Original Title: Notice from the General Office of the Zibo Municipal People’s Government on Issuing the Implementation Opinions on Accelerating the High-Quality Development of Forestry

To accelerate the high-quality development of forestry, leverage the comprehensive benefits of forestry-based ecological construction, and contribute to the ecological development of a Beautiful Zibo, the following implementation opinions have been formulated in light of the actual conditions of our city.

I. Work Objectives

Adhering to reform as the driving force, the market as the guide, and science and technology as the foundation, we will build a strong city in modern forestry.By the end of 2030, a stable, healthy, high-quality, and efficient forestry ecosystem will be largely established. The city’s forest and wetland areas will remain relatively stable, while forest stock volume and forest quality will steadily improve. The capacity for forestry ecological protection and supervision will be significantly enhanced. The integrated development of the primary, secondary, and tertiary sectors of the forestry industry will be advanced, and the mechanism for realizing the value of forestry ecological products will be relatively improved. The capacity to serve carbon peaking and carbon neutrality goals will be significantly strengthened, and the modernization of the forestry governance system and governance capacity will be steadily promoted.

II. Main Tasks

(1) Expanding Coverage and Improving Quality to “Expand Green Areas,” Steadily Increasing the Quantity and Quality of Forests Across the City

1. Scientifically implement land greening to expand the total green area. Optimize the spatial layout of land greening, fully utilize greening spaces such as roads, waterways, villages, barren hills, and abandoned mines, and improve greening standards and quality.In conjunction with the Beautiful Rural Areas initiative, vigorously expand afforestation space in rural “four-side” areas; integrate with urban development by adopting measures such as removing illegal structures to create green spaces and reserving open areas to increase greenery, thereby extending green spaces into construction land; and integrate with ecological restoration by vigorously carrying out afforestation of barren mountains suitable for forestation, as well as ecological restoration of damaged mountain slopes and historically abandoned mines.Actively explore new technologies and methods for artificial aerial seeding (direct seeding) afforestation, optimize tree and grass species for afforestation, and improve afforestation quality. Focus on key ecological areas, actively seek comprehensive land greening projects, and coordinate the integrated protection of mountains, waters, forests, farmland, lakes, grasslands, and deserts within project areas. Strengthen the tending and management of existing unestablished forest areas and implement initiatives to improve the quality and efficiency of sparse forest areas.Vigorously promote the “Internet Plus” model for voluntary tree planting. [Led by the Municipal Bureau of Natural Resources and Planning; the Municipal Finance Bureau, Municipal Bureau of Housing and Urban-Rural Development, Municipal Transportation Bureau, Municipal Water Resources Bureau, Municipal Bureau of Agriculture and Rural Affairs, and Municipal Urban Management Bureau shall assume responsibility according to their respective duties; district and county governments (including the High-Tech Zone, Economic Development Zone, and Wenchang Lake Provincial Tourism Resort Management Committee; hereinafter the same) shall be responsible for implementation. All tasks listed below must be implemented by district and county governments and will not be listed individually.]

2. Effectively strengthen forest management to improve forest quality. Implement requirements for the formulation of forest management plans; guided by the development of national reserve forests and focusing on stand improvement and forest structure enhancement, scientifically advance the second phase of the Yiyuan County National Reserve Forest Project; support Zichuan District in applying for national reserve forest construction projects; and effectively implement national and provincial pilot projects for sustainable forest management to establish model projects for national reserve forests and sustainable forest management.Encourage all districts and counties to explore differentiated forest management subsidy policies, with a focus on supporting the tending of young and middle-aged forests, the renovation of low-yield and low-efficiency forests, and the restoration of degraded forests, thereby continuously enhancing the diversity, stability, and sustainability of forest ecosystems. (The Municipal Bureau of Natural Resources and Planning and the Municipal Finance Bureau shall be responsible in accordance with their respective duties)

