Implementation Opinions on Promoting the Development of the Life and Health Industry in Jing’an District

To thoroughly implement the “Outline of the 14th Five-Year Plan for National Economic and Social Development and Long-Range Objectives Through 2035 of Jing’an District, Shanghai,” vigorously develop the life and health industry, and foster new drivers of regional economic growth, the following opinions are hereby put forward regarding the promotion of the life and health industry:

I. General Requirements

(1) Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and in accordance with the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth, Fifth, and Sixth Plenary Sessions of the 19th Central Committee, and based on the “Healthy China 2030” Planning Outline and the Action Plan for Promoting High-Quality Development of the Health Industry (2019–2022),in conjunction with the “Several Opinions of the General Office of the Shanghai Municipal People’s Government on Promoting the High-Quality Development of the City’s Biomedical Industry” (Shanghai Municipal Government Office Regulation [2021] No. 5) and the “Several Opinions of the Shanghai Municipal People’s Government on Promoting the High-Quality Development of the City’s Health Service Industry and Accelerating the Construction of a First-Class Medical Center City” (Shanghai Municipal Government Document [2018] No. 25),we will adhere to a people-centered approach, prioritize public health in our development strategy, take supply-side structural reform as the main focus, enrich the supply of health services and products, stimulate innovation and technological advancement in the life and health industry, comprehensively optimize the business environment conducive to the development of the life and health industry, and promote the clustering, integration, specialization, and high-quality development of the life and health industry.

(2) Development Approach

In line with the functional positioning of “International Jing’an, an Outstanding Urban District,” and based on the region’s foundational conditions and resource endowments, we will accelerate the clustering of headquarters and service institutions of leading enterprises in the life and health industry, and elevate the high-end, branded, and international standards of health commerce and distribution as well as medical and health services.vigorously cultivate digital health innovation capabilities, secure a leading position in cutting-edge health technology R&D, and strengthen the support of key resources such as industrial capital, talent, and data. We will strive to build a premier hub for the life and health industry in the central urban area, characterized by a thriving headquarters economy, dynamic commerce and distribution, concentrated capital resources, leading digital health capabilities, and high-end service scenarios.

(3) Development Goals

By 2023, the scale and quality of the regional life and health industry will continue to improve, with its share of the district’s total tax revenue reaching approximately 7%. We aim to have 10 headquarter-based enterprises, and leading and innovative companies in the fields of biopharmaceuticals, medical devices, and health services will accelerate their clustering. A distinctive and competitive layout of the life and health industry will be largely established.

By 2025, the region’s life and health industry tax revenue will account for 8% of the district’s total tax revenue, with industry revenue reaching 100 billion yuan, becoming a key pillar of regional economic development. The number of headquarter-based enterprises will be increased to 12, and a life and health industry cluster commensurate with the status of Shanghai’s central urban area will be largely established, with the industry’s scale and quality ranking among the top in the central urban area.

II. Key Tasks

(1) Building a Life Sciences and Healthcare Industry System with Jing’an Characteristics

Focusing on high-value-added and high-growth segments, we will vigorously cluster high-end segments of the biopharmaceutical, medical device, and health services industrial chains, and guide leading enterprises and innovative companies to concentrate in Jing’an.

