Article 1 Purpose and Basis

In order to implement the construction of Shanghai's major strategies of building a scientific and technological innovation center with global influence, the Zhangjiang Comprehensive National Science Center, the Shanghai Zhangjiang National Independent Innovation Demonstration Zone, and the construction of the Zhangjiang Science City, the Shanghai Zhangjiang Science City Special Development Funds (hereinafter referred to as the "Special Funds") shall be established during the period of the "14th Five-Year Plan". (hereinafter referred to as "Special Funds"). In order to standardize the management of special funds, improve the efficiency of use, and effectively play a good role in guiding and driving the special funds, the development of this management approach.

Article 2 Principles of Use

The use of the Special Funds shall be in line with the policy direction of the development of the country, the city, the Pudong New Area and the Zhangjiang Science City, and be closely integrated with the "14th Five-Year Plan" of the development of the Zhangjiang Science City, focusing on the enhancement of the innovation source capacity, the development of innovative industries, optimization of the innovation ecosystem, and the improvement of urban functions. Article 3: Source of Funds

The special fund is set up by the Pudong New Area Government, and will be arranged at a cumulative amount of not less than 5 billion RMB from 2021 to 2025. The special fund will be arranged in years according to the actual needs of the annual support projects, and the annual budget amount can be used on a rolling basis within the policy period.

Article 4 Management Responsibilities

The Shanghai Zhangjiang Science City Construction Management Office shall, in accordance with the provisions of these Management Measures, determine the direction of the annual use and the focus of support, prepare the budget of the special funds, issue the annual project declaration guidelines, accept project declarations, organize project evaluation, supervise, inspect and evaluate the implementation of the projects, and be responsible for the acceptance of the projects, the public notification, and the allocation of funds.

The Pudong New Area Finance Bureau is responsible for reviewing and approving the budget of the special funds, and supervising and inspecting the use of the special funds.

Article V. Applicable Areas

The special funds are applicable to the pilot area of Zhangjiang Science City and the core park of Zhangjiang (including Zhangjiang Hi-Tech Park, Kangqiao Industrial Park, Shanghai International Medical Park, Zhangjiang Innovative Pharmaceutical Industrial Base, Heqing Industrial Park, Zhangjiang Optoelectronics Industrial Park, Bankcard Industrial Park, Zhangjiang Headquarter Park, and Zhoupu Intelligent Industrial Park, etc., which is referred to below. (hereinafter referred to as "Science City"   ).

Article VI support areas

Special funds are mainly used in the following nine areas:

(a) to create a new engine of innovation. Encourage scientific research institutions, research universities, innovative enterprises, and science and technology service organizations to gather in the Science City, build innovation and entrepreneurship incubation platforms, open innovation platforms, innovation laboratories, and intellectual property innovation platforms with global influence, carry out forward-looking basic research and applied basic research, and achieve major breakthroughs in leading original achievements.

(2) Leading new breakthroughs in core technologies. To strengthen the key core technology research, support enterprises to continue to increase investment in R & D funding, crack the bottleneck of industrial development technology. To improve the energy efficiency of the transformation of scientific and technological achievements, the main body of innovation to carry out the transformation of scientific and technological achievements and industry-university-research cooperation to give financial support, and to promote the deep integration of the innovation chain and the industrial chain.

(C) Develop new clusters of high-end industries. In key areas such as integrated circuits, biomedicine, artificial intelligence, online new economy, and other key areas, we support the development of industrial agglomeration and scale, carry out the construction of strategic emerging industries and pilot industry projects in line with the industrial orientation of the Science City, and create the engine of world-class industrial clusters.

(D) Stimulate the new kinetic energy of the main body of innovation. Support the construction of innovation and entrepreneurship carriers, reduce the cost of innovation and entrepreneurship, and enhance the level of innovation and entrepreneurship services. Support the incubation and cultivation of science and technology-based small and medium-sized micro-enterprises, rapid development. Support the construction of new infrastructure and cultivate the development of new economy. Support enterprises to set up industry benchmarks and make demonstrations in technological innovation and high-quality development.

(E) Construct a new high ground for innovative talents. Focusing on the major basic sciences and key industrial development needs of the Science Park, we support the attraction and rewarding of talents. Support the introduction and employment of global top experts, senior talents, outstanding young talents and other types of talents.

(6) Optimize the new environment of innovation ecology. Promote scientific and technological financial innovation, and strengthen the protection and utilization of intellectual property rights. Promote the in-depth integration of science and technology and culture, and support the creation of functional platforms of science and technology and culture that emphasize the characteristics of the Science Park, as well as the development of science and technology and culture-related activities. Support social forces to undertake the management services of the Science City and other related affairs, optimize the supply of public services, and give full play to the role of various types of subjects in the construction and management of the Science City.

(7) Create a new city that is pleasant to live and work in. It supports the enhancement of high-quality and internationalized urban service functions of the Science City and the creation of an excellent living environment. Support the construction of the ecological environment management service system, and encourage the creation of green eco-city.

