The 14th Five-Year Plan period is a crucial five-year span for strengthening innovation-driven development and achieving new results in promoting high-quality development.To thoroughly implement the spirit of General Secretary Xi Jinping’s important speech during his inspection of Shanghai, further enhance Changning District’s capacity and contribution to the construction of Shanghai’s Science and Technology Innovation Center, fully leverage the vital role of the Changning Sub-Park of the Zhangjiang High-Tech Industrial Development Zone (hereinafter referred to as “Changning Sub-Park”) in promoting the integrated development of science, technology, and the economy, and actively fulfill the historic mission of serving as the main battlefield for the construction of Shanghai’s Science and Technology Innovation Center, in accordance with the State Council’s “Several Opinions on Promoting the High-Quality Development of National High-Tech Industrial Development Zones” (Guofa [2020] No. 7),the Shanghai Municipal Committee of the Communist Party of China and the Shanghai Municipal People’s Government’s “Several Opinions on Further Deepening the Construction of the Science and Technology Innovation Center” (Shangwei Fa [2020] No. 17), and the “Outline of the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through 2035 of Changning District,” this plan is formulated.
I. Development Foundation and Current Situation
(1) Development Foundation
During the 13th Five-Year Plan period, Changning Park, in accordance with the development requirements of Changning District and the Zhangjiang High-Tech Zone, thoroughly implemented the innovation-driven development strategy, accelerated the enhancement of scientific and technological innovation capabilities, and comprehensively improved the park’s development level and core competitiveness, thereby providing strong support for Shanghai’s efforts to build a science and technology innovation center with global influence.
1. Steady Growth in the Park’s Economic Strength
The park’s economic development has shown an overall positive trend. As of 2020, a cumulative total of 9,762 enterprises had settled in the park, among which enterprises above a certain scale achieved operating revenues of 153.363 billion yuan and tax revenues of 9.17 billion yuan.
Coordinated development across zones has driven high-quality growth. Covering a total area of approximately 10.2 square kilometers, the Changning Park leverages the layout characteristics of urban facilities and the transportation convenience provided by Metro Line 2—which connects Changning’s major core functional zones—to form a coordinated development pattern comprising the Zhongshan Park area in the east, the Hongqiao area in the center, and the Lin’gang area in the west.Key industries with “Changning characteristics”—such as aviation services, “Internet+lifestyle services,” fashion and creative industries, artificial intelligence, financial services, and life sciences—have maintained strong growth momentum.
2. Comprehensive Development of Six Key Industries
In accordance with the district’s industrial development guidelines, the Changning Park has achieved comprehensive development across its six key industries under the “3+3” framework.
The aviation services sector, anchored by Hongqiao International Airport, has attracted five base airlines—accounting for 60% of Shanghai’s total base airlines—and, centered around the East China Regional Administration of Civil Aviation, the East China Air Traffic Control Bureau, Shanghai Airport (Group) Co., Ltd.,China National Aviation Fuel Group East China Branch, and other entities, the sector has gathered over 100 key enterprises engaged in aviation management, aircraft sales, passenger transport, cargo transport, aircraft maintenance, aviation support, general aviation services, and ticket distribution, driving nearly 1,000 other peripheral aviation service enterprises.
The “Internet Plus Lifestyle Services” sector has seized the opportunity presented by Changning District’s establishment as the nation’s first Market Supervision and Service Demonstration Zone and Shanghai’s first “Internet Plus Lifestyle Services” Innovation Pilot Zone to continuously attract high-quality enterprises and highlight its leading position.The number of internet enterprises based on information and network technology continues to grow. Three companies, including Pinduoduo, were ranked among the top 20 on the Ministry of Industry and Information Technology’s 2019 “Top 100 Chinese Internet Enterprises” list, while nine “Internet Plus” lifestyle service enterprises—including UnionPay Electronic, Staples, and China Eastern Airlines E-Commerce—were designated as Shanghai E-commerce Model Enterprises for the 2018–2019 period.