3. Actively and prudently advance the development of forest carbon sink projects. Scientifically conduct surveys on the current status of forest resources and research on resource changes, establish a database on forest conditions and dynamic changes, and cooperate with provincial authorities to construct a parameter system for forest carbon sink measurement models.Encourage various social entities to participate in the construction of forest carbon sink projects. Support eligible districts and counties in prudently advancing the development of such projects, ensuring a precise understanding of policy requirements, managing project risks, and making full and effective use of suitable afforestation areas. Strive to integrate afforestation and carbon sequestration efforts in planning, design, and implementation, ensuring that afforestation and carbon sequestration tasks are implemented, mapped, and recorded in databases, thereby attracting carbon sink users to make early strategic plans and provide investment support.(Led by the Municipal Bureau of Natural Resources and Planning; the Municipal Development and Reform Commission and the Municipal Ecology and Environment Bureau are responsible according to their respective duties)

(2) Focus on Benefits to Promote “Green Development,” Actively Expanding Pathways for Green Industries to Enrich the People

4. Optimize and strengthen traditional forestry industries. Increase support for forestry enterprises with potential, technical capabilities, and scale. Support these enterprises in optimizing and strengthening traditional forestry industries—such as wood deep processing, seedling and flower cultivation, forest tourism, and specialty economic forests—through technological innovation, cultural creativity, standard-setting, and brand development. Extend industrial chains and promote the integrated development of the primary, secondary, and tertiary sectors.By 2030, cultivate and expand 2 national-level, 57 provincial-level, and 52 municipal-level leading forestry enterprises. (Led by the Municipal Bureau of Natural Resources and Planning; the Municipal Science and Technology Bureau, Municipal Bureau of Agriculture and Rural Affairs, Municipal Bureau of Culture and Tourism, and Municipal Market Regulation Bureau are responsible according to their respective duties)

5. Cultivate green industries that enrich the people and foster new types of business entities. Leveraging the region’s forest resources, we will conduct scientific planning to accelerate the development of green industries that enrich the people, such as ecological tourism, forest wellness, and nature education and study tours. By 2030, we aim to cultivate and strengthen 7 national-level forest wellness pilot construction units.Vigorously support the development of forestry business entities such as collective forest farms, family forest farms, shareholding cooperative forest farms, and forestry professional cooperatives. Develop forestry social intermediary organizations and professional service teams to foster a new landscape in forestry industry development driven by forestry enterprises, cooperatives, and forest farms, with broad participation from forest farmers, thereby enhancing the level of organization and risk-resilience of the forestry industry.(Led by the Municipal Bureau of Natural Resources and Planning; the Municipal Education Bureau, Municipal Bureau of Agriculture and Rural Affairs, Municipal Bureau of Culture and Tourism, Municipal Health Commission, and Municipal Market Regulation Bureau are responsible according to their respective duties)

6. Explore new pathways for the development of the under-forest economy. Deeply implement the concept of a comprehensive food security strategy. Based on forest resource conditions and farmers’ traditional cultivation and breeding practices, reasonably determine the goals, direction, and models for the development of the under-forest economy. Encourage the use of various suitable forest lands to develop under-forest industries such as forest mushrooms, forest herbs, forest beekeeping, forest vegetables, forest poultry, and forest livestock. Focus on building brands for under-forest products, improve the quality and added value of forestry products, further enrich the forest “granary,” and enhance the comprehensive utilization efficiency of forest lands.By 2030, the total area under forest-based economic operations across the city will reach 250,000 mu. (3) Strictly Adhere to Red Lines to Protect Green Spaces and Improve the Forestry Ecological Protection Supervision System

7. Strengthen the supervision and management of forestry resources. Fully leverage the Forest Chief System to further reinforce the primary responsibility of forest chiefs at all levels for the protection and development of forestry resources. Compile a new round of forest land protection and utilization plans, improve the integrated “air-ground-space” forestry resource supervision system, and severely crack down on forest-related illegal and criminal activities. Solidly carry out follow-up work on the integration and optimization of nature reserves, and continuously strengthen the protection and supervision of nature reserves.Strictly enforce land-use controls for forest land and enhance the capacity to provide services and support for forestry and grassland resources. Promote wetland restoration primarily through natural recovery, combined with both natural and artificial restoration methods, to enhance wetland ecological functions. Conduct comprehensive surveys and annual monitoring of forests, grasslands, wetlands, and wastelands. Scientifically demarcate the boundaries of public welfare forests in accordance with laws and regulations, and strengthen supervision of key public welfare forests. Jointly carry out special operations such as “Clear Wind,” strengthen protection patrols and disease monitoring, and effectively safeguard the security of wildlife and plant resources.Strengthen the protection of ancient trees, enhance the conservation and utilization of forest and grassland genetic resources, and improve the construction and management of forest genetic resource repositories. Strengthen quality and safety supervision of edible forest products to elevate the quality and safety standards of forest products. Strengthen the coordination between forestry administrative law enforcement and criminal justice, as well as collaboration with public interest litigation by the procuratorate, to effectively enhance the efficiency of forestry administrative law enforcement.(Led by the Municipal Bureau of Natural Resources and Planning; the Municipal People’s Procuratorate, Municipal Public Security Bureau, Municipal Bureau of Justice, Municipal Bureau of Ecology and Environment, Municipal Market Regulation Bureau, and Municipal Urban Management Bureau shall assume responsibility according to their respective duties)

