Original Title: Several Policies of Jiading District Regarding Support for the Development of the Smart Sensor and Internet of Things Industries

To implement the "National Integrated Circuit Industry Development Promotion Outline" issued by the State Council and the industrial deployment plans of the Municipal Party Committee and Municipal Government, to fully advance the construction of the Shanghai Smart Sensor Industrial Park, and to accelerate the high-quality development of the smart sensor and IoT industries in our district, the following policies are hereby formulated in accordance with the spirit of the "Jiading District Special Action Plan for the Development of the Smart Sensor and IoT Industries to Reach 100 Billion Yuan (2021–2025)" (Jiafu Ban Fa [2021] No. 9), and in light of the actual conditions of our district.

I. Scope of Support

Applicable to smart sensor-related enterprises or institutions registered and established within the administrative area of Jiading District that possess independent legal person status.

II. Scope of Support

(1) Support for Enterprise R&D and Innovation

1. Establishing High-End R&D Institutions. Smart sensor-related enterprises are encouraged to establish technical R&D institutions such as enterprise technology centers, R&D centers, engineering research centers, and joint laboratories. Enterprises designated for the first time at the national, municipal, or district level will receive one-time grants of 2 million yuan, 1 million yuan, and 500,000 yuan, respectively.

2. Encouraging Increased R&D Investment. High-tech enterprises recognized (or introduced) in the current year will receive a one-time grant of up to 200,000 yuan following recognition, based on factors such as the enterprise’s contribution, growth potential, and R&D investment. Among these, high-tech enterprises eligible for the support policies of the Zhangjiang National Independent Innovation Demonstration Zone will receive a one-time grant following recognition in accordance with the Zhangjiang Special Development Fund Management Measures.

3. Support enterprise R&D and innovation. For enterprises or institutions engaged in the R&D of smart sensors and high-end general-purpose components, key equipment, core materials, and advanced processes for smart sensors and smart hardware—specifically key R&D projects that reach international or domestic advanced levels or fill gaps in domestic core technologies—a subsidy of 30% of their R&D investment will be provided upon certification, up to a maximum of 5 million yuan.

4. Support for enterprises’ first-round chip production. Support will be provided for the R&D of integrated circuit and MEMS design enterprises, covering 50% of the costs for the first-round production of engineering products, with the total annual support for a single enterprise not exceeding 5 million yuan.

5. Support for Engineering Prototype Testing and Certification. For smart sensor-related enterprises conducting testing and verification of engineering prototypes—including functionality, performance, reliability, compatibility, and failure analysis—as well as related certification, support will be provided at 50% of the actual costs incurred for testing and certification, with an annual support cap of 2 million yuan per enterprise.

6. Support for product promotion and application. For enterprises selling chips independently developed and designed, where the cumulative sales revenue of a single chip product exceeds 5 million yuan, a reward of up to 10% of the annual sales revenue will be provided. The annual reward for a single chip product shall not exceed 5 million yuan. Each enterprise may apply for only one chip product per year, and the products applied for each year must not be duplicated.

7. Support for the purchase of EDA software and design simulation software. For enterprises in the smart sensor sector purchasing EDA design tools or design simulation software (including software upgrade costs), a subsidy of 50% of the actual expenses incurred will be provided, with the annual cumulative subsidy amount not exceeding 2 million yuan.

8. Support for automotive-grade certification. Support will be provided to smart sensor-related enterprises for training and certification in AEC-Q100 (ICs), 101 (discrete components), and 200 (passive components) reliability standards, as well as the ISO/TS 16949 system. A subsidy of 50% of the actual training and certification costs will be provided, for a maximum of two years, with an annual subsidy not exceeding 1 million yuan.

9. Encourage enterprises to engage in industry-academia-research collaboration. Smart sensor-related enterprises are encouraged to collaborate with universities and research institutes on industry-academia-research projects focused on the development of the smart sensor industry, through forms such as commissioned R&D and joint research initiatives. Upon approval following evaluation, a support subsidy of up to 50% of the total industry-academia-research investment, not exceeding 1 million yuan, will be provided.

