Original Title: Implementation Rules for the Industrial Policy of Songjiang District on Accelerating Industrial Restructuring and Promoting the High-Quality Revitalization and Utilization of Existing Industrial Land

Article 1 (Purpose and Legal Basis)

To further accelerate industrial restructuring and intensify efforts to promote the high-quality revitalization of existing industrial land, these Implementation Rules are formulated in accordance with the "Provisions on Several Industrial Policies for Accelerating Industrial Restructuring and Promoting the High-Quality Revitalization of Existing Industrial Land" (hereinafter referred to as the "Policy Provisions"), and in light of the actual conditions of this district.

Article 2 (Departmental Responsibilities)

The Songjiang District Joint Conference on Promoting Industrial Restructuring and Transformation (hereinafter referred to as the “Joint Conference”) is responsible for coordinating and advancing the overall work of industrial restructuring and transformation across the district. The Office of the Joint Conference is established within the District Economic Commission, and the principal official of the District Economic Commission serves as the Director of the Office. Based on the actual review requirements of various projects, the Office of the Joint Conference is responsible for organizing relevant member units to carry out acceptance inspections, reviews, or evaluations.

Article 3 (Scope of Application)

These Implementation Rules primarily apply to: projects implementing industrial restructuring and the secondary development of existing industrial land within industrial bases, industrial communities, scattered retained industrial land, and strategic reserve zones, as well as projects for the renovation and upgrading of environmental infrastructure in existing industrial parks. Special adjustment projects in key industries may enjoy equivalent subsidy policies.

Article 4 (Support Standards)

(1) Land Acquisition and Redevelopment Projects

For land parcels acquired within the jurisdiction of sub-districts, towns, and development zones for coordinated investment promotion to implement the “phase out secondary industries and optimize secondary industries” initiative, eligible projects—following application and evaluation procedures—shall receive a financial balancing subsidy equivalent to one-third of their relocation and acquisition costs (not exceeding 1.2 million yuan per mu; for parcels without land approval documents, not exceeding 800,000 yuan per mu). The maximum subsidy per parcel shall not exceed 80 million yuan.

(2) Existing Asset Integration Projects

High-quality industrial projects (or industrial parks) that acquire existing industrial land (or factory buildings) in our district through the transfer of property rights or equity, align with the industrial orientation of the G60 Science and Technology Innovation Corridor, and generate an average tax revenue per mu exceeding 600,000 yuan for two consecutive years following registration and establishment, shall be eligible for a one-time incentive of up to 600,000 yuan per mu after undergoing application and evaluation procedures, with a maximum total incentive not exceeding 30 million yuan.Existing asset integration projects should, in principle, be industrial projects newly established in our district in 2020 or later.

(3) Acquisition and Revitalization Projects

Support is provided to district-owned state-owned enterprises and township collective enterprises to actively acquire and revitalize existing industrial land in accordance with the industrial development guidelines of the G60 Science and Technology Innovation Corridor, their own development needs, and land utilization conditions. The land must be used to attract high-quality industrial projects that align with the G60 Science and Technology Innovation Corridor’s industrial guidelines. Following application and evaluation procedures, eligible projects will receive a one-time subsidy equivalent to one-third of the acquisition cost.

(4) Projects for the Reuse of Existing Land and Factory Buildings

Support is provided to sub-districts, towns, and development zones to encourage owners or operators of existing land and factory buildings to intensify investment promotion efforts by upgrading facility quality and reducing rental costs for high-quality projects. This aims to attract high-quality enterprises aligned with the G60 Science and Technology Innovation Corridor’s industrial orientation. For projects whose output exceeds the district’s average tax revenue per mu, eligible projects will receive a reward of up to 200,000 yuan per mu after undergoing application and review procedures, with a maximum total reward not exceeding 30 million yuan.Relevant sub-districts, towns, and development zones shall formulate plans for the allocation and use of the incentive funds.

(5) Projects to Improve Park Environments

Support is provided to sub-districts, towns, development zones, and their subordinate industrial parks to increase investment in improving both hardware and software infrastructure—including roads, landscaping, parking, power supply, water supply, gas supply, security, and management informatization—while continuously strengthening the development of digital industrial parks. Through digital means, the level of精细化管理 (precise management) of existing industrial land within the parks will be enhanced, and the quality of supporting facilities and service capabilities will be improved.For projects included in the plan list, after completion acceptance and price appraisal, and following application and review procedures, projects meeting subsidy criteria will receive support of up to 20% of the total investment, with a maximum of 20 million yuan.

