I. Preface
The Jiading Science and Technology City Autonomous Innovation Industrial Zone is the core functional area for the construction of the Jiading Science and Technology Innovation Center. To better align with the new stage of development, implement the new development philosophy, and build a new development paradigm, this plan outlines the development strategy and layout for the 14th Five-Year Plan period, establishes an industrial innovation system, and stimulates future development vitality. Based on documents such as the "Outline of the 14th Five-Year Plan for National Economic and Social Development and Long-Range Objectives Through 2035 of Jiading District, Shanghai," this plan has been formulated.
Planning Scope: Juyuan New District, Jiading Industrial Zone, Xuxing Town, and other areas
Planning Objectives: During the 14th Five-Year Plan period, the host area shall leverage its advantages in clustering national-level research institutes and serving as a demonstration zone for new industrialization to build a core functional zone of the Science and Technology Innovation Center. This zone will feature strong innovation outreach capabilities, high development leadership, abundant vitality in resources and factors, dense aggregation of various elements, and significant demonstration and leadership effects. The host area shall clarify the overall development approach and task deployment, providing a crucial guideline for development over the next five years.

II. Overall Development Situation
(1) Review of Science and Technology Innovation Development During the 13th Five-Year Plan Period
Leveraging the clustering of national-level research institutes and the demonstration advantages of new industrialization, the host zone has seen its strategic positioning and importance continuously rise. During the 13th Five-Year Plan period, the host zone has preliminarily established certain developmental conditions in areas such as major innovation project construction, the spillover of research institute achievements, the development of emerging industrial clusters, regional innovation collaboration, and the innovation ecosystem, laying a solid foundation for building a host zone for independent innovation industries characterized by strong innovation radiation capacity, high openness, concentrated factors, and significant demonstration and leadership effects.
First, the construction of major innovation projects has been highly effective. Functional platforms for R&D and commercialization have achieved significant results. China’s first 8-inch R&D pilot production line was approved as a major innovation project under the “Four Pillars and Eight Pillars” framework of the Shanghai Science and Technology Innovation Center. Through coordinated efforts between the municipal and district levels, the Shanghai Advanced Laser Industry Innovation Technology and the Shanghai Artificial Crystal R&D and Commercialization Functional Platforms have been developed. Major science and technology projects have continued to advance.The thorium-based molten salt reactor project at the Institute of Applied Physics, Chinese Academy of Sciences, is progressing smoothly. Installation and equipment debugging have been completed for the accelerator system, fixed treatment room, eye beam treatment room, and 180-degree rotating treatment room of China’s first domestically produced proton therapy device. Scientific and technological achievements have been recognized with numerous awards.The Shanghai Institute of Optics and Mechanics’ projects “Key Technologies and Applications for the Mass Production of Large-Size, High-Performance Phosphate-Doped Nd:Glass” and “High-Energy Picosecond Petawatt Laser System” were awarded the Second Prize of the 2017 National Technology Invention Award and the First Prize of the 2018 Shanghai Science and Technology Progress Award, respectively.
Second, the spillover effects of research institutes continue to emerge. The “One Institute, One Park” model is beginning to bear fruit. The host zone actively explores new models of cooperation between research institutes and local governments, vigorously promoting the transformation of scientific and technological achievements. Currently, there are several distinctive “One Institute, One Park” zones, including the Kejia Demonstration Park, Xinweichuangyuan, and the Shanghai Advanced Laser Technology Innovation Center.The implementation of technology transfer projects is accelerating. Relying on research institutes based in the district, a number of technology transfer projects have been undertaken and nurtured, including innovative enterprises such as Zhongke Yueda (Shanghai) Materials Technology Co., Ltd., Zhongke Yinhuan Acoustic Technology Co., Ltd., and Shanghai Shenjing Pharmaceutical Technology Co., Ltd.

Third, the development of emerging industrial clusters has begun to take shape. Leading enterprises continue to emerge.During the 13th Five-Year Plan period, focusing on key industries such as the “Four New Trends” in the automotive sector, smart sensing and the Internet of Things (IoT), and high-performance medical equipment and precision medicine, the district has attracted a cluster of key enterprises including Volvo Cars, Huayu Vision, Shanghai IoT Company, Xinao Technology, Hesai Technology, Xinyao Electronics, Silead Technology, Okwei, and United Imaging Healthcare. It has also successfully nurtured several listed companies such as Sanyou Medical and Shanghai Silicon Industry.High-tech enterprises continue to grow. The zone vigorously implemented the “Small-to-High” plan for innovative enterprises, further expanding the pool of high-tech enterprise candidates and initially establishing a cultivation model for innovation entities characterized by “identifying a group, reserving a group, serving a group, and developing a group.” Key industrial parks are accelerating their establishment. The Shanghai Intelligent Sensor Industrial Park, Kejia Demonstration Park, and other key industrial parks have successively taken root, laying a solid industrial foundation for achieving “multi-driver” socioeconomic development during the 14th Five-Year Plan period.