The fashion and creative industries, supported by industry leaders such as Focus Media, Starry Culture, iQIYI, Fan Deng Reading Club, Jiamian Information, and MoCan Network Technology, have driven the continuous growth and strengthening of sub-sectors including film and television services, online reading, and animation and gaming. This has also spurred the clustering and development of new cultural and entertainment formats such as digital publishing, smart broadcasting, online literature, and online fitness.
The artificial intelligence industry, with innovative theme buildings such as Huawei-China Unicom, Bingu Tower, and New Micro Intelligence Valley serving as landmark platforms, has cultivated and attracted over 200 AI enterprises. This has fostered an industrial ecosystem centered on iFlytek as a benchmark, featuring “unicorn” companies like DeepBlue Technology and XJ Technology, and gathering numerous high-growth enterprises such as Xiandou Technology and Leyuan Technology. The visibility of the “Hongqiao Intelligence Valley” brand continues to rise.The contribution of AI enterprises to the regional economy has continued to grow, even defying the downturn during the COVID-19 pandemic; their innovative achievements have been outstanding and have been extensively integrated into the construction of smart urban districts.
The financial services sector, leveraging the Changning Financial Park and the West Suburb International Financial Industrial Park, has introduced or established angel investment, venture capital, and private equity funds. By leveraging the guiding role of government investment funds, it has attracted social capital to invest in high-quality enterprises within the district, continuously accumulating financial service resources and further optimizing the financial services landscape.
Driven by information technologies such as big data and the internet, the life sciences and healthcare industry has seen the gradual implementation of projects like smart healthcare and online medical services. During the COVID-19 pandemic, these initiatives further strengthened public health defenses and enhanced the convenience and satisfaction of residents seeking medical care and medication.
3. Accelerated Aggregation of Innovation and Entrepreneurship Factors
Changning Park has strengthened policy guidance for innovation and entrepreneurship, accelerating the aggregation of various innovation and entrepreneurship elements.
Technology enterprises are thriving. As of 2020, the park was home to 248 high-tech enterprises, accounting for 76% of the district’s total, with artificial intelligence enterprises making up one-third of the district’s total. The park is home to 15 Shanghai “Science and Technology Little Giants” (incubation) enterprises and 35 district-level “Little Giants” incubation enterprises.
Research and development institutions are robust. The park is home to two national-level research institutions—the Shanghai Institute of Microsystem and Information Technology and the Shanghai Institute of Ceramics, both affiliated with the Chinese Academy of Sciences—as well as two national-level university science and technology parks, 15 foreign-funded R&D centers, and six national-level R&D institutions. The fintech functional platform jointly established by the Changning District Government, the Digital Currency Research Institute of the People’s Bank of China, and the Shanghai Institute of Ceramics has been established in the park.
The functionality of innovation and entrepreneurship platforms has been enhanced. The total floor area of innovation and entrepreneurship facilities in the park reaches 295,000 square meters, comprising 6 science and technology parks, 3 technology enterprise incubators, and 11 national or municipal-level maker spaces, with 4,733 incubated enterprises currently housed within them.
The convergence of innovative talent is accelerating. The park currently hosts 8 members of the Chinese Academy of Sciences and the Chinese Academy of Engineering, 33 national and Shanghai-level high-level talent experts, 32 recipients of government special allowances, 39 Shanghai-level leading talents, and 29 Changning District-level leading and top-tier talents, while continuing to attract top talent from home and abroad.
Significant progress in intellectual property. As of 2020, the total number of patent applications in the park reached 5,506, including 2,572 invention patents, accounting for 46.7%. The total number of granted patents reached 2,653, including 718 invention patents, accounting for 27.1%. The number of invention patents per 10,000 people in the park stood at 74, an increase of 35 compared to the end of the 12th Five-Year Plan period.
4. Continuous Optimization of Innovative Service Measures
Focusing on market entities, the Changning Park has implemented multiple measures to continuously enhance the quality of its innovative services.
