Original Title: Notice of the Qingdao Municipal People’s Government on Issuing the “Several Policy Measures for Accelerating the High-Quality Development of Advanced Manufacturing in Qingdao”

To accelerate the cultivation and development of new productive forces and promote the high-end, intelligent, green, and cluster-based development of the city’s manufacturing sector, these policy measures have been formulated in accordance with the city’s actual conditions.

I. Supporting Enterprises to Achieve Simultaneous Growth in Quantity and Quality

1. Encourage enterprises to upgrade equipment and undertake technological transformation. Support enterprises in utilizing new technologies, new equipment, and new processes to implement upgrades and renovations, thereby promoting the renewal of technical equipment and products. For enterprises that carry out technological transformation and meet the relevant standards, a subsidy will be provided at a rate of 12% of the annual equipment investment; the total subsidy received by a single enterprise in a given year shall not exceed 6 million yuan.For major technical renovation projects undertaken by enterprises that involve breakthroughs in foundational research and industrial applications, or that address critical shortcomings in key industrial sectors by replacing imports, support of up to 20 million yuan may be provided through fiscal grants or equity investments at the aforementioned ratio, depending on the circumstances.

2. Cultivating High-Quality Manufacturing Enterprises. Establish a tiered cultivation system for high-quality enterprises to enhance the modernization of industrial and supply chains. Support enterprises in focusing on specific product segments and critical links in the industrial chain to continuously improve independent innovation, market share, and core competitiveness. A one-time reward of 2 million yuan will be granted to newly recognized National Manufacturing Single-Champion Enterprises.

3. Promote the tiered development of smart factories. Encourage enterprises to build smart factories, promote the deep integration of digital and intelligent technologies—such as next-generation artificial intelligence—with the entire manufacturing process, and comprehensively enhance the level of intelligence in R&D, design, production, quality control, and supply chain management. A one-time reward of 500,000 yuan will be granted to newly recognized national-level smart factories.

4. Promote enterprise upgrading and expansion. Make effective use of provincial incentive funds for industrial enterprises meeting scale criteria and included in statistical reporting, intensify efforts to nurture industrial enterprises, and continuously expand the number and scale of industrial enterprises above a certain size. Strive to achieve steady and sustained growth in scale and profitability, thereby solidifying the foundation for stable industrial growth.

5. Cultivate advanced industrial chains and clusters. Focusing on key sectors of advanced manufacturing, establish selection criteria to identify up to three high-quality industrial chain development promotion agencies annually, each receiving a one-time reward of 500,000 yuan. Support these agencies in providing specialized services—such as industry-wide collaborative innovation and supply-demand matching—to upstream and downstream entities within the industrial chain, thereby optimizing the industrial development ecosystem.

II. Strengthening Support for Industrial Innovation

6. Support the development of industrial innovation platforms. Leverage the leading and driving role of national manufacturing innovation centers in high-end intelligent home appliances, virtual reality, and other sectors, and guide provincial-level manufacturing innovation centers to upgrade and improve their quality. Actively establish a number of provincial-level manufacturing innovation centers, and provide a one-time reward of 1 million yuan to newly recognized provincial-level manufacturing innovation centers.

7. Establish a manufacturing pilot production service system. Improve the mechanism for building and fostering manufacturing pilot production platforms. Support enterprises in integrating pilot testing, verification, and R&D production planning. Enhance public service capabilities for pilot production to meet industrial needs such as product prototyping, technology optimization, and testing and verification. Cultivate and establish a group of national and provincial-level manufacturing pilot production platforms to provide mature supporting technologies, processes, equipment, and standards, thereby accelerating the transformation of scientific and technological achievements into actual productive capacity.

8. Enhance the level of industrial science and technology innovation. Adhere to a market-demand-oriented approach in manufacturing, encourage enterprises to strengthen original innovation and the digestion, absorption, and re-innovation of imported technologies, and guide enterprises to lead or participate in national key R&D programs to tackle “bottleneck” technologies in key sectors and critical links of industrial chains.

9. Strengthen the foundation for industrial design development. Organize a series of industrial design festival events, support enterprises in actively participating in the “Governor’s Cup” and “Mayor’s Cup” industrial design competitions, and promote the integration of design into high-value-added segments of the industrial chain, such as creativity and R&D. Accelerate the cultivation of a group of national-level industrial design platforms, and provide a one-time reward of 1 million yuan to newly recognized national-level industrial design centers and industrial design research institutes.

10. Accelerate the promotion and application of “three firsts” products. Organize enterprises to participate in the revision of national and provincial guidance catalogs for the promotion and application of first-of-a-kind technical equipment and first-batch new materials, accelerate technological iteration and product upgrades, and enhance product market competitiveness. Strengthen demand-oriented and scenario-driven approaches, accelerate the improvement of software supply capabilities, and support enterprises in accelerating the R&D and market-oriented promotion of first-version software products.

III. Supporting Industrial Transformation and Upgrading

11. Promote the new development of the smart home appliance industry. Support enterprises in tackling key core technologies and participating in the establishment of industry standard systems in areas such as R&D, design, smart manufacturing, and brand building. Accelerate the R&D and production of high-end, intelligent, eco-friendly, and scenario-based new home appliance products. Actively expand into new industrial sectors such as smart service-oriented home appliances and wearable smart devices to promote the industry’s advancement toward the high end of the value chain.

12. Promote the quality improvement and upgrading of the modern light industry. Deeply implement the “Three Initiatives” strategy for the consumer goods industry, encouraging modern light industry enterprises to strengthen R&D and design, increase product variety, improve quality, build brands, and expand markets. Accelerate the cultivation of regional特色advantageous industries and high-quality brands to create a lineup of renowned Chinese consumer goods.

