Implementation Opinions on Accelerating the Development of the Intelligent Software Industry in Putuo District
To thoroughly implement Shanghai’s strategic plans for advancing new infrastructure construction and promoting the development of the online new economy, and to further implement the requirements of the “Shanghai Action Plan for Advancing New Infrastructure Construction (2020–2022),” the “Shanghai Action Plan for Promoting the Development of the Online New Economy (2020–2022),”and the "Three-Year Action Plan for Promoting Industrial Internet Innovation and Upgrading through the 'Industrial Empowerment of Shanghai' Initiative (2020–2022)," and to intensify efforts to attract and cultivate major projects in the intelligent software industry that embody the characteristics of "new digital infrastructure" and the "online new economy," as well as to accelerate the clustering and development of upstream and downstream enterprises along the industrial chain in Putuo, these Implementation Opinions are formulated in accordance with the industrial characteristics of Putuo District.
I. Eligible Entities
These guidelines apply to enterprises and institutions that are registered with the Putuo District Administration for Industry and Commerce and Taxation, possess independent legal person status, have a good credit record, and align with the development orientation of the intelligent software industry.
II. Scope of Support
Focusing on the development of automation, digitization, networking, and intelligentization, and centering on areas such as artificial intelligence, big data, cloud computing, online gaming, industrial internet and information security, smart manufacturing, and robotics, this policy encourages market entities to engage in hardware and software R&D and design, system integration, and scenario-based applications. It aims to promote technological innovation among enterprises in relevant fields, foster the development of industrial clusters, enhance the capabilities of industrial parks, build a favorable business ecosystem, and accelerate the industrialization of scientific and technological innovation achievements.
III. Support Methods
(1) Support for Industrial Cluster Development. For enterprises newly introduced or established in this district that play a significant role in driving and supporting regional industrial development and whose contribution to the region reaches a certain scale, a one-time startup subsidy of up to 5 million yuan will be granted upon approval, disbursed over three years.
(2) Reducing Enterprise Operating Costs. For newly introduced or newly established enterprises in relevant fields that make significant contributions to the region, upon verification, support will be provided based on the actual leased area used for business operations: up to 50% of the rent in the first year, and up to 30% of the rent in the second and third years. The annual subsidy amount shall not exceed 1 million yuan, and the support period shall not exceed three years.
(3) Support for Independent R&D and Commercialization. Enterprises are encouraged to invest in independent R&D. For technology R&D projects aligned with industrial priorities, or for collaborative projects on the commercialization of international scientific and technological achievements—conducted by recruiting world-class scientists or innovation teams—that achieve tangible results, a grant of up to 3 million yuan may be provided, subject to approval, based on a ratio of up to 30% of the project’s total self-raised investment.
(4) Support for Enterprise Capacity Enhancement. Enterprises that obtain qualifications or certifications that promote capacity enhancement—such as Class A Qualification for Classified Information System Integration, CS4 Level or higher in Information System Construction and Service Capability Assessment, Level 2 or higher in Information Technology Service Operation and Maintenance Capability Maturity, CMMI Level 3 or higher, ICP License, Internet Publishing License, or Online Audio-Visual Business License—may, upon verification, receive a one-time grant of up to 200,000 yuan;Online game enterprises that have obtained a game version number, have filed with the Ministry of Culture, and have launched online game products and services into operation may, upon verification, receive a one-time grant of up to 50,000 yuan.
(5) Encouraging Major Technological Breakthroughs. For products or software systems that are verified to possess independent intellectual property rights and are the first of their kind domestically in relevant fields (including the first unit or set of equipment, or the first software system), a grant of up to 30% of the sales amount of the first unit or set, not exceeding 5 million yuan, may be provided; for those receiving policy support as the first unit or set at the national or Shanghai municipal level, appropriate financial support of up to 5 million yuan will be provided.
