Action Plan for Accelerating the Development of the Hydrogen and Fuel Cell Vehicle Industry in Jiading District (2021–2025)

This plan is formulated to accelerate the development of the fuel cell vehicle industry in Jiading District, actively participate in the construction of Shanghai’s fuel cell vehicle demonstration city cluster, seize new opportunities arising from the transformation and development of the automotive industry, further enhance the industrial capacity of the fuel cell vehicle sector, and sustain Jiading District’s competitive edge and leading position in this field.

I. Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, this plan fully implements General Secretary Xi Jinping’s goals of carbon peaking by 2030 and carbon neutrality by 2060. It adheres to the concept of low-carbon and green development and implements policy documents such as the “New Energy Vehicle Industry Development Plan (2021–2035)” and the “Shanghai Fuel Cell Vehicle Industry Innovation and Development Implementation Plan.” By firmly seizing the historic opportunities for fuel cell vehicle development, fully leveraging the new policies for fuel cell vehicle demonstration cities, mobilizing the advantageous resources of leading enterprises in the industry, and actively integrating into the “One Ring” and “Six Corridors," focus on overcoming challenges in core technology R&D, continue to deploy hydrogen refueling stations, explore hydrogen supply models, expand demonstration application scenarios, and optimize the policy environment. This will further build a world-class automotive industrial cluster and establish a leading domestic hub for the development of the hydrogen energy and fuel cell vehicle industries.

II. Overall Objectives

Guided by the principles of scientific planning, improved supporting infrastructure, enhanced innovation, and coordinated development, by 2025, we aim to further accelerate the industrial clustering of fuel cell vehicles in Jiading District, further enhance innovation capabilities, further strengthen demonstration applications, and further improve industrial supporting infrastructure, thereby establishing a new framework for the high-quality development of the hydrogen energy and fuel cell vehicle industry.

1. Accelerate Industrial Agglomeration. Promote the construction of specialized fuel cell vehicle parks to create a leading domestic industrial cluster for fuel cell vehicles and foster the aggregation of high-quality industrial chain resources. By 2025, the total output value of Jiading’s hydrogen energy and fuel cell vehicle industry chain is targeted to exceed 100 billion yuan.

2. Enhance Innovation Capabilities. Guided by industrialization, we will drive research and development of core technologies for key components in the fuel cell vehicle industry and support key enterprises in participating in the formulation of relevant domestic and international standards to build a hub for technological innovation. By 2025, the total number of headquarter enterprises, high-tech enterprises, and enterprise technology centers in Jiading District’s fuel cell vehicle industry will exceed 100.

3. Strengthen Demonstration and Application. Expand the scale of demonstration applications for fuel cell vehicles. Focus on increasing the proportion of fuel cell vehicles in the procurement of new or replacement commercial and government vehicles, such as buses, logistics vehicles, and sanitation vehicles. Explore the gradual application of fuel cell transport vehicles within specific sites to establish a fundamentally mature business model for the promotion and operation of fuel cell vehicles. By the end of 2025, the total number of fuel cell demonstration vehicles in Jiading District will be no less than 3,500.

4. Improve industrial infrastructure. By 2025, the district aims to construct 18 public hydrogen refueling stations (including 3 skid-mounted stations) to form a regional hydrogen supply network, and guide retail hydrogen prices to remain below 35 yuan per kilogram. Establish a domestically leading public service platform for fuel cell vehicles and improve the supporting service system for testing, certification, and other related services.

III. Key Tasks

Deepening planning-led development, fully tapping into the new potential of the automotive industry, effectively promoting the transformation and upgrading of the automotive sector, further expanding the demonstration and application of fuel cell vehicles, and making every effort to accelerate the construction of a world-class automotive industry hub. The specific key tasks are as follows:

(1) Promote Industrial Clustering

1. Strengthen industrial chain layout. Relying on leading enterprises within the district, build a hydrogen fuel cell system and stack industrial cluster with leading domestic technical capabilities. Guide the clustering of key component projects—including stacks, membrane electrodes, bipolar plates, proton exchange membranes, catalysts, carbon paper, air compressors, hydrogen recirculation systems, and hydrogen storage tank valves—to construct a complete hydrogen fuel cell vehicle industrial chain system.By the end of 2025, Jiading District will have added no fewer than 100 leading enterprises in the fuel cell vehicle industry (District Investment Promotion Center).