Accelerate the clustering of leading enterprises’ headquarters. Aligning with the trends of investment expansion and mergers and acquisitions among leading domestic and international enterprises, vigorously attract investment-oriented and trade-oriented headquarters of leading enterprises in biopharmaceuticals, medical devices, and health products and services. Support headquarters enterprises in establishing functional units such as R&D innovation centers and sales and trade centers, and guide investment-oriented headquarters to concentrate more operational businesses in Jing’an.Encourage high-growth enterprises in domestic pharmaceuticals, medical devices, healthcare services, and health technology sectors to establish business divisions in Jing’an for management and investment, trade settlement, R&D and innovation, and overseas expansion. Encourage leading enterprises to expand their business scale through independent innovation, acquisitions, and mergers. Enhance the development of health-related commerce and distribution. Leveraging the district’s strong business environment and concentrated demand for high-end consumption, we will actively attract the establishment of headquarters for medical device trading and distribution companies, chain retail enterprises, and the sales and trading functions of leading medical device enterprises. We will foster the development of medical device CSO (Contract Sales Organization) services, encourage digital transformation and brand-oriented operations among pharmaceutical and medical retail enterprises, and expand new business formats and models that integrate online and offline channels.Vigorously attract overseas innovative pharmaceuticals, high-end medical devices, and branded health products to enter the Chinese market via Jing’an as a gateway, and support domestic pharmaceutical distribution enterprises in conducting international innovation cooperation to achieve international development. Vigorously expand health technology R&D. Highlight the district’s strengths in data intelligence, and cultivate and attract enterprises engaged in “big data/AI + life sciences” applications across medical imaging, medical robotics, drug R&D, precision medicine, and health management. Foster and strengthen smart healthcare enterprises in areas such as hospital management information systems, smart medical software, and the R&D of wearable and implantable smart health devices.Target cutting-edge sectors of the health industry by introducing a group of high-growth R&D enterprises in biopharmaceuticals, medical devices, and health technology. Support enterprises in extending their operations to high-value segments of the value chain, such as intellectual property creation, headquarters economy development, and core brand building. Encourage the clustering and development of Contract Research Organizations (CROs) for innovative drugs and high-end medical devices in Jing’an. Encourage the development of high-end medical and health services. Guided by the principles of high-end and brand-oriented development, support the rational layout in Jing’an of health service formats—such as chain-based and group-operated health checkups, health management, ophthalmology, and wellness services. Encourage the development of health service institutions including genetic testing, early disease screening, chronic disease management, cell therapy, third-party hemodialysis centers, pathological diagnosis centers, and laboratory and imaging centers.Encourage high-end, chain-based health examination institutions to upgrade into health management service providers. Support leading pharmaceutical and medical device enterprises in expanding from providing high-quality products to offering specialized health services through investment, mergers and acquisitions, and cross-industry cooperation, thereby extending the medical and health service chain. (2) Optimizing the Development Layout of the Life and Health Industry

Building on the “One Axis, Three Belts” development strategy, we will revitalize the resources of the four major functional zones to form a scientifically sound and distinctive industrial layout for the life and health sector.

In the southern area, with a focus on the Nanjing West Road and Suhewan regions, we will build a hub for life and health industry headquarters and commercial distribution. Leveraging the advantages of concentrated high-quality medical resources and a developed business and commercial environment, we will prioritize attracting headquarters of well-known domestic and international enterprises, innovative enterprises, and leading commercial distribution companies in fields such as biopharmaceuticals, medical devices, and health services. This will promote the clustering of professional service institutions in related investment and financing services, information consulting, medical brokerage, and intellectual property services.We will rationally develop international and high-end consumer-oriented medical and health services, supporting the establishment of headquarters and flagship branches in sectors such as high-end specialty clinics and medical aesthetics. Relying on the strengths of key disciplines at public hospitals like Huashan Hospital and East China Hospital, we will support the industrialization of clinical medical research achievements and the development of high-end integrated medical and elderly care services. In the northern area, focus on the Shibei High-Tech Zone and the Daning area to build a hub for scientific and technological innovation in the life and health industry. Leveraging the foundation of the data intelligence industry, accelerate the clustering of innovative headquarters for the biopharmaceutical and health service industries, with a focus on developing health technology innovation fields such as “Internet+Healthcare,” “Big Data+Healthcare,” precision medicine, and “Blockchain+Health Services.” Focusing on the area north of Lingshi Road, establish a key hub for scientific and technological innovation in the life and health industry.Plan and construct the Zoumatang Life and Health Industry Park to cluster innovative enterprises in “Data Intelligence + Healthcare.” Actively attract functional institutions engaged in innovative drug and high-end medical device R&D, cell therapy, and CRO (Contract Research Organization) services. (3) Stimulating Innovation in the Life Sciences and Healthcare Industry

Guided by digitalization and high-end development, we will promote synergy between the life sciences and healthcare industry and the data intelligence industry, strengthen collaboration among innovation resources in industry, academia, research, and healthcare, and introduce and cultivate new technologies, business models, and operational paradigms to stimulate industrial innovation.

