Original Title: Notice on the 2021 Application Process for the Hongkou District High-Level Industrial Talent Incentive Program

To All Industrial Departments and Investment Service Sub-Centers:

In accordance with the spirit of the “Policy Measures of Hongkou District for Promoting the Aggregation of Innovation and Entrepreneurship Talent and Driving Mass Entrepreneurship and Innovation (Trial),” and to encourage high-level industrial talent to lead the rapid economic and social development of the region, we hereby notify you of the following matters regarding the 2021 application process for the Hongkou District High-Level Industrial Talent Award:

I. Application Requirements

Eligible applicants are high-level industrial talents who meet the following criteria:

(1) Hold the position of Deputy General Manager (or Secretary-General of an institution) or higher (including various Directors) within an enterprise, with annual personal salary and wages contributing no less than 100,000 yuan.

(2) The applicant’s employer must be engaged in industries such as shipping and financial services, functional institutions, modern commerce, professional services, information services, cultural and creative industries, strategic emerging industries, or high-tech enterprises, and must be tax-registered in this district.

II. Support Standards

Grand Prize: 100,000 yuan;

First Prize: 80,000 yuan;

Second Prize: 60,000 yuan;

Third Prize: 40,000 yuan;

Encouragement Award: 20,000 yuan.

In addition, business management professionals who have made significant contributions to other regions may be eligible for relevant awards following a performance review.

III. Application Procedures

(1) Application Materials

1. List of Award Recipients;

2. 2020 Hongkou District High-Level Industrial Talent Recognition Application Form;

3. Individual tax payment certificate;

4. Copy of bank card;

5. Copy of ID card (or passport);

6. Copy of the employer’s business license;

7. 2020 Summary Table of High-Level Industrial Talents.

(II) Application Method

1. Application materials submitted by enterprises will be accepted by the corresponding departments, specifically: the District Shipping Office (for shipping services and functional institutions),District Financial Bureau (financial services and functional institutions), District Commerce Commission (modern commerce and strategic emerging industries), District Science and Technology Commission (professional services, information services, and high-tech enterprises), District Cultural and Creative Industry Office (cultural and creative industries), and District Investment Promotion Office (key enterprises in other industries with strong growth potential and significant contributions to regional economic and social development).

2. The aforementioned accepting departments issue preliminary review opinions and submit them to the District Investment Promotion Office for consolidation.

3. The District Investment Promotion Office, in conjunction with the District Development and Reform Commission, the District Human Resources and Social Security Bureau, and the District Finance Bureau, will conduct the evaluation.