Institutional policies have been continuously updated and improved. Reform and innovation initiatives such as cross-regional collaborative supervision of online markets and the “separation of inspection and clearance, zero waiting time” system have been commended multiple times by the State Council; the “one license for multiple addresses” reform has been deeply advanced, with active piloting of cluster registration reforms; and a district-level list of minor violations exempt from penalties has been formulated to implement a tolerant and prudent regulatory approach toward enterprises in the park.
Policies encouraging innovation are continuously being optimized. The park took the lead in Shanghai by releasing the “White Paper on the Online New Economy”; it introduced policies to encourage technological innovation and formulated a series of specialized policies—such as the artificial intelligence industry policy and the “Internet Plus Lifestyle Services” policy—targeted at the “3+3” key industries. These measures encourage market entities to increase R&D investment, accelerate the commercialization of research outcomes, and speed up the application and innovation of new technologies, business models, and industry formats.
The entrepreneurial environment for talent is continuously improving. The functionality and service quality of the one-stop service center for overseas talent within the park have significantly improved, enabling efficient processing of residence permits and work permits; the “Hongqiao Talent Hub” service brand has been highly praised by foreign nationals in China; and the “20 New Talent Policies” have been introduced to provide targeted support for top-tier talent, talent in key industries, talent in short supply for social undertakings, and highly skilled craftsmen.
(2) Development Environment
The world today is undergoing a once-in-a-century transformation. The international environment is complex and intricate, the impact of the COVID-19 pandemic is widespread and far-reaching, the global economy has entered a period of stagnation, and global value chains and supply chains are facing a reshaping.Disruptive technological innovations centered on integrated circuits, biopharmaceuticals, artificial intelligence, information and communications technology, big data, blockchain, new energy, and new materials continue to emerge and accelerate their iteration, rapidly permeating and integrating into various industrial sectors while constantly reshaping industrial structures and application scenarios.
To address new changes in the international landscape and emerging trends in technological development, China has implemented the major strategic deployment of the “dual circulation” model, with the domestic economic cycle as the mainstay and the domestic and international cycles reinforcing each other; this has set forth new requirements for building independent innovation capabilities, innovating institutional mechanisms, optimizing the environment for innovation and entrepreneurship, improving the high-tech industrial system, and accelerating the commercialization of high-tech achievements.
Shanghai has now entered a new phase of high-quality development, comprehensively deepening the construction of its “Four Major Functions” and “Five Centers,” with the city’s digital transformation opening a new chapter in its development.
Facing these new development circumstances and task requirements, the Changning Park must proactively align with higher standards, further consolidate its foundations,address weaknesses, and actively leverage Changning’s geographical, hub, and platform advantages. It will intensify exploration and practice in further enhancing the capacity for scientific and technological innovation, advancing the level of technology transfer, and optimizing spatial layout. By fully harnessing the empowering role of scientific and technological innovation to promote the integrated development of science, technology, and the economy, the Park will make new contributions to achieving the “14th Five-Year Plan” goals: accelerating the development of Changning District into a world-class international urban district and the full realization of Zhangjiang High-Tech Park as a high-tech park with significant global influence.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th CPC National Congress and the second, third, fourth, and fifth plenary sessions of the 19th CPC Central Committee, as well as the important speeches and directives of General Secretary Xi Jinping during his inspection of Changning. Aligning with the trend of urban digital transformation, we will fully integrate the development of the Changning Park into the blueprint of Changning District’s 14th Five-Year Plan. We will fully leverage the brand advantages of “Digital Changning,” adhering to the central task of strengthening innovation origination capabilities and enhancing the region’s core competitiveness.Building upon the layout of Changning’s industrial system, we will continuously optimize the innovation ecosystem, enhance the visibility and cohesion of the “Hongqiao Smart Valley” brand, further accelerate the clustering of innovation entities, and stimulate the innovative vitality of market participants. We will make every effort to promote the synergistic innovation of science and technology with the economy, as well as the deep integration of innovation chains and industrial chains, thereby making positive contributions to Shanghai’s construction of a science and technology innovation center with global influence and to Changning’s development into a world-class international district of excellence.