Strengthen the synergy of innovation resources. Enhance the level of collaboration within the biopharmaceutical industry chain and promote the construction of major national-level innovation platforms in the biopharmaceutical sector. Promote the application of big data and artificial intelligence technologies in drug R&D, medical imaging, pathological analysis, medical auxiliary diagnosis, disease risk prediction, and health management, and foster a group of exemplary application projects.Support close collaboration among industry, academia, research institutions, and healthcare providers. Explore innovative cooperation mechanisms among local pharmaceutical enterprises, medical service providers, information service providers, and professional service organizations to achieve coordinated development in health technology R&D and application, technology transfer, and business incubation services. Support the distinctive development of life and health industry parks, encourage parks to provide various innovative services such as industrial innovation incubation and medical industry funds, and foster the growth of small and medium-sized enterprises in health technology. Promote the commercialization of research achievements from public hospitals. Support medical institutions and market entities within the district in establishing R&D platforms such as national and municipal engineering research centers and clinical medical research centers. Leveraging the strengths of public hospitals such as Huashan Hospital, East China Hospital, and the 10th People’s Hospital, actively attract clinical medical R&D teams to conduct high-level clinical medical research.Promote enhanced cooperation between public hospitals, pharmaceutical companies, and specialized institutions to build a range of platforms, including innovation infrastructure platforms, translation and application platforms, industry exchange platforms, and public service platforms, thereby supporting the industrialization of clinical research outcomes. Encourage the growth of professional “medical brokerage” service agencies to provide specialized support in areas such as medical service brand development, facilitating multi-site practice for physicians, and intellectual property services. Encourage the establishment of high-end R&D operations. Leverage the benefits of the MAH system (Marketing Authorization Holder system) to strengthen collaborative links with the pharmaceutical and healthcare industries in the Yangtze River Delta region. Subject to compliance with environmental protection requirements in the central urban area, attract highly innovative and high-value-added R&D projects in pharmaceuticals, reagents, and medical devices. Support enterprises in engaging in R&D and innovation for original drugs, novel formulations, and high-end medical devices.Attract and cultivate Contract Research Organizations (CROs) and related professional service institutions in fields such as drug discovery, pharmaceutical research, and clinical research to provide strong support for the commercialization of medical research outcomes and for biomedical and medical device enterprises. Enhance the digitalization of medical institutions. Encourage medical institutions to apply internet information technology to expand the scope and content of medical services, and establish an integrated online-offline medical service model covering pre-treatment, during-treatment, and post-treatment phases. Support healthcare institutions and qualified third-party organizations in establishing internet information platforms to provide services such as telemedicine, online prescriptions, health consultations, and health management. Support the promotion and application of various new technologies and business models within medical service institutions.Support collaborative innovation among medical institutions, pharmaceutical companies, e-commerce platforms, and other market entities to foster new business models and formats in areas such as online medical services and “Internet Plus” pharmaceutical distribution. (IV) Fostering an Ecosystem for the Life and Health Industry

Focusing on key resources such as capital, talent, and data, we will increase support for critical areas and weak links in the life and health industry. We will strengthen the integrated development of sports and fitness, rehabilitation and elderly care, and the life and health industry, and continuously optimize the industrial ecosystem for the life and health sector.

