Original Title: Municipal Government Press Conference Introduces Details of the "Lingang New Area Innovative Industry Plan"
On September 24, the Municipal Government Information Office held a press conference where Liu Ping, Chief Engineer of the Municipal Commission of Economy and Information Technology, introduced details regarding the "Innovative Industry Plan for the Lingang New Area" (hereinafter referred to as the "Industry Plan"). Wu Xiaohua, Executive Deputy Director of the Lingang New Area Management Committee; Shen Weihua, Deputy Director of the Municipal Commission of Commerce; Chen Hongkai, Second-Level Inspector of the Municipal Science and Technology Commission; and Tao Changsheng, Chief Economist of the Municipal Financial Work Bureau, attended the press conference and jointly answered questions from reporters.
On August 18, the General Office of the Municipal Government issued the “Notice on Approving the <Lingang New Area Innovative Industry Plan>” (Shanghai Municipal Government Office Document [2020] No. 48). The “Industry Plan” was jointly issued by the Municipal Commission of Economy and Information Technology, the Lingang New Area Management Committee, the Municipal Development and Reform Commission, the Municipal Commission of Commerce, the Municipal Science and Technology Commission, the Municipal Commission of Transport, and the Municipal Financial Work Bureau.
I. Background of the Drafting of the "Industrial Plan"
The vigorous development of innovative industries serves as the most powerful engine for the future growth of the Lingang New Area and is the top priority in building a special economic functional zone. The Municipal Party Committee and Municipal Government attach great importance to the industrial development of the Lingang New Area. They regard the formulation of the "Industrial Plan" to high standards and the construction of a world-class, open, and modern industrial system of high quality as practical measures to implement national strategies, a key pillar for strengthening and enhancing the "Four Major Functions," and a crucial lever for driving reform, opening-up, and innovation in the New Area.
Guided by the principle of “holistic planning and a combination of short- and long-term perspectives,” the “Industrial Plan” focuses on the 119.5-square-kilometer pilot area, coordinates the layout of the 386-square-kilometer Lingang region, and comprehensively plans the entire 873-square-kilometer area, including parts of Fengxian, Pudong, and Minhang. Centered on the construction of a special economic functional zone, the plan sets concrete goals for 2025 and outlines a vision for 2035.
II. Overall Considerations of the Industrial Plan
The Industrial Plan emphasizes three key considerations:
First, strengthening functional development to accelerate the establishment of a new high ground for industrial openness and cooperation. Guided by General Secretary Xi Jinping’s “Five Important” directives, the New Area will fully leverage its role as a “testing ground” to promote high-level openness with greater intensity across deeper levels and broader fields, striving to build an open industrial system with international market competitiveness.
Second, strengthening high-end leadership to accelerate the development of new competitive advantages in innovative industries. The New Area will target industries with high growth potential, high value-added, and critical core capabilities, expediting the deployment of high-level, cutting-edge, and innovative industrial projects. It will promote the upgrading of the industrial foundation and the modernization of industrial chains, while vigorously developing new business models and services that integrate both domestic and international markets and resources.
Third, we will strengthen the supply of key resources to accelerate the creation of new vitality in the integration of industry and urban development. The new zone will enhance institutional arrangements and resource allocation, vigorously promote the integration of industries, industry and urban development, regional development, onshore and offshore operations, and the integration between the Special Comprehensive Bonded Zone and surrounding areas. We will optimize the allocation of living amenities and industrial resources to accelerate the mutual promotion of urban development and industrial growth.
III. Main Content and Support Measures of the "Industrial Plan"
(1) Industrial Development Positioning and Objectives
Facing new circumstances, transformations, and requirements, the development of industries in the New Area must not only achieve growth in “quantity” but also make breakthroughs in “quality,” particularly in terms of “functional capabilities.”
First, regarding development positioning, through “high-end leadership and first-class development,” “innovation-driven and open development,” “smart and ecological integrated development,” and “regional linkage and coordinated development,” we will focus on advancing five key initiatives to transform the New Area into a strategic hub for global resource allocation, a pinnacle of innovation for international emerging industries, a national calling card for major national projects, a frontier gateway for industrial openness and cooperation, and a benchmark of quality for deep industry-city integration.
Second, regarding development goals: by 2025, the New Area will have preliminarily established an open industrial system featuring the coordinated development of cutting-edge industries and modern service sectors, along with a relatively mature institutional framework for the liberalization and facilitation of investment and trade; by 2035, the industrial structure will be optimized and upgraded, with key cutting-edge industries achieving world-leading competitiveness and modern service sectors reaching a high level of development. The New Area will establish itself as a core hub for the global allocation of high-end resources and elements, and will be built into a special economic functional zone with strong international market influence and competitiveness.