2. Promote the Development and Construction of Specialized Industrial Parks.Accelerate the construction of specialized industrial parks to attract the aggregation of key resources—including enterprises, technology, talent, and capital—thereby building a comprehensive fuel cell vehicle industry ecosystem and enhancing the scale advantages of industrial development. Accelerate the construction of the Jiading Tongji University Science and Technology Park, deepen university-local government collaboration, leverage Tongji University’s disciplinary strengths in the automotive and transportation sectors, and focus on the incubation of technological achievements and industrial clustering in hydrogen energy and fuel cells to help create a 100-billion-yuan economic circle around Tongji University (District Science and Technology Commission, Anting Town, Automobile City Group).Accelerate the construction of the Jiading Hydrogen Energy Hub to establish a model and leading zone in areas such as the promotion of fuel cell vehicle application scenarios, demonstration of innovative technologies, development of hydrogen supply networks, and creation of zero-carbon industrial parks. Centered around key enterprises, build a hydrogen energy industry innovation ecosystem to create a hydrogen energy industry hub with a total output value exceeding 10 billion yuan and international influence.Formulate and release the spatial plan for the Hydrogen Energy Port, launch construction of roads, landscaping, and signage to enhance the park’s overall image, and basically complete land acquisition and resource reserve by the end of 2025 (Anting Town). Accelerate the construction of the Jiading New Energy Port, build a comprehensive innovation industrial base with a focus on fuel cell vehicle industries around key enterprises, and elevate the overall level of the new energy vehicle industrial cluster (Waigang Town, Automobile City Group).

(2) Accelerate Industrial Technological Innovation

3. Support core technology R&D. Leverage policy measures comprehensively to support fuel cell vehicle enterprises in conducting technological R&D, achieving breakthroughs in the development of related basic materials, key components, and complete vehicle products, as well as their initial industrial application, thereby enhancing technological capabilities (District Science and Technology Commission).

4. Promote the development of science and technology incubation platforms.Accelerate the development of science and technology incubation platforms such as the Academician Research Results Transformation Center, the Jiading Tongji University Science and Technology Park, and the Yangtze River Delta Carbon Neutrality Innovation Center. Encourage in-depth collaboration among industry, academia, research institutions, and end-users to tackle key technological challenges in fuel cell vehicles, establish a hub for innovative technologies, and accelerate the transformation and industrialization of technological achievements. By the end of 2025, Jiading District will have added no fewer than 30 new projects for the transformation and industrialization of fuel cell-related technologies (District Science and Technology Commission).

(III) Strengthen Vehicle Demonstration and Application

5. Accelerate the promotion of fuel cell vehicles. Formulate a demonstration and promotion plan for fuel cell vehicles in Jiading District, and develop implementation measures. Building on existing GEF/UNDP experience in commercializing fuel cell vehicles, expand the scope and scale of demonstration applications.From 2022 to 2025, promote the gradual replacement of new or updated municipal sanitation vehicles (including waste transfer, spraying, and street sweeping vehicles) in Jiading District with fuel cell vehicles, striving to achieve hydrogen-powered vehicle ratios of no less than 50%, 60%, 70%, and 80%, respectively (District Bureau of Greening and Sanitation);Promote the gradual increase in the proportion of fuel cell vehicles among newly added or replaced government vehicles (District Bureau of Public Vehicle Management, District State-owned Assets Supervision and Administration Commission, all sub-districts and towns, Jiading Industrial Zone, and Automobile City Group); vigorously promote the application of fuel cell vehicles in the district’s public transportation system (District Commission of Transport, Jiafa Group);Focus on leading enterprises within the district to accelerate the large-scale demonstration and application of fuel cell vehicles across various scenarios, including commuter shuttles, logistics and distribution (covering specialized delivery, express delivery, postal services, and cold chain logistics), and private (business) passenger vehicles (District Economic Commission, District Transportation Commission, Automobile City Group). Encourage the exploration of innovative applications of fuel cell vehicles in the fields of intelligent driving and smart transportation, and provide coordination and service support for key testing and application projects (District Economic Commission, District Transportation Commission, Automobile City Group).

