In accordance with the requirements of the “Several Measures on Further Deepening the Reform of the Administrative Approval System and Accelerating the Construction of Major Projects” (Shanghai Municipal Government Regulation [2020] No. 16) and the “Notice on the Implementation of the ‘Several Measures on Further Deepening the Reform of the Administrative Approval System and Accelerating the Construction of Major Projects’” (Shanghai Administrative Reform Office Document [2020] No. 16), and to further support “zero-land-increase” technical upgrades for enterprises located outside planned industrial zones,the following guidelines are hereby issued regarding the identification of high-quality projects outside planned industrial zones:
I. General Requirements
In light of the city’s actual conditions, we will further deepen the reform of the administrative approval system, optimize the business environment, and improve the project approval and initiation mechanism. Adhering to the principle of “municipal guidance, district-level implementation, list-based guidance, and differentiated management,” we will optimize the process for identifying high-quality “zero-land-increase” technical renovation projects by enterprises outside planned industrial zones, with the aim of achieving the work objectives of “delegating authority effectively, ensuring proper reception, and managing effectively.”
1. Municipal Guidance. At the municipal level, the “Three Commissions and Two Bureaus” (Municipal Commission of Economy and Information Technology, Municipal Development and Reform Commission, Municipal Science and Technology Commission, Municipal Planning and Natural Resources Bureau, and Municipal Ecology and Environment Bureau) shall fully leverage their coordination mechanism to provide specialized guidance, services, and supervision and inspection. They shall assess and update the “Positive and Negative Lists for ‘Zero Land Increase’ Technical Upgrades of Enterprises Outside Planned Industrial Zones”
(Shanghai Economic and Information Commission Regulation [2019] No. 4).
2. District-led Implementation. District governments shall be specifically responsible for identifying high-quality projects outside planned industrial zones. Projects shall undergo preliminary review led by the district industry department in consultation with relevant district-level departments, followed by submission to the district government for evaluation and approval; in principle, the approval process shall not exceed 10 working days. Project information shall be recorded via the “Shanghai Industrial Cloud Service Platform” to ensure data sharing and communication between municipal and district levels, facilitating coordinated project services.
3. Guidance from the Lists. The "Positive and Negative Lists for 'Zero Land Increase' Technical Upgrades of Enterprises Outside Planned Industrial Zones" shall serve as the standard for identifying high-quality projects outside planned industrial zones. Districts may further refine work requirements and strengthen coordinated management based on these lists.
4. Differentiated Management. Existing industrial land outside planned industrial zones shall be subject to differentiated management according to the following three categories:
(1) Existing industrial land within strategic reserve zones. Existing enterprise projects that are certified by the district government as meeting the criteria of the “Zero Land Increase” technical renovation positive list may proceed with new construction, renovation, or expansion in accordance with planning requirements.
(2) Existing industrial land within the urban development boundary that is not included in strategic reserve zones or planned industrial zones.Existing enterprise projects that, following an assessment led by the district’s industry and planning and resources departments and upon confirmation by the district government, meet the criteria of the “zero land increase” technical renovation positive list, shall be retained in the detailed control plan and may undergo renovation or expansion in accordance with the plan. Existing high-quality enterprises that are not retained in the plan but do not conflict with the implementation of near- and medium-term plans and meet the positive list criteria may, provided they commit to unconditionally complying with the government’s plan to reclaim land, be coordinated by the district government for renovation in accordance with industrial needs.
(3) Existing industrial land outside the urban development boundary. Land for existing enterprise projects confirmed for retention through town master plans, unit plans, special plans, and village plans within rural units may be renovated or expanded in accordance with the plans.For existing enterprise project sites that have not been confirmed for retention in the plan but genuinely require renovation or expansion, implementation shall proceed following project verification and planning adjustments. Among these, for projects requiring an increase in floor area ratio beyond the limits of the original land grant contract, after the district government completes the verification of high-quality projects, it shall report the verification results to the Municipal Commission of Economy and Informatization and the Municipal Planning and Natural Resources Bureau via the “Shanghai Industrial Cloud Service Platform.”
II. Division of Responsibilities
1. The district government assumes the authority for identifying high-quality projects and is responsible for organizing the identification process within its jurisdiction. In accordance with requirements for full-process tracking and management, it shall coordinate and advance administrative approvals, intermediary services, and public services across all stages—including project identification, renovation and expansion, completion acceptance, and daily operations—to facilitate early project implementation, commencement, and results. A post-identification evaluation mechanism for high-quality projects shall be established to promptly identify issues and optimize work plans.