(II) Supporting Enterprise Scale Expansion

10. Encouraging Enterprise Expansion. Enterprises in the smart sensor sector are encouraged to expand their production and operational scale. A one-time reward of 200,000 yuan will be granted to enterprises that first meet the criteria for large-scale enterprises and are included in statistical reporting.Enterprises in the smart sensor sector that achieve annual operating revenues exceeding 100 million yuan, 500 million yuan, 1 billion yuan, 2 billion yuan, or 5 billion yuan for the first time will receive one-time rewards of 500,000 yuan, 1 million yuan, 1.5 million yuan, 2 million yuan, or 5 million yuan, respectively. Rewards will be granted each time a new revenue threshold is reached, with incremental subsidies provided accordingly.

11. Support enterprises in establishing MEMS demonstration production lines. Priority support will be given to smart sensor enterprises for the construction of new MEMS demonstration production lines and the technological upgrading of key production lines for specialized chips such as MEMS sensor chips, thereby enhancing the self-reliance of smart sensors and their core chips.Priority will be given to recommending local smart sensor-related enterprises for applications for national and municipal-level technical renovation projects and certifications. For new construction or technical renovation projects of smart sensor enterprises with an investment scale of 50 million yuan or more, a subsidy of 10% of the actual fixed asset investment will be provided, with the cumulative subsidy amount for a single enterprise not exceeding 10 million yuan.

12. Support for Corporate Mergers and Acquisitions. Support will be provided to smart sensor-related enterprises to restructure and integrate upstream and downstream industrial chains through activities such as mergers and acquisitions; relevant district industrial investment funds may participate jointly or provide financial support. A reward of 10% of the merger and acquisition amount, up to a maximum of 10 million yuan, will be granted to enterprises that successfully acquire relevant enterprises or R&D institutions in the upstream and downstream industrial chains of the domestic and international smart sensor sector.

13. Reducing enterprise production costs. For smart sensor-related enterprises establishing operations in Jiading District, land supply support will be provided upon certification; for high-quality existing industrial and warehouse land where an increase in floor area ratio has been approved, no additional land premiums will be charged. For newly introduced smart sensor-related enterprises that have been certified and purchase land within the district for production or office use, preferential land prices will be granted based on the project’s circumstances, with a subsidy of up to 10 million yuan;For the purchase of self-used production and office premises, a one-time purchase subsidy of 10%–30% of the purchase price will be provided, up to a maximum of 10 million yuan; for the lease of production and office premises, a subsidy of 50%–100% of the lease price will be provided for three years, with a cumulative maximum of 10 million yuan over the three-year period.

14. Encourage enterprises to participate in standard-setting. Smart sensor-related enterprises or institutions that take the lead in formulating international, national, industry, local, or group standards will be granted one-time rewards of 1 million yuan, 500,000 yuan, 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively.

(3) Intellectual Property Protection

15. Support enterprises in applying for invention patents. For enterprises that obtain authorized invention patents domestically or internationally, a subsidy of 50% of the officially prescribed fees paid will be provided per patent, with a maximum of 500,000 yuan per enterprise annually.

16. Support enterprises in enforcing intellectual property rights. Support enterprises in enforcing intellectual property rights (patents, trademarks). For successful enforcement cases, provide funding covering 50% of relevant expenses such as judicial appraisal fees, notary fees, litigation costs, arbitration fees, and mediation legal service fees, with an annual cumulative maximum of 1 million yuan per enterprise.

17. Support for enterprises in utilizing intellectual property financial services. Support is provided to enterprises for intellectual property (patent and trademark) financial services. For enterprises that obtain loans from financial institutions through intellectual property (patent or trademark) pledge financing, a 50% subsidy on interest will be provided based on the People’s Bank of China’s benchmark lending rate for the same period, with a maximum of 200,000 yuan per enterprise per year.

18. Support enterprises in purchasing patent and trademark insurance. For enterprises purchasing patent or trademark insurance, a 50% subsidy will be provided based on the actual premium amount paid, with a maximum of 200,000 yuan per enterprise per year.

