To implement the "Implementation Opinions of Jing'an District on Promoting the Development of the Life and Health Industry," vigorously develop the life and health industry, and build a life and health industry cluster with Jing'an characteristics, these Implementation Measures are hereby formulated.

1. Accelerate the Aggregation of Leading Enterprises. Vigorously attract leading life and health enterprises with strong industry-driving capabilities to establish operations in Jing’an, thereby accelerating the clustered development of the regional life and health industry.

2. Promote the clustering of innovative enterprises. Vigorously promote the clustering of high-growth innovative enterprises in the fields of biopharmaceuticals, medical devices, and health technology in Jing’an, continuously enhancing the innovation capabilities of the regional life and health industry.

3. Guide the clustering of R&D outsourcing service providers. Actively encourage Contract Research Organizations (CROs) specializing in innovative drugs and high-end medical devices to cluster and develop in Jing’an, providing professional services to enterprises both within and outside the district.

4. Support enterprises in scaling up operations. Actively encourage life sciences and health enterprises to expand their business segments in Jing’an District by establishing or integrating functions such as sales, settlement, and R&D innovation, thereby continuously expanding their industrial footprint in the district.

5. Encourage innovative drugs and high-end medical devices to obtain international certifications. Actively encourage life sciences and health enterprises to secure registration or certification from international bodies such as the FDA (U.S. Food and Drug Administration), EMA (European Medicines Agency), CE (European Union), PMDA (Pharmaceuticals and Medical Devices Agency of Japan), or WHO (World Health Organization) for their independently developed innovative drugs and high-end medical devices, thereby enhancing their international influence.

6. Support the development of innovative drugs and high-end medical devices. Actively encourage biopharmaceutical and medical device companies to engage in the research and development of innovative drugs and high-end medical devices, continuously enhancing their R&D and innovation capabilities.

7. Promote the development of functional platforms. Actively encourage life sciences and healthcare enterprises, medical institutions, research institutes, and other entities to establish functional platforms in Jing’an District that serve as public R&D service centers, clinical translation hubs, technology innovation incubators, and logistics and warehousing facilities, thereby fostering significant industrial clustering and driving economic growth.

8. Promote the development of life sciences and health industry parks. Actively encourage enterprises to invest in, build, and operate life sciences and health industry parks in Jing’an District, continuously improving and enhancing park services to attract the clustering and development of life sciences and health enterprises.

9. Strengthen financial services. Actively encourage small and medium-sized life sciences and health enterprises to apply for the “Jing’an Enterprise Loan” to effectively reduce corporate financing costs. Support life sciences and health enterprises in accessing multi-tiered capital markets, and encourage them to list on the Main Board, STAR Market, Growth Enterprise Market, and key overseas exchanges.

10. Support major exhibition and conference events. Vigorously support enterprises in hosting high-level forums, academic conferences, and exhibitions in the life sciences and health sector with domestic and international influence within Jing’an District to establish the Jing’an brand in the life sciences and health industry.

11. Accelerate the recruitment of high-level talent. Actively encourage life sciences and healthcare enterprises to recruit high-level talent, including top-tier professionals and industry leaders from both domestic and international sources. Enhance services for outstanding talent and provide necessary support in areas such as housing security and medical services.
