Chapter 1 General Provisions

Article 1: Purpose and Basis

To accelerate the development of specialized industrial parks in Jiading District, guide these parks toward specialized, distinctive, and cluster-based development, and foster a new industrial ecosystem characterized by enhanced advantages, strengthened strengths, and more distinctive features, these Measures are hereby formulated in accordance with the “Implementation Opinions on Accelerating the Development of Specialized Industrial Parks in Jiading District” (Jiafu Gui [2020] No. 9) and relevant regulations on the management of fiscal funds, with the aim of further standardizing the management and use of funds for specialized industrial parks and leveraging the guiding and catalytic role of such funds.

Article 2: Principles of Use

The use of funds shall comply with national, municipal, and district industrial development policies and guidelines, as well as relevant regulations on fiscal budget management. It shall focus on outstanding parks and enterprises, adhere to the principles of openness, fairness, and impartiality, and ensure the safe and efficient use of funds.

Chapter II: Eligible Entities and Scope

Article 3: Eligible Entities

1. District-level (including municipal-level) specialty industrial parks that have been officially recognized, and their managing entities;

2. Enterprises registered within the park that meet the park’s industrial guidelines;

3. Other key enterprises within the specialty industrial parks that have been recognized by the District Investment Promotion Leading Group.

Article 4: Scope of Support

The funds for special industrial parks referred to in these Measures are the three types of funds involving the District Economic Commission as specified in the “Implementation Opinions of Jiading District on Accelerating the Construction of Special Industrial Parks,” as detailed below:

1. Encouraging Parks to Build Distinctive Brands. A one-time subsidy of 2 million yuan shall be provided to newly recognized municipal-level specialty parks, and a one-time subsidy of 1 million yuan shall be provided to newly recognized district-level specialty parks; this provision shall also apply to the first batch of recognized specialty parks that receive an “excellent” rating in their annual assessment.Encourage parks to apply for honors such as National Demonstration Bases for Entrepreneurship and Innovation of Small and Micro Enterprises, National Demonstration Platforms for Public Services for Small and Medium-sized Enterprises, and Shanghai Municipal Service Institutions for Small and Medium-sized Enterprises. A subsidy of 1 million yuan shall be granted for the first time a park receives a national-level honor, and a subsidy of 500,000 yuan shall be granted for the first time a park receives a municipal-level honor.

2. Encourage parks to strengthen specialized management. Financial rewards will be granted to management teams of parks that achieve excellent results in the annual comprehensive assessment: the management team of the municipal-level park ranked first in the annual assessment will receive 1 million yuan, and the management teams of the top three district-level parks in the annual assessment will each receive 500,000 yuan.

3. Encourage enterprises to undertake technological transformation projects. For enterprises that secure national or municipal-level technological transformation funding, the district government will provide an additional 50% subsidy based on the actual amount of support received after project acceptance, up to a maximum of 10 million yuan.

Chapter III Budget Management and Fund Disbursement

Article 5: Management Responsibilities

The Jiading District Economic Commission is responsible for compiling the annual special fund budget, issuing notices regarding annual park recognition and evaluation as well as project applications, organizing and conducting reviews, formulating fund utilization plans, and supervising, inspecting, and evaluating implementation.

The Jiading District Finance Bureau is responsible for ensuring the availability of support funds.

The competent sub-districts, towns, and units are responsible for organizing and accepting applications for park recognition and evaluation as well as project submissions, and for cooperating with the District Economic Commission in conducting park recognition and evaluation, project reviews, and project approval.

Article 6: Funding Sources

Funds for Item 1, “Encouraging Parks to Build Distinctive Brands,” and Item 2, “Encouraging Parks to Strengthen Professional Management,” shall be borne by the district and town (subdistrict) levels in accordance with the current fiscal system. These funds shall be uniformly incorporated into the departmental budget of the District Economic Commission and, after being uniformly allocated by the District Finance Bureau, shall be settled through fiscal settlement procedures.

Funds for Item 3, “Encouraging Enterprises to Undertake Technological Upgrades,” shall be jointly borne by the district and town (subdistrict) levels in a 50:50 ratio in accordance with the relevant provisions of the “Jiading District Special Support Measures for Technological Upgrades” (Jia Jing [2021] No. 16). These funds shall be uniformly incorporated into the departmental budget of the District Economic Commission, disbursed by the District Finance Bureau, and settled through fiscal settlement procedures.

Article 7: Administrative Expenses

The District Economic Commission shall strengthen project management in this area and standardize the use of funds. Expenses incurred for evaluation, assessment, and audit shall be charged to the special fund.

Article 8: Fund Disbursement

The District Economic Commission shall apply to the District Finance Bureau for fund disbursement within the approved budget limit, based on the annual budget approval. After review in accordance with regulations, the District Finance Bureau shall disburse the funds in compliance with the management requirements of the centralized treasury payment system.

Chapter IV Supplementary Provisions

Article 9: Accountability

Special funds must be used for their designated purposes. Park incentive funds shall be used for the construction and development of specialty industrial parks; management team incentive funds shall be used to reward management team members; and technical renovation project funds shall be used to support the development of enterprises’ specialty industries. For acts such as fabricating information to fraudulently obtain special funds or arbitrarily altering the intended use of funds, the project unit and its principal responsible persons shall be held accountable, and any funds already disbursed shall be recovered.

Article 10: Miscellaneous

These Measures shall take effect upon issuance and shall be interpreted by the Jiading District Economic Commission.
