Represented by outstanding enterprises such as Guochuang Wind Power and Huiyu Auto Parts, Huimin’s abundant and high-quality aluminum and iron resources have laid the foundation for accelerating the extension of the high-end equipment manufacturing supply chain.
P12: The county’s annual casting capacity stands at 2.72 million tons. Existing enterprises currently utilize 900,000 tons of this capacity for their own development, while the remaining 1.82 million tons are available for attracting external partners.Additionally, we have the capacity to mass-produce 6MW–10MW wind power castings, with a production capacity of up to 200,000 tons (ranking first in the country). For individual castings, we can produce ductile iron castings weighing up to 160 tons per piece (also ranking first in the country). By streamlining the production process, we can transition directly from molten ductile iron to the casting forming and machining stage, significantly reducing transportation time and lowering logistics costs.
P13: As the second-largest metal after steel, aluminum is a critical material supporting the development of high-tech industries. In 2018, Huimin County produced 720,000 tons of primary aluminum, while Binzhou City produced 6.46 million tons. Within the Huimin Aluminum Deep Processing Industrial Park, molten aluminum can be transported directly to downstream manufacturers without ever leaving the facility.

Additionally, Goldwind Science & Technology, the nation’s leading provider of integrated wind power solutions, has confirmed plans to invest in and build a wind turbine assembly industrial park in Huimin, presenting immense potential for the supporting supply market.

P17: We are fully committed to advancing the construction of the wind power equipment manufacturing industrial park, with products covering all types of core wind power components. We have established long-term strategic partnerships with renowned domestic manufacturers such as Envision Energy, Mingyang Wind Power, China Haizhuang, and Shanghai Electric.Currently, efforts are focused on attracting enterprises across the wind power supply chain, including manufacturers of stators, rotors, bearings, flanges, tower sections, blades, and nacelle covers. By 2025, a wind power equipment manufacturing industrial park covering 3,980 mu (approximately 265 hectares) with an annual output value exceeding 20 billion yuan will be completed, forming a “four-way synergy” development pattern for wind power equipment alongside Dafeng in Jiangsu, Yangjiang in Guangdong, Fuqing in Fujian, and Huimin in Shandong.
P18: We are fully committed to advancing the construction of the automotive parts industrial park. The product range covers all categories of braking systems, including automotive parts and components, compressor parts, and industrial components. Current annual production capacity stands at 100,000 tons, with plans to reach 400,000 tons within two years. We have established cooperative relationships with globally leading automotive parts suppliers such as Continental AG and TRW of Germany, and our products are compatible with nine major automakers, including Volkswagen, General Motors, Great Wall, and BAIC.Plans are in place to attract automotive parts manufacturers from across the country to settle in Huimin, further extending the industrial chain, with the goal of creating a million-ton-scale industrial park within five years.
P19: We are fully committed to advancing the construction of the CNC machine tool manufacturing industrial park, leveraging the casting scale advantages of Guochuang Wind Power andChenxing Wear-Resistant’s scale advantages in casting, and the R&D, technical, and brand strengths of German-based His Machine Tools (acquired by Guochuang Wind Energy), the park will primarily engage in the R&D and production of vertical lathes, floor-type boring and milling machines, and gantry milling machines. We will focus on attracting high-end CNC machine tool component suppliers and complete machine manufacturers to establish a full-chain CNC machine tool manufacturing industrial park with an annual output capacity of one million tons within five years.
P20: Vigorously advance the construction of the aluminum deep processing industrial park. Capitalizing on the significant opportunity presented by Binzhou’s initiative to build a world-class high-end aluminum industry base, we will establish a fully integrated upstream-to-downstream industrial chain—spanning “aluminum ore—primary aluminum—aluminum profiles—deep-processed products” industrial chain with complete upstream and downstream support. We will focus on attracting manufacturers of aluminum alloy profiles, wires and cables, and automotive aluminum alloy components, striving to build a 50-billion-yuan high-end aluminum industrial cluster within 3–5 years.

