"14th Five-Year Plan" for the Putuo Park of the Shanghai Zhangjiang High-Tech Industrial Development Zone
In December 2012, the Shanghai Municipal Government formally approved the establishment of the Shanghai Zhangjiang High-Tech Industrial Development Zone Putuo Park (hereinafter referred to as “Zhangjiang Putuo Park”) as a municipal-level high-tech industrial park (base), incorporating it into the management scope of the Zhangjiang High-Tech Industrial Development Zone. The Putuo District Committee of the Communist Party of China and the District Government attach great importance to the development of Zhangjiang Putuo Park. They have established the Zhangjiang Putuo Park Management Committee and its Office to actively advance the planning, construction, management, and service provision of the park.Zhangjiang Putuo Park consists of the Northern Block (including six sub-parks: Taopu Smart Innovation City, Future Island High-Tech Industrial Park, New Golden Ring High-Tech Industrial Park, Zhenru Iron Triangle Science and Technology Park, Tongji University National University Science and Technology Park Putuo Branch, and Maiteng Entrepreneurship Plaza) and the Southern Block (including eight sub-parks: Changfeng Eco-Business District, Zhonghuan International SME Headquarters Community, East China Normal University National University Science and Technology Park,Tian Di Software Park, Xin Cao Yang High-Tech Industrial Park, Tan Jia 28 – Cultural Information & Business Port (Cao Yang), Wuning Science and Technology Park, and Changfeng Science and Technology Park), with a total planned area of approximately 10.08 square kilometers.
This plan is a concrete implementation of the directives set forth in the Notice on Carrying Out Work Related to the Preparation of the “14th Five-Year Plan” for National High-Tech Zones (Guokehuozi [2020] No. 43) and the Notice on Carrying Out Work Related to the Preparation of the “14th Five-Year Plan” for Sub-parks of the Zhangjiang High-Tech ZonePlanning for Sub-parks of the Zhangjiang High-Tech Zone” (Hu Zhangjiang Gaoxin Guanwei [2020] No. 8). It serves as one of the action plans to advance innovation-driven, high-quality development in the Zhangjiang Putuo Park during the “14th Five-Year Plan” period.
I. Development Context and Foundation
During the “14th Five-Year Plan” period, the world is undergoing a once-in-a-century transformation. A new round of scientific and technological revolution and industrial revolution is accelerating the reshaping of the world. Domestically, the focus has shifted from the completion of a moderately prosperous society in all respects to the comprehensive construction of a modern socialist country, and economic development has shifted to a new development paradigm centered on the “domestic economic cycle.” As the Zhangjiang High-Tech Zone moves toward a new stage of high-quality development, the Putuo Park faces new opportunities and challenges.
(1) Development Context
1. Technological innovation is driving a new landscape of global competition. Since the beginning of the 21st century, scientific and technological development has entered an unprecedented period of intense innovation, with a new round of technological and industrial revolutions gathering momentum and a variety of major disruptive technologies continuously emerging. Next-generation information technologies, represented by 5G, artificial intelligence, the Internet of Things, big data, and blockchain, are accelerating their widespread penetration into various fields. The pace of transforming scientific and technological achievements into practical applications has significantly accelerated, which will spur the emergence of a host of new industries and sectors.Oligopolistic characteristics in industrial organization and industrial chains have become more pronounced; global production networks may undergo major adjustments, and the competitive landscape is shifting from comparative advantage to technological advantage.
2. New requirements for the high-quality development of high-tech zones.The “14th Five-Year Plan” period marks the historical convergence of China’s “Two Centenary Goals.” It is a critical phase in the transition from building a moderately prosperous society in all respects to basically realizing a modern socialist country, and it also represents a new stage in the innovative development of high-tech zones. As the core vehicle for aggregating innovation factors, building innovation systems, and developing high-tech industries, high-tech zones have a responsibility to actively respond to national requirements for high-quality development, foster a high-level park economy, explore effective pathways and models for high-quality development, and play a leading and exemplary role in promoting regional high-quality development.
3. The construction of Shanghai’s science and technology innovation center has entered a new phase. The “14th Five-Year Plan” period is a time when Shanghai, building upon the foundation of having basically established itself as an international economic, financial, trade, and shipping center and having formed the basic framework of a science and technology innovation center, is advancing toward the goal of basically building itself into a socialist modern international metropolis with global influence.Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Shanghai is thoroughly implementing the spirit of General Secretary Xi Jinping’s important speeches delivered during his inspection of Shanghai and at the celebration marking the 30th anniversary of the development and opening-up of Pudong, and is fully committed to carrying out the “Three Major Strategic Tasks” and strengthening the “Four Major Functions.” The Zhangjiang High-Tech Park must strengthen its role as a source of innovation, using the “Four New Initiatives” as the pathway, the “Four Firsts” as the goal, and the “Two Batches” as the focal points, to focus on building itself into the main battlefield of the Science and Technology Innovation Center.
4. Zhangjiang Putuo Park Undertakes a New Mission in Innovative Development.As a vital component of the Zhangjiang High-Tech Park’s “One Zone, 22 Parks” framework, the Zhangjiang Putuo Park is one of the key science and technology parks in Shanghai’s central urban area. In line with international development trends and the strategic goals of building Shanghai’s science and technology innovation center, the Zhangjiang Putuo Park must anchor itself in the district’s development positioning as “Three Bases and One Pole,” strive to enhance its capacity as a source of innovation, foster distinctive high-end industrial clusters, and become a new engine and high ground for driving Putuo District’s innovative development.
