The "Xuhui District Guidelines on Supporting Small and Medium-Sized Enterprises and Enhancing Industrial Capabilities" were approved at the 11th Executive Meeting of the 17th District Government and the 37th Standing Committee Meeting of the 11th District Party Committee in 2022. They are hereby issued to you for strict implementation.

Xuhui District Guidelines on Supporting the Development of Small and Medium-Sized Enterprises and Enhancing Industrial Capabilities

To accelerate the high-quality development of industries, enhance the level of modern services, and support the growth and expansion of small and medium-sized enterprises, in accordance with the "Guiding Opinions on Promoting the Healthy Development of Small and Medium-Sized Enterprises" issued by the General Office of the CPC Central Committee and the General Office of the State Council,the “14th Five-Year Plan for the Development of Shanghai’s Service Industry” (Shanghai Municipal Government Office Document [2021] No. 7), and the “14th Five-Year Plan for High-Quality Industrial Development in Xuhui District” (Xuhui District Government Document [2021] No. 28), and in light of the actual conditions of this district, these Opinions are hereby formulated.

Article 1 (Scope of Application)

These Opinions apply to enterprises registered with the Xuhui District Administration for Industry and Commerce, entities whose primary business operations are conducted in Xuhui District, and other entities approved by the District Government.

Article 2 (Supporting the Development of “Specialized, Refined, Distinctive, and Innovative” SMEs)

SMEs are encouraged to pursue a path of specialized, refined, and distinctive development. Support is provided for SMEs to apply for “Specialized, Refined, Distinctive, and Innovative” enterprise certification. Enterprises that are certified as “Specialized, Refined, Distinctive, and Innovative Little Giants” for the first time may be granted a one-time reward of up to 500,000 yuan upon certification.

Article 3 (Increasing Expense Subsidies for SMEs)

For enterprises aligned with the district’s industrial development priorities, service fees related to labor and personnel management, legal consultation, patent agency, trademark registration, and loan interest may, upon verification, be subsidized at a maximum of 30,000 yuan per enterprise annually. For “Specialized, Refined, Distinctive, and Innovative” enterprises and those included in the National Database of Innovative SMEs, the subsidy limit may be appropriately increased.

Article 4 (Promoting Key Industrial Project Development)

Enterprises are encouraged to conduct demonstration and promotion of new technologies, new products, and new business models centered on the district’s key industries. For industrialization construction or upgrading projects, as well as public service platform projects listed as key projects in the district’s modern service industry, a subsidy of up to 2 million yuan may be granted following a comprehensive review, with priority support given to “Specialized, Refined, Unique, and Innovative” enterprises.

For projects undertaken by enterprises in areas such as informatization, digitization, and intelligent transformation; production line transformation and upgrading; and capacity building enhancement, a one-time subsidy of up to 2 million yuan per project may be granted upon approval.

Article 5 (Enhancing Enterprise Innovation Capabilities)

Enterprises are encouraged to establish technology centers. For newly recognized or newly introduced national, municipal, and district-level enterprise technology centers, a one-time reward may be granted upon verification, with a maximum of 1 million yuan per enterprise.

Newly recognized or newly introduced national-level and municipal-level industrial design centers, as well as municipal-level design-leading demonstration enterprises, may be granted a one-time reward upon verification, with a maximum of 400,000 yuan per enterprise.

Article 6 (Promoting Stable Growth of the Real Economy)

Support the stable operation of enterprises in the real economy. Enterprises that make significant contributions to stabilizing economic growth may, upon verification, receive an annual reward of up to 1 million yuan; enterprises that actively expand overseas markets, achieve diversified development, and make significant contributions to promoting the dual circulation of the regional economy may, upon verification, receive an annual reward of up to 500,000 yuan.