Adhere to innovation-driven development and high-end leadership. We will uphold innovation as the primary driving force for development and accelerate breakthroughs in core and key technologies within the field of next-generation information technology. We will expedite the improvement of the science and technology innovation system, introduce and cultivate a group of highly competitive, innovative leading enterprises and functional platforms, and achieve a leap toward high-end industrial development.
Adhere to government guidance and market-driven forces. Fully leverage the government’s vital role in planning guidance, policy incentives, and organizational coordination; deepen institutional and systemic reforms within the park; and strengthen the leading role of universities, research institutes, and technology enterprises as the main drivers of innovation. Focusing on building and improving the collaborative innovation system, we will stimulate the vitality of innovation entities and effectively enhance the capacity for generating scientific and technological innovations and transforming research outcomes into practical applications.
Adhere to open cooperation and targeted breakthroughs. In line with Shanghai’s requirements to build a central node for the domestic economic circulation and a strategic link for the dual circulation of domestic and international economies, we will continue to amplify the role of the Changning Hongqiao International Open Hub as a core node and the gateway for the integrated development of the Yangtze River Delta, continuously enhancing service capabilities and radiating influence.
Adhere to integrated development and empowerment for efficiency. Deepen the integration and innovation of next-generation information technologies—such as artificial intelligence, blockchain, 5G, big data, and cloud computing—with the park’s advantageous industries. Vigorously develop new business models and formats, such as the online new economy, to achieve the deep integration of innovation chains and industrial chains, thereby generating new momentum for economic and social development.

By 2025, the Changning Park will have made new progress in digital transformation and achieved new results in high-quality development, with its capabilities and core competitiveness reaching new heights. The Park will be built into a distinctive demonstration zone for the clustered development of the innovation economy, service economy, headquarters economy, open economy, and traffic economy, as well as a hub for intelligent and smart innovation.
— Significantly enhanced capacity for generating scientific and technological innovation. Cooperation among universities, research institutes, and technology enterprises within the park will become closer. By focusing on the frontiers of global science and technology, the main battlefield of the economy, major national needs, and the health and well-being of the people, we will accelerate the research and development of key core technologies and the commercialization of research outcomes, thereby significantly enhancing the park’s capacity to generate scientific and technological innovation.

By targeting Changning District’s key distinctive industries and future emerging industries, we will strengthen policy focus and service coordination. Through innovation-driven development, we will continuously elevate the competitiveness of key industries, drive and promote the coordinated development of surrounding industries, and enhance the leading and radiating effects of these key sectors.

Reform measures for the science and technology innovation system have been comprehensively deepened and implemented; the “One-Stop Online Service” and “Integrated Online Management” platforms operate efficiently; the development of functional innovation platforms and mass entrepreneurship and innovation hubs has reached new heights; and the integration and supply of innovation factors have achieved a qualitative leap.
— The living experience in the smart park has become more comfortable. The construction of new infrastructure projects and the openness of application scenarios have significantly improved. The development of next-generation information technologies—such as 5G, big data, the Internet of Things (IoT), artificial intelligence (AI), and blockchain—has spurred the implementation of a range of smart projects. The digitalization of park management and services has been further enhanced, creating a smart park characterized by widespread smart applications and intelligent, convenient public services.

III. Enhancing the Capacity for Generating Scientific and Technological Innovation
Focusing on the global frontiers of science and technology as well as major national and municipal needs, we will fully leverage the strengths of national-level research institutes, universities, and technology enterprises within the park to foster innovative synergy. This will drive the research and development of key core technologies, promote the commercialization of scientific and technological achievements, and continuously enhance our capacity to generate scientific and technological innovation.
(1) Strengthening the Development of Innovation-Generating Entities
Support cutting-edge technology R&D at universities and research institutes.Support the Shanghai Institute of Microsystem and Information Technology, the Shanghai Institute of Silicate, Donghua University, and the Shanghai University of Engineering Science in conducting research on cutting-edge technologies and implementing their outcomes in alignment with Changning Park’s industrial positioning. Focus on basic research and original innovation in fields such as computer vision, intelligent speech processing, distributed storage, asymmetric encryption, AI chips, algorithm platform development, micro-electro-mechanical systems (MEMS), integrated circuits, and electronic chemical materials to continuously enhance Changning Park’s capacity to generate scientific and technological innovation.