8. Enhance forestry disaster prevention and mitigation capabilities. Deepen the implementation of source-based governance, thoroughly carry out the “100-Day Forest Fire Safety” campaign, and routinely conduct “Five Cleans” initiatives, hazard remediation, and special operations to investigate and punish illegal use of fire. Implement grid-based fire prevention management requirements, reinforce local primary responsibility, strictly control fire sources, strengthen professional teams and infrastructure, enhance monitoring, early warning, and emergency response, and establish an integrated prevention and control system.By 2030, the city’s forest fire damage rate will be controlled within 0.9‰. Strengthen monitoring and early warning for forest pests and diseases, and prioritize the control of pests such as the American white moth and the Japanese pine scale. By 2030, the city’s forest pest and disease outbreak rate will be controlled within 3‰;Complete the autumn survey for pine wood nematode disease on schedule; carry out vector insect control and the removal of dead pine trees; strictly enforce quarantine regulations to prevent the introduction of pine wood nematode disease. (Led by the Municipal Bureau of Natural Resources and Planning; the Municipal Emergency Management Bureau and the Municipal Urban Management Bureau are responsible according to their respective duties)

9. Accelerate the development of modern state-owned forest farms. Solidly implement projects to enhance forest quality and forest resource protection capabilities, improve infrastructure, increase investment in smart equipment and digital information technology, consolidate the foundation of forest resources, and improve smart governance capabilities. Support the development of industries such as under-forest economy and forest wellness, revitalize state-owned forest resource assets, reasonably determine the performance-based wage levels for public institutions within state-owned forest farms, improve internal distribution systems, leverage the incentive role of performance-based wages, and stimulate the internal momentum and vitality of state-owned forest farms.Promote the integrated development of forest farms and villages in accordance with local conditions, and actively advance pilot programs for deepening reforms of state-owned forest farms and for reforming the collective forest tenure system through state-owned forest farms. 10. Strengthen the supporting role of forestry culture. Firmly establish ecological concepts in forestry, carry forward the spirit of the forestry sector, and organize the “Rendezvous with Forests” series of promotional activities, including World Wetlands Day, Arbor Day, and Bird Week. Leverage the social functions of various nature reserves and coordinate the implementation of diverse nature education activities.Fully explore, protect, and pass down ecological cultural heritage; promote ancient tree culture; strengthen the compilation of classical texts and book publishing; encourage ecological cultural creation; and continuously enrich and elevate the quality and substance of ecological culture. (Led by the Municipal Bureau of Natural Resources and Planning; the Municipal Publicity Department, the Municipal Education Bureau, and the Municipal Bureau of Culture and Tourism shall assume responsibility according to their respective duties)

III. Support Measures

District and county governments must place the promotion of high-quality forestry development firmly on their agenda, strictly implement local responsibilities, clarify annual tasks and measures, and ensure the effective implementation of all tasks.Relevant municipal departments and units shall, in accordance with their respective responsibilities, provide fiscal support, leverage financial technology, and optimize social services. Forestry Chief System offices at all levels shall focus on enhancing their capacity for overall coordination and collaborative action, and shall comprehensively advance the high-level protection of the forestry ecological environment, the high-quality development of the forestry ecological economy, and the high-quality enhancement of forestry ecological culture, thereby forming a collective effort across society to promote high-quality forestry development.(Responsibility lies with the municipal Forestry Chief System units, the People’s Bank of China Zibo Branch, and the Zibo Financial Regulatory Bureau, in accordance with their respective duties)
