I. Guiding Principles
(1) Focus on Key Areas. Priority support shall be given to the pharmaceutical sector, medical device sector, pharmaceutical and medical equipment sector, and healthcare services sector within the biopharmaceutical and life sciences industries.

For projects receiving support from national or municipal special funds, the district finance department will provide matching funds at the corresponding ratio; for projects receiving support from district-level special funds, the district finance department will provide full funding.
II. Funding Sources
Funds will be allocated from the 1 billion yuan total budget of the “30 Measures for Science and Technology Innovation” and used for special policies in the biopharmaceutical sector.
III. Administrative Body and Responsibilities
The implementation of Baoshan District’s biopharmaceutical special policies emphasizes the principle of departmental responsibility under the Office of the District Biopharmaceutical Industry Development Leading Group.A District Biomedical Industry Development Leading Group has been established to oversee the overall coordination and implementation of biomedical industry development. The group is led by the Deputy District Head in charge of this sector, with the principal leaders of the District Economic Commission, District Science and Technology Commission, District Health Commission, District Market Regulation Bureau, Luodian Town, and Baoxin Park serving as deputy leaders. The District Economic Commission, District Science and Technology Commission, District Health Commission, District Market Regulation Bureau, District Development and Reform Commission (Financial Affairs Office),the District Science and Technology Innovation Commission (Investment Promotion Office), the District Commerce Commission, the District State-owned Assets Supervision and Administration Commission, the District Talent Office, the District Finance Bureau, the District Bureau of Statistics, the District Bureau of Planning and Natural Resources, the District Bureau of Ecology and Environment, the District Education Bureau, the District Human Resources and Social Security Bureau, the District Medical Insurance Bureau, the District Housing Administration Bureau, the District Taxation Branch, the District Center for Disease Control and Prevention, the Wusong Customs, and the leaders in charge of economic affairs from each sub-district, town, and industrial park serve as members.The Leading Group has established an Office (located within the District Economic Commission) to undertake specific tasks, including organizing and implementing project construction, as well as managing financial support and related operations. The Director of the Office is concurrently served by the Director of the District Economic Commission.
IV. Eligible Recipients
(1) Major investment projects that align with the development orientation of Baoshan’s biomedicine and life sciences industry.
(2) Projects providing supporting infrastructure for major initiatives approved by the national and Shanghai municipal governments, as well as specific funding initiatives.
(3) Legal entities and unincorporated organizations that align with the development orientation of Baoshan’s biomedicine and life sciences industry and make significant contributions to establishing Baoshan as the main hub for Shanghai’s Science and Technology Innovation Center.
(4) Legal entities and unincorporated organizations registered and tax-administered in Baoshan District.
V. Support Mechanisms
A dedicated application system for Baoshan District’s biomedicine policies will be established and integrated into the “Baoni Hui” policy express lane application system, implementing a “one-stop consultation, single-window acceptance, and fully online processing” approach. Support methods under Baoshan District’s biomedicine policies are divided into two categories: the simplified procedure and the general procedure.
(1) Policy provisions related to recognition and supporting measures shall follow the simplified procedure, primarily referring to policy support items included in the lists of recognition and supporting measures.
(2) The general procedure applies to policy provisions related to competitive review, primarily referring to policy support items not included in the lists of recognition-based and supporting provisions that require separate review procedures for determination.
(3) Comprehensive Support
For the same project by the same enterprise (or institution) in the same calendar year, duplicate applications for the same category of policy provisions are not permitted. Newly introduced and existing high-quality enterprises (or projects with competitive advantages) are encouraged to apply for multiple specialized policy support programs.
VI. Process Management
The Office of the District Biomedical Industry Development Leading Group and the District Economic Commission shall regularly coordinate and communicate regarding the implementation of special policy support funds for the biomedical sector to ensure safe, orderly, and efficient execution.
VII. Performance Evaluation
For projects receiving 5 million yuan (or more) in support funds, as well as other projects requiring evaluation, a third-party organization shall be invited to conduct a performance evaluation of the economic and social benefits achieved upon project completion within one year of the acceptance inspection.