6. Increase support for demonstration applications. Implement national and Shanghai municipal financial incentive policies for fuel cell vehicle demonstration cities (District Development and Reform Commission, District Finance Bureau, District Economic Commission, District Construction and Management Commission, District Transportation Commission, District Science and Technology Commission).Comprehensively leverage the role of municipal policies such as the “First-of-a-Kind Breakthrough” initiative, scientific research and innovation special funds, and industrial transformation and upgrading special funds. Increase support for key component R&D, vehicle demonstration applications, and talent innovation and entrepreneurship, and further refine Jiading District’s special policies and implementation rules for the “New Four Modernizations” of the automotive industry (District Economic Commission).

7. Enhance the service capabilities of the data center. Relying on the Shanghai New Energy Vehicle Public Data Collection and Monitoring Research Center, establish a fuel cell vehicle operation monitoring service platform. Focusing on the hydrogen energy and fuel cell vehicle industries, ensure the collection of big data, open and share data under appropriate conditions, and provide technical support to enterprises using shared data; conduct data analysis for the hydrogen energy and fuel cell vehicle industries to enhance service capabilities in industry forecasting, industrial analysis, and risk early warning, and produce quarterly analysis reports and year-end summary reports (Automobile City Group).

8. Improve vehicle operation management. Optimize the issuance and management of fuel cell vehicle operation permits (District Transportation Commission); assist enterprises in applying for municipal access permits for fuel cell vehicles (Jiading Branch of the Public Security Bureau).

(IV) Improve Hydrogen Supply Security

9. Accelerate the construction of hydrogen refueling stations. Further accelerate the construction of hydrogen refueling stations and promote the development of multi-mode hydrogen infrastructure, including combined oil-hydrogen stations, 70MPa hydrogen refueling stations, and 35MPa hydrogen refueling stations, to form a hydrogen supply network covering key areas throughout the district. By the end of 2025, strive to complete the construction of 18 hydrogen refueling stations (including 3 skid-mounted stations) (District Construction and Management Commission, District Planning and Natural Resources Bureau).

10. Explore Diversification of Hydrogen Supply. Actively explore the technical validation and demonstration of hydrogen production via water electrolysis, liquid ammonia, and methanol. Give priority to supporting pilot and demonstration projects for low-carbon hydrogen production utilizing renewable energy sources such as solar, hydro, and wind power; explore the establishment of hydrogen production facilities (District Economic Commission, District Emergency Management Bureau);Explore pilot projects for hydrogen refueling stations that integrate hydrogen production, storage, refueling, and pipeline transportation; support the construction of self-use skid-mounted stations in industrial parks, logistics parks, and open-air parking lots, provided safety standards are met (District Construction Management Committee, District Planning and Resources Bureau, District Emergency Management Bureau).

11. Standardize the approval and management of hydrogen refueling stations. Strengthen coordination with municipal-level departments and actively participate in promoting the formulation of management measures for the construction and operation of fuel cell vehicle hydrogen refueling stations, as well as relevant guidelines and procedures for approval, construction, and acceptance (District Construction Management Committee).

12. Explore closed-loop management of hydrogen use by enterprises. Improve standardized procedures and safety management measures for hydrogen production, storage, transportation, refueling, and application; guide hydrogen-related enterprises in establishing safety management standards and emergency response plans (District Construction Management Committee, District Transportation Commission, District Emergency Management Bureau); guide hydrogen-related enterprises in strengthening the safety management of special equipment and optimize the approval system for gas cylinder filling permits (District Market Supervision Bureau).