(viii) Support the construction of industrial innovation centers in Pudong New Area. Specific support standards separately formulated "Pudong New Area Industrial Innovation Center Development Special Funds Management Measures" to be clear.

(ix) Other aspects. Mainly includes Pudong New Area clear support for major projects, "13th Five-Year" period Zhangjiang special funds have supported the project's final payment, as well as reference to the implementation of the Zhangjiang National Innovation Demonstration Zone special development funds policy.

Article 7 Support Mode

The special fund adopts the methods of financial subsidy, equity investment, loan interest subsidy, award in lieu of subsidy, and government purchasing service. A single project can take a variety of support methods, but the total amount of support shall not exceed the total project investment. Article 8 Project Management

Shanghai Zhangjiang Science City Construction Management Office, together with relevant departments, according to the objectives and tasks of the construction of the Science City and the annual key work, each year to develop and release the "Shanghai Zhangjiang Science City special development funds declaration guide", clear special funds focus on the direction of support, support areas, reporting requirements.

The project applicant will submit the relevant application materials according to the requirements of the declaration guide within the specified time limit.

The Shanghai Zhangjiang Science City Construction Management Office is responsible for the professional evaluation of the materials submitted by the project applicants, and can commission a third-party organization to provide professional support as needed.

Article 9 Budget Management

Based on the results of project acceptance and review, and the reserve projects, the Shanghai Zhangjiang Science Park Construction Management Office will prioritize and prepare the budget of the special funds, and submit it to the Finance Bureau of Pudong New Area for review.

After the approval of the budget for the special funds, it should be implemented in accordance with the budget approval. If there is a need to adjust the annual budget, in principle, before the end of October of the year, by the Shanghai Zhangjiang Science City Construction Management Office in accordance with the relevant provisions of the budget management to fulfill the budget adjustment procedures.

Article 10: Major Decision Making

According to the provisions of "Three Major Projects", the projects of the special funds shall be submitted to the Bureau Meeting of Zhangjiang Administration of FTZ Administrative Committee (Shanghai Zhangjiang Science Park Construction Management Office) for consideration, and for the particularly important projects, they shall be submitted to the Party Group Meeting of the Office of the Communist Party of China (CPC) for Promoting the Construction of Science and Technology Innovation Center in Shanghai for consideration. Article 11: Disbursement of Funds

According to the budget of the current year's special funds issued by the Finance Bureau of Pudong New Area at the beginning of the year, the Shanghai Zhangjiang Science City Construction Management Office will submit an application for allocation of funds in accordance with the implementation of the project, and the Finance Bureau of Pudong New Area will, after reviewing the project, disburse the funds to the special account of the Shanghai Zhangjiang Science City Construction Management Office for the implementation of the special account accounting and management, and the funds may be utilized on a rolling basis within the policy period.

Article 12 Supervision and Inspection

The Shanghai Zhangjiang Science City Construction Management Office strengthens the daily management of the special funds, and carries out the whole process of tracking and supervising the use of the special funds and the implementation of the project.

The Finance Bureau of Pudong New Area will supervise and inspect the use of the special funds and the implementation of the project; the Audit Bureau of Pudong New Area will strengthen the audit supervision on the use and management of the special funds, so as to ensure that the special funds are safe, standardized and effectively operated.

The project undertaking unit is responsible for the implementation of the legal person, the undertaking unit should be in accordance with these measures, the relevant implementation rules and the relevant provisions of the financial management of government finance at all levels, to do a good job of fund management, contract management, accounting and asset management.

Article 13 Performance Evaluation

Shanghai Zhangjiang Science City Construction Management Office shall strengthen the performance management of special funds, the implementation of the whole process of performance management of special funds to improve the effectiveness of the use of funds. Regular performance evaluation of the use of special funds or key projects will be organized, and the evaluation results will be used as an important reference for improving budget management and arranging special funds in the following years.

Article 14 Accountability

Special funds must be earmarked, strictly prohibit the retention, misappropriation. Fraud, retention, misappropriation and other violations of state laws and regulations as well as the relevant provisions of the act, in accordance with the "Regulations on Penalties and Sanctions for Fiscal Violations" to deal with, and in accordance with the provisions of the special funds have been allocated back. For project units that do not cooperate with the tracking and supervision of the use of special funds and information disclosure according to the regulations, the allocation of special funds will be suspended.

For the same project to repeat the declaration and enjoy other financial special funds, or the project unit occurred a major violation of matters, by the regulatory authorities serious penalties, there is a major risk of hidden dangers and other circumstances, will immediately terminate the project funds allocated, the deadline for the recovery of the allocated special funds, and cancel the project unit three years to declare the qualification of the special funds. Article 15 Implementation Period

These Measures shall come into force on September 2, 2021, and shall be valid until December 31, 2025.
