Original Title: Notice on the Issuance of the "Several Opinions on Accelerating Industrial Agglomeration in the North Hongqiao Business District"
To further enhance the development capacity and core competitiveness of the North Hongqiao Business District, accelerate the development of leading industries, promote the aggregation of innovation factors, and foster an open, collaborative, and inclusive industrial ecosystem, the following opinions are hereby formulated in accordance with the guiding principles of documents such as the “Action Plan for Jiading District to Fully Integrate into and Promote the Construction of the Hongqiao International Open Hub” and the “14th Five-Year Plan for the North Hongqiao Business District,” and in light of the actual conditions of this district.
I. Eligible Entities
Eligible entities are legal entities with actual operations, business registration, and tax registration all located within the North Hongqiao Business District. Relevant enterprises and projects that are in normal operation, have a good credit record, and comply with spatial planning, regional functional positioning, and industrial development direction requirements may apply for the support policies stipulated in these Measures.
II. Scope of Support
(1) Accelerating the Innovative Development of the Medical and Healthcare Industry
1. Support the Introduction of Key Enterprises. Deepen cooperation within the domestic and international medical device industry chain and encourage the clustering of a group of market-leading enterprises in interventional medical devices. For newly established or relocated key enterprises that demonstrate high growth potential, strong profitability, significant spillover effects, and substantial potential, rewards of up to 10 million yuan will be provided in phases based on their contributions.
2. Support for Corporate Technological Innovation. Medical device enterprises (Class II and III) that newly obtain medical device registration certificates, U.S. FDA approval, European CE marking, or other internationally recognized registrations or certifications, as well as biopharmaceutical enterprises that newly obtain clinical trial approvals, drug registration approvals, or Current Good Manufacturing Practice (cGMP) certification, will be granted a reward of up to 2 million yuan.
3. Fostering Technology Service Platforms.Newly established technical innovation service platforms—such as third-party testing services for drugs and medical devices, shared GMP laboratories, and laboratory animal services—will receive a subsidy of up to 1 million yuan, equivalent to 30% of the total project investment. Newly introduced industry-leading specialized technical platforms in the biopharmaceutical sector—including Contract Research Organizations (CROs), Contract Manufacturing Organizations (CMOs), and Contract Development and Manufacturing Organizations (CDMOs)—will receive a reward of up to 5 million yuan, equivalent to 10% of the contract value.
4. Encourage the clustering of enterprises. For park operating companies that meet annual targets, a reward of 10% of the incremental contribution made by enterprises within the park to the district will be granted, up to a maximum of 5 million yuan. Relevant entities are encouraged to collaborate with key domestic and international research institutes, universities, medical institutions, and R&D organizations to establish a medical and healthcare industrial park in the North Hongqiao Business District. Upon approval, funding of up to 20 million yuan, equivalent to 20% of the fixed-asset investment, will be provided.
(II) Accelerate the Clustering of Automotive R&D and Design
5. Intensify efforts to attract projects. Attract a cluster of well-known domestic and international automotive R&D and design enterprises, as well as headquarters-level enterprises and component suppliers engaged in hydrogen fuel cell-related R&D and design. For projects newly relocating to the North Hongqiao Business District with a one-time fixed-asset investment of 50 million yuan or more, relocation expense subsidies of 2% of the net value of relocated equipment will be provided, up to a maximum of 3 million yuan, based on the enterprise’s investment intensity and tax contribution.
6. Increase matching funding for projects. For strategic emerging industries, key technological transformation, industrial foundation strengthening, industrial technology innovation, and first-of-a-kind equipment projects that have secured national or municipal funding but do not require district-level matching funds, a matching incentive of 10%–30% of the national or municipal support funds will be provided, up to a maximum of 10 million yuan.