(V) Building an Industrial Ecosystem

13. Strengthen the development of public service platforms. Promote the National Motor Vehicle Quality Inspection and Testing Center to accelerate the construction of a hydrogen and fuel cell testing and research base;Support the development of key public service platforms such as the National Engineering Research Center for Fuel Cell Vehicles and Power Systems, the Shanghai Intelligent New Energy Vehicle R&D and Commercialization Functional Platform, the Shanghai New Energy Vehicle Data Center, and the Shanghai Engineering Research Center for Hydrogen Utilization; encourage qualified key fuel cell vehicle enterprises to provide platform services—including R&D, testing, and analysis and evaluation—to upstream and downstream sectors of the industrial chain, thereby reducing industry development costs and improving the service support system (District Economic Commission, District Science and Technology Commission).

14. Encourage participation in the formulation of relevant standards. Support enterprises and institutions in the hydrogen and fuel cell industry to participate in the formulation of standards related to metrology and testing, inspection and certification, and infrastructure, and promote the development of a standard system for hydrogen technology and fuel cell vehicles (District Market Supervision Bureau).

15. Leverage the leading role of industry alliances. Establish a fuel cell vehicle industry innovation consortium, convene joint meetings quarterly, and organize annual thematic activities such as standard discussions, technical exchanges, and supply-demand matching. Fully leverage the leading role of key enterprises in the industrial chain to drive technological progress and innovation in the fuel cell vehicle industry, and facilitate mutual integration and shared development among enterprises in the industrial chain (District Economic Commission).

16. Intensify efforts to attract talent. Increase support for the residency registration of key talent. Support the inclusion of key hydrogen fuel cell vehicle enterprises on the list of key institutions, allowing them priority access to talent recruitment and residency policies. For talent who have worked for a certain period and commit to continuing employment in Jiading New City for at least two years after obtaining residency, prioritize recommendations to benefit from the policy reducing the residency-to-household registration period from seven years to five years. Non-Shanghai native recent graduate students from local universities who meet basic eligibility criteria and are employed by key enterprises in Jiading New City may obtain residency directly.Establish a green channel for outstanding talent at key institutions regarding children’s education, public rental housing, talent apartments, and housing purchase subsidies (District Human Resources and Social Security Bureau).

17. Strengthen policy and financial support. Fully leverage the role of the Jiading District Government Guidance Fund to attract social capital toward the hydrogen and fuel cell vehicle industry and support the development of high-quality innovative projects along the industrial chain (District Economic Commission, District Finance Bureau); encourage financial institutions to offer preferential financial products to innovative enterprises in the fuel cell vehicle industrial chain; strengthen training and guidance to actively promote the listing of high-quality fuel cell vehicle enterprises (District Economic Commission).

18. Establish industry exchange platforms. Support leading enterprises, science and technology innovation platforms, industry associations, and other entities in organizing professional events such as industry forums and seminars with domestic and international recognition in Jiading District; encourage international cooperation; accelerate the construction of internationalized, specialized, and branded exchange platforms; and play an active role in establishing Jiading District as a globally influential hub for the fuel cell vehicle industry (District Economic Commission, District Science and Technology Commission).

IV. Support Measures

19. Strengthen Organizational Support. Enhance the functions of the Office of the Leading Group for the Construction of the World-Class Automotive Industry Center in Jiading District, Shanghai, to coordinate and promote the rapid development of the hydrogen and fuel cell vehicle industry. All relevant units shall collaborate to advance key tasks in accordance with their respective functions and responsibilities, ensuring the full implementation of all measures.

20. Optimize the business environment. Continuously improve the business environment, take the initiative in advancing reforms to the administrative approval system for hydrogen-related projects, and streamline approval processes. Enhance the efficiency of enterprise assistance services, strengthen full-process tracking services for key hydrogen projects, and accelerate the large-scale development of industrial projects (District Development and Reform Commission, District Economic Commission, District Science and Technology Commission, District Construction Management Commission).
