The "Implementation Measures for Deepening the Integration and Innovative Development of the New Generation Artificial Intelligence Industry in Changning District" were discussed and approved at the 36th Party Leadership Group Meeting of the District Science and Technology Commission on November 2, 2020, and subsequently discussed and approved at the 155th Executive Meeting of the District Government. Implementation Measures for Deepening the Integrated Innovation and Development of the New Generation Artificial Intelligence Industry in Changning District

Article 1 (Purpose and Basis)

To promote digital transformation, intelligent upgrading, and integrated innovation in Changning District; to accelerate the high-quality development of new industries such as artificial intelligence within the district; to foster a new industrial ecosystem; and to cultivate new economic growth points, these Implementation Measures are hereby formulated in accordance with the "Development Plan for Next-Generation Artificial Intelligence" (State Council Document [2017] No. 35) and the "Implementation Opinions on Promoting the Development of Next-Generation Artificial Intelligence in Shanghai" (Shanghai Municipal Government Office Document [2017] No. 66), and in light of the actual conditions of Changning District.

Article 2 (Scope of Application)

Legal entities and non-legal entities (hereinafter referred to as “entities”) that are lawfully established in Changning District, are in normal operation, and have a good credit record.

Article 3 (Division of Responsibilities)

The Changning District Science and Technology Commission (hereinafter referred to as the “District Science and Technology Commission”) is responsible for compiling the budget for support funds, determining annual usage directions and support priorities in accordance with policy provisions, and organizing policy implementation tasks such as qualification review and evaluation.

The Changning District Finance Bureau is responsible for the budget management and disbursement of support funds, and, as needed, shall cooperate with the District Science and Technology Commission to conduct supervision and inspection of fund usage.

Article 4 (Support Methods)

Policy support funds shall be allocated through a categorized support approach, providing financial support in accordance with the intensity and requirements of different policies.

Article 5 (Funding Sources)

The support funds covered by these Measures shall be allocated from the district-level fiscal budget and charged to the District Science and Technology Commission’s special support fund account.

Article 6 (Encouraging Project Implementation and Development)

To support the integrated and innovative development of the artificial intelligence industry, financial support will be provided to eligible entities, primarily covering the following aspects:

(1) Reduction of Office Costs. For newly introduced small and medium-sized enterprises (SMEs) engaged in artificial intelligence, blockchain, and collaborative innovation that occupy self-used office space in Changning District, and which are certified as meeting the eligibility criteria, a rental subsidy for self-used office space will be provided for a period of one year.For small and medium-sized innovative entities with significant technical (or market) advantages in specific sub-sectors of the artificial intelligence, blockchain, and collaborative innovation industries, and which have received two or more rounds of investment from well-known venture capital institutions (or have secured a certain amount of actual venture capital funding), a post-payment rent subsidy for self-used office space will be provided upon verification, for a consecutive period of three years.For entities that have moved into key industrial facilities for artificial intelligence, blockchain, and collaborative innovation in Changning District, those deemed eligible will receive a certain amount of post-payment rent subsidy support for their self-used office space, with the subsidy provided for three consecutive years.

(2) Strengthen support for the establishment of key entities and major projects. National and municipal-level key entities and major projects that demonstrate significant exemplary and leading roles and align with Changning District’s industrial development directions in artificial intelligence, blockchain, and collaborative innovation—provided they are located within key innovation industry hubs in Changning District and meet the established criteria—will be granted startup funding support based on the entity’s actual registered capital.

(3) Strengthen operational support and incentives. Newly introduced entities in the fields of artificial intelligence, blockchain, and collaborative innovation that promote industrial clustering and achieve strong performance, and are verified as meeting the criteria, will receive operational support commensurate with their comprehensive contribution to the region’s economic and social development. Support will also be provided to newly introduced or newly established seed-stage or startup-stage entities that have been in operation for no more than five years and have secured investment from well-known venture capital funds.Support for growth and expansion: Entities are encouraged to expand their investments and scale up operations. Eligible artificial intelligence, blockchain, and collaborative innovation entities will receive support commensurate with their new comprehensive contributions to the region’s economic and social development during the process of expanding investments and scaling up operations.