Huimin County is located at 37 degrees north latitude and features a warm-temperate, semi-humid continental monsoon climate with distinct seasons and ample sunlight.The county has 1.3 million mu of arable land with high-quality soil. It is one of the 580 key counties designated in the National Vegetable Industry Development Plan and one of the primary production counties in Shandong Province’s revitalization plan for five major industries, including vegetables. The area under cultivation for melons and vegetables is approximately 500,000 mu, with an annual output of 1.5 million tons. It is also an important production base for the province’s flour processing industry, with a total grain output of 900,000 tons.The planned Huimin County Modern Agricultural Industrial Park covers 370,000 mu. The area dedicated to edible mushroom cultivation is 9.5 million square meters, with an annual output value reaching 1.5 billion yuan.
P22: Huimin County is a National Model County for Greening. There are nearly 10,000 nursery growers, with over 50,000 people employed in the sector. The total area for seedling cultivation in nurseries and seedling bases exceeds 160,000 mu, and the area for large-scale planting exceeds 80,000 mu.
P23: The two flagship tree species, Chinese ash and Chinese scholar tree, account for as much as 70% of the county’s total seedling production. Their cultivation area constitutes 20% of Shandong Province’s total, while their sales volume represents 50% of the province’s total. The county is renowned for the saying, “Huimin’s Chinese ash is famous throughout the world; Huimin’s Chinese scholar tree is celebrated across the four seas.”From 2012 to 2019, the county successfully hosted the “Yellow River Delta (Binzhou·Huimin) Greenery Seedling Expo” for eight consecutive years, establishing itself as the largest physical seedling distribution hub in Northern China.
P24: Huimin County is home to Shandong Province’s first county-level public brand, “Huimin Yuangen.” It boasts 123 agricultural products certified under the “Three Products and One Standard” program, including 47 pollution-free agricultural products, 65 green foods, 10 organic products, and 1 agricultural product geographical indication. The county holds four well-known agricultural product brands in Shandong Province and is recognized as a Shandong Provincial Agricultural Product Quality and Safety County.
P25: Huimin County has 3 national-level standardized livestock demonstration farms, 57 provincial and municipal-level standardized demonstration farms, 2 provincial-level leading livestock enterprises, 9 municipal-level leading enterprises, and 7 livestock and poultry slaughtering enterprises. The output value of the livestock industry and related sectors exceeds 7 billion yuan.
P26: Seeking cooperation to promote the vegetable and grain industry by introducing standardized base construction projects, producing high-quality, green, and safe products, increasing product value-added, and developing cold-chain logistics for vegetables and grains. The nursery industry will introduce rare tree species such as colorful-leaved varieties and establish high-standard nursery bases, adopting intelligent and large-scale nursery propagation. The livestock industry will adopt intelligent, large-scale, and eco-friendly farming practices.At the same time, we will develop high-end deep processing of livestock products, introduce cold chain logistics projects for livestock products, and establish large-scale deep processing facilities for food and health products.

Huimin County is the nation’s largest production base for chemical fiber textiles. It is known as the “Capital of China’s Plastic Rope and Net Industry,” a “Famous City of China for Rope and Nets,” a key industrial cluster in Shandong Province, a Shandong Provincial Sports Industry Base, and a Shandong Provincial Plastic Industry Base.The Shandong Provincial Rope and Net Standardization Technical Committee—the nation’s first standardization body for the rope and net industry—is headquartered in Huimin. The county boasts three provincial and municipal-level R&D platforms, one provincial-level testing and inspection center for net products, and one China Net Warehouse exhibition and sales platform.
P28: The county is home to 7,000 rope and net production and processing enterprises, employing over 70,000 people; there are more than 600 large-scale enterprises; and the county possesses over 7,000 sets of various types of looms.Independently developed products span 20 series with over 200 varieties; annual rope and net production reaches 1.2 million tons, with main business revenue totaling 12.5 billion yuan. More than 80% of the nation’s rope and net products originate from Huimin, and Huimin’s various rope and net products are used in over 40 countries and regions worldwide.