Fourth, collaborative innovation in the Yangtze River Delta has been deeply advanced. We have taken the lead in building a cross-regional innovation community. By actively engaging with cities across the Yangtze River Delta and exploring mechanisms for cross-regional collaborative innovation, we have successively signed strategic agreements with Suzhou, Wenzhou, Wuhu, and other cities to jointly establish an integrated collaborative strategy for scientific and technological innovation, and to explore the construction of an integrated and shared regional innovation community. We participated in the establishment of the Yangtze River Delta 5G Innovation and Development Alliance and jointly built a cross-regional super pilot production center with Wuxi, Hangzhou, and Hefei. We have also established cross-regional collaboration platforms.During the 13th Five-Year Plan period, we successfully hosted three consecutive editions of the Yangtze River Delta Science and Technology Achievement Trade Fair. These events attracted over 500 enterprises, universities, research institutes, and technology service providers from 32 cities across the region—both online and offline—and featured more than 100 concurrent activities, resulting in total transaction volumes exceeding 200 million yuan. We have also established channels for cross-regional collaborative innovation.We took the lead in launching the “Yangtze River Delta Innovation and Entrepreneurship Voucher” sharing platform in cities such as Jiading District, Wenzhou, and Suzhou, achieving the interconnection and collaborative sharing of scientific and technological resources and services across the three regions. Shared resources encompass 130 universities, research institutes, testing and inspection agencies, and enterprise engineering technology centers across the three regions, providing access to 1,705 major scientific research facilities and large-scale instruments, as well as 309 innovation and entrepreneurship service items, effectively reducing R&D costs for science and technology-based small and medium-sized enterprises.Since its official launch in 2019, the platform has served nearly 400 enterprises and issued science and technology innovation and entrepreneurship vouchers totaling over 82 million yuan. We have explored the creation of a series of “innovation outposts,” such as the Wenzhou (Jiading) Science and Technology Innovation Park and the Jiakuntai Science and Technology Innovation Industrial Park, while establishing cross-district development cooperation and sharing mechanisms to foster the coordinated development of emerging industries.
Fifth, the innovation ecosystem continues to improve. There is a high concentration of innovation talent. By actively aligning with the city’s talent policies, implementing the district’s new talent policies and related supporting implementation rules, and optimizing talent service guarantees, the host district has continuously expanded talent recruitment channels, attracting a group of leading scientific and technological innovators and urgently needed talent from both domestic and international sources in key industrial sectors. The capacity of innovation platforms has been enhanced.During the 13th Five-Year Plan period, in accordance with the “Implementation Plan of Jiading District on Developing Maker Spaces to Promote Mass Innovation and Entrepreneurship (Trial),” the host district prioritized the layout and advancement of a “One Zone, Two Circles, Three Lines” maker space system, achieving significant results in the development of incubation platforms.Integration of Innovation and Entrepreneurship Services. By strengthening the aggregation of innovation and entrepreneurship resources, the Jiading Innovation and Entrepreneurship Tower was completed and put into operation, establishing a new landmark for science and technology innovation and entrepreneurship services in Jiading District. A large number of renowned professional service institutions—including intellectual property agencies, technology transfer firms, and others—were attracted to the area. The “Jiading Innovation and Entrepreneurship Lecture Series” was launched both online and offline to promote the integration of “government services + social services + professional services.”We have established the “Jiading District Special Fund for Science, Technology, Innovation, and Entrepreneurship Development” to improve the new financial service system; actively engaged with the STAR Market; set up the Shanghai Stock Exchange Enterprise Listing Service Jiading Workstation; and established a reserve pool of STAR Market-listed companies to foster a healthy, mutually beneficial ecosystem where science and technology interact with finance.
(2) The Situation and Challenges Facing the 14th Five-Year Plan
First, major transformations in the global landscape are taking shape. Currently, the world is facing a period of profound change unseen in a century, characterized by the overlapping trends of the reshaping of competitive advantages, the restructuring of economic and trade rules, and the reconfiguration of the global power balance. Economic globalization is encountering headwinds, the world has entered a period of turbulence and transformation, the impact of the COVID-19 pandemic remains profound, the technological competition between China and the United States is intensifying, and factors of instability are significantly increasing.During the 14th Five-Year Plan period, China remains in a critical period of strategic opportunity. We must seize the new stage of development, implement the new development philosophy, build a new development paradigm, uphold the central role of innovation in the overall process of China’s modernization, treat self-reliance and strength in science and technology as the strategic underpinning of national development, and form a new development paradigm featuring the domestic economic cycle as the mainstay while the domestic and international cycles reinforce each other, thereby driving high-quality development.
Second, Jiading New City will become a major growth pole for future development. During the 14th Five-Year Plan period, Shanghai will closely align with the basic framework of the Science and Technology Innovation Center, focusing on strengthening its role as a source of scientific and technological innovation. The city will continue to concentrate efforts on breakthroughs in key core technologies, vigorously empower the development of emerging industries, and strive to enhance the efficiency of the innovation system. Shanghai will also shoulder the significant mission of serving as a “central node in the domestic economic cycle and a strategic link in the dual circulation of domestic and international economic cycles,” providing strong support for economic and social development and the construction of an innovative nation.The construction of Shanghai’s “Five New Towns” will serve as the most dynamic growth poles and engines for future development, forming the “core inner circle” of the Shanghai metropolitan area. As one of Shanghai’s Five New Towns, Jiading New Town will seize significant development opportunities and become a spatial strategic fulcrum in Shanghai’s economic development landscape.
Third, the host area will become a core functional zone within the Science and Technology Innovation Center. During the 14th Five-Year Plan period, the host area’s development faces both arduous tasks and numerous favorable conditions. It must adhere to the “Four Focuses” requirements for Jiading’s development to achieve higher-quality development and leapfrog progress in the new era.The Host Area must firmly seize the policy opportunities and unique advantages presented by the expansion of Jiading New Town. Leveraging Jiading’s role as a key comprehensive hub connecting Shanghai with the Yangtze River Delta, it should actively integrate into the broader context of the region’s integrated development, amplify the radiating and spillover effects of the “Three Core Functions,” and play a proactive role in facilitating the smooth operation of industrial and supply chains, bridging production and consumption, and supporting industrial upgrading through scientific and technological innovation services.
Currently, as the host area pursues higher-quality development, it still faces certain shortcomings and challenges. For instance, a coordinated mechanism for the host area’s operations has yet to be established, resulting in compartmentalization and insufficient synergy; the mismatch between scientific and technological achievements and market demand, coupled with low input-output ratios and a lack of specialized institutions, hinders the commercialization of these achievements; the aggregation of resources such as capital and talent needs to be enhanced, and available land resources are relatively limited; and there is a mismatch between supply and demand for public supporting services in areas such as education, culture, and transportation.