Promoting the High-Quality Development of University Science Parks. Explore new models of district-university collaboration to foster a close integration of the scientific, educational, and intellectual resources of local universities with market-driven innovation resources. Support the Donghua University Science Park,and the Shanghai University of Engineering Science Science and Technology Park to introduce various innovation service elements and develop innovation service platforms. These platforms will carry out innovation service activities—such as technology transfer, technology startup incubation, and innovation talent cultivation—centered on Changning’s key industries. This will further promote “comprehensive, multi-level, and broad-spectrum” collaborative efforts between the district and universities, enhancing the radiating and driving role of university science and technology parks in promoting the integrated development of regional science, technology, and the economy.
Promote the clustering of high-quality enterprises. Strengthen the role of enterprises as the primary drivers of innovation, encourage them to continuously engage in technological R&D and the commercialization of research outcomes, and foster a more vibrant atmosphere for innovation and entrepreneurship. Support leading industry players, listed companies, headquarters-based enterprises, and high-quality enterprises undertaking national or municipal-level key research projects to aggregate related enterprises and integrate upstream and downstream partners in the industrial chain. This will help build industrial clusters centered on leading enterprises, create ecosystems for key industries, and secure a dominant position in core technology chains, market supply chains, and key value chains.Actively attract and nurture innovative enterprises characterized by “specialized,” “exquisite,” “unique,” “new,” and “integrated” features—those with outstanding founding teams, high capital recognition, ample technological reserves, and strong growth potential. Through policy support and service guarantees, reduce corporate operating costs and assist these enterprises in developing toward high-tech innovation, efficient commercialization, and high-end products.
(2) Accelerate the Commercialization of Scientific and Technological Achievements
Support the commercialization and implementation of scientific and technological achievements aligned with key industrial priorities. Improve support policies for the commercialization and industrialization of scientific and technological achievements. Explore win-win cooperation models for commercialization involving multiple stakeholders, including the government, research institutes, universities, enterprises, and financial institutions. Focusing on the goal of industrializing scientific and technological achievements, precisely match various commercialization resources—such as market opportunities and capital—to accelerate the “last mile” process of transforming laboratory results into “technological products” and “commercialized goods.”

In conjunction with the development plans of the Zhangjiang High-Tech Park and Changning District, and building upon the existing industrial foundation of the Changning Park, we will drive high-quality development through technological innovation, empower industrial upgrading and transformation with digital technologies, focus on enhancing the competitiveness of traditional优势industries, accelerate the strengthening of key specialty industries, cultivate future-oriented emerging industries, and promote the deep integration of science and technology with the economy.
(1) Focus on Enhancing the Competitiveness of Traditional Advantageous Industries
We will continue to vigorously develop traditional competitive industries such as modern trade, information services, and professional services, emphasizing the integration and penetration of new technologies and business models to drive the transformation and upgrading of traditional industries toward high-end, intelligent, and green development.
Modern Trade: Actively align with the development of the International Digital Trade Hub and the Hongqiao National Import Trade Promotion and Innovation Demonstration Zone, and explore the establishment of a National Digital Service Export Base. In line with new trends in trade innovation and development, actively promote the growth of digital trade, service trade, cross-border e-commerce, and high-quality import trade; facilitate the import and export of knowledge-intensive services; and drive the transformation and upgrading of traditional trade. Cultivate and expand a group of functional and specialized trading enterprises.
Information Services will align with the development trends of next-generation information technology, focusing on advancing sectors such as software development, information system integration, internet information services, and IT consulting. We will promote the deep integration of internet technology with other industries, expand the development space for new business models in the internet sector, and support internet enterprises in evolving toward “specialization, refinement, distinctiveness, and innovation,” thereby creating a cluster for the development of next-generation internet industries.