(II) Development Foundation
1. Steadily Growing Innovation Capabilities. In 2019, the output value of strategic emerging industries in Zhangjiang Putuo Park reached 16.728 billion yuan, a 32.46% increase from the end of the 12th Five-Year Plan period; tax revenue amounted to 7.226 billion yuan, a 31.14% increase from the end of the 12th Five-Year Plan period.As of the end of 2019, the park was home to 316 high-tech enterprises, double the number at the end of the 12th Five-Year Plan period. In 2019, Putuo Park saw 333 new invention patents granted, an increase of nearly 100 compared to the end of the 12th Five-Year Plan period; the number of new invention patents granted per 10,000 people reached 57.12, an increase of nearly 11 compared to the end of the 12th Five-Year Plan period.Technology transactions were active, with the total value of technology transaction contracts in Putuo Park reaching 1.999 billion yuan in 2019, nearly doubling compared to the end of the 12th Five-Year Plan period. Innovation entities continue to cluster. The 14 sub-parks within Putuo Park collectively host 8 research institutes and 2 “985 Project” universities.To date, the park has established 2 national engineering and technology research centers, 3 national key laboratories, 24 municipal-level public science and technology service platforms, and 14 product inspection and testing institutions. Since the start of the 13th Five-Year Plan, 2 new national key laboratories and 2 new municipal-level public science and technology service platforms have been established, while 7 new municipal-level enterprise technology centers and 22 new district-level enterprise technology centers have been designated. In 2019, 15 new municipal and district-level “Little Giant” enterprises were added.
2. Accelerated Deployment of Key Innovation Projects. National and Shanghai-level strategic projects, such as the China-Israel (Shanghai) Innovation Park and the Shanghai Tsinghua International Innovation Center, have been deployed and implemented. The infrastructure for Phase I of the China-Israel (Shanghai) Innovation Park has been largely completed, and the construction of the China-Israel Innovation Cooperation Demonstration Zone—featuring “joint R&D, two-way technology transfer, and startup incubation”—is progressing steadily;The Shanghai Tsinghua International Innovation Center has been completed, and a number of planned projects have been successively launched. These primarily include the launch of the Tsinghua University Institute for Regional Development and the construction of the Yangtze River Delta Cloud-based Science and Technology Innovation Service Platform. Eight laboratories have been established, including the Cloud-based Science and Technology Innovation Laboratory, the Information Security and Automotive Electronics Laboratory, the Turbocharged Combustion and Aerospace Propulsion Technology Laboratory, the Trusted Transactions Laboratory, the Digital Governance Laboratory, the Precision Medicine Laboratory, the Materials Manufacturing Processes and Equipment Laboratory, and the Natural Language Processing and Social Humanities Computing Laboratory.The Industrial Control System Security Innovation Functional Platform (hereinafter referred to as the “ICS Platform”) and the Robotics R&D and Commercialization Functional Platform (hereinafter referred to as the “Robotics Platform”) have begun to show initial results. The ICS Platform is making steady progress on the CNAS Industrial Control Functional Safety Testing Service Laboratory for the automotive and rail transit sectors. Smart Testing, China’s first domestically developed automated testing tool, has been upgraded to version 2.0, accelerating its application in aerospace, rail transit, and automotive electronics.Leveraging its independently developed core technologies, the Robotics Platform has incubated a total of 18 enterprises spanning rehabilitation, inspection, logistics, construction, and educational robotics. It has launched the Yangtze River Delta Robotics Industry Platform Innovation Alliance to carry out major product R&D, application, and technology transfer, and has facilitated the establishment of the Putuo District Intelligent Manufacturing and Robotics Industry Innovation Investment Alliance.
3. The impact of technology transfer from universities and research institutes continues to grow. By fully leveraging scientific and technological R&D strengths, we have established an industrial ecosystem for technology transfer centered around East China Normal University, Tongji University, the Shanghai Institute of Electrical Science (hereinafter referred to as “SIES”), and the Shanghai Research Institute of Chemical Industry (hereinafter referred to as “SRI”). This further unleashes the driving force of technological innovation, transforming the region from a hub for aggregating innovation resources into a high-ground for innovation functions.Key institutions and technical service platforms—including the National Engineering Research Center for Trusted Embedded Software, the National R&D (Experimental) Center for Smart Grid User-End Electrical Equipment under the National Energy Administration, the National Key Laboratory of Polyolefin Catalysts, and the National Robot Testing and Evaluation Center—as well as the National Key Laboratory for Integrated Development of Publishing, have successively been established.
4. The clustering effect of distinctive industries has significantly strengthened. During the 13th Five-Year Plan period, the clustering of distinctive industries in the Zhangjiang Putuo Park accelerated, and emerging industries developed rapidly. Focusing on the three key industries under cultivation—intelligent software, R&D services, and tech finance—the district and municipal governments coordinated efforts to support the development of key enterprises and the clustering of distinctive industries.In 2019, these three key industries demonstrated strong growth momentum, contributing 16.29% to district-level tax revenue—a 2.32 percentage point increase from the previous year—and playing a significant role in supporting Putuo District’s innovative development. Leading enterprises in dominant industries have further concentrated in the area. In the fields of intelligent manufacturing and robotics, key enterprises such as Gu’ao Electronics, Xinba Automation, and Siliang Information were introduced and cultivated;in the information services sector, innovative enterprises such as BoKe City, Longtian Digital, and Bihu Network were introduced and nurtured; and in the fintech sector, enterprises including Yibai Information, Shouqianba, and Huichao Payment were clustered. At the same time, efforts were accelerated to attract and introduce leading industry players, bringing together key enterprises and their branches such as Alibaba, JD.com, 360, and Wingtech.