III. Overall Approach
(I) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th CPC National Congress and the second, third, fourth, and fifth plenary sessions of the 19th CPC Central Committee, and carry out the important directives from General Secretary Xi Jinping’s inspection tour of Shanghai. Grounded in the new stage of development, adhering to the new development philosophy, and building a new development paradigm, we will fully implement the overarching requirements for Jiading District to accelerate the creation of a “modern, new-type city brimming with innovative vitality andfully integrated, and rich in cultural charm,” with self-reliance and strength in science and technology as the strategic pillar and the optimization of the industrial innovation ecosystem as a key safeguard. We will make every effort to increase the density of innovation and entrepreneurship, demonstrate the strength of technology transfer, and form a high concentration of resource aggregation. Our goal is to build a highland of scientific and technological innovation and establish a core functional zone within the key carrier area of the Science and Technology Innovation Center—one characterized by strong innovation radiation capabilities, high development leadership, vibrant resource elements, and a significant demonstration and leadership effect.
(2) Development Goals
Overall Positioning: Upholding the strategic positioning as a key stronghold for high-end manufacturing, we will continuously enhance industrial technology innovation capabilities, optimize the industrial innovation ecosystem, and accelerate the implementation of major “science and technology innovation + industry” projects and platforms. We will strive to build a pilot zone for technology innovation, a leading zone for industrial innovation, and a zone for pioneering reforms in the Yangtze River Delta region, thereby establishing a demonstrative and leading effect in areas such as the commercialization of scientific and technological achievements, the cultivation of emerging industries, and the pioneering implementation of institutional reforms.
Development Objectives:
— Significantly enhanced capacity for generating technological innovations. The region’s comprehensive scientific and technological strength will lead the district, with a continuously optimized innovation ecosystem and an increasingly refined innovation policy framework; a number of major R&D platforms and new-type R&D institutions will emerge, high-quality independent innovation achievements will continue to emerge, and the capacity to supply original technologies will be significantly enhanced.
— Significantly enhanced industrial innovation leadership. Focusing on key areas such as the “New Four Modernizations” of the automotive industry, smart sensors and the Internet of Things (IoT), and high-performance medical equipment and precision medicine, we will concentrate on building a 100-billion-yuan science and technology park through university-local government collaboration. We will continuously improve the full-chain service model for the commercialization of scientific and technological achievements—covering industrial guidance, platform support, and talent aggregation—ensuring significant results in the transfer and commercialization of achievements from major research institutions, and fostering the rapid growth of a cohort of technology-based enterprises.
——The exemplary role of pilot initiatives has begun to emerge. By 2025, the host area’s emerging industries will lead the nation in competitiveness, its science and technology service sector will be highly developed, and its pilot institutional reforms will yield substantial results. High-quality economic development and core competitiveness will be significantly enhanced, and the area’s exemplary and leading role in technology transfer, emerging industry cultivation, and institutional innovation will begin to manifest across the city.
(3) Basic Principles
Innovation-Driven Leadership. Promote the integration of mass entrepreneurship with independent innovation, increase the supply of new technological inventions, aggregate resources for new industrial directions, strengthen the role of enterprises as the main drivers of innovation, seize the strategic high ground and initiative in the new round of technological revolution and industrial transformation, and enhance the region’s capacity to generate industrial innovation.
Application-Oriented Approach. Building upon the “0-to-1” original breakthroughs achieved by research institutes and universities, we will bridge the “last mile” in the transformation of scientific and technological achievements, driving the transition from “1-to-100,” “100-to-1,000,” “10,000,” and beyond to infinity. We will regard the transformation, application, and industrialization of research outcomes as the most direct measure of our work’s effectiveness.
Industry-City Integration. Promote the integrated development of industry, innovation, and urban functions to meet increasingly precise and refined industrial and urban development needs. Through mutual integration, achieve the simultaneous enhancement of industrial and urban capabilities, thereby advancing industry-city integration.
Coordinated Planning. Adhering to the guiding principle of “measuring success by output per acre, economic benefits, energy consumption, and environmental performance,” we will thoroughly implement the mechanism for coordinated planning of industrial development zones and urban areas. This will accelerate industrial transformation and upgrading, revitalize existing assets, and efficiently utilize industrial space, driving a breakthrough in shifting industry from “quantitative accumulation” to “qualitative leap.”
IV. Spatial Layout
The spatial layout of the development zones primarily focuses on three major areas: Juyuan New District, Jiading Industrial Zone, and Xuxing Town. Centered on the reception of advanced manufacturing, services for the commercialization of scientific and technological achievements, and the development of technology-based service industries, we will establish a spatial framework that integrates innovation chains with industrial chains and fosters synergistic interaction among innovation spaces.
(1) Shaping the New Landscape of the Three Major Zones
We will strengthen the strategic alignment, industrial synergy, and functional linkage among these three zones to promote resource integration and the integration of industry and urban development. This will foster an integrated development model characterized by both “distinctive features and clear functions” and “close coordination and collaborative development.”
— Juyuan New District (National-Level Research Institute Cluster). Leveraging the resource advantage of a high concentration of national-level research institutes, and building upon service to major national strategies, we will comprehensively strengthen innovation capabilities focused on future scientific frontiers and serving the main battlefield of the national economy; we will strive to cultivate a distinctive “Juyuan Innovation Ecosystem,” build a livable and business-friendly city of technological excellence, enhance the integrated and collaborative innovation capabilities of various innovation entities, and establish a Juyuan community for innovation in key core technologies;Centered on the Jiading Innovation and Entrepreneurship Tower and with Pingcheng Road as the main axis, we will intensify efforts to attract and cultivate specialized innovation and entrepreneurship service institutions, enhance the capacity of innovation platforms, increase the density of innovation entities, and create the “Pingcheng Road Innovation and Entrepreneurship Corridor,” characterized by a high visibility of science and technology and a strong concentration of innovation.
