprises, strengthen the publicity of the enterprises' technological research, product innovation, and industrial upgrading, etc., and enhance the popularity of the "Star of Zhangjiang" enterprises to promote the "Star of Zhangjiang" enterprises, and make the "Star of Zhangjiang" enterprises more popular.