5. The functions of innovation industry platforms have been continuously improved. The 14 sub-parks within the Zhangjiang Putuo Park focus on the sustainable development of various innovation industries. The Shanghai Intelligent Manufacturing and Robotics Industrial Park and the China-Israel (Shanghai) Innovation Park have successively been inaugurated and put into operation. The Tiandi Software Park has been designated as a National Cultural Industry Demonstration Base and a Shanghai Famous Brand Demonstration Zone; the Future Island High-Tech Industrial Park has been recognized as a Municipal-Level Outstanding Brand Development Park;Four parks, including the East China Normal University National University Science and Technology Park, were designated as Shanghai Information Service Industry Bases; four parks, including the Tanjia 28-Cultural Information & Business Port (Caoyang), were designated as Shanghai SME Service Institutions. Incubation facilities have been expanded and upgraded, significantly enhancing innovation incubation efficiency, and guiding co-working spaces toward “internationalization, branding, and specialization.”One new national-level science and technology enterprise incubator was established; 11 municipal-level science and technology enterprise incubators were established, accounting for 83.33% of Putuo District’s total; and one national university science and technology park was established. Relevant policies and measures, such as those for science and technology enterprise incubators and technology service vouchers, were formulated to foster an atmosphere of innovation and entrepreneurship, further enhancing the capacity of technology incubation services.
6. The business environment continues to improve. Systems for science and technology innovation and industrial policies are being continuously refined. Focusing on the new circumstances and demands of industrial innovation and development, a “3+5+X” industrial policy framework has been established. Efforts are underway to establish a system of policy specialists within policy-implementing departments to support frontline policy services.Talent policies have been continuously optimized, with further refinements to implementation rules regarding funding and rewards for attracting high-level talent, talent apartments, and housing subsidies, and the intensity of talent incentives has been further increased. The three-tier talent service network has been further improved, and the management and service systems for work permits for foreign nationals and foreign experts have been further optimized. The level of intelligence in the park has been continuously enhanced, and the construction of information infrastructure has been accelerated. Relying on the Internet of Things (IoT) technology platform, the park has comprehensively upgraded the layout of smart connectivity functions, project attraction capabilities, and supporting infrastructure.We have carried out large-scale deployment of 5G private networks and deepened integration with innovative demonstration applications and scenario-based applications. The "streamlining administration, delegating powers, and improving services" reform has been continuously deepened. We have successively introduced reform measures to optimize the business environment and innovated mechanisms and models for providing precise and convenient services to enterprises.
(3) Issues and Challenges
In light of the higher-quality development requirements for the 14th Five-Year Plan period, the innovative development of the Zhangjiang Putuo Park still faces numerous challenges. The synergy of innovation needs to be strengthened. While the Zhangjiang Putuo Park is home to a concentration of universities, research institutes, innovation platforms, science and technology parks, and incubators, the level of integration and supportive effects among these various entities remain insufficient. The contribution of innovation outputs from universities and research institutes to the industrial development of the Zhangjiang Putuo Park is relatively inadequate, and the spillover effects of scientific research achievements and the advantages of technology transfer have not yet been fully realized.The capacity of innovation platforms and services needs to be enhanced. Located in the central urban area, the Zhangjiang Putuo Park faces constraints on new land resources. The incentive mechanisms for park development require refinement, as some parks suffer from overlapping industrial positioning and low levels of industrial clustering. The park’s brand influence remains insufficient, and there is a lack of concentration in distinctive industries and specialized buildings. The overall industrial scale of the park still needs to be expanded, and the advantages of distinctive industrial clustering need to be further highlighted.The three signature industries—based on the software and information services sector—lack sufficient visibility citywide; there is a relative shortage of industry-leading enterprises, and economies of scale need to be further enhanced. International and domestic influence must be strengthened. The China-Israel (Shanghai) Innovation Park and the Shanghai Tsinghua International Innovation Center—two highly influential science and technology innovation platforms—are in the early stages of their exploratory development. Their capacity for deep engagement in international cooperation and high-quality integrated development within the Yangtze River Delta has not yet been fully demonstrated, and their international and domestic influence requires further cultivation.
II. Guiding Principles and Development Goals
(I) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. We will thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches during his inspection of Shanghai and at the celebration marking the 30th anniversary of the development and opening-up of Pudong. Grounded in the new stage of development, adhering to the new development philosophy, and serving the construction of a new development paradigm,we will adhere to the innovation-driven development strategy, taking innovation as the driving force, talent as the core, and sound institutional mechanisms and an environment conducive to innovation and entrepreneurship as the foundation. Aligning with the strategic requirements for the high-quality development of the Zhangjiang High-Tech Park, and building upon Putuo District’s role in creating “an ecologically livable area along the Su River, a hub for international innovation cooperation, a cluster of corporate headquarters for integrated innovation in the Yangtze River Delta,and a new growth pole for Shanghai’s science and technology innovation center,” accelerate the commercialization of scientific and technological innovation achievements, achieve the integrated development of innovation, industrial, and urban functions, comprehensively enhance the park’s capabilities in clustering, demonstration, radiation, and driving force, and make significant contributions to Shanghai’s development into a science and technology innovation center with global influence and to the enhancement of Zhangjiang Hi-Tech Park’s innovation capacity.