13. Develop new models of service-oriented manufacturing. Adhere to an approach driven by application, systematic planning, and targeted breakthroughs. Encourage enterprises to leverage next-generation information technologies to empower new manufacturing and catalyze new services. Accelerate the cultivation and development of new business formats and models in service-oriented manufacturing, promote the transformation of enterprises toward “manufacturing + services” and “products + services,” and facilitate the improvement of quality, efficiency, and transformation and upgrading of the manufacturing sector.

14. Build a green manufacturing system. Encourage enterprises to implement green upgrades and promote the green and low-carbon transformation of production methods. A one-time reward of 500,000 yuan will be granted to newly recognized National Green Factories and enterprises with green supply chain management. Encourage the research, development, and production of advanced and applicable green and low-carbon technologies and equipment. For high-efficiency energy-saving equipment newly included in the National Recommended Catalog of Energy-Saving and Carbon-Reducing Technologies and Equipment in the Industrial and Information Technology Sector, a one-time reward of 200,000 yuan will be granted to a single enterprise for each product category.The maximum reward amount per enterprise during the policy implementation period is 500,000 yuan.

15. Improve Industrial Energy and Water Efficiency. Encourage enterprises to proactively conduct energy and water efficiency benchmarking, identify gaps in energy and water efficiency, strengthen the recovery and cascading utilization of medium- and low-grade energy, promote the resource recovery of industrial wastewater, achieve integrated optimization of energy and water use systems, and cultivate “leaders” in energy and water efficiency.

IV. Focusing Efforts on Cultivating New Growth Drivers

16. Optimize the mechanism for opening application scenarios. Regularly publish a list of “Industrial Empowerment” demand scenarios, encourage large, medium, and small enterprises to form “consortia” for application scenarios, open up resources such as technology, standards, and channels by establishing scenario platforms, and attract the participation of small and medium-sized enterprises through new models such as crowdsourcing, collaborative support, and crowdfunding to jointly advance scenario development.

17. Accelerate the leap in production capacity for smart, connected new energy vehicles. Focusing on the development directions of electrification, intelligence, and connectivity, support vehicle manufacturers in transitioning toward new energy vehicles, develop and introduce a diverse range of new models, further unlock production capacity, and drive leapfrog growth in vehicle exports. Actively seek to launch “vehicle-road-cloud integration” pilot projects and accelerate the implementation of multi-scenario demonstration applications.

18. Provide inclusive computing power services. Issue “computing power vouchers” totaling no more than 20 million yuan annually to support enterprises in purchasing computing power services and lower the barriers to computing power usage. Provide enterprises with subsidies of up to 1 million yuan, covering no more than 20% of their actual computing power expenses. In accordance with laws and regulations, explore the promotion of intelligent computing center construction through construction subsidies and other measures tailored to local conditions. Build a diversified intelligent computing power cluster and strive to create a world-class supercomputing center.

19. Promote the development of the open-source ecosystem. Focus on enhancing enterprises’ independent innovation capabilities, advance the development of open-source technologies, and build high-quality open-source communities, platforms, and development/testing environments. Facilitate the implementation of foundational and forward-looking open-source projects in key application scenarios. Encourage enterprises to donate open-source projects to national-level open-source foundations; projects accepted by such foundations will receive a one-time reward of 300,000 yuan.

20. Accelerate the "upgrade of signal quality." Promote deep coverage of 5G networks in industrial enterprises and parks. Support basic telecommunications enterprises in collaborating with industrial enterprises to build 5G virtual private networks and hybrid private networks, and explore pilot projects for 5G standalone private networks to meet the needs of various application scenarios on production sites.

21. Explore the development of a trusted industrial data space. Support enterprises in leading the construction of industry-common data resource repositories and the development of industry product master data standards to create high-quality datasets. Promote the integrated application of industrial data throughout the entire manufacturing process—including R&D and design, production and manufacturing, and operations management—to enhance enterprises’ innovation and service capabilities.

V. Optimizing Support for Key Resources

22. Attract and Cultivate High-End Industrial Talent. Intensify efforts to cultivate and attract industry leaders, senior management talent, and outstanding engineers, striving to build an advanced manufacturing talent pool led by outstanding entrepreneurs, centered on industry leaders, and supported by high-level technical and skilled personnel. Organize activities to promote the entrepreneurial spirit and provide comprehensive services for the recruitment and cultivation of high-level industrial talent from overseas.

23. Conduct Brand Promotion and Marketing. Focus on cultivating the new generation of “Qingdao Golden Flower” brand clusters and building modern industrial clusters. Following the principle of government guidance and market-oriented operations, continue to carry out comprehensive promotion of the “Industry Empowers Qingdao · Smart Manufacturing Strengthens the City” brand to comprehensively enhance the influence of the “Made in Qingdao” brand.

24. Strengthen the “output per unit of land” evaluation orientation. Optimize and improve the evaluation system, emphasizing indicators such as energy consumption per unit, pollutant emissions per unit, and R&D expenditure intensity. Achieve market-based allocation of factors and resources to help enterprises reduce costs and improve efficiency.

25. Guide increased investment from social capital. Optimize service levels and innovate business models to attract social capital to participate in fund establishment and investment activities in accordance with market principles, thereby providing capital support and fund empowerment for enterprise development.

This policy remains effective until December 31, 2026. The “Notice of the Qingdao Municipal People’s Government on Issuing Several Policy Measures to Accelerate the High-Quality Development of Advanced Manufacturing in Qingdao” (Qing Zheng Fa [2021] No. 18) will cease to be enforced after its expiration on December 31, 2023; enterprises that meet the eligibility criteria as of January 1, 2024, shall be subject to this policy.
