Original Title: Notice on the Issuance of the "Several Industrial Policy Provisions of Songjiang District on Accelerating Industrial Restructuring and Promoting the High-Quality Revitalization and Utilization of Existing Industrial Land"
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will implement the new development philosophy of “innovation, coordination, green development, openness, and sharing,” and treat the deepening of the “output-per-mu” reform as a powerful lever to drive transformations in quality, efficiency, and growth drivers.During the 14th Five-Year Plan period, guided by the “6+X” key industrial orientation of the G60 Science and Technology Innovation Corridor, we will focus on four major industrial clusters—next-generation information technology, new energy vehicles, biomedicine, and new materials—each with a scale of 100 billion yuan, as well as several industrial clusters with a scale of 10 billion yuan. Adhering to the principles of integrating point-specific and comprehensive approaches, adopting multiple measures, enhancing benefits, and fostering synergistic efforts, we will persist in maximizing the use of existing land resources.establish a project list for the revitalization and disposal of existing industrial land, and comprehensively employ economic, legal, and administrative measures. Through various methods—including land acquisition and re-allocation, integration of existing land, “land-for-property” swaps, reuse after industrial restructuring, renovation and expansion, technological upgrades, and full-lifecycle land management—we will effectively revitalize and dispose of a batch of existing low-efficiency industrial land, thereby fully supporting the high-quality development of the district’s industrial economy.
II. Key Measures
(1) Implement Comprehensive Transformation and Upgrading of Key Zones. Support eligible sub-districts, towns, and development zones in formulating and implementing comprehensive transformation plans for specific zones, in alignment with the district’s overall industrial layout and the positioning of regional leading industries. The district and town levels will collaborate to ensure the implementation of these plans, adopting a “one zone, one plan” approach to comprehensively advance the transformation of these zones across industries, planning, land use, environmental protection, and fiscal and tax policies.
(2) Support the proactive acquisition and stockpiling of industrial land.Encourage the acquisition of existing industrial land at reasonable market-based appraisal prices to meet industrial spatial layout needs, and encourage planned, contiguous acquisitions guided by regional transformation plans. For acquisition projects under the “Phase Out Secondary Industries, Optimize Secondary Industries” initiative, the district will provide sub-districts, towns, and development zones with a financial subsidy covering one-third of their relocation and acquisition costs (capped at 1.2 million yuan per mu), with a maximum of 80 million yuan per plot.
(3) Orderly Promotion of the Transfer of Existing Industrial Land. Implement the joint regulatory mechanism established by land, industry, and market supervision departments regarding land-related equity transfers. Support market entities in introducing high-quality projects through the integration of existing land resources; provide support of up to 30 million yuan for projects that meet output requirements. Support district-level state-owned asset companies and township collective companies in acquiring and revitalizing existing industrial land, providing a one-time subsidy of up to one-third of the acquisition cost.
(4) Amplify the effects of the subdivision and transfer of surplus land. Implement requirements for the high-quality utilization of industrial land and support eligible enterprises in subdividing and transferring surplus land through direct transfer or joint development to attract high-quality industrial projects aligned with the G60 Science and Technology Innovation Corridor’s industrial orientation. Establish objective and reasonable full-lifecycle management requirements for the original land rights holders.
(5) Guide and promote the reuse of idle factory buildings. Encourage owners or operators of existing land and factory buildings to intensify investment promotion efforts through measures such as self-funded renovations to improve building quality and reduced rent for high-quality tenant projects, thereby attracting high-quality enterprises aligned with the industrial orientation of the G60 Science and Technology Innovation Corridor. A one-time reward of up to 30 million yuan will be provided.
(6) Support the renovation and expansion of high-quality industrial projects. In accordance with the standards of high-standard investment, high-quality output, and high-level construction, support high-quality industrial projects within planned industrial zones to increase floor area and efficiency without expanding land use.Implement the "Guidelines for the Recognition of High-Quality Projects Outside Planned Industrial Zones" to support the new construction, renovation, and expansion of high-quality projects outside planned industrial zones in accordance with planning requirements. Support the transformation and development of eligible existing industrial land in accordance with planned land use and actual needs. Encourage industrial parks under the jurisdiction of sub-districts, towns, and development zones to improve their infrastructure and service capabilities, providing financial support of up to 20 million yuan for related investments.
(7) Encourage enterprises to undertake technological upgrades. Encourage manufacturing enterprises to invest in upgrading existing facilities, production processes, and auxiliary facilities by adopting new technologies, equipment, processes, and materials. Promote the high-end, intelligent, and green transformation of enterprise production, and foster the creation of a group of smart factories. Provide up to 30 million yuan in support for relevant enterprise investments.
(8) Properly advance industrial restructuring. Implement the “14th Five-Year Plan” Industrial Restructuring Special Action Plan to ensure the completion of 350 industrial restructuring projects during the “14th Five-Year Plan” period. Strictly phase out outdated products, technologies, and process equipment that do not comply with national industrial policies, energy conservation and emission reduction requirements, or safety production standards, thereby accelerating the creation of space for industrial development.Provide up to 10 million yuan in adjustment support for each district-level key adjustment project, and up to 50 million yuan for district-level key adjustment zones. For municipal-level adjustment projects, key regional adjustment projects, adjustments to related buildings or facilities, and demolition projects, provide 1:1 matching funding support, with a maximum matching amount of 50 million yuan.
(9) Leverage the role of financial support to revitalize existing assets. Encourage social capital with development experience and supporting resources to actively participate in the secondary development of existing industrial land in accordance with industrial guidelines and regional planning objectives. Depending on the circumstances, provide corresponding support, such as interest subsidies, for financial products related to the secondary development of industrial land within the scope permitted by national policies.
(10) Accelerate the commencement and full-scale operation of industrial projects. Based on land grant contracts, implement routine monitoring and supervision, conduct standardized performance evaluations of industrial project inputs and outputs, and promote the early commencement and full-scale operation of industrial projects. In accordance with the principles of legality, contractual compliance, and reasonableness, strengthen supervision of contract fulfillment and the handling of breaches for industrial projects.
III. Implementation Guarantees
(1) Organizational Guarantees. Further leverage the role of the Songjiang District Joint Conference on Industrial Structure Adjustment and Transformation and Upgrading (hereinafter referred to as the “Joint Conference”) in coordinating and promoting industrial structure adjustment and the revitalization of existing industrial land across the district.The Joint Conference shall be chaired by the principal official of the District Government, with relevant deputy district heads serving as conveners. Member units include the District Development and Reform Commission, Economic Commission, State-owned Assets Supervision and Administration Commission, Finance Bureau, Planning and Natural Resources Bureau, Ecology and Environment Bureau, Emergency Management Bureau, Statistics Bureau, Human Resources and Social Security Bureau, Market Supervision Administration, Tax Bureau, and Housing Administration Bureau. The Office of the Joint Conference shall be located within the District Economic Commission.
(2) Funding Guarantee. The budget for the district’s industrial restructuring and secondary development special fund shall be guaranteed as needed and统筹用于 implementing work related to the high-quality revitalization and utilization of existing industrial land in accordance with this policy. In accordance with the principles of “investment based on production” and “balancing short-term and long-term interests,” a full-cycle evaluation mechanism for special fund investment projects shall be established to strengthen performance evaluations of special fund usage.
IV. Supplementary Provisions
These provisions shall take effect on November 1, 2022, and remain valid until October 31, 2027. Should there be adjustments to higher-level policies during the implementation of these provisions, such adjustments shall prevail.