(2) Development Goals
By 2025, the innovation capacity of the Zhangjiang Putuo Park will be significantly enhanced. Industries such as intelligent software, R&D services, tech finance, and life sciences will accelerate their clustering. A group of leading enterprises with industry influence will be introduced and nurtured, forming an innovation ecosystem characterized by the convergence of innovation elements, an excellent ecological environment, and a sound policy framework. The park will serve as a model zone for developing high-tech industries in the central urban area and become the main hub driving Putuo District’s innovative development.
1. A Hub for Domestic and International Collaborative Innovation. Leveraging the brand advantages of the two flagship initiatives—the China-Israel (Shanghai) Innovation Park and the Shanghai Tsinghua International Innovation Center—and harnessing the innovative potential of universities, research institutes, and leading enterprises, we will focus on achieving breakthroughs in core and key technologies within our areas of strength. We will continuously advance industry-university-research collaboration, promote the transfer and commercialization of scientific and technological achievements, and continuously enhance our capacity to generate scientific and technological innovations.
2. A Growth Pole for Breakthrough Development in the Innovative Economy. Focusing on the four key industries of intelligent software, R&D services, tech finance, and life sciences and health, we will look to the future, support the clustering of distinctive industries and the breakthrough development of key enterprises, foster new economies, new models, and new business formats, and form a “4+X” innovative industrial system.
3. A Vibrant Innovation and Entrepreneurship Ecosystem. Optimize the innovation and entrepreneurship environment, improve the innovation ecosystem, accelerate the aggregation of innovation factors, fully unleash the vitality of innovation entities, target cutting-edge technological fields, continuously strengthen the momentum of innovative development, and enhance the engine of innovation-driven growth.
4. Demonstration Zone for Integrated Industry-City Development in the Central Urban Area. Fully leverage the central urban area’s locational advantages to promote the development of distinctive building-based economies, advance cluster-style development patterns in adjacent blocks, and enhance the intelligence of park operations and brand influence. Implement innovative reform measures to create a world-class business environment and build a number of innovative, distinctive parks (bases).

III. Enhancing Innovation-Driven Capabilities
(1) Enhancing Scientific Innovation Potential
Establish high-level research institutions in the field of basic research. Benchmarking against world-class R&D institutions, accelerate the introduction and cultivation of high-level research institutions. Support universities such as East China Normal University and Tongji University in conducting basic research in their strengths, including life sciences and information sciences.Advance the development of the School of Medicine and Health at East China Normal University and the School of Medicine at Tongji University. Support key research institutes such as Shanghai Electric Science and Technology, Shanghai Institute of Chemical Industry, Shanghai Special Equipment Inspection Institute, and the 50th Research Institute of China Electronics Technology Group Corporation in leveraging their strengths in basic research to promote the establishment of R&D institutions in fields such as smart energy, intelligent manufacturing, smart transportation, advanced materials, biomedicine, and public safety, thereby enhancing scientific research capabilities.
Advance the construction of high-level technical centers in the field of applied technology. Actively align with national and Shanghai innovation and development strategies, leverage the service capabilities of various enterprise technology centers and industry testing centers, and support industrial innovation and upgrading. Accelerate the development of the National Engineering Research Center for Trusted Embedded Software and the National R&D (Experimental) Center for User-End Electrical Equipment of Smart Grids.Advance the construction of national-level industry testing and evaluation centers, such as the National Robot Testing and Evaluation Center (Headquarters) and the National Industrial Internet System and Product Quality Supervision and Testing Center. Support the development of laboratories at the Shanghai Tsinghua International Innovation Center—including those focused on information security and automotive electronics, turbocharged combustion and aerospace propulsion, and trusted transactions—to comprehensively elevate service capabilities in applied technology fields.
Encourage the undertaking of major national and municipal research tasks. Focusing on the needs of national innovation and development strategies, encourage and support enterprises, universities, and research institutes within the park to actively undertake major national and municipal research projects. Implement district science and technology incentive policies, use research projects as a driving force to establish a multi-tiered, specialized research system, promote the integration of industrial development and scientific research, and enhance the park’s overall scientific research capabilities.
(2) Building Distinctive Innovation Platforms
We will make every effort to build the international brand of the China-Israel (Shanghai) Innovation Park. We will explore integration into global innovation networks to promote two-way innovation, R&D, and technology transfer. Focusing on fields such as artificial intelligence and robotics, healthcare and life sciences, and internet and information technology, we will support Chinese and Israeli universities, research institutions, and enterprises in jointly establishing R&D centers and innovation platforms within the park to conduct applied scientific and technological research.Deepen cooperation among Chinese and Israeli universities, between universities and enterprises, and among enterprises. Through joint talent development, the co-construction of key laboratories and industrial research institutes, and other forms of collaboration, we will establish smooth two-way channels for technology transfer and accelerate the formation of emerging industrial clusters. With the China-Israel (Shanghai) Innovation Park at its core, we will build a high-quality Taopu International Innovation City.Actively promote the construction of an acceleration and incubation center, and actively attract more domestic and international science and technology organizations or their branches to establish operations in the park, positioning Taopu International Innovation City as a key western hub that complements the eastern Zhangjiang Science City within the framework of Shanghai’s science and technology innovation center.
