It is an economic functional zone under the jurisdiction of Weihai City, Shandong Province, located in the southern part of Weihai’s central urban area within Huancui District. Established in October 1992 with the approval of the State Council, it operates under a “two-in-one” management system with the Weihai Export Processing Zone.As of the 2020s, it administers 2 towns and 3 subdistricts within Huancui District, covering a total area of 168.61 square kilometers. In 2016, the registered population was 167,616. The Management Committee is headquartered at No. 106 Qingdao Middle Road, Huangguang Subdistrict.

The Weihai Economic and Technological Development Zone serves as Weihai’s bridgehead for opening up to the outside world and a hub for high-end manufacturing. It has established an industrial system anchored by eight pillar industries: ships and components, general and specialized equipment, automobiles and components, electronics and information technology, food and pharmaceuticals, new materials, power and energy, and light industry, textiles, and apparel. The tertiary sector, including service outsourcing, commerce and logistics, and cultural tourism, accounts for a significant proportion of the economy. Agriculture focuses primarily on developing distinctive suburban agriculture.The Taowei Railway, Qingdao-Rongcheng Intercity Railway, Provincial Highway 203, Provincial Highway 301, and Provincial Highway 302 traverse the area, and Weihai Station and Weihai New Port are located within its boundaries.
