Recently, Wuqing District in Tianjin issued the “Several Measures of Wuqing District to Stabilize the Economy” (hereinafter referred to as the “Measures”) to help stabilize the overall economic situation in the Beijing-Tianjin-Hebei region, strengthen efforts to assist enterprises in overcoming difficulties, and remain steadfast in making innovation the central theme of the district’s efforts to supplement and strengthen industrial chains.

The "Measures" state that, regarding support for enterprises and job stabilization, the government will provide corresponding subsidies for various situations, such as interest subsidies for startup guaranteed loans, startup rent, and employee recruitment, to ensure an adequate supply of talent—the "source of vitality." In terms of upholding innovation-led development to ensure the smooth operation of industrial and supply chains, the district encourages innovative SMEs and municipal-level "specialized, refined, distinctive, and innovative" SMEs to grow and strengthen their operations, supports industrial innovation platforms, and provides a strong backing for incubating new engines of regional development.

Guided by these policies, the E-commerce Park will comprehensively and precisely implement all business-friendly measures, strive to create a first-class business environment, and provide high-quality, full-cycle, end-to-end services for project implementation and construction. By working closely with enterprises to achieve mutual benefit and shared development, the Park will contribute to Tianjin’s accelerated efforts to build itself into a “dual-center” city for international consumption and regional commerce.

Rooted in the Beijing-Tianjin-Hebei region, radiating to the “Three Northern Regions,” connecting Northeast Asia, and facing the Pacific—Tianjin, with its unique geographical advantages and resource endowments, is one of China’s earliest port cities to open to the outside world.

Turning a new page in history, Tianjin is taking a long-term perspective, leveraging the advantages of its sea and air ports to accelerate the construction of a Northern International Shipping Hub. By strengthening its role in aggregation, radiation, and leadership, the city aims to become a key node in the domestic economic cycle and a strategic fulcrum for the dual domestic and international economic cycles.

In recent years, the e-commerce industry has surged forward, with new business models driving industrial innovation. Leading e-commerce platforms such as Alibaba, JD.com, and Vipshop have all established operations in Tianjin, and the trend of traditional enterprises integrating online and offline operations has become increasingly evident. In 2021, Tianjin’s e-commerce transaction volume reached 808.83 billion yuan, marking a year-on-year growth of 12.6% and achieving steady growth.Wuqing District, Binhai New Area, and Dongli District ranked first, second, and third, respectively, in e-commerce transaction volume. Among them, Wuqing District recorded a transaction volume of 264.87 billion yuan, accounting for 32.7% of the city’s total. As an emerging form of e-commerce, live-streaming commerce has experienced particularly rapid growth in recent years.

Driven by the dual impacts of digitalization and the pandemic, e-commerce leveraging live streaming as a channel has rapidly emerged, continuously delivering significant social and economic value in accelerating the development of domestic consumption cycles, stabilizing employment, revitalizing rural areas, and driving the digital transformation of industries. Facing these new opportunities, various regions have swiftly entered this new arena, making concerted efforts across all channels—including talent development, marketing, and supply chain management.

As a vital component of Tianjin’s e-commerce industry development, the E-commerce Park has continuously intensified its efforts to attract investment, creating favorable conditions for the implementation of key corporate projects. To date, the park has attracted more than 3,600 enterprises, forming six major industrial clusters that include retail e-commerce, fast-moving consumer goods (FMCG), online travel, internet information services, cultural and creative industries, and educational brands.

Transforming from the former “Carpet Capital” to today’s “E-commerce Town,” the E-commerce Park has continuously improved its physical infrastructure and enhanced its business environment, dedicating heart, soul, and effort to the development of e-commerce enterprises and creating a miracle of leapfrog development.While driving industrial transformation and upgrading, the increasingly robust six major industrial clusters have also generated a vast number of employment and entrepreneurship opportunities. They continue to boost residents’ incomes and wealth, actively cultivate a consumer base with strong purchasing power, and provide strong support for Tianjin’s accelerated development as an international consumption hub.

In recent years, Wuqing District has consistently adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle. It has treated seizing the major strategic opportunities presented by the coordinated development of the Beijing-Tianjin-Hebei region as a key move to drive high-quality development. By going all out to pursue projects, promote transformation, and strengthen capabilities, the district has attracted a large number of high-quality projects to settle here, demonstrating a robust momentum in the clustered development of high-end industries.

As the “vanguard” leading Wuqing District’s industrial transformation and upgrading, the E-commerce Park has continuously strengthened its collaboration with Beijing-based central state-owned enterprises and branded private enterprises in the commerce sector. It has actively taken over Beijing’s regional specialty markets and logistics centers, gradually becoming a key hub for relocating non-capital functions and laying a solid foundation for Tianjin’s accelerated development as a regional commerce center.

On the one hand, the park is seizing and leveraging major opportunities for coordinated development with greater intensity, proactively engaging with, serving, and integrating into Beijing. As future industries in the Beijing-Tianjin-Hebei region accelerate their transformation, industrial synergy is advancing in depth, and e-commerce enterprises from all three regions are showing increasing preference for the E-commerce Park. Key projects signed in the first half of the year—including Jiuxian.com’s New Retail Headquarters, Shangpin Discount, Gelu Capital, and Mader—were attracted by the park’s favorable policies, competitive industries, vast market, and attentive services. These very factors constitute the enduring driving force that the E-commerce Park injects into Tianjin’s sustainable economic and social development.

Moving forward, the E-commerce Park will adhere to a development strategy characterized by high standards, high quality, and high-level performance. It will actively integrate into the coordinated development of the Beijing-Tianjin-Hebei region, vigorously attract industrial projects in technology and internet, cultural creativity, and smart manufacturing, and focus on the sharing economy. By building a specialized and distinctive sharing economy platform, the park aims to cultivate new growth points for its economic development and achieve outstanding results in anticipation of the successful convening of the 20th National Congress of the Communist Party of China and the 12th Municipal Party Congress.