——Jiading Industrial Zone (National Demonstration Base for New Industrialization). Leveraging the industrial infrastructure and supporting facilities of the Jiading Industrial Zone, we will further refine mechanisms for the commercialization of scientific and technological achievements, strengthen the functions of industrial innovation platforms, and foster a cohort of technology-based enterprises that are at the forefront of new technologies, possess strong independent innovation capabilities, demonstrate outstanding growth potential, and hold significant development prospects, thereby accelerating the formation of a future-oriented emerging industrial system;Promote the development of the Shanghai Smart Sensor Industrial Park and the Jiading United Imaging Health Town, accelerate the introduction of leading enterprises and high-quality industrial projects in fields such as smart sensors and high-performance medical equipment, and attract a cluster of high-end R&D institutions, innovative enterprises, and high-level talent. Accelerate the integration of townscape, industrial parks, and residential quality, and promote the coordinated development of distinctive industries, education and R&D, living services, and urban infrastructure.
——Xuxing Town (Science and Technology New Town). Leveraging platforms such as the Kejia Demonstration Park, Shengchuang Science and Technology Park, and the Chinese Academy of Sciences National Technology Transfer Center, vigorously implement a “dual-wheel drive” strategy of government-enterprise collaboration, explore new models for the commercialization of scientific and technological achievements, establish a closed-loop system for pilot testing, pilot production, and mass production of technological innovations, and build a distinctive Xuxing Science and Technology New Town.Advance the construction of the Jiabao Smart Bay Future City Pilot Zone. Guided by the integration of “three lives” (production, living, and ecology) and urban digital transformation, focus on the digital industry, sensor technology, and the Internet of Things (IoT) sector. Build a new industrial ecosystem and spatial framework centered on headquarters, design, R&D, and application led by leading enterprises. Create a new high-ground for the digital economy that combines urban smartification with industrial intelligence, and develop a Future City Pilot Zone characterized by eco-friendly science and technology innovation industries.

(2) Expanding New Spaces for Distinctive Industries
Develop a series of “specialized and high-quality” thematic parks to highlight the quality of new spaces for future industries and create park platforms with exemplary characteristics.
— Specialized Industrial Parks. Looking toward the future, we will establish a series of specialized industrial parks, including the Shanghai Smart Sensor Industrial Park, the Jiading Industrial Zone Medical Industry Base, the Fudan Fuhua Smart City Sensor Industry Base, and the Kejia Demonstration Park. Each park will cover an area of 1–4 square kilometers, focusing on developing “strong” manufacturing, deploying “new” manufacturing, and cultivating growth points for emerging industries.
— Distinctive and Premium Technology Towns. Aggregate upstream and downstream innovation resources to attract more core R&D institutions and leading enterprises. Create livable and business-friendly industrial-financial zones characterized by distinct technological features, convenient transportation and daily amenities, and abundant educational resources. Leveraging the Jiamin Line rail transit and public service infrastructure, develop the Xuxing Smart Sensor Town (district) as a distinctive, livable, and business-friendly hub.
——Specialized Innovation and Entrepreneurship Corridor. With the Jiading Innovation and Entrepreneurship Tower as the core and Pingcheng Road’s “innovation-driven axis” as the radiating point, we will enhance the capacity and density of innovation and entrepreneurship platforms to create the “Pingcheng Road Innovation and Entrepreneurship Corridor,” characterized by high technological visibility and a strong culture of innovation.
(3) Cultivating New Engines of Innovation
Cultivate a group of “small yet exquisite” and “clustered and integrated” new units of innovation vitality. Relying on innovation hubs such as research institutes and technology enterprises, develop a series of distinctive innovation and entrepreneurship clusters through embedded, context-specific approaches to form an innovation and entrepreneurship ecosystem that integrates technical support, business incubation, and industrial services. For example, focusing on the smart sensor and smart hardware industries, create an IoT innovation and entrepreneurship cluster around the Institute of Microelectronics to establish a clearly defined innovation ecosystem for the smart sensor industry.

V. Development Priorities
Leveraging the industrial foundation of the host zone, we will strengthen advanced manufacturing and optimize technology-based services, advancing the “Manufacturing Power Zone” and “Service Industry Revitalization Zone” initiatives to establish a future-oriented “3+3” technological innovation system for emerging industries.
(1) Advanced Manufacturing
1. Smart Sensor Industry Cluster
Development Goal: Focusing on smart sensors, the Internet of Things (IoT), and other next-generation information technologies, as well as the “Post-Moore’s Law” field, we aim to achieve an industrial cluster scale of nearly 100 billion yuan in the host zone by 2025, accounting for over 80% of the district’s total, and establish a national hub for the smart sensor industry.
Key Task 1: Platform and Infrastructure Development
Technology Innovation Platforms. Leveraging institutions such as the Shanghai Institute of Microsystem and Information Technology (CAS) and the National Intelligent Sensor Innovation Center, we will advance the R&D and application of cutting-edge, integrated technologies for sensing, storage, and computing, as well as key generic technologies. We will accelerate the development of technology innovation platforms such as the Shanghai Institute of Integrated Circuit Materials and the Shanghai Innovation Center for Integrated Circuit Equipment and Materials.
Product Development Platforms. Relying on the Shanghai Institute of Micro-Technology and the National Intelligent Sensor Innovation Center, we will promote the construction of a 12-inch advanced sensor process platform and accelerate the standardization of sensors and smart hardware to reach internationally advanced levels.
Industrialization Base Platforms. Accelerate technological breakthroughs and the commercialization of research achievements in the smart sensor sector, and expedite the construction of industrialization bases such as the Shanghai Smart Sensor Industrial Park.
Key Task 2: Key Industrial Technology Directions
Integrated Circuits. Achieve breakthroughs in fields such as sensors, silicon photonics, 5G communications, bioinformatics, and superconducting quantum devices and circuits to build an industry cluster that transcends Moore’s Law. Accelerate the R&D and application of key generic technologies, including basic general-purpose materials for integrated circuits, 5G application materials, and sensing and storage technologies. Foster key projects such as micro- and nano-sensors and brain-inspired chips.
