Original Title: Measures for the Establishment, Recognition, and Development Support of Specialized Industrial Parks (Platforms) in Qingpu District

Pursuant to the “Several Opinions on Promoting the Efficient Allocation of Resources and Driving High-Quality Industrial Development in the Municipality” (Shanghai Municipal Government Document [2018] No. 41), the “Several Policy Measures on Accelerating the Construction of Specialized Industrial Parks and Promoting Industrial Investment” (Shanghai Municipal Government Office Document [2020] No. 31),the “Shanghai Action Plan for Promoting the Development of the New Online Economy (2020–2022)” (Shanghai Municipal Government Office Document [2020] No. 1), and the “Guiding Opinions on Promoting the Development of Functional Zones for the City’s Productive Service Industries” (Shanghai Municipal Commission of Economy and Information Technology Standard [2020] No. 10), and in order to accelerate the construction and development of special industrial parks (platforms) in Qingpu District, these Measures are formulated in accordance with the actual conditions of our district.

I. Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will adhere to supply-side structural reform as the main thread, give full play to the decisive role of the market in resource allocation, better leverage the role of the government, uphold the principle of “judging success by four criteria,” fully implement the promotion of Shanghai’s “Four Major Brands,” make significant strides in Qingpu’s distinctive industries, encourage the revitalization of existing resources, promote the efficient allocation of resources, focus on improving economic density and input-output efficiency, accelerate the development of distinctive industrial clusters, drive high-quality industrial development, and expedite the construction of the “Yangtze River Delta Digital Backbone.”

II. Development Objectives

By cultivating and developing distinctive industrial parks (platforms), we will make significant strides in distinctive industries, comprehensively establish the Qingpu distinctive industrial brand, and focus on enhancing the scale, quality, and influence of Qingpu’s distinctive industries. We will accelerate the formation of a group of brand-name industrial clusters characterized by rational spatial layout, distinct industrial features, comprehensive supporting functions, and strong overall competitiveness.

III. Industrial Positioning

In line with Qingpu District’s “Three Major, Two High, and One Distinctive” leading industries and the industrial positioning outlined in the *Shanghai Industrial Map* for Qingpu District, the plan prioritizes the development of strategic emerging industries, advanced manufacturing, production-oriented services, service-oriented manufacturing, as well as headquarters economy, digital economy, and online new economy. It focuses on the core segments of industrial chains and high-end segments of value chains, while encouraging the development of new technologies, new business formats, and new models.

IV. Categorized Development

District-level specialty industrial parks (platforms) are categorized into “establishment” and “recognition” types, generally proceeding in the order of establishment followed by recognition. For newly established parks (platforms), they are encouraged to apply for designation as district-level specialty industrial parks (platforms), carry out investment promotion, foster industrial clustering, and create conditions for subsequent recognition; parks (platforms) that meet the recognition criteria may apply directly for designation as district-level specialty industrial parks (platforms).

(1) Establishment Criteria

Entities meeting the following criteria may apply to establish a district-level specialty industrial park (platform):

1. The industries within the specialized industrial park (platform) must align with policy directions, have a clear positioning, and possess distinct characteristics; the number of specialized industrial categories generally should not exceed three. The primary industrial functions should focus on R&D, design, corporate headquarters, high-end manufacturing, quality manufacturing, and service-oriented manufacturing.

2. Specialized industrial parks must have clearly defined boundaries, with a land area generally not less than 50 mu; specialized industrial platforms may be industrial buildings, with a floor area generally not less than 10,000 square meters.

3. The land and its structures must be legally compliant, possess complete functional and construction plans, and conform to the local master land use plan, control detailed plan, and industrial development plan. Building structures must meet relevant construction standards, and the architectural appearance should harmonize with the urban architectural style, industrial character, and surrounding environment.

4. The facility must meet the basic conditions for corporate occupancy, providing a working environment, supporting facilities, and service functions suitable for business development. It must feature comprehensive environmental infrastructure and convenient transportation access, and comply with relevant regulations regarding fire safety, security, energy conservation, and environmental protection.

5. The operating and management entity must be legally registered, licensed, and tax-compliant in Qingpu District, possess successful experience in industrial park planning, construction, operation, and management, and enjoy a strong industry reputation and brand influence; entities that own a trademark or brand for industrial park operations, or have been recognized as a “Public Service Platform,” will receive additional points in the evaluation.

