Original Title: Notice on the Issuance of the "Implementation Opinions on Accelerating the Development of the Life and Health Industry in Putuo District"

To implement the guiding principles of the “Healthy China 2030” Planning Outlinethe "Several Opinions on Promoting the High-Quality Development of the City’s Biomedical Industry," and the "Putuo District Life and Health Industry 14th Five-Year Development Plan," and in accordance with the work arrangements of the District Party Committee and District Government, this document is formulated to proactively seize opportunities for the development of the life and health sector, accelerate the high-quality development of Putuo District’s life and health industry, and strive to build a life and health headquarters base, a high-end medical innovation center, a pharmaceutical resource allocation center, and a digital medical service center that is rooted in Shanghai, radiates throughout the Yangtze River Delta, and faces the international community, taking into account the actual conditions of the district.

I. Eligible Entities

These Opinions primarily support enterprises in the life and health sector—as well as related supporting service enterprises—that are registered with the Putuo District industrial, commercial, and tax authorities, possess independent legal person status, have a good credit record, and align with the district’s industrial orientation. They also support life and health industry projects that have been identified by the relevant district departments as eligible for support and are implemented within the district.

II. Support Measures

(1) Supporting the Scaled Development of Enterprises

1. Encouraging the Establishment of High-Quality Enterprises. For high-quality enterprises newly introduced to the district’s key life sciences and health parks that play a significant role in driving and supporting regional industrial development and whose contribution to the region reaches a certain scale, a startup subsidy of up to 5 million yuan will be provided upon approval, disbursed over three years.High-quality enterprises newly established in the district’s key parks will receive rent subsidies of up to 50%, with an annual subsidy per enterprise not exceeding 1 million yuan, for a maximum duration of three years. For newly introduced enterprises that purchase office space for their own use within the district, a subsidy of 1.5% of the purchase price will be provided, with a total amount not exceeding 3 million yuan, disbursed over three years. Rent and purchase subsidies cannot be claimed concurrently.

2. Encouraging the clustering of R&D and innovation-oriented enterprises. For newly introduced key R&D and innovation-oriented enterprises, such as Contract Research Organizations (CROs) and Contract Manufacturing Organizations (CMOs, CDMOs), upon certification, a one-time grant of up to 30% of their R&D expenses over the two years following their introduction will be provided, with a maximum support of 5 million yuan.

3. Support for the Scalable Development of Enterprises. Innovative life sciences and healthcare enterprises whose annual main business revenue exceeds 100 million yuan, 500 million yuan, 1 billion yuan, 3 billion yuan, or 5 billion yuan for the first time will be awarded 200,000 yuan, 500,000 yuan, 1 million yuan, 2 million yuan, or 3 million yuan, respectively.

(II) Supporting the Innovative Development of Enterprises

4. Support for the Construction of R&D Service Platforms. Enterprises are encouraged to establish functional R&D service platforms, such as laboratories, within the district. Upon certification, a one-time grant of up to 2 million yuan will be provided.

5. Support for the Open Sharing of R&D Service Platforms. We encourage functional R&D service platforms, such as laboratories, within the district to provide specialized life sciences and health R&D and production services to local enterprises. Funding will be provided at 10% of the verified actual service value, with an annual cap of 3 million yuan.

6. Support for Medical Device R&D and Market Launch. For medical device products that have entered the national or municipal special review procedure for innovative medical devices, or for products that have entered such procedures, obtained their first medical device registration certificate, and are manufactured within the district, and have been approved for funding by relevant municipal departments, matching support will be provided up to 50% of the municipal funding amount, with a maximum annual cumulative amount of 3 million yuan per enterprise.

(III) Supporting Collaborative Development of Enterprises

7. Incentivizing Industry-Academia-Research-Medical Collaboration and Technology Transfer. Enterprises are encouraged to collaborate with universities, hospitals, and research institutes to tackle key technological R&D challenges. Upon verification, a grant of up to 30% of the project’s R&D investment will be provided, with a maximum of 3 million yuan. Support will also be provided for enterprises to commercialize scientific and technological achievements from universities and research institutes; upon verification, a grant of up to 30% of the project investment will be provided, with a maximum of 3 million yuan.

8. Promote the implementation of pilot programs for Marketing Authorization Holders (MAHs) of pharmaceuticals and Medical Device Registrants. Entities that obtain MAH or Medical Device Registrant status (and do not have a production base in this district) will be awarded a bonus of up to 1% of the new sales revenue generated by the declared product compared to the previous year, with a maximum of 3 million yuan.For entities within the district that have been authorized by a drug marketing authorization holder or medical device registrant to engage in contract manufacturing (and have no investment relationship with the holder), a reward of up to 0.5% of the increase in output value for that product compared to the previous year will be provided, with a maximum of 2 million yuan.

9. Encourage local enterprises to bring innovative products and services to market. Key hospitals and pharmaceutical wholesale and retail institutions in the district will receive funding of up to 10% of the procurement value for the first purchase of innovative drugs and medical devices launched within the district within the past two years, with a maximum of 1 million yuan. Manufacturers of first-purchase products will receive support of up to 80% of their insurance premiums, with a maximum of 500,000 yuan.

10. Accelerate the development of “smart healthcare.” Support the integration of biomedicine with next-generation information technologies such as big data, cloud computing, and artificial intelligence. For approved projects, support will be provided through a post-grant funding mechanism, covering up to 30% of the project’s R&D investment, with a maximum of 2 million yuan.