Accelerate the construction of the Shanghai Tsinghua International Innovation Center. Leverage Tsinghua University’s strengths in scientific and technological R&D, innovative talent, and international cooperation. Focus on strategic technological directions such as aerospace technology, integrated circuits, artificial intelligence, and trusted transactions. Prioritize technological innovation, strengthen international collaboration, and pool global innovation resources. Relying on municipal major special projects, drive key breakthroughs in core technology fields and promote the practical application of research outcomes. Through the Tsinghua University Institute for Regional Development, establish a world-class think tank platform to engage in global regional development dialogues;We will continue to implement the Tsinghua University Innovation Leadership Engineering Doctorate Program in the Yangtze River Delta, cultivating leading scientific and technological innovation talents at an internationally advanced level. We will establish an innovation development model featuring deep integration among government, industry, academia, research, finance, intermediary services, and end-users, and promote the Center’s development into a new type of innovation hub with global influence, making it an integral part of Shanghai’s science and technology innovation ecosystem.
Focus on enhancing the service capabilities of two major functional platforms. Advance the construction of the “Robotics R&D and Commercialization Functional Platform” and take the lead in formulating a set of national and industry standards for intelligent and reliable robots; promote the development of the International Innovation Center for Future Robotics, strengthen the integration of capital with the platform, and foster the deep convergence of the innovation chain, capital chain, and industrial chain within the robotics sector to attract startups and overseas projects to the park; establish the Shanghai Robotics Industry High-Skilled Talent Training Base.We will continue to advance the construction of the “Industrial Control System Security Innovation Functional Platform,” establish a CNAS-accredited laboratory, and further enhance the platform’s public service capabilities in functional safety and information security, including simulation and verification, monitoring and evaluation, early warning, and training and consulting; we will drive technological breakthroughs in a series of critical toolchains and incubate “hidden champion” technology innovation teams; and we will advance the construction of the Shanghai Industrial Internet Security Industry Demonstration Zone to incubate a group of promising enterprises in the field of industrial control system security.
(3) Strengthening the Driving Force for Technology Commercialization
Accelerate the development of key technology transfer projects. Leverage the role of specialized technology transfer institutions such as the National Technology Transfer Center (Eastern Region), and, relying on the China-Israel (Shanghai) Innovation Park, advance the construction of the China-Israel Technology Transfer Service Cluster. Improve the service system for the transfer and commercialization of scientific and technological achievements. Aggregate service institutions specializing in the trading and commercialization of scientific and technological achievements, build a platform for exchange and cooperation between science and technology innovation enterprises and investment institutions, and gather various innovative resources from the industry to promote the marketization and industrialization of scientific and technological achievements by various entities within the park;Encourage enterprises to actively participate in technology broker training, select and introduce a group of specialized technology transfer service agencies, and strengthen technology transfer matching services; in line with the development needs of enterprises in the park, regularly organize technology transfer cooperation and exchange activities such as thematic forums, achievement exhibitions, and roadshows, and precisely invite domestic and international universities and research institutes to engage in exchanges with enterprises; increase efforts to promote and publicize technological innovation achievements, and facilitate research and technology transfer at universities and research institutes.

Focusing on the development of an innovative economy, we will strive to advance service-oriented, headquarters-based, open, and traffic-driven economic development, transforming the Zhangjiang Putuo Park into a growth pole driving the high-quality economic development of Putuo District. We will expand and strengthen innovation-driven industrial clusters, with a focus on developing the “4+X” industries: “4” refers to intelligent software, R&D services, tech finance, and life sciences and health industries;“X” refers to future-oriented initiatives, fostering new industries, business models, and formats centered on the digital economy, new infrastructure, the online economy, and the industrial internet.
(1) Optimizing and Strengthening the Intelligent Software Industry
Vigorously develop the intelligent support software industry. Develop embedded software and attract leading domestic and international AI enterprises focused on support software and foundational software. Cultivate and expand the industrial ecosystem within the park centered on leading AI enterprises such as Alibaba, JD.com, 360, and Huawei.Accelerate the construction of the Sino-German AI Cooperation Center to attract international AI projects, particularly from Germany, to settle in Putuo. Develop sensing and recognition software. Prioritize the development of products such as AR/VR, smart terminals, and human-computer interaction. Through the innovation and application of public service platforms and the establishment of industry alliances, accelerate the clustering of leading enterprises, foster and expand related companies such as Yizhi Electronics and Xinbai Shi Intelligence, and further nurture small, medium, and micro-tech enterprises. Promote technological innovation in intelligent processing software.Leverage Putuo Park’s accumulated strengths in data processing and intelligent algorithm innovation to attract headquarters-level enterprises specializing in data and algorithms, and vigorously develop supporting intelligent processing software that underpins the industrial internet and new infrastructure.Focusing on new infrastructure, the online economy, and fintech, develop intelligent application software. Centered on specific application sectors, facilitate the transformation and upgrading of leading enterprises—such as BoKe City, with a focus on the digital economy—into artificial intelligence software companies. Cultivate and expand a cohort of intelligent application enterprises, and promote the integrated development of intelligent applications across fields including 5G, data platforms, the Industrial Internet, and computing platforms. Strengthen demonstration applications in the AI sector and advance the development of the AI industry.Advance the construction of the municipal-level Industrial Internet Security Industry Demonstration Zone to establish a hub for technology, industry, and talent in the industrial internet security sector. Ensure scenario-based applications through industrial control security standards and drive the clustering of the 5G+industrial control security industry. Focusing on fields such as intelligent equipment, information security, and artificial intelligence, we will establish a cluster for testing, inspection, and certification services. Leveraging institutions such as the Shanghai Electric Science and Technology Institute, the Shanghai Institute of Chemical Industry, the Robotics Platform, and the Industrial Control Platform, we will fully utilize the R&D service capabilities of the Special Equipment Inspection Institute, the National Evaluation Center for Robotics, and the National Quality Inspection Center for Industrial Internet Systems and Products to develop industry-specific inspection, testing, and certification services.By clustering products in new materials, chemicals, and environmental protection, we will foster an industrial ecosystem centered on service-oriented manufacturing R&D headquarters. We will attract leading domestic and international enterprises to establish regional R&D centers in Putuo and encourage and support universities and colleges to partner with social capital to establish market-oriented R&D institutions. By 2025, the revenue of the R&D service sector is targeted to reach 24 billion yuan, accounting for approximately 60% of the district’s total revenue.