19. Encourage enterprises to engage in intellectual property transactions. Encourage enterprises to engage in intellectual property (patents, integrated circuit layout designs) transactions. For enterprises in the smart sensor industry that transfer intellectual property (patents, integrated circuit layout designs) due to technological innovation and R&D needs, the transferee will receive a subsidy covering 50% of the incurred costs, with a maximum of 3 million yuan per enterprise annually.

20. Support for enterprises purchasing IP. For enterprises in the smart sensor sector that need to purchase IP (from IP providers, EDA suppliers, or foundry IP modules) to conduct R&D on high-end chips or advanced/specialized processes, a subsidy of 50% of the actual payment will be provided, with an annual subsidy cap of 500,000 yuan.

(IV) Strengthening Cooperation and Exchange

21. Strengthen domestic and international cooperation and exchange. Fully leverage the role of the Academy of Sciences Experts’ Achievement Exhibition and Transformation Center as a platform for aggregating and transforming scientific and technological achievements to address and meet the technological innovation needs of smart sensor enterprises. Support the establishment of international R&D exchange platforms and encourage internationally leading R&D institutions and industry organizations in the smart sensor field to station dedicated personnel on a long-term basis for technical exchange and achievement transformation. Upon approval, subsidies of up to 1 million yuan may be provided based on the scale of the institution and its contribution to the district.

22. Deepen industrial cooperation and exchange. Support enterprises in hosting or organizing major forums, summits, exhibitions, and other events at the provincial or municipal level and above within the Yangtze River Delta region. Upon approval, a subsidy of 30% of the event costs will be provided for each activity, with the total annual subsidy for a single enterprise not exceeding 1 million yuan;For enterprises participating in various professional trade fairs, order fairs, and expositions both domestically and internationally, eligible enterprises may receive support equivalent to 50% of the costs for exhibition booth fees, custom booth construction fees, and public exhibition setup fees, with the total annual support for a single enterprise not exceeding 500,000 yuan.

23. Building Public Service Platforms. Support leading enterprises within the zone to collaborate with upstream and downstream businesses, universities, and research institutes to accelerate the development of public service platforms such as MEMS R&D pilot production platforms and smart sensor testing and inspection facilities. Establish integrated R&D and production mechanisms linking design, manufacturing, and packaging/testing to provide services including design, manufacturing, rapid packaging/testing, and application demonstration and promotion to small, medium, and micro enterprises.For newly established public service platforms, a subsidy of 30% of the self-raised funds within the actual investment amount will be provided, with a maximum subsidy of 5 million yuan per platform. For certified public service platforms serving SMEs, a subsidy of 10% of the actual value of completed service contracts will be provided, with a maximum annual subsidy of 1 million yuan per platform.

24. Encourage the use of public platform services. Public service platforms within the district shall give priority to providing R&D and testing services to local smart sensor-related enterprises. Support local smart sensor enterprises in applying for the District Science and Technology Innovation and Entrepreneurship Vouchers, with a maximum annual limit of 100,000 yuan per SME.

25. Support for enterprises in establishing alliances and organizations. Smart sensor-related enterprises are encouraged to take the lead in establishing industrial alliances and industry organizations. Upon registration and recognition as a social organization, a one-time reward of 300,000 yuan will be granted.

26. Support the Cultivation of Professional Organizations. We encourage various professional organizations related to the smart sensor industry to establish operations in Jiading. Professional institutions with significant influence in international, domestic, or industry organizations that establish operations here will be granted a one-time reward of up to 500,000 yuan upon approval. We also encourage various industrial platforms, industry associations, or other organizations to participate in industrial investment promotion; those making outstanding contributions to attracting high-quality projects will be granted a one-time reward of up to 5 million yuan upon approval.

27. Provide Efficient and Convenient Services. Trade facilitation services will be provided to enterprises in the smart sensor sector, offering faster and more convenient customs clearance services.

(V) Encouraging Enterprise Investment and Financing

28. Establish an Industrial Investment Fund. Establish the Jiading District Smart Sensor Industry Investment Fund, focusing on investments in sectors related to the smart sensor industry. Encourage domestic and international venture capital funds, investment companies, listed companies, and other institutions to establish investment entities in Jiading District that primarily target the smart sensor industry.