(6) Industrial Restructuring Projects

(1) Municipal-Level Industrial Restructuring Projects

In accordance with the "Shanghai Municipal Special Subsidy Measures for Industrial Structure Adjustment," and upon approval by municipal-level departments, the district’s special fund for industrial structure adjustment will provide a 1:1 matching grant—up to a maximum of 50 million yuan—for individual municipal-level adjustment projects, key regional adjustment projects, adjustments to related buildings or facilities, and demolition projects that qualify for municipal fiscal support. These projects may also be eligible for the district’s reuse and secondary development incentive subsidy policies.

(2) District-Level Industrial Restructuring Projects

Following application and acceptance procedures, individual adjustment projects that meet subsidy criteria—including enterprises classified as “eliminated” or “restricted” under the national or Shanghai Industrial Structure Adjustment Guidance Catalog, enterprises inconsistent with local industrial development plans or urban land use plans, and enterprises occupying low-efficiency industrial land with a land area of 10 mu or more—shall be designated as district-level key projects for support and promotion. These projects will receive a subsidy of 80,000 yuan per mu, with a maximum subsidy of 10 million yuan.For cluster-based restructuring carried out in key revitalization blocks designated by the district government, where the adjusted area is 200 mu or more and meets the requirements for revitalizing existing stock, such projects will be included in the District-Level Key Block Special Program and subsidized at a rate of 170,000 yuan per mu, with a maximum subsidy of 50 million yuan.District-level key projects will receive a one-time subsidy, while district-level key block projects will be implemented using a phased subsidy approach: 70% of the approved total subsidy amount will be disbursed upon project approval and launch, and the remaining 30% will be disbursed after completion and acceptance. Enterprises involved in block projects shall not receive duplicate subsidies under individual adjustment projects. District-level key block projects must submit an implementation plan for adjustment and reuse, clearly outlining adjustment objectives, development positioning, funding guarantees, and key timelines.

Article 5 (Project Application)

The Office of the District Joint Conference is responsible for drafting and issuing the annual project application notice, specifying details such as application requirements, deadlines, documentation requirements, and submission locations. All sub-districts, towns, development zones, and district-affiliated state-owned asset companies shall, in accordance with the requirements of the annual project application notice, submit application materials to the Office of the District Joint Conference within the specified application period and shall be responsible for the authenticity of the project application materials. Application materials primarily include:

(1) Land Acquisition and Redevelopment Projects

1. Application Form for Subsidy Funds for Land Acquisition and Redevelopment Projects;

2. Proof of ownership and area of land and factory buildings;

3. Proof of completion of land acquisition (demolition);

4. Project approval documents (e.g., minutes of “Three Major and One Important” meetings);

5. Demolition appraisal report and copies of compensation agreements;

6. Copies of financial payment vouchers.

(II) Existing Asset Integration Projects

1. Application form for incentive funds for existing business integration projects;

2. Project overview of the newly introduced enterprise and a copy of its business license;

3. Copies of property rights or equity transfer contracts;

4. Copies of real estate title deeds;

5. Environmental Impact Assessment Approval Documents;

6. Tax payment certificates for the past two fiscal years.

(III) Acquisition and Revitalization Projects

1. Application form for incentive funds for acquisition and revitalization projects;

2. Documentation regarding the utilization of land and factory buildings;

3. Project approval documents (e.g., minutes of “Three Major and One Important” meetings, etc.);

4. Copies of the land and factory building appraisal report and the acquisition agreement (contract);

5. Copies of the original enterprise’s real estate ownership certificates and the real estate ownership certificates after acquisition;

6. Copies of financial payment vouchers.

(IV) Projects for the Reuse of Existing Land and Factory Premises

1. Application Form for Incentive Funds for Existing Land and Factory Building Reuse Projects;

2. Profile materials of the newly introduced enterprise;

3. Copies of the enterprise’s business license;

4. Copies of real estate ownership certificates and factory lease agreements;

5. Copies of environmental impact assessment approval documents;

6. Proof of tax payments for the previous fiscal year;

(V) Projects to Improve the Industrial Park Environment

1. Application Form for Subsidy Funds for Industrial Park Environmental Improvement Projects;

2. Overview of the Industrial Park Environmental Improvement Project;

3. Project approval documentation (e.g., minutes of “Three Major and One Important” meetings, etc.);

4. Copies of the construction contract, the contractor’s business license, and construction qualification certificates;

5. Project acceptance documentation;

6. Copies of the final project settlement and cost audit report, as well as financial payment vouchers.

(VI) Industrial Restructuring Projects

1. Songjiang District Industrial Restructuring Project Application Form;

2. Implementation plan for industrial restructuring, along with supporting documentation regarding workforce relocation and resettlement, and the disposal of facilities and equipment;