Specialized Laser Equipment. Relying on the Shanghai Institute of Optics and Mechanics of the Chinese Academy of Sciences, focus on fields such as EUV lithography light sources, excimer lasers, specialized laser equipment, and synthetic crystals. Accelerate the R&D of high-end equipment such as intelligent laser processing equipment and laser medical devices, and achieve breakthroughs in addressing “bottleneck” issues in specialized laser equipment for integrated circuits.
Intelligent Vehicle Application Technologies. Strengthen collaborative innovation and vertical division of labor among a group of innovation platforms, including the Shanghai Institute of Microelectronics and the Juyuan National IoT Incubator. 2. Biomedical Industry Cluster
Development Goals: Focusing on the broader health industry—including high-end medical equipment, precision medicine, and biopharmaceuticals—the cluster aims to achieve an industrial scale exceeding 50 billion yuan by 2025, accounting for more than 50% of the district’s total industrial output.
Key Task 1: Platform and Infrastructure Development
Focusing on high-end medical equipment and biopharmaceuticals, we will enhance innovation chain collaboration among research institutes, medical institutions, key enterprises, and industrial parks; promote the construction of isotope and radiopharmaceutical R&D platforms; advance the development of the Jiading United Imaging Health Town and the Shanghai Yucheng Biotechnology Park; and accelerate the transformation of research outcomes into commercial applications.
Key Task 2: Key Industrial Technology Directions
High-End Medical Equipment. Leveraging resources from research institutions and medical facilities such as the Shanghai Institute of Applied Physics of the Chinese Academy of Sciences and the Ruijin Hospital Cancer (Proton) Center, as well as key enterprises like United Imaging Healthcare and Sanyou Medical, we will intensify R&D efforts on internationally advanced, high-end, and digital medical imaging equipment. We will support the R&D and innovative application of high-value-added technologies with strong innovation potential, including high-end therapeutic equipment, minimally invasive interventional and implantable medical devices, and clinical diagnostic instruments.Continue to advance the clinical application of the first domestically produced proton therapy demonstration unit, and promote technological innovation and demonstration applications in areas such as proton therapy and comprehensive cancer treatment; conduct research and development on artificial crystal materials, such as high-performance scintillation crystals of extreme dimensions.
Biomedical R&D. Leveraging key institutions such as the Shanghai Institute of Applied Physics of the Chinese Academy of Sciences, the Shanghai Institute of Cell Therapy, the National Liver Cancer Science Center, the East Hospital of Hepatobiliary and Pancreatic Diseases, and the Ruijin Hospital North Campus, we will conduct R&D and expand the application of innovative anti-cancer drugs, including cell immunotherapy and targeted drugs, while strengthening technological R&D and clinical services in the fields of early screening and precision diagnosis. We will develop advanced omics detection technologies and advance the development and industrialization of technologies such as high-throughput analysis, bioanalysis and biochemical sensing, and bio-big data analysis.
Key Task 3: Cultivating Innovation Entities
Guide small and medium-sized enterprises (SMEs) to pursue a development path characterized by “specialization, refinement, uniqueness, and novelty,” and introduce and cultivate a group of leading enterprises in high-end medical and biopharmaceutical sectors.
3. Emerging Industry Incubation Zone
(1) New Materials
Key Task 1: Platform and Infrastructure Development
Leveraging research institutions such as the Shanghai Institute of Ceramics, Chinese Academy of Sciences, the Eighth Research Institute of Nuclear Industry, and the Shanghai Institute of Microsystem and Information Technology, we will strengthen the zone’s role as a source of technological innovation in the new materials sector. With the Shanghai Functional Platform for Artificial Crystal R&D and Commercialization at its core, we will accelerate the development of generic technologies in the new materials field and enhance the platform’s supportive role.
Key Task 2: Key Industrial Technology Directions
High-Performance Crystal Materials and Components. Relying on the Shanghai Institute of Ceramics, Chinese Academy of Sciences (CAS), and the Shanghai Functional Platform for Artificial Crystal R&D and Commercialization, we will focus on key industrialization technologies for the fabrication of large-size, high-performance crystals to meet the demands of high-end medical imaging and security screening; conduct research on key technologies for crystal fabrication and wafer processing to address the needs of emerging power electronic devices; and develop mass production technologies for core crystal components of high-quality ultrafast laser systems to support ultra-precision laser manufacturing equipment and ultra-high-power laser systems.
High-Performance Composite Materials. Leveraging the technical strengths and R&D achievements of the Eighth Institute of Nuclear Industry, we will accelerate the application of technologies and the industrialization of scientific and technological achievements in key areas such as advanced membrane materials and high-performance carbon fiber composites.
(2) New Energy
Key Task 1: Platform and Infrastructure Development
Leverage the technological strengths and spillover effects of institutions such as the Shanghai Institute of Applied Physics of the Chinese Academy of Sciences to accelerate the construction of major fundamental R&D platforms, including the National Quality Supervision and Inspection Center for Hydrogen Production Materials and Hydrogen Energy Products, the Thorium-based Molten Salt Reactor Research Facility, and the MeV Ion Accelerator Comprehensive Research Facility. Advance major projects within the Jiading District Hydrogen Fuel Cell Vehicle Industrial Cluster (Hydrogen Energy Port) to establish it as a source of new energy technology and a hub for industrialization in the Yangtze River Delta and across the nation.
Key Task 2: Key Industrial Technology Directions
Hydrogen Energy Infrastructure. Relying on institutions such as the Shanghai Institute of Applied Physics of the Chinese Academy of Sciences, accelerate research and development of core technologies for clean energy sources such as hydrogen fuel, and expedite the construction of hydrogen refueling stations. The host area will take the lead in establishing a multi-mode hydrogen refueling network and provide full support for major projects within the Jiading District Hydrogen Fuel Cell Vehicle Industrial Cluster (Hydrogen Energy Port).
Nuclear Power Equipment. Actively and systematically advance the Chinese Academy of Sciences’ Strategic Priority Research Program “Future Advanced Fission Energy—Thorium-based Molten Salt Reactor (TMSR) Nuclear Energy System,” and build a complete TMSR industrial chain.