Professional Services: Vigorously develop sectors such as market research, legal services, financial accounting, human resources, and technology services, and cultivate a group of high-caliber professional service enterprises and well-known service brands.
(2) Accelerate the Strengthening of Key Distinctive Industries
With an eye toward the future, we will enhance the openness and inclusiveness of industries and accelerate the strengthening of a group of advantageous and distinctive industries.
Focusing on the aerotropolis economy sector, we will promote the innovative development and upgrading of the aviation services industry. Relying primarily on the construction of the National Hongqiao Aerotropolis Economic Demonstration Zone, we will vigorously attract base airlines, cargo airlines, freight forwarders, general aviation operators, and related associations and alliances. We will strive to achieve breakthroughs in key segments of the industrial chain—such as aircraft financial leasing, aviation factor trading, full-cycle aircraft maintenance, and aviation training—to drive the innovative development and upgrading of the aviation services industry.
In line with the trend toward intelligent connectivity, we will consolidate and enhance our strengths in "Internet Plus" and e-commerce platforms. We will promote the deep integration of next-generation information technologies—such as smart technology and digital technology—with the real economy, ensuring their implementation and expansion.We will vigorously attract a new generation of internet enterprises and actively explore development opportunities in fields such as industrial internet, smart manufacturing, vehicle-to-everything (V2X) communication, and the Internet of Things (IoT). We will promote the integrated application of smart and connected technologies in scenarios such as autonomous driving, “contactless” delivery, remote work, online education, telemedicine, smart transportation, and smart elderly care. This will foster a new generation of “Smart and Connected+” business models and cultivate a group of well-known enterprises with significant industry influence.
Leveraging the development of the Shanghai Hongqiao Fashion and Creative Industry Cluster, we will promote the integrated development of technology with fashion, culture, and tourism. We will prioritize the cultivation and introduction of high-caliber, high-potential, and dynamic enterprises, and strengthen specialized sectors such as fashion design, online audiovisual content, performing arts and entertainment, news and publishing, IP licensing and management, online gaming, and exhibition services.Focus on the latest development trends—such as computer vision, virtual assistants, knowledge graphs, intelligent recommendation systems, and affective computing—to unlock the technological innovation potential of the park’s fashion and creative industries. Leverage digital technology advantages to restructure the value chain of the fashion and creative industries, fostering new products, business models, and operational paradigms, and driving the intelligent transformation of the park’s fashion and creative industries.
(3) Cultivating Future-Oriented Pioneer Industries
In line with the trends of industrial digitization and the industrialization of digital technologies, we will accelerate the cultivation of forward-looking and leading-edge industries, transforming them into key growth drivers for economic development.
Promote the growth and expansion of the artificial intelligence industry. Leveraging the foundational strengths of “Digital Changning,” we will attract a cluster of high-quality enterprises and accelerate the development of key areas such as blockchain applications, image recognition, semantic recognition, intelligent customer service, financial algorithms, and big data mining, thereby forming a distinctive industrial cluster with integrated upstream and downstream linkages. We will support the research, development, and application of technological products in areas such as smart vehicles, smart healthcare, and natural language understanding; accelerate the commercialization of scientific and technological achievements; drive the iterative upgrading of AI technologies; and empower the innovative development of the economy and society.
Promote the innovative development of the financial services sector. Relying on functional platforms such as the Shanghai FinTech Company, we will intensify R&D efforts in cutting-edge technologies like blockchain and promote the pilot application of the digital yuan. We will expand application scenarios, enrich the industrial ecosystem, and attract more fintech companies and new types of financial institutions to cluster and develop here.
Accelerate the development of the life sciences and healthcare industry. Speed up the construction of life sciences and healthcare industrial parks, actively attract and nurture high-caliber enterprises in biopharmaceuticals, medical devices, and online healthcare services, and promote the aggregation of innovation and industrial resources. Support the implementation of high-end medical projects such as healthcare services, encourage the R&D of smart healthcare projects, and foster close integration between the life sciences and healthcare industry and the internet industry as well as modern service industries.