2. Strengthen the coordination mechanism among the municipal “Three Commissions and Two Bureaus,” and enhance work guidance and supervision following the delegation of authority. Relying on the “Shanghai Industrial Cloud Service Platform,” strengthen regulatory oversight during and after project implementation (see Appendix for details).
3. For projects already identified as high-quality, environmental impact assessment (EIA) work shall be conducted in accordance with relevant regulations on EIA approval for construction projects and submitted to the competent ecological and environmental authorities for review. Ecological and environmental departments at both the municipal and district levels are responsible for carrying out the relevant work related to project EIA approval.
4. The Municipal Planning and Natural Resources Bureau is responsible for supervising and inspecting the implementation of planning and land use for recognized high-quality projects.
5. The Municipal Commission of Economy and Information Technology is responsible for leading the tracking and management of the identification and implementation of high-quality projects outside the city’s planned industrial zones, and for organizing the “Three Commissions and Two Bureaus” to conduct inspection and evaluation work.For projects with inaccurate application information or failure to meet land grant contract performance standards, relevant departments shall, depending on the circumstances, take measures such as suspending the processing of renovation and expansion procedures, reclaiming the land, or subjecting the project to credit-based regulatory oversight. For districts where significant deviations from the identification standards or excessive delays in the identification process occur, relevant departments shall take measures such as conducting interviews, issuing public notifications, or revoking the district’s authority to identify high-quality projects.
III. Other Matters
1. Generally, no new land allocations for industrial projects shall be arranged within the Strategic Reserve Zone. For major functional or strategic industrial projects requiring the use of newly granted land within the Strategic Reserve Zone, the implementation shall follow the activation mechanism of the Strategic Reserve Zone plan. Where such projects involve the identification of high-quality projects, the district government shall conduct a preliminary review before submitting them to the municipal “Three Commissions and Two Bureaus” for review and identification.
2. The Lingang New Area Management Committee is responsible for the recognition of high-quality “zero-land-increase” technical renovation projects for enterprises located outside the planned industrial zones within its jurisdiction.
3. Strengthen coordination between municipal and district authorities, summarize and promote reform and innovation measures and practical experience from various districts, focus on enhancing the efficiency of project promotion services, and promote stable economic and social development.

Operational Guidelines for the “Shanghai Industrial Cloud Service Platform”
I. The website for the “Shanghai Industrial Cloud Service Platform” is: http://cyy.sheitc.sh.gov.cn. After logging in, relevant municipal or district departments should access the “Recognition of High-Quality Projects Outside Planned Industrial Zones” section to perform specific operations.
II. Led by the industrial departments of each district, information regarding the three stages of the high-quality project recognition process shall be uploaded to the “Shanghai Industrial Cloud Service Platform.”
1. During the project application phase, submit project information. The district industrial department, in conjunction with relevant functional departments, will conduct a preliminary review and guide the project entity to complete the “Application Form for ‘Zero Land Increase’ Technical Renovation Projects” on the “Shanghai Industrial Cloud Service Platform,” and upload essential documents such as a vector map of the project site’s boundaries (in GIS or DWG format), land title deeds, and land grant contracts.After the district industrial department leads the review, clicking the “One-Click Form Generation” button will generate a project information form bearing the White Magnolia watermark. The project information form shall be prepared in triplicate, stamped and confirmed by the project entity and the district industrial department. One copy is submitted to the district government, one is retained by the district industrial department for archiving, and one is provided to the enterprise for backup.
2. District-level Joint Review Stage: Submit review information. The district industry department must complete the “Summary Table of District-Level Joint Review for Declared Projects” on the “Shanghai Industrial Cloud Service Platform” and may add other supplementary materials.
3. District Government Certification Stage: Submit certification information. The district industry department shall report the project certification status to the district government via the “Shanghai Industrial Cloud Service Platform.” If the district government certifies a project as high-quality, upload the relevant certification documents and click “Certified”; if not certified, click “Not Certified.”
III. Provide Statistical Tracking Services.
1. The district industry department clicks the “Summary Statistics” button on the relevant page of the “Shanghai Industrial Service Cloud Platform” to generate a list of projects submitted in the district (including work milestones).
2. Approved projects are automatically transferred to the “Industrial Project Tracking” section and incorporated into routine oversight.