29. Encourage the Provision of Financial Support. Support financial institutions in providing financial services such as loan risk compensation mechanisms, financing guarantees, and interest and fee subsidies to enterprises related to the smart sensor industry. For guarantee institutions within Jiading District that provide guarantees, a subsidy of 1.5% of the annual guarantee amount will be granted, with a maximum subsidy of 5 million yuan.For newly established smart sensor-related projects, a 2-percentage-point annual interest subsidy will be provided on the verified loan amount for the portion borrowed from banks to meet project construction needs, with a maximum subsidy of 5 million yuan per year, for a consecutive period of three years. For smart sensor-related enterprises that successfully complete shareholding reform and are listed on a stock exchange, a one-time subsidy of up to 2 million yuan will be provided in addition to the district’s existing listing subsidy policies.

(6) Encouraging Talent Aggregation

30. Strengthen Talent Recruitment. Quotas for special talent residency permits shall be prioritized for professionals in the smart sensor industry. Highly skilled professionals recruited by smart sensor-related enterprises who have received honors such as the China Skills Grand Prize or the National Technical Expert title may directly apply for permanent residency in this city. Public employment and talent service agencies shall prioritize providing smart sensor-related enterprises with services for talent residency, school-enterprise cooperation, and public recruitment, while encouraging social entities to focus on attracting high-level domestic and international talent for the smart sensor industry.

31. Enhance Comprehensive Talent Services. For scarce and specialized talents recruited by enterprises in the smart sensor sector, priority will be given in applying for additional points toward residence permit eligibility and shortening the residency-to-household registration period; they will also be given priority in accessing the benefits of district and town Elite Talent Service Cards, as well as policies regarding public rental housing, talent apartments, and housing subsidies.

32. Strengthen talent development. Support and guide higher education institutions and social training organizations to establish majors, courses, and vocational skills training programs related to the smart sensor industry; build relevant internship, practical training, and experimental platforms; carry out school-enterprise cooperation, industry-education integration, and industry-academia-research collaboration; strengthen major development and the cultivation of practical talent; and establish talent training bases.

III. Supplementary Provisions

1. For major projects approved by the District Government, the support ratio and funding amount shall not be subject to the above standards; instead, priority support shall be provided on a case-by-case basis.

2. All projects under this policy shall follow a “first-come, first-served” application and reimbursement process. If an enterprise has already received support for the same project under other district or town industrial policies, the principle of “selecting the highest amount without duplication and avoiding duplication for individual items” shall apply.

3. The District Economic Commission, in conjunction with relevant departments, will comprehensively evaluate factors such as the applicant enterprise’s economic contribution, technological innovation, social integrity, energy conservation and environmental protection, and workplace safety. Enterprises that committed major violations of laws or discipline, or engaged in other serious acts of dishonesty in the year preceding the application year will be disqualified from receiving support for the current year.

4. If new policies are issued by the national, municipal, or district governments during the implementation of this policy, such policies shall prevail. Should significant changes occur in the industry environment during implementation, the District Economic Commission, in consultation with relevant departments, shall review and adjust the industry support standards and policies, and issue separate announcements accordingly.

5. Projects that applied for support prior to the issuance of this policy in accordance with the “Opinions on Further Encouraging the Development of the Intelligent Sensor Industry in Jiading District” (Jia Jing [2019] No. 24) shall be implemented in accordance with the original policy.

6. This policy shall be jointly interpreted by the Jiading District Economic Commission, the Jiading District Development and Reform Commission, the Jiading District Commerce Commission, the Jiading District Science and Technology Commission, the Jiading District Finance Bureau, the Jiading District Market Supervision Administration, and other relevant units.

7. This policy shall take effect on July 1, 2021, and remain valid until December 31, 2025. The "Opinions on Further Encouraging the Development of the Intelligent Sensor Industry in Jiading District" (Jia Jing [2019] No. 24) is hereby repealed.