Comprehensive Utilization of Nuclear Energy. Leveraging the resource advantages and platforms of nuclear-related research institutes such as the Eighth Institute of Nuclear Industry and the Institute of Applied Physics of the Chinese Academy of Sciences, we will expand research efforts in the field of comprehensive nuclear energy utilization, including hydrogen production from nuclear energy.
(2) Science and Technology Services
Focusing on science and technology service sectors such as R&D, intellectual property, and technology transfer, we will improve the service standards system, cultivate a group of science and technology service institutions with brand influence, establish the “Jiading Sci-Tech Innovation” service brand, and form a science and technology service industry cluster that radiates throughout the Yangtze River Delta region.
1. Science and Technology R&D Services
Development Objectives: Relying on more than 10 national-level research institutes and other entities, we will provide first-class scientific research, technical services, technical consulting, and product R&D and design services—rooted in the Yangtze River Delta and serving the entire nation—to form a technology R&D service cluster characterized by high innovation density and strong service capabilities.
Key Tasks: Key Industry Directions
Product Design: Provide specialized product R&D and design services for markets such as integrated circuits and automobiles, and develop new business models in R&D intermediary services and R&D service outsourcing.
R&D Services: Support research institutes in conducting various forms of applied research and experimental development activities; strengthen open access to scientific and technological resources, and support the opening of research facilities and equipment at research institutes to serve the Yangtze River Delta and the entire country.
2. Specialized Science and Technology Services
Development Objectives: Focus on specialized science and technology service sectors such as technology transfer, mass entrepreneurship and innovation incubation, intellectual property services, testing, inspection, and certification, and the sharing of scientific and technological resources to form an innovation and entrepreneurship service corridor featuring a concentration of specialized institutions.
Key Task 1: Platform and Infrastructure Development
Centered on the Jiading Innovation and Entrepreneurship Tower and along Pingcheng Road, collaborate with specialized institutions to build Jiading Entrepreneurship Street and create the “Pingcheng Road Innovation and Entrepreneurship Corridor,” fostering a cluster of specialized and branded science and technology service providers.Introduce new financial models and actively guide various forms of social capital, including banks and insurance companies, to address the needs of technology enterprises in areas such as intellectual property financing, credit loans, and startup insurance. Establish a diversified, multi-tiered, and multi-channel technology investment and financing system, strengthen services for technology enterprises going public, and develop a “funds + base” industrial development model.
Key Task 2: Key Industrial Directions
Specialized Technology Services. Focusing on the Juyuan New District Technology Services Cluster, we will accelerate the cultivation and introduction of a group of technology service institutions and platforms. We will gather various specialized service providers—including those in technology consulting, intellectual property, technology transfer, and technology finance—to create a hub for innovation services that integrates technology transfer, innovation and entrepreneurship support, and policy information exchange.
Technology Commercialization Services. Leveraging the Yangtze River Delta Technology Achievement Trade Expo as a driving force, and relying on service institutions such as the Jiading Innovation and Entrepreneurship Tower and the Jiading Branch of the National Technology Transfer Eastern Center, we will promote the development of specialized service platforms like Qianyi Network and Shengzhihua, and advance the integration of “government services + social services + professional services.”
Startup Incubation Services. Leveraging mass entrepreneurship and innovation platforms such as Cyzone and Blue Horse Entrepreneurship, we will organize innovation and entrepreneurship events to foster talent exchange and collaboration, invigorate the innovation and entrepreneurship ecosystem, and enhance its vitality.
3. Online New Economy Services
Development Objectives: Focusing on information service industries such as mobile internet and the online new economy, we will advance the construction of new infrastructure such as 5G, and cultivate and develop new business formats, models, and industries that deeply integrate intelligent interactive technologies with advanced manufacturing, logistics, and transportation.
Key Task 1: Platform and Infrastructure Development
Strengthen the technological advantages and spillover effects of institutions such as the Shanghai Institute of Microsystem and Information Technology and the 32nd Research Institute of China Electronics Technology Group Corporation (CETC) in the information and software sectors. Enhance the role of the CETC Software and Information Service Industrial Park in supporting the software and service industry, and promote the industrial application of scientific and technological achievements.
Key Task 2: Key Industrial Sectors
Online New Economy. Focusing on e-commerce, online retail, and lifestyle services, promote the deep integration of intelligent interaction technologies—such as artificial intelligence, 5G, and blockchain—with advanced manufacturing, cultural and entertainment consumption, and education and healthcare to foster new business models and formats. Drive the integration and penetration of digital technologies into financial services, commerce and distribution, and lifestyle services to enhance the growth momentum of the online new economy.
Digital Industries. Focusing on key areas such as 5G, artificial intelligence, and the Industrial Internet, we will build a range of digital innovation infrastructures and advance the integrated development of digital technologies with traditional industries. We will strengthen the deep integration of digital technologies into urban production and daily life, improve the supply of multi-level, multi-dimensional, and multi-scenario smart public services, and enhance smart governance and smart public welfare systems.
Software and Information Services. Leveraging institutions such as the Shanghai Institute of Microsystem and Information Technology and the 32nd Research Institute of China Electronics Technology Group Corporation, we will cultivate and attract a cohort of market-competitive, high-level innovation entities and projects to establish Shanghai as a hub for information services, particularly in the mobile internet industry.
VI. Key Tasks
Centering on the innovation systems of key industries in the host zones, we will strive to build an industrial innovation ecosystem characterized by “collaborative interaction and symbiotic integration,” and implement five major initiatives: resource aggregation, talent development, technology commercialization, and regional collaboration.
(1) Innovation Resource Aggregation Project
Action 1: Build a hub for science and technology innovation resources. Closely centered on the core task of constructing the Pingcheng Road Science and Technology Innovation Avenue, and with a series of innovation platforms—such as the Shanghai Institute of Optics and Fine Mechanics of the Chinese Academy of Sciences, the Shanghai Institute of Silicate, the Shanghai Institute of Microsystems and Information Technology, and the Jiading Innovation and Entrepreneurship Tower—as key landmarks, we will attract the spatial aggregation of innovation resources and factors to create a hub for science and technology innovation resources in Juyuan.