P29: Ropes and nets connect the four seas; their warp and weft span the world and link the five continents.Huimin Rope and Net focuses on its core industries, leveraging the Belt and Road Initiative to target the introduction of rope and net projects in fields such as marine aquaculture, mountain conservation and greening, deep-sea operations, and military-civilian integration; it emphasizes industry-academia-research collaboration to accelerate the development of a comprehensive service system for the six major rope and net industrial chains; and it prioritizes derivative industries to build a Shandong Provincial Demonstration Zone for the Transformation of New and Old Growth Drivers in Traditional Industries and establish a Chinese Green Clean Energy Town.
P30:----Modern Service Industries
In terms of cultural tourism, Huimin County is a “Provincial Historical and Cultural City” and a “Shandong Provincial Tourism Power County.” It boasts two National 4A-level scenic areas, seven 3A-level scenic areas, six Provincial Tourism Power Towns, and 14 Provincial Tourism Characteristic Villages. In 2018, the county welcomed 4.08 million visitors.
P31: Huimin County possesses unique advantages in hot spring resources. Currently, 32 square kilometers of hot spring resources have been identified, rich in strontium, which is beneficial for skin care, anti-inflammatory effects, and pain relief, with water temperatures reaching over 50 degrees Celsius. The Sunwu Hot Spring International Hotel, Shenghao Lijing Hot Spring, and Xincheng Windmill Farm Resort Hot Spring Water Park have successively opened, laying the foundation for establishing the county as a “Hot Spring Homeland.”
P32: E-commerce. Huimin County is a national comprehensive demonstration county for e-commerce in rural areas, boasting 2 Taobao Towns and 20 Taobao Villages. In late August 2019, the county hosted the 7th China Taobao Village Summit Forum, which marked Mr. Jack Ma’s final appearance at the forum in his capacity as Chairman of the Board of Directors of Alibaba. We have now established a long-term strategic partnership with Alibaba, and both parties hold monthly meetings to continuously deepen our cooperation.
P33: Stripping away the trappings of modern life, returning to nature, and seeking cooperation. In the realm of culture and tourism, we are advancing the development of the Yellow River Scenic Belt. The Yellow River runs through the entire southern part of Huimin County, spanning 47 kilometers with nine hazardous sections. The area along the river is rich in forest and fruit resources, with a forest coverage rate exceeding 50%.
P34: The natural and rustic ecological environment of Huimin County’s Yellow River Scenic Belt has given rise to a rich and diverse array of Yellow River-based cultural attractions, including the Wei Family Manor in Weiji, the woodblock New Year paintings of Qinghe Town, the Bailongwan Tourism Resort, and the former sentry post of the Chen Pioneer Team in Danyuan. We are focusing on developing distinctive rural tourism projects centered on Yellow River leisure and vacation experiences, integrating recreation, participation, and hands-on experiences.
P35: We are advancing the construction of the Sun Tzu’s Hometown Forest Park. Located 15 kilometers west of Huimin City, the park covers a total area of 492 hectares with a forest coverage rate of 92%. With negative ion levels in the forest reaching 95%, it serves as a quintessential natural oxygen bar, boasting outstanding environmental advantages. We are focusing on developing a comprehensive wellness tourism project that integrates an RV camping area, a nature observation and recreational experience zone, and a health and wellness leisure zone.
P36: “Know yourself and know your enemy, and you will never be defeated in a hundred battles.” More than 2,000 years after its writing, Sun Tzu’s Art of War continues to provide wisdom and strategy on both the battlefield and in the business world. We are committed to advancing the construction of the Sun Tzu Military Strategy Cultural Industrial Park, which is also a key comprehensive tourism project planned and developed by Huimin County in recent years.The industrial park is planned to cover an area of 1.5 square kilometers. Over the next 3–5 years, we aim to develop the Sun Tzu Military Strategy Cultural Industrial Park into a multifunctional leisure tourism destination that integrates sightseeing, recreation, business operations, and practical use, achieving an organic unity of scenic appeal and practical value.
P37: Healthcare and Wellness: We are promoting the development of nine key projects, including healthcare services, elderly care, sports equipment manufacturing, a 10,000-mu Chinese herbal medicine industrial park, the renovation of a traditional Chinese medicine hospital, the production and distribution of nutritional foods and health supplements, health tourism, health and fitness, biopharmaceuticals, and health management.