Strengthen financial support for the health sector. Actively develop financial products and services for the life and health industry, including investment funds, financial leasing, and commercial insurance, while encouraging the growth of emerging financial models such as internet-based health insurance, life insurance, and smart claims processing. Establish a multi-tiered industrial investment fund system, enhance cooperation with investment institutions, and guide the implementation of relevant innovative enterprise projects. Support commercial insurance companies in developing diverse, multi-tiered health insurance products to drive traffic and improve efficiency for health service providers. Optimize talent services for the life and health industry. Improve mechanisms for talent recruitment, training, and incentives to create a hub for talent in the life and health industry. Support eligible high-level talents recruited or recommended by key enterprises in applying for various talent development programs. Focusing on industrial development needs, actively recruit international high-tech talents and high-level teams, improve incentive mechanisms for attracting and nurturing innovation and entrepreneurship teams, and provide a favorable entrepreneurial environment for innovators and entrepreneurs.Conduct training for talent in short supply in emerging fields such as health technology and health services to provide strong talent support for the development of the life and health industry. Promote the utilization of healthcare service data resources. Leveraging the Big Data Industrial Base, we will actively explore the establishment of data resource sharing and openness mechanisms in the healthcare sector and promote the conditional opening of public health service data resources. We will strictly regulate the development, mining, and application of big data, steadily advance the opening of health big data, and develop a full industrial chain of health big data resource services. We will strengthen the construction and application of intelligent and informatized platforms for family doctor contract services, gradually integrating broader health data. Promote the integrated development of sports and health and wellness. Support private sector participation in the informatization of home-based elderly care, and guide health and wellness auxiliary products—such as remote health monitoring, smart wearable devices, and remote healthcare services—as well as smart elderly care services into the home-based elderly care market, providing more application scenarios for corporate innovation and development.Promote the development of sports consumption sectors such as sports equipment sales, fitness training, and sports rehabilitation; promote the application of blockchain technology in the sports and health industry; and encourage social forces to develop and operate various sports commercial facilities, professional competitions, and sports venues. Leverage the unique role of traditional Chinese medicine (TCM) in health services, and support the branding and standardized operation of TCM sales and TCM wellness institutions. Foster an environment conducive to the development of the life and health industry. Strengthen coordination with institutions such as the Shanghai Medical Association and the Shanghai Shenkang Hospital Development Center to establish exchange platforms and promote collaborative partnerships among industry resources. Actively attract influential domestic and international medical conferences and events to generate momentum and create a vibrant atmosphere for the district’s life and health industry. Support enterprises in the life and health sector in conducting various forms of social welfare activities to enhance their community integration and influence. III. Support Measures

Improve organizational leadership mechanisms. Leverage the role of the Jing’an District Leading Group for Promoting the Development of the Life and Health Industry, clarify the division of responsibilities and work advancement mechanisms among relevant departments, strengthen coordination and collaboration among all relevant district departments, form a synergistic force for the development of the life and health industry, and ensure the effective implementation of all tasks related to the industry’s development. Streamline and optimize administrative approvals. Closely monitor national healthcare system and medical insurance reforms, and focus on creating a business environment characterized by the rule of law and convenience to stimulate investment and development in the life and health industry. For major biopharmaceutical R&D projects that align with regional industrial policies and environmental protection requirements, provide necessary conveniences and support—such as in project access assessments and the completion of environmental impact assessment procedures—while ensuring full compliance with laws and regulations.In accordance with the work requirements of municipal-level competent authorities, explore ways to optimize approval processes for enterprises handling drug and medical device project approvals to improve approval efficiency. Actively coordinate with municipal initiatives such as the “white list” for pilot biopharmaceutical enterprises and goods to help enterprises enjoy customs clearance conveniences. Make full use of relevant municipal industrial support policies to strengthen support for the development of the life and health industry. Enhance enterprise service levels. Provide “concierge-style” personalized services to enterprises of all types. Strengthen professional training and learning for personnel in industrial and regulatory departments to elevate the professionalism of enterprise services. Actively establish communication platforms between life and health industry enterprises and regulatory authorities, effectively publicize and interpret national policies and regulations, and enhance the relevance and effectiveness of enterprise services. Strengthen industry regulation and oversight. Intensify supervision of medical institutions that violate laws and regulations, and crack down severely on illegal activities such as false advertising and unauthorized operations. Support and guide industry self-regulation, and encourage enterprises to participate in the formulation of relevant industry standards and norms. Strengthen standardized management of medical aesthetics institutions, nursing facilities, and wellness and health care institutions, enhance their integrity and brand awareness, and ensure the healthy and orderly development of the industry.