Action 2: Explore a “First-Contact” Reporting System for Major Projects. Establish a “first-contact” reporting and lead-negotiator system for investment promotion of major projects. For major projects with cross-regional layouts, investment promotion entities such as sub-districts, towns, and industrial parks shall report their “first contacts”; corresponding specialized working groups will then lead negotiations according to their respective responsibilities, thereby achieving faster, more robust, and more effective targeted investment promotion.
Action 3: Explore expanding pilot programs for industry-finance integration. Leverage the supportive and guiding role of government investment funds in fostering innovation elements such as emerging industries, innovative enterprises, and cutting-edge technologies.Establish precise alignment with the STAR Market and leverage the role of the Shanghai Stock Exchange’s Jiading Workstation for corporate listing services. Intensify innovation in credit products such as technology-focused loans and supply chain finance. Vigorously attract various industrial funds—including PE and VC—and non-bank financial institutions to create a “compact, high-quality” fund town with a concentration of institutions, thereby fostering the clustering of the venture capital industry.
Action 4: Strengthen technology-focused investment promotion. Establish an emerging industries investment fund to leverage the government fund’s role in providing financial leverage and guidance, supporting major technology projects and enterprises through equity investment.Strengthen investment promotion for technology projects, industrial chains, and innovation chains; attract major and high-caliber enterprises; and foster cluster formation. Introduce, establish, and cultivate a batch of major innovative projects with strong leadership, significant driving force, and excellent growth potential, thereby expanding and strengthening industrial chains, industrial clusters, and industrial ecosystems. Provide comprehensive support for key industries through policy guidance, industry-university-research collaboration, technology matching, financial capital, and intellectual property services.
Action 5: Optimize the utilization of land resources. We will willingly allocate industrial and research land to support the nearby expansion of research institutes. We will break down the barriers between urban areas and research institutes to promote the spillover of their functions and support the construction of new science and technology parks by these institutes. We will willingly make high-quality commercial real estate projects available for the construction of supporting facilities and invest human and material resources to improve and beautify the environment surrounding research institutes.
(II) Innovative Talent Development Program
Action 1: Support Research Institute Personnel in Taking Leave to Start Businesses. Researchers within the designated zone who obtain approval from their employing institutions to take leave to engage in innovation and entrepreneurship activities—such as the commercialization of scientific and technological achievements—locally may be provided with a guaranteed basic salary for a specified period and amount. We advocate that eligible research institutes establish startup incubation facilities and encourage researchers to pursue internal entrepreneurship. We will provide “first-stop” services for personnel taking leave to start businesses, offering “one-stop” support for the establishment and integration of entrepreneurial talent and projects.
Action 2: Improve and Optimize Talent Support Policies. Build a world-class talent development environment by focusing on key industries to attract, gather, and cultivate world-class top-tier talent and their teams, national-level science and technology innovation leaders, and multidisciplinary innovation and entrepreneurship leaders. Establish an “Overseas Talent Recruitment Direct Access Hub” to strengthen connections with international academic organizations, industry associations, and professional societies. Encourage the joint participation of talent intermediary organizations, groups, and individuals to build a high-caliber talent pool.Centering on the key industrial sectors of the host zones, we will prioritize matching in talent recruitment and cultivation. We will intensify efforts to attract talent in key industrial sectors, high-level innovation and entrepreneurship talent, and urgently needed talent, thereby expanding the total talent pool and enhancing the quality of talent recruitment and retention.
Action 3: Establish a talent-centered service system. Focus on resolving issues commonly raised by talent, such as housing, education, and healthcare. Continue to implement the Talent Service Card and continuously improve the “five-in-one” housing security system for outstanding talent. Provide diverse forms of housing security for all categories of outstanding talent through measures such as home purchase subsidies, rental subsidies, talent apartment subsidies, and maker hub subsidies.Prioritize the assignment of family doctors for high-level talent. Build an entrepreneurial service system for entrepreneurs that helps them find networks, technology, projects, funding, and talent, and improve diverse services in areas such as daily life, education, culture, sports, and entertainment.
(3) Science and Technology Achievement Commercialization Project
We will continue to explore a model for the transformation of scientific and technological achievements characterized by industry orientation, platform support, and talent aggregation. We will explore new forms of government support and establish more flexible and effective “industry-academia-research-application” cooperation mechanisms to promote the local transfer and transformation of scientific and technological achievements in Jiading.
Action 1: Improve mechanisms for the commercialization of scientific and technological achievements. Support research institutes in establishing robust mechanisms for the commercialization of scientific and technological achievements, refining management systems, and setting up “virtual teams.” Support individuals and teams with innovative scientific and technological achievements in entrepreneurship and innovation. Implement tax support policies for the commercialization of scientific and technological achievements, and promote joint participation in the construction of specialized maker spaces, R&D centers, and innovation platforms.
Action 2: Strengthen joint research and resource sharing among industry, academia, and research institutions. Form joint research teams between research institutes and enterprises to tackle cutting-edge technologies and major generic technologies, thereby bridging the critical “last mile” in technology transfer; leverage institutions such as the Shanghai Institute of Microelectronics, the Shanghai National Technology Transfer Center of the Chinese Academy of Sciences, and the Jiading Branch of the Eastern Center of the National Technology Transfer Center to explore the establishment of market-oriented institutions for technology transfer and commercialization, and facilitate the industrialization of a batch of research institute achievements.