6. Develop a detailed park (platform) establishment plan, including clear milestones and implementation measures; have secured registered tenants or signed letters of intent with representative enterprises: no fewer than 3 for parks focused on advanced manufacturing, and no fewer than 10 for parks (platforms) focused on production-oriented services.

7. Other requirements set by district-level industrial departments.

(II) Recognition Criteria

Industrial parks (platforms) that have completed development or meet the following conditions may apply for recognition as district-level characteristic industrial parks (platforms):

1. The park (platform) has been completed, with an enterprise occupancy rate of 50% or higher and a tax collection rate of 80%.

2. Enterprises in the specialty industry sector account for at least 60% of the total number of enterprises in the park (platform), and there are 2–3 leading enterprises in the dominant industry sector.

3. The operating revenue (output value) of enterprises in the specialty industry category accounts for at least 50% of the total operating revenue (output value) of all enterprises in the park (platform).

4. Tax revenue from enterprises in the specialty industry sectors accounts for more than 50% of the total tax revenue of all enterprises in the park (platform), and the park’s (platform’s) tax revenue per mu should reach the average level of Shanghai’s development zones in the previous year.

5. Bonus points will be awarded if the operating entity owns a trademark or brand related to industrial park operations, or has been recognized as a “public service platform,” and if tenant enterprises have received special funds for industrial development, technological innovation, intellectual property, quality, and branding.

6. An information management platform for park operations has been established or is under construction;

7. Other requirements set by district-level industrial departments.

(III) Park Name

The park’s name shall reflect its industrial characteristics, giving priority to terms such as the trade name and registered trademarks of the operating entity. It must comply with laws and regulations, uphold integrity and good faith, and must not infringe upon the legitimate rights and interests of others.

V. Development Support

(I) Registration Support

1. Support is provided for the revitalization of existing industrial land to build specialty industrial parks (platforms) that attract and register production-oriented service enterprises; the registration of other service enterprises shall comply with relevant policy provisions.

2. Based on the needs of tenant enterprises, support will be provided to specialized industrial parks (platforms) for the introduction and registration of supporting businesses for commercial and daily living services. The proportion of supporting businesses for daily living services, calculated based on floor area, shall not exceed 15%. The registration and operation of such enterprises must comply with the requirements of the relevant industry management departments.

(2) Financial Support

1. Support for Establishment and Recognition

(1) District-Level Establishment and Recognition Support. For the successful establishment of a district-level specialized industrial park (platform), a grant of 300,000 yuan will be provided; for those that have undergone the establishment process and are subsequently recognized as district-level specialized industrial parks (platforms), an additional grant of 300,000 yuan will be provided. For those directly recognized as district-level specialized industrial parks (platforms), a one-time grant of 600,000 yuan will be provided.

(2) Support for Municipal and National-Level Recognition. For district-level specialty industrial parks (platforms) that are upgraded and successfully recognized as municipal-level specialty industrial parks, an additional 400,000 yuan will be provided. For municipal-level specialty industrial parks that are upgraded and successfully recognized as national-level specialty industrial parks, an additional 1,000,000 yuan will be provided. For those directly recognized as municipal-level specialty industrial parks, a one-time grant of 1,000,000 yuan will be provided.For those directly designated as national-level specialty industrial parks, a one-time subsidy of 2 million yuan will be provided.

2. Operational Support

(1) Initial Application. For parks (platforms) that have been in operation for at least one year and have generated local annual tax revenue of 50 million yuan when applying for the first time: if the tax revenue does not exceed 100 million yuan, support will be provided at a rate of 1% of the tax revenue; if the tax revenue exceeds 100 million yuan, the portion up to 100 million yuan will be supported at a rate of 1% of the tax revenue, and the portion exceeding 100 million yuan will be supported in accordance with the “Subsequent Application” provisions.

(2) Subsequent Applications. For parks (platforms) where local annual tax revenue reaches 50 million yuan and the year-over-year increase exceeds 10% or 10 million yuan compared to the previous application year, a certain percentage of support will be provided for the incremental portion: for the portion of the increment not exceeding 100 million yuan, the support rate is 1%; for the portion exceeding 100 million yuan, the support rate is 1.1%;for the portion of the increase exceeding the 200 million yuan threshold, the support ratio is 1.2%; for the portion exceeding the 300 million yuan threshold, the support ratio is 1.3%; and so on, with the maximum support ratio being 2%.