Establish a multi-tiered, influential technology (property rights) trading market system. Actively attract related industries such as securities and insurance, trust investment, asset management, and financial leasing. Promote the development of internet finance, including third-party payments, mobile payments, and financial information services. Encourage and facilitate domestic and international venture capital funds, private equity funds, and high-tech industry investment companies to establish licensed financial institutions in Putuo. Create a “one-stop” technology finance service information platform, strengthen the development of industry databases, and guide the aggregation of resources from various financial institutions.Optimize the policy environment for the development of early- and mid-stage venture capital and private equity investments to attract more venture capital funds and venture capital management companies to establish operations here. Actively encourage financial institutions and large listed technology companies to establish new financial subsidiaries, such as fintech and financial management firms. We will advance the construction of the Putuo Taopu International Health Innovation Industrial Park, establishing a health service ecosystem integrating “insurance + health + finance + internet” and a cross-sectoral innovation platform spanning the entire health industry chain, to create a modern health industry cluster, a health service innovation pilot zone, and a practical demonstration area for the “Healthy Shanghai” initiative.
(5) Incubating and Attracting Future Emerging Industries
We will grasp innovation trends, optimize the innovation ecosystem, and cultivate future industries. Driven by breakthroughs in cutting-edge technologies, we will continuously foster new industries and business models, with a strong emphasis on innovative approaches. We will vigorously develop the digital economy, accelerate the construction of digital and smart parks, and promote the deep integration of digital technologies with modern manufacturing, business and finance, and cultural and entertainment consumption.Vigorously develop new business models and formats such as the online new economy, focusing on key areas like specialty e-commerce and online audio-visual services. Cultivate and strengthen a group of leading local enterprises, build a new generation of leading internet enterprises, and foster emerging industries characterized by online, intelligent, and interactive features.
V. Building Distinctive Science and Technology Innovation Platforms
(1) Optimizing Industrial Spatial Layout
Centering on Putuo District’s “One Belt, One Core, One City” spatial layout, we will focus on dominant industries with competitive advantages and strive to build Putuo Park’s “Two Major Industrial Clusters in the North and South,” forming innovation clusters with relatively concentrated spatial distribution, complementary industries, and a certain scale. Based on the spatial layout and industrial characteristics of Putuo Park’s 14 sub-parks, we will prioritize the development of these two major industrial clusters and promote their distinctive growth.
Develop the Northern Cluster for Intelligent Manufacturing and Life Sciences. The industrial positioning of the six sub-parks within the Northern Cluster is as follows: Taopu Smart Innovation City will focus on intelligent technology, smart manufacturing R&D, and life sciences, building the Smart Innovation TOP Complex and advancing the construction of the Ruichuang Shanghai R&D Center; Future Island High-Tech Industrial Park will primarily develop advanced manufacturing and high-tech services, striving to build the “World-Renowned” Industrial Park;The New Golden Ring High-Tech Industrial Park will develop smart technology and high-tech services; the Zhenru Iron Triangle Science and Technology Park will concentrate on medical devices, testing and inspection services, and smart manufacturing; the Putuo Branch of the Tongji University National University Science and Technology Park will focus on smart healthcare and life sciences; and the Maiteng Entrepreneurship Hub will primarily focus on "Internet Plus," smart manufacturing, and e-commerce.
Developing an industrial cluster in the Southern District focused on smart software, R&D services, and tech finance. The industrial positioning of the eight sub-parks within the Southern District cluster is as follows: The Changfeng Eco-Business District prioritizes the development of the digital economy, tech finance, and artificial intelligence industries, while advancing the construction of the 360 East China Security Headquarters Park; the Zhonghuan International SME Headquarters Community focuses on developing industries such as medical devices and smart manufacturing;East China Normal University National University Science and Technology Park, leveraging the university’s educational brand and research capabilities, focuses on educational technology, next-generation information technology, and high-tech services to create an intelligent education and innovation cluster around East China Normal University; Tiandi Software Park continues to build its brand as a high-tech industrial park centered on the digital economy and cultural creativity, and, relying on the National Next-Generation Artificial Intelligence Open Innovation Platform for Intelligent Supply Chains, is constructing the JD Smart Cloud (Putuo) Digital Economy Industry Center;The New Caoyang High-Tech Industrial Park prioritizes the development of medical technology and high-tech services; the Tanjia 28-Cultural Information & Business Port (Caoyang) focuses on new media, the online new economy, and big data; the Wuning Science and Technology Park focuses on smart electrical engineering and smart transportation, advancing the construction of the “Electric Science Cloud” application service platform; and the Changfeng Science and Technology Park prioritizes the development of advanced materials, biomedicine, and public safety.