(2) Industrial Development Priorities
Leveraging the institutional innovation advantages of the new zone and focusing on enhancing global resource allocation capabilities, we will build a world-class, open, and modern industrial system centered on the “7+5+4” framework.(Specifically, “7” focuses on cutting-edge industrial clusters in advanced manufacturing; “5” centers on modern service industries such as new forms of international trade and cross-border financial services; and “4” involves extending economic models toward the future, strengthening core functions on a global scale, and integrating development models with the open seas, all based on the “7+5” industries.) This includes:
First, building “seven major” cutting-edge industrial clusters with international competitiveness. By focusing on core segments of industrial chains and high-end positions in value chains, we will use strategic “layout” to drive “overall development.” We will aggregate and develop cutting-edge industries such as integrated circuits, artificial intelligence, biomedicine, civil aviation, smart new energy vehicles, high-end equipment manufacturing, and green remanufacturing to promote the upgrading of industrial foundations and the modernization of industrial chains, thereby creating “igniters” for innovative development.
Second, we will build “five major” modern service industry clusters with global reach. Guided by the goal of strengthening global resource allocation capabilities, we will prioritize the development of high-level service industries represented by new forms of international trade, cross-border financial services, modern shipping services, information services, and professional services. This will enhance Shanghai’s role as a hub and its influence within global trade, financial, shipping, and innovation networks, creating a “server” that radiates globally.
Third, we will build “four major” open and innovative economic models with epoch-defining influence. We will actively expand new spaces for economic development, cultivate new drivers of economic growth, and explore the development of open and innovative economic models characterized by offshore economy, smart economy, headquarters economy, and blue economy, creating an “accelerator” that empowers and drives growth.
(3) Industrial Spatial Layout
As a vital space for Shanghai’s economic development and a key node in the Yangtze River Delta coastal corridor—backed by the Yangtze River and facing the Pacific Ocean—the industrial spatial layout of the New Area prioritizes the synergistic advancement of “self-development” and “interconnected development.”
First, we will effectively develop the Pilot Launch Zone. Focusing on the 119.5-square-kilometer Pilot Launch Zone, we will take the lead in clustering a group of landmark, representative, and functional major projects. We will build, to high standards, a cutting-edge industrial cluster (focusing on integrated circuits, smart new energy vehicles, biopharmaceuticals, and other cutting-edge industries), an open zone for modern services (establishing a demonstration zone for open modern services with distinctive characteristics, high-end business models, and concentrated functions, and accelerating the clustering of headquarters and functional institutions),an International Innovation Collaboration Zone (establishing a scientific community for world-class scientists and joint innovation laboratories to gather domestic and international innovation resources and intellectual capital), a Special Comprehensive Bonded Zone, and functional zones in the northern and southern wings (focusing on the development of the civil aviation industry and modern shipping services to build a “dual-wing” aviation and maritime functional zone), striving to achieve the “Three Earlys”: early establishment of a visual identity, early functional operation, and early tangible results.At the same time, we will leverage the integrated policy advantages of the Yangshan Special Comprehensive Bonded Zone to prioritize the cultivation and development of industries such as international supply chain management, international high-end manufacturing, and cross-border comprehensive services.
Second, we will carefully plan the overall layout.The overall planning covers an area of 873 square kilometers. With the Lingang-Hulake Core Area as a key connecting point, efforts will focus on building the Two-Port Development Belt (leveraging the synergies between the airport and seaport in the north and south) and the Coastal Bay Development Belt (primarily linking the International Innovation Collaboration Zone, the Special Comprehensive Bonded Zone, the Frontier Industry Cluster, and the Xinghuo Development Zone). This will create an Emerging Industry Innovation Corridor (linking frontier industries, high-end production-oriented services, and technology innovation services in a southeast-to-northwest configuration),and to arrange multi-functional industrial clusters in a differentiated manner (including Wanxiang Academy, Sitan Seaport, Fengcheng Qingcun, and Jinhui), thereby forming a “Two Belts, One Corridor, and Multiple Clusters” industrial spatial development pattern. At the same time, by leveraging the “tangible connections” of major transportation corridors and hubs along the bay and coast, as well as the “intangible connections” of new platforms and elements, we will integrate with the development of the Yangtze River Delta region.
(4) Support Measures
The development of industries in the new area requires policy support and a supporting environment that is more open, more targeted, and more supportive. We will focus on implementing “seven key” supporting measures.
First, we will strengthen integrated policy and institutional innovation, continuously deepening comprehensive, profound, and fundamental institutional reforms to ensure the implementation of the “5+1+2” policy framework outlined in the national master plan; Second, we will build a robust investment service network, attracting high-end industries and resources globally through institutional incentives, functional clustering, open-door policies, and business-friendly services;Third, we will enhance infrastructure capabilities by accelerating the deployment of digital “new infrastructure” represented by 5G and IDC, and building an efficient, convenient, and interconnected transportation network system; Fourth, we will strengthen the supply of resources and factors by implementing internationally competitive tax systems and adopting intensive, efficient policies for mixed-use land and innovative industrial land;Fifth, we will foster a world-class talent ecosystem by implementing more open and effective talent policies, exploring the establishment of an international talent free port, and optimizing the professional and living environments for talent development;Sixth, deepen the integration of industry and urban development, strengthen supporting functions such as education, housing, healthcare, and commerce, and build a high-quality, modern international new city that is both business-friendly and livable; Seventh, foster an even better business environment, deepen reforms to streamline administration, delegate power, and improve government services, create more “Tesla”-style and “super-Tesla”-style service models, and establish a new hub for a business environment characterized by the rule of law, internationalization, and convenience.