3. Digital Empowerment Support

Support will be provided for the construction and operation of information management platforms in specialty industrial parks to enhance park management capabilities and standards. Support will be granted at 50% of the project’s approved contract value or investment amount, with a maximum of 500,000 yuan.

Recognition and operational support funds will be disbursed in a single installment or in two installments, depending on budgetary arrangements. These funds are primarily intended for investment promotion, tax-rent linkage, and the improvement of supporting service facilities in specialty industrial parks (platforms). If a single enterprise receives similar recognitions from different departments, the principle of “choosing the higher amount” and “making up the difference without duplication” shall apply;Operational support funds shall not be claimed concurrently with rewards for Top 100 platforms (enterprises) or other similar district-level support programs; the principles of “choosing the higher amount” and “supplementing the difference without duplication” shall apply.

VI. Management Mechanism

(1) Review Body

The Qingpu District Specialized Industrial Park (Platform) Establishment, Recognition, and Support Review Panel (hereinafter referred to as the “Review Panel”) is established to conduct joint reviews for the establishment and recognition of specialized industrial parks (platforms). Member units include 12 departments: the District Economic Commission, District Development and Reform Commission, District Commerce Commission, District Science and Technology Commission, District Culture and Tourism Bureau, District Planning and Natural Resources Bureau, District Housing Administration Bureau, District Market Regulation Bureau, District Ecology and Environment Bureau, District Finance Bureau, District Tax Bureau, and District Bureau of Statistics.An Office of the Review Panel shall be established under the District Economic Commission.

(2) Application Process

Applications for the establishment and recognition of Specialized Industrial Parks (Platforms) shall follow the process of “recommendation by sub-districts/towns (or district-affiliated companies), preliminary review by the District Economic Commission, joint review by the Review Panel, and issuance of official documents and授牌.” Applications for support funds for Specialized Industrial Parks (Platforms) shall follow the process of “recommendation by sub-districts/towns (or district-affiliated companies), preliminary review by the District Economic Commission, joint review by the Review Panel, deliberation and approval at a meeting of the District Industrial Promotion Office, and issuance of official documents and disbursement of funds.”The joint review involves inviting relevant industry experts to evaluate and score the applications; specific application requirements shall be subject to the annual application guidelines and review notices. Depending on the actual circumstances of the applied projects, the joint review panel may expand the scope of member units or departments from which opinions and suggestions are solicited.

(3) Industry Supervision

A reporting mechanism for Specialized Industrial Parks (Platforms) shall be established. Each Specialized Industrial Park (Platform) shall designate a contact person to submit the “Qingpu District Specialized Industrial Park (Platform) Construction and Development Information Form (Quarterly Report)” to the Qingpu District Economic Commission on a quarterly basis, and shall report information related to the construction of the park (platform) in accordance with the work requirements of municipal and district departments.The relevant sub-district or town (or district-affiliated company) shall sign an industrial supervision agreement with the management entity of the park (platform) to strengthen the park’s (platform’s) investment promotion and operational management.

(4) Performance Evaluation

The establishment period for specialized industrial parks (platforms) is three years. Annual performance evaluations of the construction of specialized industrial parks (platforms) will be conducted. Parks (platforms) that fail to meet evaluation standards will be granted a two-year “rectification period.” Upon expiration of this period, a comprehensive re-evaluation will be conducted; those that still fail to meet standards will be “delisted.”For “delisted” parks (platforms), upon recommendation and approval by the relevant sub-district or town (or district-affiliated company), they may be permitted to introduce an outstanding park management entity and reapply for establishment or recognition after two years; alternatively, differentiated revitalization measures such as government land acquisition or property (equity) transactions may be implemented. Explore the establishment of a star-rating evaluation and listing system, implement a park “upgrade” plan, and enhance the parks’ distinctiveness, sense of honor, and brand influence.

VII. Other Matters

1. If there are changes to the name, industrial positioning, geographical scope, or management entity of a district-level specialty industrial park (platform), a new application must be submitted.

2. To support the development of industries related to rural revitalization, appropriate reductions in standards may be granted for applications to establish special industrial parks; in accordance with the “case-by-case” principle, platform-based enterprises that align with industrial guidelines, promote industrial clustering, and make outstanding economic contributions may, upon review, be awarded the honorary title of “Qingpu District Special Industrial Platform,” though they will not be eligible for the relevant development support policies under these Measures.

3. These Measures shall be interpreted by the Qingpu District Economic Commission.

4. These Measures shall take effect on January 1, 2021, and remain valid until December 31, 2025.
