Dezhou Tianqu New Area is one of the four provincial-level new areas planned by the Shandong Provincial Party Committee and Provincial Government. Officially approved in November 2021 and inaugurated in December 2022, it covers an area of 418 square kilometers and has a population of 400,000. It has been designated to serve as a “pioneering zone for coordinating with the Beijing-Tianjin-Hebei region’s coordinated development, a smart and vibrant new urban area in northern Shandong, and a demonstration base for the new energy and new materials industries.”The Provincial Party Committee and Provincial Government attach great importance to the construction and development of Tianqu New Area, and the 16th Municipal Party Congress made the major decision to mobilize the entire city’s resources to build Tianqu New Area. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Tianqu New Area thoroughly studies and implements the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee, and fully implements the important speeches and instructions made by General Secretary Xi Jinping during his inspection of Shandong.It has set the strategic goal of “breaking ground and gaining momentum in the first year, achieving rapid development in three years, and making breakthroughs in five years.” Upholding the mission to “lead the way, shoulder the main responsibility, and serve as a pioneer,” the New Area has seized major strategic opportunities such as the coordinated development of the Beijing-Tianjin-Hebei region, ecological protection and high-quality development in the Yellow River Basin, the integrated development of the provincial capital economic circle, and the construction of provincial-level new areas. As a result, its comprehensive strength has significantly improved, and industrial upgrading has yielded remarkable results.project construction has been vigorously advanced, scientific and technological innovation has yielded abundant results, urban development has progressed by leaps and bounds, and people’s livelihoods have seen comprehensive improvements. The district has successively been approved as a National Green Industrial Park, one of the first national pilot zones for carbon peaking, a provincial pioneer zone for green, low-carbon, and high-quality development, and a provincial-level “dual recruitment and dual attraction” characteristic park. It has taken solid strides toward green, low-carbon, and high-quality development, emerging as the most dynamic and promising economic growth pole leading Dezhou’s eastward expansion.