3. Copy of the enterprise business license;

4. Supporting documentation regarding the enterprise’s land area;

5. Supporting documents regarding the enterprise’s comprehensive energy consumption for the previous fiscal year;

6. Two photographs each of the site before and after the adjustment.

The District Joint Conference Office may, based on the actual needs of the project application, appropriately adjust the content of the application forms and the outline for preparing application materials, and shall clarify such adjustments in the annual application notice or through individual notifications. The specific application requirements and materials for district-level key industrial restructuring zones shall follow the relevant requirements for municipal-level key regional restructuring projects.

Article 6 (Project Review)

(1) The District Joint Conference Office shall conduct a preliminary review of the project application materials in accordance with the requirements of the annual project application notice;

(2) For projects that pass the preliminary review, the District Joint Conference Office shall organize relevant member units to conduct joint acceptance inspections, audits, or evaluations as required for project review;

(3) Upon successful review, projects shall be submitted to the District Joint Conference for deliberation; projects approved through deliberation shall be submitted to the District Government to apply for fund disbursement.

Article 7 (Fund Disbursement)

Upon approval by the District Government, the District Finance Bureau shall disburse the support funds directly to the respective sub-districts, towns, development zones, and district-owned state-owned enterprises in accordance with relevant regulations governing the payment of fiscal funds.

Article 8 (Use of Funds)

(1) Funds shall be used to support sub-districts, towns, and development zones in actively promoting industrial restructuring of individual enterprises (projects) or specific areas. They shall be allocated for the following purposes: employee relocation and resettlement, production conversion, equipment dismantling and relocation, compensation for production suspension or business closure, and compensation for fixed asset losses for enterprises included in the restructuring projects. Additionally, funds may be used to attract outstanding enterprises by utilizing existing assets, provided that the ownership of such assets remains unchanged.The use of municipal-level project funds shall be implemented in accordance with municipal regulations. The implementing entities of municipal-level key area adjustment projects shall formulate practical and feasible detailed rules for fund management and plans for fund allocation and use, and shall implement them after filing with the District Economic Commission.

(2) To encourage sub-districts, towns, development zones, and district-owned state-owned asset companies to advance the secondary development of industrial land or upgrade the infrastructure of industrial parks through measures such as assisting in land acquisition and storage for redevelopment, integrating existing assets, and acquiring and revitalizing properties.

No single project may simultaneously benefit from both the reuse incentive policy and the secondary development incentive policy for existing industrial land.

Article 9 (Supervision and Management)

(1) The materials and data submitted by sub-districts, towns, development zones, and district-owned state-owned enterprises for their projects must be true and accurate.In cases of false or fraudulent reporting, the project will be revoked, the subsidy and incentive funds will be recovered, and the relevant personnel will be held accountable; all types of subsidy and incentive funds must be used for their designated purposes in accordance with funding requirements. For violations of national laws, regulations, or relevant disciplinary rules—such as the unauthorized alteration of the intended use of special support funds—the responsible persons will be held accountable in accordance with regulations, and the special funds already disbursed will be recovered.

(2) The District Joint Conference Office is responsible for monitoring project implementation and will include industrial restructuring and the high-quality revitalization of existing industrial land in the annual performance evaluations of all sub-districts, towns, and development zones. All sub-districts, towns, and development zones shall implement dynamic supervision of existing industrial land, establish project tracking databases, improve project access control mechanisms, and ensure the efficient revitalization and reuse of existing industrial land and factory buildings.

(3) The District Commission for Discipline Inspection and the District Audit Bureau shall be responsible for supervising the use of special funds, conducting verifications through special inspections and spot checks to ensure the proper use of such funds. For projects where the acquisition or reserve prices of land (or factory buildings) are significantly higher than the market appraisal prices in the relevant area, the District Commission for Discipline Inspection, the District Audit Bureau, and other relevant departments shall conduct special investigations; if any violations of national laws and regulations are found, those responsible shall be held accountable in accordance with the law.

Article 10 (Supplementary Provisions)

These Detailed Rules shall take effect on November 1, 2022, and remain valid until October 31, 2027. The District Economic Commission and the District Finance Bureau shall be responsible for their interpretation.