(III) Accelerate the Promotion of Regional Digital Economy Brands
7. Support the Introduction of Digital Trade Enterprises. For newly introduced digital trade and e-commerce enterprises with a registered capital of 5 million yuan or more, upon certification, full funding support will be provided for three years based on their contribution. For newly introduced and certified digital trade and e-commerce enterprises, 50% of the portion exceeding 300,000 yuan of their network communication fees, server hosting fees, and cloud computing technical service fees incurred during daily operations will be subsidized for three years based on their contribution, with an annual cap of 500,000 yuan.
8. Strengthen Regional Specialty Digital Industries. Focus on specialty digital industries such as cloud services, digital content, and digital services. Encourage and nurture the growth of service enterprises with strong competitiveness in information services, technical services, online audio-visual services, industrial internet, and other specialized sectors to gradually build a regional industrial scale. For newly introduced enterprises with a registered capital of 3 million yuan or more, upon verification, full financial support will be provided for three years based on their contribution.
9. Encourage the clustering of digital industries. Guide enterprises aligned with regional industrial development priorities to cluster in key cultural and creative parks and commercial buildings within the district.For enterprises newly introduced in the current year that lease office space of 500 square meters or more for their own use within parks or buildings for a term of three years or longer, a subsidy will be provided over three years based on their contribution to the district. Major projects in key sectors and fields of modern services that demonstrate strong economic benefits and significant industrial promotion will be awarded up to 1 million yuan.
10. Enhance the capacity of digital financial services. Support key financial enterprises and major financial projects. Licensed emerging financial enterprises that receive commendations from municipal-level or higher industry authorities will be granted a one-time reward, with a maximum of 300,000 yuan for national-level commendations and 200,000 yuan for municipal-level commendations.Encourage the development of fintech enterprises. For newly introduced and certified fintech enterprises holding two or more qualifications—such as payment services, commercial factoring, financial leasing, and financing guarantees—a one-time subsidy of 5‰ of their paid-in capital will be provided based on their contribution, with a maximum of 2 million yuan.
(4) Accelerate the Development of a New Hub for Headquarters Economy
11. Rewards for Corporate Headquarters Recognition. Support state-owned and private enterprises in establishing functional headquarters, R&D platforms, and innovation consortia, and vigorously attract the clustering and development of regional headquarters and headquarters-type institutions of multinational corporations. For private enterprise headquarters and regional headquarters of multinational corporations recognized at the municipal level, a one-time reward of up to 2 million yuan will be granted in the year of recognition.For privately-owned enterprise headquarters and headquarters-type institutions of multinational corporations recognized at the municipal level, a one-time reward of up to 1.5 million yuan will be granted in the year of recognition. For enterprise headquarters and headquarters-type institutions recognized at the district level, a one-time reward of up to 1 million yuan will be granted in the year of recognition. A certain reward will be granted to headquarters-type institutions that are upgraded to enterprise headquarters, as well as to privately-owned enterprise headquarters that acquire or restructure domestic or foreign listed companies.
12. Increase subsidies for home purchases and rentals.For privately-owned enterprise headquarters, regional headquarters, and headquarters-type institutions recognized at the municipal or district level that purchase self-used office space exceeding 500 square meters within the district, a one-time purchase subsidy of up to 5% of the purchase price will be provided, with a maximum of 500,000 yuan; for those leasing self-used office space exceeding 500 square meters with a lease term of three years or more, a subsidy of 30% of the annual rent will be provided each year, with a cumulative total not exceeding 500,000 yuan over three years.
13. Strengthen fiscal support. For private enterprise headquarters, regional headquarters, and headquarters-type institutions recognized at the municipal level, certain support will be provided for up to five years from the date of recognition, based on the enterprise’s operational performance. For private enterprise headquarters, regional headquarters, and headquarters-type institutions recognized at the district level, certain support will be provided for up to three years from the date of recognition, based on the enterprise’s operational performance.