(2) Expanding Development Space in Parks
Adjust the spatial layout of the park at an appropriate time.In accordance with the spatial adjustment requirements of the Shanghai Zhangjiang High-Tech Industrial Development Zone, and in line with the development needs of Putuo District’s “One Belt, One Core, One City” overall layout, we will strive to incorporate high-quality land parcels into the Zhangjiang Putuo Park to expand the park’s scale and enhance the quality of innovation. We will create park facilities that meet the high-quality office space requirements of leading enterprises, top-tier companies, and enterprises with significant growth potential. We will foster a world-class business environment and establish several innovative, specialized parks (bases).
(3) Enhancing the Service Capabilities of Facilities
Advance the development of the “nursery + incubator + accelerator” incubation chain. Establish diverse incubation service models such as “incubator + capital + services,” and combine the use of government investment funds with social investment funds to support the development of incubated enterprises and technological innovation.Actively recommend that co-working spaces within the park apply for designation as municipal science and technology innovation and entrepreneurship platforms, and that district-level incubators be included in the official registry. Enhance the park’s brand value and incubation effectiveness. Lead the development of model incubators through operational models, service performance, and incubation outcomes. Continuously improve the park’s incubation service system to provide incubated enterprises with comprehensive services including information access, technological innovation, management consulting, entrepreneurship coaching, market expansion, staff training, and IPO guidance.
VI. Optimizing the Innovation and Entrepreneurship Ecosystem
(1) Aggregating and Cultivating Various Innovative Enterprises
Attract and support leading enterprises in key industries. Focus on priority industrial sectors to accelerate the cultivation of top-tier enterprises, “hardcore” innovative enterprises, and industry unicorns. Leveraging the China-Israel (Shanghai) Innovation Park and the Shanghai Tsinghua International Innovation Center as pillars, harness the radiating and driving effects of the two functional platforms—the robotics platform and the industrial control platform—in the digital economy sector to cluster a group of upstream and downstream enterprises.Support the group-based development of leading enterprises; through capital operations, achieve scale expansion and enhance innovation intensity, investment intensity, and economic density; strengthen the cultivation of private enterprise headquarters and guide private enterprises in applying for headquarters status.We will continue to accelerate the development of major digital economy projects such as the 360 East China Security Headquarters, JD Cloud’s Digital Economy Center, and Alibaba’s Digital Agriculture Supply Chain Center. Leveraging Huawei’s strengths in 5G and cloud computing, we will continue to support companies like Pok City and Wingtech Information in growing and strengthening their operations.
Cultivate enterprises with innovation potential. Regularly organize innovation and entrepreneurship competitions to identify outstanding startups and projects, providing them with services such as science and technology policies, financing, and entrepreneurial guidance. Support and nurture a group of high-growth enterprises with core innovation capabilities, as well as high-level, high-caliber entrepreneurial teams;Leverage the role of science and technology innovation guidance funds to support technological innovation among small and medium-sized enterprises (SMEs). Establish a mentoring and cultivation mechanism for technology companies preparing for an IPO, coordinate solutions to difficulties and issues encountered during the listing process, and facilitate their entry into capital markets such as the Main Board and the STAR Market. Encourage collaboration between leading enterprises, R&D institutions, robotics platforms, and industrial control platforms within the zone and SMEs to provide technical support and other services. In emerging industries such as artificial intelligence and the digital economy, cultivate and support a group of promising enterprises in niche sectors.
Revitalize innovative SMEs. Fully leverage the role of public innovation platforms within the park—such as key laboratories, engineering and technology research centers, and testing and inspection facilities—to provide comprehensive services for technological innovation. Promote the deep integration of science and technology with finance to alleviate challenges such as difficulty in securing innovation financing for SMEs. Optimize enterprise innovation policies and intensify efforts to cultivate high-tech enterprises and “Science and Technology Little Giants”; promote enterprise technological transformation and innovation; and guide enterprises in applying for key technological transformation projects and special programs for SME development.
(2) Attracting and Gathering Science and Technology Innovation Talent
Attracting top-tier scientific and technological talent. Leveraging the China-Israel (Shanghai) Innovation Park and the Shanghai Tsinghua International Innovation Center, we will intensify efforts to attract outstanding talent and recruit and cultivate top-tier professionals.Advance the construction of training bases for high-skilled robotics professionals and cybersecurity talent to establish a hub for scientific and technological talent along the Wuning Innovation and Development Corridor. Fully utilize and implement relevant talent recruitment support policies at the national, municipal, and district levels, offering preferential policies in education, healthcare, and talent housing to create a first-class living environment for talent; attract high-end scientific and technological talent from home and abroad who possess core patented technologies and can generate significant economic and social benefits to build a talent hub.