(6) Support the development of science and technology R&D platforms. For national or Shanghai-level science and technology R&D platforms that carry out industry-university-research cooperation projects to enhance innovation capabilities and achieve certain results, upon verification, support may be provided at a rate of up to 30% of the actual payment amount, with the cumulative annual funding for the same entity not exceeding 1 million yuan.
(7) Support for the development of specialized institutions. For newly introduced or newly established non-profit institutions in relevant industrial sectors—such as industry associations, enterprise alliances, and talent training bases—that demonstrate an industrial driving and exemplary effect and promote the development of industrial clusters, funding of up to 1 million yuan may be provided upon approval.
(8) Support for the Development of Science and Technology Hubs. For specialized parks in relevant fields that have been officially recognized by national or Shanghai municipal industrial authorities, upon verification, funding for park infrastructure development may be provided at a rate of up to 30% of the total investment, with a maximum of 2 million yuan and 1 million yuan, respectively.
(9) Support for Product Experience and Exhibition. Enterprises or institutions that lease premises within the district to establish product experience centers or exhibition centers in relevant fields may, upon approval, receive a one-time grant of up to 2 million yuan, covering up to 50% of actual expenditures such as rent for self-used space and exhibition design and construction costs.
(10) Support for fostering an industrial ecosystem. For entities that organize or host influential summits, forums, exhibitions, or expositions in relevant fields—provided such events demonstrate a leading and exemplary effect and promote regional industrial clustering—upon approval, funding of up to 50% of the total investment, with a maximum of 1 million yuan, may be provided.For participation in influential industry-related summits, forums, exhibitions, and similar events, upon approval, participating entities may receive a subsidy of up to 50% of the actual expenses incurred for registration fees, booth fees, and setup costs per event, with a maximum subsidy of 200,000 yuan.
(11) Major projects recognized by the District Investment Promotion Leading Group as having a leading and driving role in industrial development may, upon approval, receive a certain amount of financial support.
IV. Implementation and Management
(1) The District Science and Technology Commission shall formulate implementation procedures and detailed rules based on these guidelines and carry out project review, monitoring, and evaluation. If provisions of this policy overlap with other policies established by Shanghai Municipality or Putuo District, support shall be provided in accordance with the principle of “choosing the higher amount without duplication.”
(2) The investment promotion centers in each key area shall be responsible for providing services to applicant entities, including assistance with project applications and formal reviews. After the District Science and Technology Commission completes the project review, these centers shall respond to the applicant entities and cooperate with the District Science and Technology Commission to ensure effective project management and service delivery.
(3) The District Finance Bureau shall be responsible for preparing the special fund budget for the implementation of these guidelines in the following year, executing the disbursement of relevant support funds in accordance with established procedures, and, in conjunction with the audit department, supervising and managing the use and administration of the special funds throughout the project.
(4) This Opinion shall be subject to performance evaluation management in accordance with the “Putuo District Industrial Policy Performance Evaluation Management Measures.”
V. Supplementary Provisions
(1) The total amount of various rewards, grants, and other support funds received by eligible entities under this district’s policies shall, in principle, be limited to the regional contribution achieved during the policy support period. For enterprises that have been operating in the district for more than three years and are applying for project funds under this Opinion, their regional contribution shall serve as a reference for determining support eligibility.
(2) Full-process credit management shall be implemented for industrial special funds. Enterprises or institutions applying for support under this policy shall undergo a credit review; those with serious acts of bad faith or illegal conduct within the past three years shall have their eligibility revoked. If an enterprise or institution engages in acts of bad faith while receiving support, and such acts are verified, the information shall be reported to the municipal and district public credit information service platforms in accordance with relevant regulations.Should beneficiaries be found to have engaged in illegal or non-compliant acts, such as fabricating information or fraudulently obtaining support funds, all support funds will be immediately revoked and recovered, and relevant parties will be held legally accountable.
(3) These guidelines shall take effect on January 1, 2022, and remain valid until December 31, 2024.