(V) Accelerate the Development of New Spaces to Support the Innovation Economy
14. Support Industry-Academia-Research Collaboration. Enterprises are encouraged to collaborate with universities and research institutions on industry-academia-research projects—such as commissioned R&D and joint research initiatives—focused on key industrial sectors. Upon project approval, support of up to 50% of the total industry-academia-research investment will be provided, with a maximum subsidy of 1 million yuan.
15. Encourage industrial parks to build distinctive brands. Industrial parks are encouraged to apply for the designation of “Distinctive Industrial Park.” Newly recognized municipal-level distinctive industrial parks will receive a one-time subsidy of 2 million yuan, while newly recognized district-level distinctive industrial parks will receive a one-time subsidy of 1 million yuan.Parks are encouraged to apply for honors such as National Demonstration Bases for Entrepreneurship and Innovation of Small and Micro Enterprises, National Demonstration Platforms for Public Services for Small and Medium-sized Enterprises, and Shanghai Municipal Service Institutions for Small and Medium-sized Enterprises. A subsidy of 1 million yuan will be provided for the first time a park receives a national-level honor, and a subsidy of 500,000 yuan for the first time a park receives a municipal-level honor.
16. Support the development of public service platforms. In sectors such as automotive R&D and design, pharmaceuticals and medical devices, digital trade, and cross-border e-commerce, support will be provided to cultivate and attract public service platforms and third-party professional service institutions in fields including law firms, accounting firms, incubation and acceleration, consulting and training, exhibition and trading, technology transfer, and intellectual property. For those that play a positive role in advancing regional industries and make significant contributions to economic development, the maximum subsidy amount shall not exceed 1 million yuan.For various technological innovation service platforms and professional service platforms recognized by municipal-level or higher competent authorities, a subsidy of up to 2 million yuan, equivalent to 30% of the total project investment, will be provided.
III. Supplementary Provisions
(1) Actively encourage eligible key enterprises to apply for policies such as “Supporting Enterprises in the Hongqiao Business District to Open Free Trade Accounts,” “Exploring the Complementarity of Credit and Financial Information,” “Supporting the Granting of Policy Port Status to Hongqiao Airport,” “"Establishment of Equity Investment Funds," "Support for Infrastructure Projects to Conduct REITs Pilots," "Establishment of a Yangtze River Delta Enterprise Trademark Acceptance Window," and "Permission for Foreign Investment in the Construction of Cultural Venues and the Establishment of Performance Venue Operating Entities." Ensure the effective coordination and implementation of the 29 policies for the Hongqiao International Open Hub in Jiading District.
(2) “Newly introduced enterprises” under this policy refer to enterprises newly introduced after January 1, 2021, with their tax administration jurisdiction located in our district.
(3) All projects under this policy shall follow a “first-come, first-served” application and reimbursement process. If an enterprise has already received support from other district or town industrial policies for the same project, the principle of “selecting the highest amount without duplication and avoiding duplication for individual items” shall apply; in principle, the total amount shall not exceed the total district-level revenue generated from taxes paid in the current year.
(4) The District Economic Commission, in conjunction with relevant departments, will comprehensively evaluate factors such as the economic contribution, technological innovation, social integrity, energy conservation and environmental protection, and workplace safety of the applying enterprise. If the enterprise was found to have committed major violations of laws or discipline, or engaged in other serious acts of dishonesty in the year preceding the application year, its eligibility for support in the current year will be revoked.
(5) During the trial implementation of this policy, if new policies are issued by the state, the municipality, or the district, such policies shall be implemented in accordance with the relevant provisions. If significant changes occur in the industry environment during the implementation of these guidelines, the District Economic Commission, in conjunction with relevant departments, shall study and adjust the industry support standards and policies, and publish them in the form of application guidelines.
(6) The interpretation of these guidelines shall be jointly undertaken by the Jiading District Economic Commission, the Jiading District Commerce Commission, and the Jiading District Finance Bureau. These guidelines shall take effect on the date of issuance and remain valid until December 31, 2025.