Gather high-end talent for the industry. Focusing on the needs of key industries such as intelligent software, technology services, tech finance, and life sciences, we will prioritize both “stabilizing existing talent” and “expanding new talent,” combining talent recruitment with talent development. We will implement diversified and personalized innovation talent development programs, encourage service providers within the park to conduct talent training, and offer corresponding incentive policies; priority access to talent apartments will be provided to outstanding talent, along with appropriate policy support.Enhance talent retention by specifically cultivating young scientific and technological talent within the park to form a multi-tiered cohort of innovation and entrepreneurship talent.
Improve the talent service system. Take the lead in exploring talent management and service mechanisms aligned with international standards to build a high-quality and attractive talent service system. Enhance the level of refined management by fully implementing the “Building Manager System” to promote the improvement of comprehensive supporting facilities and smart upgrades. Deepen the system where district-level leading officials maintain contact with and serve talent, promptly resolving difficulties and issues encountered during their development.
(3) Optimizing and Enhancing the Park’s Business Environment
Further enhance the efficiency of government services. Advance the implementation of the “Efficiently Handling a Single Matter” service plan, refine the policy framework, and streamline and increase the transparency of government procedures. Deepen reforms in “delegating powers, improving regulation, and upgrading services” as well as administrative approval systems; streamline investment project entry procedures in accordance with the law; simplify approval processes; and foster an international, market-oriented, and rule-of-law-based business environment. Provide approval conveniences for matters such as planning, environmental impact assessments, and safety related to the construction of public laboratories, experimental bases, and technology transfer platforms within the park.Provide “concierge-style” and “one-stop” “Internet Plus Government Services” for enterprises’ investment and operations within the park; explore a “customized government service” model; consolidate “multiple tasks and procedures” into “one-stop processing for a single matter”; and ensure that enterprises need to make “no more than one visit” to complete their affairs. Implement full-process services for investment promotion projects to comprehensively enhance government service efficiency. Intensify investment promotion efforts and innovate investment attraction models.
Further enhance the capabilities of professional service institutions. Focus on improving the park’s capacity for science and technology innovation and industrial innovation services, as well as promoting the transfer and commercialization of scientific and technological achievements, and vigorously attract and cluster specialized science and technology service institutions. Provide park enterprises and startup teams with specialized services—including R&D and design, testing and inspection, intellectual property, technical consulting, technology transfer, as well as asset appraisal, legal, financial, and banking services—tailored to specific industrial sectors.Focus on building an intellectual property service system, strengthen the development of intellectual property intermediary service agencies and industry associations, construct a full-chain intellectual property service system, and significantly enhance enterprises’ capabilities in intellectual property protection and utilization.
(4) Deepen and Expand Domestic and International Exchange and Cooperation
Promote international cooperation and exchange. Centered on the park’s key sectors, regularly organize international exchange events; support international research institutions, multinational R&D centers, and globally renowned universities and research institutes in establishing branches and jointly building laboratories within the Zhangjiang Putuo Park; support various innovation entities within the park in collaborating on projects with overseas innovation institutions and jointly applying for relevant domestic and international science and technology projects.
Further integrate into the Yangtze River Delta integration framework. Support the park’s rational layout within the Yangtze River Delta.Actively leverage the locational advantages of the “Shanghai West Hub” and the abundant innovation resources of major research institutions and universities to continuously strengthen its functions as a “launchpad” for cutting-edge technological innovation and a “conversion hub” for the industrialization of innovation outcomes, thereby accelerating service provision to the Yangtze River Delta region and integrating into the Yangtze River Delta integration development strategy; support platforms such as the Yangtze River Delta Robot Industry Platform Innovation Alliance and the Yangtze River Delta Cloud-based Science and Technology Innovation Service Platform in integrating innovation resources, advancing innovation cooperation, and sharing innovation outcomes to integrate into the Yangtze River Delta integration development.
VII. Support Measures
(1) Strengthening Organizational Leadership
Fully leverage the functions of the Zhangjiang Putuo Park Management Committee and its Office to coordinate the planning and implementation of this plan. Formulate implementation plans, clarify the division of responsibilities, improve working mechanisms, and ensure accountability. Additionally, research and propose solutions and recommendations for major issues arising during implementation, and ensure coordination and alignment between this plan and other relevant plans during the implementation process. Promote the orderly implementation of the plan and conduct mid-term and final evaluations of its implementation as appropriate.
(2) Strengthening Coordination and Integration
The Zhangjiang Putuo Park Management Committee and its Office shall be responsible for improving the coordination mechanism among relevant functional departments to jointly advance park-related work, ensuring the effective implementation of the plan and other park policies.Continue to refine the park’s operational framework, providing active support in areas such as planning formulation, policy implementation, project scheduling, and institutional innovation. Strengthen interdepartmental communication and coordination; establish a coordination mechanism with the district statistics department, development and operation entities of sub-parks, and other relevant units; improve the long-term mechanism for park statistics; align with the national high-tech zone evaluation indicator system; enhance data collection and comprehensive park evaluation; and ensure adequate funding.
(3) Strengthening Supervision and Inspection
The Zhangjiang Putuo Park Management Committee and its Office shall be responsible for supervising and inspecting the implementation of this plan, specifically organizing and conducting a mid-term assessment of its implementation, and reporting the implementation status to the Shanghai Zhangjiang High-Tech Industrial Development Zone Management Committee. Improve the social supervision mechanism and encourage public participation in the supervision of the implementation of the planning outline.