Action 3: Foster a vibrant atmosphere for innovation and entrepreneurship. Continuously guide the high-end development of maker spaces, gradually forming a specialized, internationalized, and branded development system for maker spaces; guide the aggregation and sharing of resources within maker spaces to enhance new momentum for the real economy; promote the clustering and integration of innovation and entrepreneurship platforms to amplify economies of scale and form a complete innovation and entrepreneurship ecosystem;We will continue to foster a vibrant atmosphere for innovation and entrepreneurship. Leveraging major events such as the Jiading Science and Technology Achievement Trade Fair and innovation and entrepreneurship competitions, we will build platforms for scientific and technological cooperation and exchange to ignite the enthusiasm for innovation and entrepreneurship across society.
(IV) Regional Innovation Cooperation Project
Action 1: Promote synergy within the advanced manufacturing industry chain. Focusing on key industries with strong foundations and broad markets—such as high-end manufacturing and biopharmaceuticals—that are jointly developed by Jiading, Wenzhou, Kunming, and Taizhou, we will achieve a leap toward the mid-to-high end of the value chain by strengthening technological upgrades and promoting cross-sectoral integration between traditional industries and new technologies. We will jointly attract a group of leading enterprises and pioneering projects to establish operations, collaboratively carry out industrial layout planning, facilitate the integration of upstream and downstream segments of the industry chain, and foster a symbiotic and complementary industrial ecosystem.Leverage the support and guidance provided by the Yangtze River Delta Industrial Upgrading Equity Investment Fund for innovative elements such as emerging industries, innovative enterprises, and cutting-edge technologies, using capital to facilitate the coordinated development of advantageous industrial chains.
Action 2: Promote the coordinated development of science and technology innovation in the Yangtze River Delta. Thoroughly implement the national strategy for the integrated development of the Yangtze River Delta, deepen the integrated and collaborative strategic mechanisms for science and technology innovation in Jiading, Wenzhou, Suzhou, and Wuhu, and continue to advance the construction of the Deep Integration Zone for Higher-Quality Integrated Development and the Jiading-Kunshan-Taicang Collaborative Innovation Core Circle.Advance the construction of the Yangtze River Delta “Sensing-Storage-Computing” Integrated Super Pilot Center, the Intelligent Connected New Energy Innovation Consortium, and the Medical Equipment Innovation Consortium, supporting leading enterprises in the Yangtze River Delta to collaborate with universities, research institutes, and upstream and downstream enterprises. Explore the establishment of the Jiading Branch of the Yangtze River Delta National Technology Innovation Center to highlight Jiading’s pivotal role as a science and technology innovation hub in the region.
Action 3: Promote the development of science and technology innovation outposts and headquarters bases. Continuously enhance the capabilities of “science and technology innovation outposts” and “industrial outposts” such as the Jiatai Science and Technology Innovation Park and the Wenzhou (Jiading) Science and Technology Innovation Park, expand a group of industrial synergy platforms, and jointly attract a number of leading enterprises and pioneering projects to settle in the area.Actively guide enterprises to establish laboratories, R&D centers, and technology centers within “science and technology innovation outposts” and “industrial outposts.” Through regional industry-research innovation alliances, jointly establish a number of technology enterprise incubators and other technology transfer bases; through innovation and entrepreneurship competition platforms, aggregate high-quality innovation and entrepreneurship resources and factors.
VII. Support Measures
Focusing on the industrial innovation ecosystem of the host zones, we will pioneer and test institutional innovations to achieve more “flexible” institutional breakthroughs, thereby ensuring the high-quality development of the host zones.
(1) Strengthening Organizational Coordination
Relying on the framework of the Leading Group for the Construction and Promotion of the Key Host Area for the Jiading District Science and Technology Innovation Center, we will be led by the principal leaders of the District Party Committee and District Government. Relevant district government departments, including the District Science and Technology Commission, District Economic Commission, and District Talent Office, as well as sub-districts and towns such as the Jiading Industrial Zone, Juyuan New District, and Xuxing Town, will form a collaborative effort to coordinate and resolve major issues in the work.Establish a new model for regional coordination of industrial development characterized by “industry planning as the guide, data platforms as the foundation, collaboration between district and town levels, efficient resource allocation, and targeted government services.”
(2) Strengthen Resource Coordination
Strengthen resource coordination within the district. Regarding key resources such as land, projects, and talent, explore ways to break through the administrative boundaries of individual towns to promote the rational flow and efficient aggregation of various factors, thereby achieving a synergistic effect where strengths are leveraged and weaknesses are offset.Strengthen resource coordination beyond the district. The host district will establish multidimensional resource coordination and exchange with Jiading District, Shanghai Municipality, and the Yangtze River Delta region, exploring innovative breakthroughs in talent recruitment, fiscal and tax revenue sharing, and technology outposts to create a demonstration and leadership effect. Leverage the multiplier effect of government industrial investment funds to attract various forms of social capital into key projects and science and technology innovation enterprises.
(3) Optimizing the Business Environment
Deepen the reform of “delegating power, streamlining administration, and improving government services,” expand the integrated model combining comprehensive government services, specialized social operations, and market-oriented development, create “one-stop” services for technology enterprises, and promote “one-network-for-all” government services.We will continue to advance reforms in administrative approval procedures for the science and technology innovation sector, improve an efficient and convenient innovation and entrepreneurship service system that integrates online and offline channels, enhance science and technology innovation service capabilities through the online government service hall, strengthen and improve the collaborative intellectual property protection system, enhance comprehensive intellectual property utilization capabilities, and build an international, law-based, and market-oriented business environment.
(4) Improving Public Services
Strengthen the enabling role of science and technology innovation, drive the city’s digital transformation, and comprehensively improve the quality of public services, commercial facilities, and the ecological environment to create a smart living environment conducive to innovation and talent retention.We will improve the quality of public services such as basic education and healthcare, expand the coverage of high-quality public service resources, and build an infrastructure support system that integrates industry and urban development. We will address the difficulty core employees face in enrolling their children in schools by supporting key enterprises and incubation platforms in establishing affiliated kindergartens and elementary schools, enabling scientists and engineers to work with peace of mind in Jiading. Relying on the construction of the Jiading-Minhang Rail Transit Line and the deployment of public service facilities, we will enhance the regional living environment and optimize conditions for both work and residence.
