The Yishui Economic Development Zone was established in July 2002 and was approved as a provincial-level development zone by the National Development and Reform Commission and the People’s Government of Shandong Province in March 2006. In recent years, to meet the needs of investment promotion and economic development, the zone has implemented a “one zone, multiple parks” strategy, successively establishing four project areas: Binhe, Lushan, Chengbei, and Hexi.To fully establish a “base for small-scale entrepreneurial projects,” three startup parks—Tengfei, Beichen, and Xinglong—have been planned and constructed. To further enhance the county’s open economy, the Qingdao Bonded Port Area (Yishui) Functional Zone was established within the development zone in July 2014. Currently, the development zone covers a planned area of 112 square kilometers, encompasses 16 administrative villages, and hosts 309 enterprises above designated size.The area has preliminarily established major industrial systems in energy and chemical engineering, biotechnology and chemical engineering, machinery manufacturing, electronics, rubber and tires, food, textiles and apparel, and new materials. It has taken shape as a modern industrial new district and has become a key engine for the county’s economic growth. In 2009, it was awarded the title of “China’s Most Promising Development Zone” by the Organizing Committee of the China Urban Construction Summit.In November 2011, it passed the ISO 9001 Quality Management System and ISO 14001 Environmental Management System certifications.In 2015, the development zone achieved a total industrial output value of 102 billion yuan for enterprises above designated size, generated 2.6 billion yuan in tax revenue, recorded 720 million USD in import and export volume, and collected 1.14 billion yuan in public budget revenue—representing year-on-year increases of 5.3%, 23.8%, 10.8%, and 18.8%, respectively. Its ranking among provincial-level economic development zones in the province rose to 40th place.