Article 7 (Support for Enterprise R&D, Innovation, and Application Implementation)

Support entities in research, development, and innovation. Provide financial support for entities’ innovation projects and open application scenarios, primarily covering the following aspects:

(1) Strengthen coordinated support for innovation projects. For projects that have received funding support from national or municipal-level authorities in areas such as artificial intelligence, blockchain, software and integrated circuits, and collaborative innovation, matching funds shall be provided in accordance with any requirements set by higher-level authorities; where no explicit requirements exist, after a comprehensive evaluation, matching funds shall be provided at a 1:1 ratio, with the cumulative district-level matching support for a single project not exceeding 5 million yuan. Matching funds shall be disbursed in a single installment upon completion of project acceptance.

(2) Establish the Changning District Special Support Fund for Innovative Industries. This fund will prioritize projects in fields such as artificial intelligence, blockchain, and collaborative innovation that demonstrate strong potential, high innovation, and the capacity to drive demonstrative effects. Projects will receive post-subsidy funding equivalent to 30% of the total investment, not to exceed 1.5 million yuan.

(3) Encourage the opening of innovation application scenarios. Conduct tenders for new technology application needs within the district and encourage various local entities to open their application scenarios. For projects implemented by local entities that demonstrate good results but are not included in the fiscal budget for information technology construction, provide the implementing entities with appropriate financial support.

Article 8 (Fostering a Favorable Innovation Environment)

Support will be provided to optimize the development of the information technology environment, organize industry-themed innovation events, and build functional service platforms. Financial support will be granted to relevant entities, primarily covering the following areas:

(1) Optimizing the IT infrastructure environment. Support the joint construction and sharing of telecommunications infrastructure; encourage property management entities to open up 5G base station site resources; and encourage and support various entities to contribute to enhancing industrial computing power.

(2) Increasing Subsidies for Public IT Services. High-quality entities in industries such as artificial intelligence, blockchain, and collaborative innovation that purchase public services such as telecommunications and cloud computing will receive a one-time subsidy equal to 50% of the service procurement costs, with annual support for a single entity not exceeding 500,000 yuan.

(3) Support for Innovation-themed Industry Events. Encourage the hosting or organization of high-level professional exchange forums and innovation and entrepreneurship competitions with industry influence in Changning District. Upon verification of eligibility, a certain amount of post-event subsidy support will be provided, with support for a single event not exceeding 200,000 yuan and annual support for a single entity not exceeding 800,000 yuan.For the introduction and hosting of relevant industry-specific exhibitions and trade shows with international or domestic influence in Changning District, a post-event subsidy of up to 500,000 yuan will be provided upon verification, with annual support for a single entity not exceeding 1 million yuan. For participation in relevant industry-specific exhibitions and trade shows organized by national or municipal-level industry authorities, a post-event subsidy of up to 250,000 yuan will be provided upon verification, with annual support for a single entity not exceeding 1 million yuan.

(4) Encouraging the Development of Functional Service Platforms for Innovative Industries. Support will be provided to entities participating in the development of high-quality functional service platforms for Changning District’s artificial intelligence, blockchain, and collaborative innovation industries. For “Changning District Innovative Industry Demonstration Bases” that have been recognized, a post-subsidy of up to 30% of the platform management and operation unit’s rent, not exceeding 1 million yuan annually, will be provided.

Article 9 (Supplementary Provisions)

(1) During the implementation of these Measures, if there are adjustments to higher-level policies, such higher-level policies shall prevail.

(2) No entity may receive duplicate benefits for the same matter. During the period of receiving benefits under these Implementation Measures, if an entity is simultaneously eligible for other similar policies in this district, the “higher-value, non-duplicative” principle shall apply.

(3) For matters involving carrier construction, enterprise innovation, or environmental development that have a significant impact on the creation of the regional industrial ecosystem, a “case-by-case” or “tailored-to-the-enterprise” approach may be adopted.

(4) The District Science and Technology Commission is responsible for interpreting these Implementation Measures.

(5) These Implementation Measures shall take effect on January 1, 2021, and remain valid until December 31, 2023.