(1) Eastern Zhongshan Park Area
In line with its positioning as a “central activity zone,” the area will fully leverage its proximity to the city center—a hub for high-end commercial and business services—and fully tap into the cultural heritage of its historic districts to further enhance functions such as commerce, business, technological innovation, and financial services.
Promote the development of technological innovation and digital finance. Strengthen cooperation with institutions such as the Institute of Microsystems and the Institute of Silicate of the Chinese Academy of Sciences to accelerate the deployment of innovative industries such as artificial intelligence and next-generation information technology. Deepen collaboration with institutions like the Digital Currency Research Institute of the People’s Bank of China to build high-quality fintech platforms and application demonstration scenarios. Advance the construction of digital and functional platforms such as the New Micro-Intelligence Valley, and actively develop the Zhongshan Park Digital Finance City.
Create a more vibrant commercial hub. With Zhongshan Park at its core and extending to fashion landmarks such as Yuyuan Road, we will establish a distinctive functional zone centered on fashion retail, cultural leisure, and tourism. We will advance the upgrading of commercial formats, develop the experience economy, and establish the area as a premier launchpad for new fashion products.
(2) Central Hongqiao Area
Empower urban construction, renewal, and development with digital technology, continuously improve the quality and smart capabilities of neighborhoods, drive the digital transformation of the Hongqiao Economic and Technological Development Zone and its surrounding areas, and promote the transition from traditional goods trade to service trade and digital trade.
Continuously enhance functions such as international trade. Further strengthen functions including international trade, fashion design, exhibitions, consumer experiences, and business offices to become an iconic international trade and fashion hub. Support leading commercial enterprises with international competitiveness to grow and strengthen their positions.
Accelerate the creation of new fashion and creative landmarks. Fully leverage the disciplinary and talent advantages of Donghua University and Shanghai University of Engineering Science to further enhance the supporting role of the fashion and creative industry cluster in serving economic development. Aligning with the functional positioning of the Changning Main City Area within the Hongqiao Business District, we will seize the opportunity presented by the construction of the Hongqiao Airport Digital Economy Specialized Industrial Park to accelerate the aggregation of innovative elements and service functions, and drive the accelerated development of integrated economic models.
Promote the clustering and development of high-end airport-related service industries. Serving the positioning of the Hongqiao Business District as an “airport city, central urban area, and business community,” focus on industries such as aviation services, intelligent connectivity, life sciences and health, artificial intelligence, and the online new economy. Vigorously attract headquarters-based, functional, and platform-based enterprises; actively advance the development of the airport economy, digital economy, and headquarters economy; and encourage regional headquarters and R&D centers of foreign-invested enterprises and multinational corporations to participate in the construction of local public R&D service platforms.
Promote the development of distinctive industrial parks and competitive industrial clusters.We will continue to attract corporate headquarters to the area and support the establishment of functional platforms integrating “research, commercialization, services, and industrial support” in the aerotropolis. By leveraging the development of projects such as the Artificial Intelligence Industrial Park, the United Imaging Smart Healthcare Industrial Park, the Ctrip Smart Mobility Industrial Park, the Suhehui Global Sharing Economy and Digital Trade Center, the National Digital Service Export Base, and the Traffic Economy Specialized Park, we will create a new model of regional cooperation characterized by headquarters-led development and surrounding manufacturing. Comprehensively advance deep 5G network coverage, continuously improve the service capacity of fiber-optic broadband networks, promote the rollout of gigabit optical networks and gigabit Wi-Fi to households, take the lead in piloting 10-gigabit connectivity to households, and construct and improve dedicated international internet data channels connecting the demonstration zone to international telecommunications gateways to optimize the level of the park’s information infrastructure. Fully leverage the guiding role of the plan, further refine and improve the working mechanisms of the Changning Park Management Committee, and coordinate the advancement of spatial planning, industrial investment, facility layout, major project construction, and institutional arrangements for Changning Park. Ensure coordination and alignment between this plan and other plans during implementation to form a synergistic force for work advancement characterized by top-down and bottom-up coordination and comprehensive collaboration.