(IV) Supporting the Internationalization of Enterprises

11. Support the internationalization of enterprises.For biopharmaceutical enterprises that have obtained international Good Manufacturing Practice (GMP) certifications from the FDA, EMEA, WHO, or similar bodies; or that have received FDA Breakthrough Therapy (BT) or Regenerative Medicine Advanced Therapy (RMAT) designations for new drug research, or EMA Priority Medicines (PRIME) designation, a district-level funding match of up to 1:1 (not exceeding 1 million yuan) will be provided upon approval of a project under the Zhangjiang National Independent Innovation Demonstration Zone Special Development Fund.

12. Encourage enterprises to organize or participate in international forums and exhibitions. Enterprises are encouraged to host high-level, specialized, and international forums and other events with significant influence within the district. Upon approval by relevant authorities, a subsidy of up to 50% of the actual expenses incurred, not exceeding 1 million yuan, may be provided. Support is also provided for enterprises participating in internationally renowned exhibitions; upon verification, a subsidy of up to 50% of the actual expenses incurred for registration fees, booth fees, and promotional expenses, not exceeding 200,000 yuan, may be provided.

(V) Optimizing the Industrial Development Environment

13. Provide a fast-track for administrative approvals. Establish and improve a support mechanism for high-quality enterprises, offering comprehensive support and services during registration and approval processes, and implementing “one-on-one” full-process assistance for the approval procedures of major industrial projects.

14. Support green development. Support and guide life sciences and health R&D projects in completing environmental impact assessment (EIA) procedures. For micro, small, and incubator-type biopharmaceutical R&D projects, upon obtaining EIA approval and completing acceptance filing, provide support equivalent to 50% of the EIA service fees, up to a maximum of 50,000 yuan.

15. Actively leverage the role of the District Industrial Innovation and Development Guidance Fund. Through collaboration between the Guidance Fund and social capital, attract various financial institutions and social capital to support the development of life sciences and health enterprises within the district, and guide the sub-funds under its portfolio to actively introduce high-quality life sciences and health projects into the district.

(VI) Optimizing the Talent Development Environment

16. Support talent development and cultivation. Provide district-level financial support to high-level talent in the life sciences and health sector who have been selected for municipal-level or higher talent programs, or recognized as Putuo District Outstanding Talent, Leading Talent, Top-tier Talent, or Young Elite Talent.

17. Support Applications for Talent Programs. Actively recommend high-level talent in the life sciences and health sector to apply for various national and Shanghai municipal talent programs. Encourage and support outstanding talent with exceptional professional capabilities and broad development potential to apply for district-level talent programs, and increase support for talent in areas such as scientific research and innovation, as well as team building.

18. Strengthen support for talent residency services. Increase publicity and support for direct residency policies targeting returnees from overseas studies, recent college graduates, and young talents in the life sciences and health sector. Priority will be given to talent recruitment and residency for outstanding individuals who have made significant contributions to technological innovation, industrial upgrading, and economic growth in this sector.

(VII) Other Measures

19. Support the development of innovation and entrepreneurship platforms. Support universities, hospitals, and research institutes in guiding the clustering of innovative enterprises and establishing innovation and entrepreneurship platforms; provide appropriate incentives to the operating entities based on their performance.

20. Major projects recognized by the District Investment Promotion Leading Group as having a leading and driving role in the development of the life sciences and health industry will be granted financial assistance upon approval.

III. Implementation and Management

1. The District Commerce Commission, in conjunction with relevant district departments, shall formulate implementation procedures and detailed rules based on these guidelines to carry out project review, monitoring, and evaluation. If provisions of this policy overlap with other policies established by Shanghai Municipality or Putuo District, support shall be provided in accordance with the principle of “choosing the higher benefit without duplication.”

2. The investment promotion centers in each key area shall be responsible for providing services to applicant entities, including assistance with project applications and formal reviews. After the policy-implementing department completes the project review, these centers shall respond to the applicant entities and cooperate with the implementing department to carry out project management services.

3. The District Finance Bureau shall be responsible for preparing the special fund budget for the implementation of these guidelines in the following year, for disbursing relevant support funds in accordance with established procedures, and for supervising and managing the use of special funds in collaboration with the audit department throughout the project process.

4. This Opinion shall be subject to performance evaluation management in accordance with the “Putuo District Industrial Policy Performance Evaluation Management Measures.”

IV. Supplementary Provisions

1. The total amount of various rewards, grants, and other support funds received by eligible entities under this district’s policies shall, in principle, be limited to the regional contribution achieved during the policy support period. For enterprises that have been operating in the district for more than three years and are applying for project funds under this Opinion, their regional contribution shall serve as a reference for determining support eligibility.

2. Full-process credit management shall be implemented for industrial special funds. Enterprises or institutions applying for support under this policy shall undergo a credit review; those with serious acts of bad faith or illegal conduct within the past three years shall have their eligibility revoked. If an enterprise or institution engages in acts of bad faith while receiving support, and such acts are verified, the information shall be reported to the municipal and district public credit information service platforms in accordance with relevant regulations.Should beneficiaries be found to have engaged in illegal or non-compliant acts, such as fabricating information or fraudulently obtaining support funds, all support funds will be immediately revoked and recovered, and relevant parties will be held legally accountable.

3. These Guidelines shall take effect on October 28, 2021, and remain valid until December 31, 2024. The “Implementation Guidelines for Accelerating the Development of the Life and Health Industry in Putuo District (Trial)” (Putuo Commerce Standard [2021] No. 1) is hereby repealed.