Article 7 (Strengthening and Optimizing the Service Economy)

Accelerate the expansion of scale and scope as well as service outreach capabilities. Cultivate and cluster a group of leading enterprises and service brands with core competitiveness in domestic and even international markets within key sectors. For enterprises in key sectors such as the service industry that achieve a certain scale of revenue growth, upon verification, an annual reward of up to 500,000 yuan may be granted.

Support the high-end, specialized, and branded development of the service sector. Key enterprises in the service sector that are newly introduced or have been awarded authoritative honors in their respective industries for the first time may, upon verification, receive a one-time reward of up to 300,000 yuan.

Article 8 (Support for Industrial Chain Integration)

Enterprises are encouraged to engage in cross-regional, cross-industry, cross-ownership, and cross-border mergers, acquisitions, and investment cooperation through means such as mergers, acquisitions, and property rights restructuring to achieve industrial chain integration or the optimization and adjustment of core business operations. Key enterprises in priority sectors that carry out mergers and acquisitions may, upon verification, be granted a one-time reward of up to 3 million yuan.

Article 9 (Expanding the Scope of Foreign Service Trade)

Innovation and development in the service trade sector are encouraged. Support is provided for the construction of public service platforms for the service trade. Units newly designated as municipal-level demonstration zones, demonstration bases, or demonstration projects may, upon verification, be granted a reward of up to 500,000 yuan.

Cultural export trade models are encouraged. Enterprises that are first designated as “National Key Cultural Export Enterprises” or “National Key Cultural Export Projects” may, upon verification, receive a one-time reward.

Article 10 (Promoting Quality and Efficiency Improvements in Industrial Parks)

Efforts shall be made to enhance the economic carrying capacity and output levels per unit of land in industrial parks. Park operators that contribute to increasing park output, fostering distinctive industries, and supporting epidemic prevention and workplace safety measures may, upon verification, be granted a reward of up to 3 million yuan.

Article 11 (Promoting the Development of Public Service Systems for Small and Medium-Sized Enterprises)

Service providers are encouraged to offer specialized services—including information technology, innovation and entrepreneurship, human resources, investment and financing, market development, management consulting, and legal services—to small and medium-sized enterprises in our district. Recognized municipal- and district-level service providers, as well as enterprises or institutions that have made outstanding contributions to regional investment promotion, business retention, and stability, may be granted a reward of up to 200,000 yuan.

Article 12 (Attracting and Clustering Leading Enterprises)

We actively attract leading enterprises. For enterprises that align with the district’s industrial development priorities, upon certification, comprehensive support may be provided for a period not exceeding five years, based on their contribution to the district’s economic and social development. This support is primarily allocated for industrial restructuring, product R&D, business innovation and development, and team building.

Article 13 (Reference and Application)

For parties that have signed strategic cooperation agreements with the District Government, the terms of such agreements shall apply. Other major matters approved by the District Government may be implemented by reference to the relevant provisions of these Guidelines.

Article 14 (Supplementary Provisions)

(1) During the period of enjoying the policies set forth in these Guidelines, if an enterprise is simultaneously eligible for other similar policies in this district, the “higher-value, non-duplicative” principle shall apply. If new policies are issued by the national or Shanghai municipal governments during implementation, such new policies shall prevail.

(2) For acts such as fraudulently obtaining support funds or arbitrarily altering the intended use of funds, the recipient shall be held accountable, the disbursed support funds shall be recovered, and the recipient shall be included in the Public Credit Information Data Platform in accordance with relevant municipal regulations. For recipients found to have violated relevant laws and regulations, their eligibility to apply for support funds shall be revoked for a certain period, depending on the severity of the offense.

(3) The Xuhui District Commerce Commission is responsible for interpreting these guidelines.

(4) These guidelines shall take effect on October 15, 2022, and remain valid until December 31, 2025. All entities newly registered during this period shall comply with these guidelines. Entities that were receiving support under the previous policy prior to the implementation of these guidelines shall continue to be governed by the district’s original policy until the expiration of that policy.
